San francisco firefighters will hold a forum to hear from canada candidates running for mayor focusing on issues related to First Responders in the future of the fire department. The Firefighters Union sent a questionnaire to candidates and asked them if they support giving firefighters veto power on Street Safety projects such as bike lanes. Firefighters say they support the citys Pedestrian Safety campaign but some of the projects can make it difficult for fire engines to navigate through traffic. That a forum starts around 10 am at the Firefighters Union building on a new will street near pier 96 and features what is widely considered the leading mayoral candidates, mark leno, london, jane skin and former supervisor angela i out of. On the 30th mark ferrell appointed his seat on the board of supervisors to his former legislative aide and clerk catherine stephanie. She announced she will hold regular hearings on the problem of car breakins in the city, to hopes to hold people accountable for what they think is an epidemic. Join live in the studio this morning with the supervisor, welcome. Thank you for having me. Congratulations. Did that come out of the blue, were you expecting the acting mayor to make the appointment . I not at all, it was a welcome surprise. Youre getting right to work, Holding Police more accountable for car breakins, what is the plan . I i want to look at what chief scott is doing, creating a crop ready crime division, i want to understand the structure of what that is. What they need from the board of supervisors, we are in budget season, i wanted to look at what resources the Police Department might need to help make change on the streets. Your district has been a problem, you wake up and see glass all over . I its a huge problem, i moved here 17 years ago and glass on the street rest was a rarity and now its daily. The palace of fine arts, the whole area, garages, between lombard and chestnut is a mess. There is glass every day. Car burglaries have spiked by 24 since last year compared to the year before, why start with something so big for your first active supervisor . I its the number 1 issue for my constituents. But its so hard to fix. Its been difficult to get your arms around for years. Yes, just because its hard to fix doesnt mean we shouldnt do what we can to try and ive had good relationships with the Police Department, the das office, im a former prosecutor so im looking forward to talking the with them about their challenges, senator weiner introduced a bill to make it easier for prosecutions for the das office so im committed to doing what i can with our Police Department, das office, and the courts to get an understanding of what can we do. You are District Attorney and worked in District Attorneys office. The complaint by some of the officers, we arrest these people, the same people get out and go back to doing it again. Even if you catch them they will come out and do it again. You hear that all the time. Just coming into it now, im not interested in the blame game im interested in finding out what are the challenges each department is facing. This idea of blaming isnt getting us anywhere, we need to sit down and understand what the individual challenges are and how i can help on the board of supervisors, or legislative body to make a difference. . But if you blame someone, the das office more than the Police Department,. I will blame you because youre not doing your job wouldnt be easier to fix the problem . I we have to admit we have a part in things. The Police Department has a part, the das office, the courts, the board of supervisors, i think we need to look at what that is and hold ourselves accountable. And not get into its your fault and say what can we do better, what can i do better as a supervisor and what can the board do as a whole and what can we ask the police or das office to do better. We cant do that without data and thats why i called for the hearing, to get down to what the police is facing with the new property crime divisions and what the challenges are. Is it difficult to balance quality of life crimes when the city has so many pressing issues, homelessness, lack of Affordable Housing, how do you square those 2 quick you you have to look at the resources to combat the problems and take a deep dive and say to we have enough resources in the Police Department to deal with the auto breakins, the homeless issue. Get an understanding of that through data. Legislate, plan accordingly in our budget to get them what they need to combat those problems. Do you believe in the broken window theory, if you allow small crimes to propagate bigger crimes happen . I i do. Thats why we need to get a handle on the auto breakins. Its a feeling of insecurity. Im a mother with a 13yearold and an 18yearold and we were going out to dinner and running all over, music lessons, sports lessons and we have these bags in my daughter asked can i keep my backpack in the car and im like no you cant. Were sitting at dinner with 8 bags, this feeling of insecurity. I want to let my daughter maybe leave the backpack and that shouldnt be, i want the criminal to think twice about breaking into a car not my daughter thinking twice about leaving her backpack. We know the police is doing their best, the other day and officer was injured trying to make an arrest. A car break in. You want this position full time, youre running for the seat for november. Why do you want it so bad, why do you want to be the supervisor . I i was a legislative aide for 9 years. Public service is a calling for me. I work i work for another supervisor for 4 years and mark ferrell for 5 years and youre not a legislative aide just to do it your doing it because you love it. Its a hard job and i love focusing on what my neighbors need, trying to bring changes to our community, increase the quality of life for everyone. I love public service. Its a dream job for