At the time of the deadly confrontation he was wanted by the feds for failing to appear in court after violating his probation in a meth case. Court records show that harris has a history of evading police and has many convictions including assault with a deadly weapon, having ammunition, and dui. At the time of the deadly encounter, we have also learned he was wanted for ramming the car of a female Contra Costa County sheriffs k9 deputy. She is okay. All right. Thank you, henry lee in antioch. Four men are behind bars and a woman is on the run following two Home Invasion robberies in santa rosa one of which turned deadly. The men in custody range in age from 19 to 27 and are from virginia, new york and mississippi. You see three of them here. The fourth suspect is from santa rosa. Police are still looking for a fifth person, a woman who is known as amber skittles hembra armed and dangerous. The suspects are accused of two separate Home Invasions yesterday. During one they are accused of killing and shooting a 54year old man. The suspects are also accused of shooting an injuring another man although he is expected to survive. Four suspects in custody are held without bail. A female leader of the Metoo Movement is taking an unpaid leave of absence after facing her own Sexual Harassment accusations. Two men have accused Assemblywoman Cristina Garcia of Sexual Harassment and unwanted groping. One of the men is a former staffer for ian calderon who claims garcia grabbed him from behind during a legislative softball game in 2014. A second man a lobbyist says she groped and flirted with him during a fundraiser last year. An investigation into the allegations was launched by the Assembly Last month. We have to be very cautious when people have unchecked power, sometimes abuses happen. The investigation of garcia is being conducted by an independent counsel. In a statement, garcia said she has zero recollection of the events. But that any claims about Sexual Harassment must be taken seriously. Some controversial remarks from President Trump today who praised a former white house aide who is now accused of domestic violence. Staff secretary rob porter resigned earlier this week after news reports that he allegedly abused both of his exwives. Porter had worked closely with President Trump and President Trumps chief of staff john kelly. Kelly reportedly knew about the accusations since last fall and took no action. But the white house says President Trump only learned about the allegations on tuesday. I found out about it recently and i was surprised by it. But we certainly wish him well. Its a obviously, a tough time for him. He did a very good job when he was in the white house. And we hope he has a wonderful career. President trump also stressed that porter told him he is innocent. This afternoon, the New York Times is reporting that john kelly has said he is willing to resign over the handling of the situation if thats what he needs to do. Most people were sleeping, and the u. S. Government shut down briefly until congress voted on a budget bill in the middle of the night. The two Year Agreement will put the u. S. On track now for a 1 trillion deficit something we havent seen since the recession. Fox news Caroline Shively tells us the future of an immigration bill tied to this budget deal is still in doubt. Reporter the federal government shutting down overnight for the second time this year after congress missed a midnight deadline. Lawmakers passed a twoyear budget bill and stopgap measure which funds the government through march 23rd. 67 House Republicans voted against it mostly due to opposition to the 400 billion price tag. Minority leader nancy pelosi and other democrats also no votes. Since the bill lacked a measure to protect dreamers, immigrants brought to the u. S. Illegally as children who are currently shielded by the daca program. Give us a chance to allay the fear that is in the hearts of these dreamers and their families and remove the tears from the eyes of the statue of liberty. All of the indices are down about 5 for the week. Month after a massive hurricane decimated puerto ricos Infrastructure Community leaders in Silicon Valley are helping puerto rico rebuild. Five months after Hurricane Maria many homes and clinics in puerto rico have yet to be rebuilt and power here is intermittent. You know, i want to get this deal done as fast as possible. And its only going to help our team Going Forward, you know, going into free agency, and its 75 degrees out here. Its not like chicago. A simple injury could really be decimation for the 49er franchise spending this kind of money and you heard me say like 90 million of it or close to it is guaranteed. So its always a gamble. But you know what . He has a big upside, it seems like. Yeah. And its always about demand and there is huge demand for quarterback talent in the league right now. And they have it. We have been talking about, what were the patriots thinking letting him go for a second round pick . That in itself is a soap opera that would take about a halfhour to talk about. I think the patriots are going to look on this as a terrible moment in their franchise history where they had to have a little more patience, let him sit in the background for a while, but if you believe the stories, evidently tom brady didnt want Jimmy Garoppolo there. Went to the owner, Bill Belichick goes, you know, is told to trade him. And thats how it transpired reportedly. Very quickly, only have a moment, but the 49ers are spending a ton on garoppolo. Will they have any left for other players . Thats a good question. And the good news for 49ers fans is they now still after all this, and after they sign their draft picks next year, they will have approximately 62 million left which is the third most available cap space in the nfl. So they need to load up if they are to be serious play off contenders next year. They definitely need to load up around the