A school for children with autism that was damaged by the tubs fire is reopening. Christien kafton is there for the reopening and this is such an emotional morning for the entire school and their family. Reporter i have to tell you, there is Nothing Better than seeing kids getting back to school. As much as you might think kids might be hesitant to go back to school, i am telling you i have seen numerous students at Cardinal Newman and here at the center for education. These kids are excited to get back. This is what they are coming back to. You can see the students and the new portable bungalows. Everyone reunited for the First Time Since the fires. The school caters to students with autism and the students, parents and administrators watched as the Luther Burbank center and their school burned. It took three weeks to get the students back into class but the grades were split up throughout the region, today they returned to campus to the new portable classrooms and all the kids came together to say it is nice to be back. It is amazing. It warms my heart. We have been working for this for the last few months. Reporter the School Mascot used to be the dragon but since then they have adopted the Phoenix Rising from the ashes. Coming back to the live picture you can see these are getting back to normal. We have andrew bailey, the founder of the Education Center and talk to me for a moment what it is like to watch these kids come back together as a community and to come back to school. I saw a lot of smiling. As anyone knows a chappie heil to is essential. We are interested in giving these kids happy childhood. So to see the skids who want to come back to school and want to be around us, it is really heartwarming in a way that is life altering. Reporter we are talking about an important area of education. That is correct, this is a Specialized Treatment Program providing kids with the services they need to benefit from their education which is profound because all of these students are bright and are capable of learning and excelling but they have neurological differences that make it difficult. Fire officials said the high wind and powerlines are the cause of three small fires the way the massive north bay wildfires started. There were strong winds that night threatening to knock over structures. The assistant fire marshal says wind played a role in starting the small fires. In some cases where the lines were connecting with one another essentially they were contacting each other and we were able to witness the sparks coming from the utility directly associated with the wind. The fire has been investigated and they determined to homes were burned and damaged a school along brush creek road and damaged another building on granville road. Cal fire is investigating the deadly fire cause in sonoma. Pg e has said there was no determination on the cause of the fires and we are focused on doing everything we can to help Sonoma County recover and rebuild. Are thoughts are with everyone. These communities and neighborhoods are where customers employees family and friends live and work and nothing is more important than their safety and wellbeing. A soldout benefit concert raised thousands for people affected by the thomas fire. Kevin costner and Olivia Newton john helped raise money saturday in downtown ventura. The thomas fire started december 4 and burned through 280,000 acres destroying hundreds of homes in Santa Barbara and ventura county. I went to school here. I grew up in the area and i went to the school and i am just one person and this is something i wanted to do. So this is what happened this is what i grew into. The thomas fire was the largest on record in california history. Uc davis researchers hope to sign up thousands of fire survivors for an Online Survey about what they experienced. It is designed to gather personal experiences, household circumstances and Health Effects from the fires. For more we are joined by the chief researcher from the survey and the director of the Health Science center. Thank you for joining us. Lets focus on the environmental hazards first. What kind of information are you hoping to gather . We want to find out about residents experiences, how they even heard about the fire at the time when it happened. We want to see the immediate Health Effects they may experience and now here we are a few months out so what they are still facing and we are also hoping to be able to connect the exposures in the fires both to the fire and the smoke to potential Health Effects. Shortterm and ultimately we would like to followup long term. When we are out covering wildfires in the forest it is kind of organic matter that is burning but i am curious and what you think you will discover when we are talking about more than 5000 homes that are burned . What chemicals might you find or even some new chemicals . In addition to the survey we are asking people to take online, we have also collected ash samples and we are interested in finding out if the material is different for an urban fire such as the ones that occurred in Northern California and Southern California of course. Versus what we usually have in california. Which is usually the large forest fires. We think it could be different because there are many Synthetic Materials that are in homes and in the building materials. You know, the particleboard and the furnishings. All of these things may have different chemical compositions than the ordinary forest fire. Is there any thought about how to approach this in a sensitive way . Obviously people have lost a lot and they may not have the time or maybe the Emotional Energy to answer any sort of questions about this tragedy. It is a pretty short survey, 20 or 30 minutes. We understand, especially asking about these things may bring up a lot of emotions and difficult emotions. At the end of the survey we have a list of places people can go for Mental Health services. So far, we seem to be getting a good response, but we really want everyone to participate. People who were affected and people who were affected less. So that way we can make the comparisons which is the basis of most scientific work. To be able to compare different experiences and different times that they were affected. So often in these situations, Mental Health is overlooked. What specifically are you looking for when it comes to the Mental Health of survivors now and months out . We are asking for physical symptoms and Mental Health