me. You been around city hall for a while now. Best of luck and thank you for coming in. Thank you for having me. Coming up on ktvu mornings on 2 san jose mayor will deliver his state of the city address. We talk with him live about this message to the community and some of the biggest issues facing his city. And that in 90 minutes waite hill from victims of the coyote creek flooding last week, families are filing a lawsuit against the city, Santa Clara County and the district, they accuse them of negligence, not issuing evacuation orders quickly enough, as the coyote creek began overflowing. Last februarys flooding caused 75 million in damage, the district says theyve taken steps like lowering the water levels at the reservoir and developing an Emergency Action plan. Tonight san jose mayor sam liccardo will deliver his state of the city address, live in our studio right now , good morning. Good morning. Before i get to the state of the city what is your reaction to 150 families filing this lawsuit . I will let the lawyers sort out the lawsuit. We are focused on 2 objectives, making sure the families get taken care of, we have re housed all the families afflicted by the floods and we want to do what we can to support them. Second fixing what was broken. Weve invested a lot of manpower, and resources, improving our Emergency Response protocol. Particularly notification i should say and investing technology to ensure people are properly warned. Can you answer this one question, the allegation that will be brought that brought up that the city didnt issue evacuation warnings fast enough . I do you agree with that . I the day of the flood i said obviously there were failures and failures we need to fix is a city. There were other agencies involved in i focused on making sure we fix what was broken. I think weve done in and we will be better prepared for the next natural disaster. You said rehousing the people displaced was difficult because of the san jose housing crisis, what will you say tonight about the tires dire situation of housing in your state and region . I months ago i launched an Affordable Housing initiative focused on building 25,000 units of housing, 10,000 rent restricted and affordable. We made progress, but we have more work to do. We have 8400 units in the pipeline, a dozen affordable projects in the pipeline and we need to get those built and build more. But also we need to be doing more to get out of the way. As a city we know there are opportunities, like in downtown, near transit we could build a lot of density and thats an opportunity to have folks living downtown, not filling up the freeways because they will use transit and bart will be open later this year. We continue to build out, rapid transit, cal tran and the other systems. Their people concerned about being pushed out because of tech companies, specifically the google project near the arena. People protesting saying they are afraid they may be pushed out. What are you doing to help and keep diversity of income in san jose . I think its important for everyone to be aware we have a housing crisis today and we had one before google announced its interest into moving downtown. We have to deal with the issues today, ensuring we get more Affordable Housing built. Thats what im focused on primarily. Also strengthened tenant protections, rent control ordinance, ensuring tenants arent evicted for improper reasons. We know about the google project, this wont happen for several years, it will take more than a decade for this to get built. In a city of more than 1 million we can absorb those jobs. We will need to, and more to sustain the job capacity needs for our city over the next 10 to 12 years. Its important for folks to recognize this isnt going to be googles problem its our problem as a community to solve. We will look to google and others to help us but fundamentally this is our issue to fix. Youve had a busy year. Bart has command, stations coming to the city. What about the Police Department. Are you looking to beef up the cities Police Department, well you will you address that tonight . I absolutely. Weve had great success, international now has been the Fastest Growing airport in the country for 2 years in a row which is wonderful. We are continuing to encourage the revitalization of our downtown companies. The basics in the city is where i will focus a lot of my talk, and thats how we rebuild the Police Department. Weve added 150 officers in the last year and we had more this year. We have great leadership and eddie garcia, and the Police Department will really become the best apartment in the country. We have let you go, how disappointed were you when amazon announced you werent on the top 20 headquartered number 2 list . I im not losing any sleep. Come on mayor. Between google and microsoft and hp and amazon, everyone else has already moved in. Apple bought up more land. We have plenty to deal with on our plate. I made it clear we wouldnt offer necessities or tax breaks and i think thats what theyre looking for. We get it. Have a great state of the city and we appreciate you taking the time this morning. Thank you, have a great day. Coming up next, illegal dumpling dumping and oakland, looking at a new camera system that doesnt seem to be doing a lot to catch the culprits. Is dating your coworkers a good or bad idea. A new policy by google and facebook in the wake of the etoo movement. We continue to cover the developing news out of berkeley where the driver of a car died after the vehicle collided with an ac transit bus and the bus crashed into a house property. It happened near california street and sb avenue. Its close for a couple of blocks, allie rasmus has been at the scene since shortly after the crash and she joins us with the latest. Reporter the crash happened at 6 30 am, ashley in california, at south berkeley, and involved in ac transit bus heading west on ashby and a wet