quarterback, as well. The head of the making football safer for kids is what two lawmakers are trying to do with a new bill. Under the proposal, no child could play tackle football until they reach high school. Rob roth spoke with a Sports Medicine doctor about the plan and joins us from alameda with more. Reporter supporters say it could protect children from brain injuries but also mean some football fields could go empty. Its called the safe youth football act, Assembly Bill nowed in sacramento thursday banning children from playing organized tackle football until they reach high school. The hope is to reduce brain injuries through repeated trauma. The cumulative traumas and hits over time are what are starting to be where the area of focus and concern is and what makes us nervous. Reporter the doctor is a Sports Medicine doctor. To the extent that that accumulation either is minimized or put off, or to the extent it happens as minimal, thats only a net positive. Reporter scientific studies show chronic traumatic encephalopothy is caused by repetitive impacts to the head and children who play Contact Sports are at a significantly greater risk for neurological problems later in life. This San Francisco man is worried about his nephew. I have a nephew who plays pop warner football and suffered two concussions at 12 years old. I dont agree with it. Reporter Harold Pearson is the director of the Oakland Athletics league. If its happening at the nfl level, and its being taken into account at the college level, i think at the high school and the youth level, its something to look into. Reporter an assemblyman in sacramento who cosponsored the bill said in a statement, quote, no touchdown or interception is worth long term damage to their brains caused by tackle football. The bill is expected to be taken up in the spring and if it passes, california could become the first state in the u. S. To have a minimum age for playing tackle football. Julie . Right now, 52 of more than 1100 votes say no, they dont think it should be banned. Now, one in 14 children has experienced a head injury. According to a new cdc study, more than 8 of boys and 6 of girls have had a significant head injury. As these children age, their risk for head injury goes up. Most of them come when children and teens take part in sports. Another cause is falls caused by distracted walking. Most children with a concussion improve within two weeks. At this point, its not known if there are longterm effects from these injuries. Uber has agreed to settle a lawsuit that accused uber of stealing selfdriving Car Technology from a subsidiary of google. Waymo is googles Autonomous Vehicle division. Under the agreement uber will pay waymo 245 million. In the lawsuit, waymo claimed a former google employee teamed up with former uber Ceo Travis Kalanick to steal Laser Sensor Technology which helps guide selfdriving cars. Earlier today, we talked with the cnet reporter about the settlement. I think both companies have a lot to gain from this settling. You know, a lot of dirty laundry was being aired about uber and its trying to clean up its act right now. And for waymo, they got what they said they have always wanted, that their trade secrets not be used. Ukraines current ceo acknowledged that mistakes were made in the past and promising that uber will not use any of waymos self driving technology, according to the current ceo of uber. More fallout from the scandal with larry nassar. Michigan State University which once employed him says it is firing nassars former boss, dr. William strample. The school says it is in the process of revoking his tenure and wont cover his legal expenses. Several of nassars victims have sued stramp am claiming he knew about the abuse and did nothing to stop it. State Health Officials said today another 36 californians under the age of 65 died from the flu last week. That brings the total number of deaths in california to 163 this flu season. And as part of their weekly report, the centers for Disease Control said today that nationwide, this flu season is considered the worst since the swine flu outbreak about a decade ago. Although the cdc says the flu is still widespread throughout california, numbers showcases of the flu peaked several weeks ago and that fewer people are now getting sick. But there is still the possibility of a second outbreak. Nationwide, the outbreak is still getting worse and hasnt peaked yet. Reporter the centers for Disease Control released their update and the numbers of the flu are alarming. One out of every 10 deaths in the u. S. Last week was from the flu including at least 10 children. Almost 8 of all hospital visits also flurelated with 48 states now experiencing severe flu activity. All in all, we have as high a level of flulike illness activity as we saw during the peak week of the 2009 h1n1 pandemic. Reporter the cdc says this outbreak is now at or above epidemic level and it hasnt peaked yet meaning it will get worse before it gets better. There are now multiple reports of people getting the flu twice this season after being exposed to different strains of the virus at different times. There are multiple different kinds of influenza viruses circulating. Thats why this year sometimes you have heard of someone getting more than one illness with influenza. Reporter but fighting the outbreak wont be easy with pharmacist across the country still reporting shortages of tamiflu and the flu vaccine and supplies that are left are largely being rationed to children and the elderly. We have called the Insurance Company and explained to them that generic is not available, will you pay for the brand name. Sometimes they do sometimes they dont. We do anticipate in the next couple of days that theres going to be a lot of panic. A living light show on the coast. This is what people in big sur saw this week. Gorgeous. Tiny glowing phytoplankton lighting up the waves. They can be seen glowing because of