symptoms that they may be experiencing. This has not been done to look at both the emotional or Mental Health and physical health. Also the combined effect of the traumatic events and what could be some important chemical exposures. This is a pretty unique study in that regard. There have been a lot of studies about peoples physical symptoms in relation to fires like respiratory symptoms but we are going to dig deeper. Also, we want to see how the fires may have affected different communities. There were some wealthy communities and some very poor communities that have all been affected quite heavily by the fires and there could be different impacts depending on the basic Economic Resources that certain neighborhoods and communities may have had. So we will be looking at the Health Disparities that may be part of the impact of the fires. Very important work, doctor thank you for joining us. Lets talk about the increase in the paycheck it was the talk friday as people noticed some extra money, what about the w4 . Do we need to go out and get a new one . The irs has temporarily made the w 4. The withholding table has changed so the existing w4 will work for now. They have set if you have a comp located situation, if you itemize, you will need to go to the irs calculator at the end of the month. It should be updated so double check your withholdings with the new calculator and then change your w4 accordingly but for now the tables have been made so you dont have to update your w4. One of the biggest fears people have is that they will not deduct enough and then on april 15 next year because this april 15 is from last year but next year, people will have to pay because they did not withhold enough. How do we avoid doing that . The biggest way to avoid doing that is to make sure if youre not comfortable with the calculation, double check the irs calculator at the end of february which will let you know what you should withhold and if youre going to be extra cautious you could withhold more than that so youre in a refund situation instead of underpayment. I used to love getting a big refund until i figured out i had been loaning uncle sam my money interest free. Do you think americans are averse to having to pay a little bit in april . That is a great question. People dont realize the government is holding their money and they feel like a lot of people are forcing savings. Homeless advocates are protesting the sweep now. Allie rasmus brings us more. This encampment is adjacent to felipe avenue and above us is 101 southbound and that is why this land is owned by caltrans. Caltrans is conducting a sweep of the encampment. We have heard from People Living here there are up to 100 people who live here with their personal belongings. Also we have a group of 20 to 30 people from homeless advocacy groups. One of them from the Ministry Group as they were protesting this morning, they say the city the county and the state need to team up with Silicon Valley leaders to find a better solution. The pastor of the church says this has become a never ending cycle of sweeps moving homeless from one part of the city to another. We have to do Something Better than this. The camps are tough places to live because the battle was over things like tarps, tents and water. It is very primitive. This is Silicon Valley, you would think someone would have a solution. I dont want the community to look at us and think we are clowns. We are regular people as well. I want the public to know we cry too. It is rough. We are concerned making sure that safety is a top priority. This location, it needs to be safe. Santa clara county will be spending 950 million on Affordable Housing over the next 10 years but it will take a decade to build add and convert the stock. In the meantime the homeless advocates groups say that there needs to be some shortterm solution in place for people to go in these encampments so that they dont move from one camp to another. In san jose allie rasmus, ktvu fox 2 news. City leaders in alameda are getting set to vote on a plan to install license plate readers at all entry points to the island in an effort to combat crime. Alex savidge is live near one of the entrances to the island and more on this proposal. Reporter good morning, Alameda Police are pushing for this. They believe the license plate readers will be an important crimefighting tool but on the other side you have privacy advocates worried about how the information will be shared. The plan that is being considered would be to install cameras that scan license plates at the entry points to the island and there are not many ways to get on and off. They would be going at webster, posey and the other bridges leading to alameda. City council will vote tomorrow night on whether or not to spend 500,000 to purchase 13 license plate readers. The Police Department is pushing the strategy as a way to combat a recent surge in car breakins. They would create a record of every car that comes and goes and they would immediately alert police to any stolen cars that may be wanted in connection with crimes. The proposal has prompted some concern from privacy advocates who are worried about how the information will be used, stored and potentially shared. People this morning seem to support the idea of these license plate readers as long as there are safeguards in place. I like the idea with a lot of people coming into alameda from different places. My husbands car has been stolen and broken into several times so there is pros and cons. I think it is necessary for them in order to get a stolen car because if my car was stolen i would want them to find it. Other than that, anything else being used to like invade privacy, i am against that. Reporter the Data Collected by the license plate readers would only be stored for six months according to city officials. There is a policy that would be put in place preventing the Police Department in alameda from sharing the information collected by the devices with immigration and Customs Enforcement officials. Some Community Members have raised concerns about the devices being used to track undocumented immigrants. City leaders approved the plan, alameda could join a number of other bay area cities already using license plate readers including the cities of piedmont and timberline. The city council will be voting on whether or not to install these readers at the entry points to the island of alameda and the vote is expected to happen tomorrow night. Alex