hot and a honda civic going south in california. When the vehicles collided, the force was enough to push both of them into a parked car on ashby and it ended up on a porch of a home. The people were okay, the driver okay along with another passenger but the driver died at the scene. I want to bring in robert liles for ac transit, an investigation going on, we have an idea of which direction, but how did it happen. Etsy transit wishes its deepest condolences to the family of the driver involved, as you mentioned the investigation is underway. What were trying to determine is what happened at the intersection. The coach was traveling westbound, the vehicle coming in southbound on california. California has a stop sign and ashby doesnt so were trying to determine what happened when the driver of the car entered the intersection. There are cameras. There are cameras on board, that video has been downloaded, in the possession of Berkeley Police, and they will be used to have a better determination of what happened. As far as the occupants, there is a driver and one passenger, neither of those individuals injured. The driver remain on scene and gave his investigation his information and he will undergo mandatory drug screening. It doesnt suggest he was on drugs at the time but that is protocol. He will also be off work at least 3 days while we evaluate his condition. Reporter have you spoken to the driver . I i have not. Reporter how is he doing . I he is a shaken. Hes been with us a few years, incredibly conscientious driver and this has not happened in the past. He is shaken. Reporter private part of the process when this happens, not only the screening of drugs and alcohol, but also the driver who goes through Mental Health screenings to see if hes doing okay. We have an Employee Assistance program, offer for the first 3 days following an incident like this and they will speak with a Mental Health professional to get a better understanding of their condition before they returned work. Robert liles, thank you for speaking with us. In the meantime while the investigation continues, as part of ashby at california several blocks shutdown. Berkeley police on scene, gathering evidence for this deadly crash involving an ac transit bus and the driver of a red honda civic on this residential street. Both vehicles ended up in the front of the house on ashby. Everyone in the house and bus is okay, the driver of the vehicle of the car died in the collision, back to you. Inc. You. After sting operations about Illegal Dumping and oakland the city installed cameras hoping to catch people in the act. Going through hundreds of documents to find out if the cameras are working and if anyone has been caught. To Candace Nguyen who is a story. Reporter for ricardo, this is every day. Reporter does this frustrate you . I i am used to it. As far as how i see it as Business Owners, if we dont take care of ourselves no one will take care of it. 4 from east to west and almost shoulder to shoulder Illegal Dumping is a multimillion dollar problem for oakland. There is cleaving supplies cleaning supplies, computer supplies, household garbage. Even the boats left for someone else to deal with. This is the other side of the street . I the other side yes. 4 what are you doing . I after we held our own sting operation, Oakland City Council approved a 100,000 pilot project, buying 4 surveillance cameras to catch illegal dumpers. They also posted signs about rewards for reporting and violators will be prosecuted. Reporter do you think its working . I know. We requested some of the video from one of the cameras on west grand and another for maple. Greg minor who oversees the program says they are able to move them around. 4 do you think the cameras are working to curb this problem . I most definitely not significantly curbing the problem, they are an additional tool. According to the city crews responded to double the number of Illegal Dumping calls compared to 5 years ago, last year they received more than 25 according to the city crews responded to double the number of Illegal Dumping calls compared to 5 years ago, last year they received more than 25,000 calls for service responding to all of them they say and thousands more. We called the city of oakland almost every day. Reporter when it comes to enforcement, and all of 2017 the city only issued 45 citations, and collected fines from only a halfdozen dumpers. Holding dumpers is challenging, if you dont have a license plate, if they are using a stolen vehicle which happens frequently, and often the most reprehensible dumpers tend to ignore the citations. Reporter why would anyone stop illegally dumping if they feel they can do it over and over and not get caught and not be held accountable . Thats a good question. Thats why there needs to be consequences, but the easier we can make it for people to legally dump the less likely they will illegally dump. Reporter as for the cameras. Do you think they are worth it enough to invest more taxpayer money in the program . I know, not at this point. Whatever they are doing the last year and half it isnt helping. Dont give up, we are giving up on you, dont give up on us. Reporter some Business Owners are trying not to but they are close. Candace joins us in studio, its interesting, and the back of my truck i am a bunch of items im taking to the dove after work and they will charge me 30. Or more. They dont want to pay thats why theres Illegal Dumping. Is there disappointment, you said 7 fines collected . I there is huge disappointment. The Business Owners didnt think anyone was being caught. You heard the guy who said that he thought the cameras were dummy cameras. We find out they are working but in terms of enforcement the numbers are low. Theyre not just giving out citations, they said theyre working with people and making them do Community Service and lowering the fines and they say its also about