a bioluminescence of plankton. It happens at night. The organisms are always there but cant be seen unless the conditions are right. In this case, calm weather, a calm sea and nutrients near the surface. Hm. Well, just a few weeks ago the california Marine Mammal center was in dire need of volunteers who help with seals and sea lions. Ktvus tom vacar spent the day at the center seeing how this winter compared that last year and tells us why elephant seals seem to be at most risk. Reporter unlike last years continuously stormy winter, this years dry, almost stormless winter, has been generally good to seal and sea lion pupping colonies. They are able to stay with their moms as long as is biologically important for them so they are going to receive the best care. Reporter but says this vet, elephant seal pups have reached the most critical time of their young lives. They are generally born in january and they nurse for a month and them moms leave. So if they didnt get enough nutrition during the first month, they probably wont survive. Reporter this afternoon at drakes beach the point reyes colony of elephant seals is at the very end of the pup weaning period. Any pups left behind now will likely end up in the care of the Marine Mammal centers expert rescue crews. The Marine Mammal center steps in, captures the animals and brings them to the sausalito hospital for whatever therapy is needed. The center is currently caring for two elephant seal pups still bearing their infant black coats who weigh a third of the 250 to 350 pounds they should weigh. Most of the rehab will be done by a small army of volunteers such as longtime volunteer Jennifer Weller who says the work is always gratifying. We work with the young pups that come in when theyre really babies and we nurse them back to health and teach them how to eat fish. We really get them to be big strong animals and to see them go back to the wild is the most rewarding thing for us. So without our volunteers, we would be very crippled in the number of animals that we could look after. Because we have so many volunteers, so much of the work is done by volunteers that the funds that we raise can go directly to our mission. Reporter it is a mission of life. And who knows. Those two elephant seal pups here that are currently battling for their lives may now have a chance to grow up big and strong and be the giants they can be and battle each other for control of their colonies. So when you see a record at sfo and oakland, they are relatively new baselines 50s and 60s but when you go back into the 1800s and youre breaking records, thats significant. Wildlife experts are warning about huge invasive rodents discovered in stanislaus county. Officials say the rodents need to be eradicated as soon as possible they are called knew tria. They are 2. 5 feet long with a 12 tail and weigh about 20 pounds. They live in or near water. The problem is those rodents are incredibly destructive they burrow in dikes and levees and roadbeds so they weaken infrastructure, problem for Flood Control systems. The rodents are originally from south america. More than 20 of them have been spotted or trapped in the San Joaquin Valley since last year. Wildlife experts say they can give birth to up to 200 offspring every year. A bay Area Business is trying to shake up the makeup industry. A woman from marin county is replacing toxic chemicals with organic juice. Pam cook reports. You have to be crazy to start a Beauty Company and compete against all those Huge Companies that everyone knows. Reporter she did and right in the heart of marin county. After specializing in health and wellness for 20 years, karen knew she had to get into the beauty business. I had never read a product label until i had my babies. I said, this cant be how Beauty Products are formulated where you fill the majority of it with butaline or propylene glycols Petroleum Waste products. Reporter medical Research Finds these synthetic products penetrate the skin and can be linked to cancer and other health issues. Theres formaldehyde releasing chemicals in a lot of Beauty Products. Theres mettle butyl and propyl par bins which are found in breast tumor tissue. Reporter she worked with Breast Cancer prevention partners a local science based nonprofit organization. Their studies show Alarming Health concerns tied to thousands of chemicals found in Beauty Products. It leads to cancer. Reporter that was the catalyst for juice beauty. My concept was what if we fill with organic botanical juices which are already jammed with vitamins and minerals and antioxidants, and then we add powerful ingredients on top of that so that every organic drop feeds your skin. Reporter it took her a while to find chemists willing to experiment with juice. The challenge was to get these bright colors and to get beautifully high performing products that performed as well or better than conventional chemicals. Reporter she attracted the attention of Gwyneth Paltrow who was also looking for high performing makeup that could stand up to the red carpet but was also chemicalfree. She put down a very high end conventional chemical brand benchmark for everything we did and said we need to make it better than that. And so, um, i cant even tell you how it is. I happened to land an internship in the makeup industry fell in love with it and knew thats what i was going to do after i graduated because were using organic ingredients. Every production batch is different because like in nature, no two apples are the exact same shade. So we have to adjust for that. This is shade gwyneth and we are getting these beautiful, beautiful pigments from crushed roses and we use, um, the deep purple from purple carrot and we use blacks from the argon husks and aubergine and daisies and pigments from plants. And i think you have to remember that. We certainly wish him well. Its a obviously tough time for him. He did a very good job when he was in the white house.