savidge, thank you. A teenage passenger was ejected from the plane and killed. The firefighter claims that she was made a sacrificial lamb for the Fire Department when it responded to the plane crash. The plane clipped the seawall at the end of the airport runway as it was getting ready to land and the impact ejected a teenage passenger onto the runway. The young woman was covered with Firefighting Foam and later runover by two Fire Department trucks. In michigan this morning larry nassar the convicted former sports doctor was sentenced to another 40 to 125 years in prison for molesting Young Athletes at a michigan gymnastics training center. The depth of his crimes is incomprehensible. The former team usa gymnastics physician was already sentenced in a separate case for up to 175 years in prison. More than 260 women and girls say that the doctor assaulted them. Federal investigators say that the deadly amtrak train crash in South Carolina was preventable. The crash killed an amtrak conductor and engineer. 160 people were hurt when the train crashed outside of columbia, South Carolina into a freight train. There were 140 passengers and crew on the plane going from new york to miami. Ntsb investigators are focusing on why the train ended up on the wrong tracks. He did not say how fast it was going but he said it was going fast through the intersection and again it hit at least nine vehicles on the way down. It is unclear on how many injuries we are talking about. We spoke with the gentleman who was able to pull a few people out of their vehicles, but he says he is not sure if the driver of the dump truck made it out of the vehicle. So we are trying to get as much information as we can from santa rosa police. The witness who was here just got escorted from the scene with santa rosa police. Im wondering if we can go get him. At this point we are unclear on how many injuries we are talking about and if this had any kind of fatality or if anybody was killed as a result of this incident. Larry, you were telling us what happened. You were on your way to the intersection . Yes, i am talking to officials. Stay away from mendocino and Fountain Grove. Multiple car accident with fire and potential fatalities. I pulled four people from cars. Again, i am alive. Im sorry to interrupt. You said you were making your way through the intersection . What happened . I am on my way to work going through mendocino avenue, northbound. I am crossing Fountain Grove parkway, in the middle of the intersection i heard honking and i looked up and i saw the dump truck going maybe 65 Miles Per Hour down Fountain Grove. Right behind me boom, i stopped and there were massive cars turned everywhere. I looked up and the dump truck went through hopper avenue burst into flames with cars in flames. The dump truck, the garbage truck comes to a rest, 10 cars with multiple flames and i parked my car. I got out and i started telling people to clear for the emergency services. There were cars everywhere, clear your car, emergency has to get in. People were still in their cars burning with people in them so i said help, i need help. You know how people look at you when you need help but if you are freaking out they will come. People started getting out of the cars. We pulled three people out of these cars. Two people out of that car. It was getting really hot with the flames now the car was gone and we got two out of there. Other people were accounted for, we try to get a count for who was in what car so when the services got here they knew where to go. Then we try to clear the intersection and get help. Reporter do you think you got everybody . Im not sure about the man in the dump truck and one other car. So there were 10 cars and one dump truck. Im sure everybody is accounted for except for maybe one car. So you were doing this in october when there were fires right . Yes, i was on tape, ktvu has my story. It is just ironic because this dump truck is a fire cleanup truck. Reporter larry, thank you so much. Thank you for trying to rescue all of these people. There you could hear the witness who barely cleared, he said the speed was going between 65 and 75 Miles Per Hour. Were you in one of the vehicles . Okay, you can see the damage. It tore the door and Front Quarter panel off this truck. We are talking about tons of the dump truck rolling through the intersection at 65 or 70 Miles Per Hour. You can see the devastation left behind. It is unclear if this has turned into a fatal collision. We have tried talking with police and they are still assessing the situation as well. We are hoping to get more information about this with numerous injuries, we are working to find out more details on how many people were involved and how many people were injured. If in fact it is fatal. We heard the witness believes the brakes failed in the dump truck as they were making the way down Fountain Grove. We want to show people the slope so you can get a sense of the incline and if the vehicle was loaded down with debris and it lost the brakes, that is a sense of how fast the truck would be coming to the intersection. We will give you one last look of the devastation you can see it has left in its wake. Again we are counting the vehicles and i have counted so far, seven, eight, nine vehicles involved and it could turn out to be more. So, that area is right where a lot of buildings burned, the barn, the hilton hotel it was up on the hill now it is flat because it has been burned out. He said it was a truck helping with the cleanup do you think that is true . Reporter it would not surprise me. You can see this area was heavily damaged in the fires. That was one of the mobile home parks. Essentially it is a debris field and write up the slope we were shown you, that is Fountain Grove one of the areas that was devastated by the fires so it would make a lot of sense, if the dump truck was coming down out of the area, it could very well have been carrying debris from the north bay fires. When you arrived on scene where there multiple ambulances transporting people . Reporter yes, multiple ambulances that have now left the scene. There is a lieutenant from santa rosa Police Department, lieutenant do you have any updates . Lets go over here to the sidewalk because we are in the middle here. Reporter were all of the people pulled from the vehicles . At this point, there are no were reported fatalities but they are doing a sweep so it will be a few minutes before we have a better update.