education. But at the end of the day we are seeing few number of citations and fines collected. Considering how much it cost to have it cleaned up would it be cheaper to have a free dumping site, so people realize they need to dump their stuff . They dont want to pay, so rather than do all of this, just put a spot . I they are working on problems like that. They have one, the Bulky Pickup Service that theyre trying to promote and its underused. Not just a house but if youre in an apartment, you can call the city and the city will come and pick up up to 3 cubic yards of stuff from your property. They said they have programs but people dont use them because they dont know about them. And Something Like that is through your garbage service. Twice a year for free. Pickups. I hear from people in oakland who take it upon themselves to sift through the garbage that is dumped on the side of the road and look for names and receipts and identifying information in they say now that i have this guys name do i contact him, do i hand it to police, will they do anything . How much of an importance is this for opd . I right now the city wants to be reached out to. We havent reached out to opd and maybe we should. It is oakland city administrators, the city who gives citations and things like that. Opd doesnt oversee Illegal Dumping. Deserted cars, people get those mixed up, a car versus dumping. Deserted vehicles is oakland op is opd. Oakland police as theyre too busy. Its like the broken window theory with car breakins. One pile of junk. Leave your pilot rock. If you dont catch it in the beginning. And the city representative told us, the number 1 thing is enforcement is a huge challenge. Even though you have a photo and a video do you have a license plate, is a person using a stolen vehicle . Thats what you have the cameras is to collect evidence. Going back and forth or testing this program it doesnt seem to be working but im sure theyre hoping it will soon. One quick tidbit, if im hiring you to dump my trash i need to insist on a receipt to make sure it thats not my trash. The city, getting a service in providing a service, and then dumping it across the street. That isnt helping. Thank you. For more on the other headlines weve been working on lets go to dave clark. I i would think its appropriate. No one wants to be harassed at work with constant, will you go out with me, lets go out for drinks. If you want to be left alone and you say i dont think so, maybe next time, i think it should be open to the other person to initiate. Didnt want to go for drinks . Have you ever dated anyone at your workplace . I know. Have you been asked . I yes. How is that . I he was fine, i know when we went on his friends. Would dating at work be on for you . I it would be odd for me. Your workplace is an environment where you create a workplace family, i tend to stay away from drama so i wouldnt want that in my workplace. Reporter janet is still working on her food, she is carrying a child. Coming up on a month . Congratulations. How do you feel about what google and facebook are doing . I think there should be a separation between workplace and dating. There shouldnt be the combination of the both. Reporter so if someone asked you what it work you would say no . I i would say no. Beware it can no matter if you are the popular or quiet kid, what do you tell parents who think, not my child. That is the biggest problem because everyone thinks it wont happen to them, they view it like accidents or illnesses that happened other people. What i try showing them is the fax. If you look at the data and the fact that kids have those devices with them the probability of your child sending an angry message to someone that could be accused of bullying and that information will live forever is almost a guarantee. Some parents think my child isnt getting bullied but its just as important to teach the parents of the other kids that are being bullied. Look for the childs phone for signs of bullying or being bullied. I have charging points and our house in public locations. They cannot take their phones into their rooms. Thats when they get into trouble. When they are at a charging station i do a spot check so you have their passwords, know how to get into their social media and the phone itself. With iphones which my kids have, my fingerprint is on all of their phones. When i put their fingerprint and unlocks. If i cant get into their phone they lose it a week. I talked to a dan in oakland who said his early teenage daughter had multiple instagram accounts. One was her real name and 3 or 4 others. For her friends. They tried to our smart you they try to outsmart you. How important is it for you to stay up on using instagram, snap. How to navigate. It does you no good if you dont know what youre doing. That is important but the most important is to make your child aware. They will outsmart you. If you put your child against you every day of the week, they taught they know technology better, show them what can happen if you post something once, that might ruin their life. We see kids not getting into college because they posted one nasty message and it goes all over social media and you can never delete it. What is your one piece of advice for educators. We sit and talk about family some parents but what about the principal of the school, the teacher, they are as much a role i would think in part of this, children on their phone fight is week. My number 1 recommendation is awareness. Sit down with your children and let them know, by posting a hate message, when my daughter gets mad at her friends she posted i hate you. That can be bullying and that information can be used against them. Children need to realize things you can say verbally that people can forget online, its recorded forever in simple things like i hate you and i wish you would die is bowling and makes children aware of how it dangerous that is.
