If you are at home trying to figure out what the commute will be like on interstate 80, i do have some data for you. 80 westbound, the carquinez bridge to the macarthur maze, 22 minutes. It is getting higher. It was 18 minutes a few minutes ago and will probably go up to 30 or 40 before the morning is over unless something happens. This is a look at the bay bridge. Its backed up for the typical 1015 minute delay before you make it onto the span. Interstate 880 north and southbound look good. This commute does not really get going until later in the morning. You have a window right now to get up to downtown oakland. What has not been good is the altamont pass. Its had a bad week. We had an earlier crash that was minor on the shoulder but it did damage to 205 and 580 commute. If you happen to be getting on after, it looks okay. Some slowing in hayward on 238 and 880. Lets go back to the desk. Later today San Jose Police chief eddie garcia has scheduled a News Conference to provide more details about an officerinvolved shooting that ended with an injured woman being taken into custody. This happened yesterday afternoon on feller street in the foothills of east san jose. Neighbors say around 3 30 pm yesterday they heard a loud pop and knew it was a gunshot. We have video from skyfox showing dozens of officers called to the neighborhood for some type of altercation. Police say the woman in the home had a shotgun. She later came out of the house with blood on her hands. Her hands were raised above her head. People who live whereby does nearby so they often see her walking her dog but did not know her very well. She keeps to herself. The interactions weve had have been pleasant but i dont ever remember any issue with her. Police say no one else was in the house of the time of the shooting and they are not saying if the woman shot herself or were shot by police. The woman was taken to a hospital with nonlife threatening injuries. Chief garcia will hold a News Conference at 2 00 this afternoon to provide more details about this incident. Federal investigators searching for the cause of yesterday mornings plane crash in concord where the pilot, the only person on board, was killed. No one else was hurt. It was a private plane. The faa said it crashed shortly after taking off from buchanan field in concord around 10 30 am. Skyfox flew over the wreckage on what used to be the Concord Naval weapons station. Reportedly, no one saw the plane crash. A cattle rancher who leases the land found the wreckage and called 911. So far the pilots name has not been released but that plane is registered to a man from martinez. The woman sexually assaulted by former stanford student brought turner says she will no longer participate in the creation of a memorial plaque near the Fraternity House where the assault occurred. Thats because the university rejected two quotes she wanted on the plaque taken from the statement she read in january 2016 when brock turner was sentenced. The spokesperson said the university did agree to suggestions made by the woman to create a garden at the on campus site of the assault but he says the university believes the suggested quotes would be inappropriate. This morning the chp is investigating a possible attack on a tech bus on the kind peninsula. Loss alex savidge is in los altos. This appears to be the sixth time one of these charter buses has been hit. Reporter it certainly appears that someone is targeting these tech buses as they drive along the 280 corridor, shattering the windows on the buses using some type of projectile. Its unclear exactly what is being used. The latest potential attack happened around 4 30 pm yesterday about one mile south of magdalena avenue. A charter bus traveling north on 280 had its window shattered. Thankfully, no one on board at the time was hurt. Chp investigators are still waiting to see the damages bus and talk to the person who made the report. We do know early this month five charter buses had their windows shattered in one day along this same stretch of 280. Those buses were carrying employees from apple and google at the time. These tech buses have been seen as symbols of gentrification. They have been targeted by vandals in the past. The tires on these buses have been slashed in San Francisco. The tech buses have also been the target of protests as well and now we have potentially six of these charter buses that carry employees to and from various Tech Companies, six buses have had their windows shattered on the 280 corridor on the peninsula. The stage does not get much bigger than this. While the president has addressed congress before, this is his first, full on state of the Union Address tonight. This is a big speech. Reporter while there is much we do not know about what is planned, one thing is certain, he will play up the economy. I am expecting that this will be a speech which will be focused on victory laps. Reporter victory laps about the explosive growth of the markets in recent month, encouraging unemployment numbers and tax cuts. Beyond that it could get dicey. Especially one day after the fbi appeared to oust its Deputy Director Andrew Mccabe and republicans in the house started the process to unseal a member said to document fbi abuses. The president will talk about areas of possible bipartisan cooperation like Infrastructure Spending and immigration. I think he will extend a hand to the democrats and say, we can solve immigration if we are willing to work together. Yesterday the white house said it will resume accepting refugees from nations that it views as high risk but that those refugees will have to go through tough screening procedures. The secretary of Homeland Security said additional measures will make it harder for bad actors to exploit the refugee program. U. S. Standards for refugee acceptance are already some of the toughest in the world in the process typically takes up to 2 years. A federal Appeals Court in San Francisco ruled that undocumented immigrant children are not entitled to attorneys paid for by the government when facing deportation. The ninth Circuit Court of appeals rejected a claim by the aclu and immigrant groups that children have a constitutional due process right to a free attorney. The judge said a system already exist to give the children a fair hearing. The aclu says it has not decided its next step in this matter. Four options will be debated today leaving the statue where its at at city hall, removing and storing it until it can be donated, relocating it to the San Jose International airport, are moving the statue to history park at the bank of italy building. The san jose mayor says he supports removing it from city hall. The state Senate Approved legislation that would require all uc and Cal State University campuses to make the Abortion Pill available for students by the year 2022. All Public California colleges currently have on Campus Health centers but none provide abortion options for pregnant students. The legislation does not cover surgical abortion. The pills are only for women who are 10 weeks pregnant or less. The bill now goes before the state assembly. A marches set for tonight to remember an east bay girl who vanished in 1989 on her way to an ice skating lesson. 13 year old eileen was seen in 1989 as she walked to the ice skating rink. Coffey park, they are celebrating the end of the cleanup of fire debris. Yesterday the last truckload of debris was removed. Most of that was done by the army corps of engineers and contractors. The drive time between the companys bridge in the macarthur maze has gone up to 25 minutes. Add 20 minutes to that if you were waiting to get onto the bridge. This is all within the realm of normal traffic. This is 880, oakland northbound, an opportunity to drive into downtown without major delays. The altamont pass, 580, it has been a mess. Westbound 205 and 580, earlier crashes and roadwork. There you go. A lot of slow traffic. The rest of the commute and east bay is beginning to get slow, especially 880 as you, to a crash north of decoto. This whole stretch, give yourself an extra 1520 minutes to drive this or use alternate routes. Get on the freeway after decoto if you can. We do have a break in the cloud cover. According to officials, he went snorkeling alone while his family was on the beach. Early this month, a 50yearold man from oakland died while snorkeling alone. And then is 67yearold man from Castro Valley also died near the scene beach. Gun sales have dropped a lot in california. According to fbi records and the sacrament to be, last year, 870,000 guns were sold in california. Thats down 35 from 2016. One reason for a sudden surge in 2016 could be the restrictions on bullet buttons for rifles to make it easier to reload. They were band at the start of last year. San franciscos sugary soda warning is now being reviewed by an 11 judge federal panel. The ninth Circuit Court of appeals agreed to the review after a threejudge panel ruled the city law violated the free speech rights of soda advertisers. The 2015 law would require billboard and poster ads for sodas and other sugary drinks to carry a Health Warning label. The law never took effect because several Companies Including the American Beverage Association filed lawsuits to challenge it. No date has been set for arguments in the case. We are looking at the macarthur maze and traffic coming around the corner to the maze is slow and is taking about a half hour to get to the maze from the carquinez bridge. We are looking at the toll plaza, 20 minutes there. Maybe less depending on the lane. Look at the east bay commute lets look at 680 which is slow as you drive out of concord toward walnut creek. An earlier crash near Pleasant Hill road. Highway 4 it is slow. 880 is slow this morning from hayward as you drive to decoto because of an accident. They are clearing it but the damage is done. The south bay commute is beginning to wake up with highway 101 being a little slow approaching the capital expressway. The National Borders trade group is warning 54,000 highway overpasses and bridges across the country are in need of repairs. Allie rasmus is right there near interstate 680, what can you tell us about where you are . Reporter first off the American Builders american road and Transportation Builders Association is a trade group and they come out with this list of what they determined to be sexually structurally deficient bridges and overpasses across the country. Several spots made the list here. This is the 680 overpasses monument boulevard. This, according to the study come as one of the most well traveled stretches of highway in the country with 235 cars traveling it every day. Along with this overpass, also on the list is the 280 over crossing at lawrence expressway and in solano county, the interstate 80 bridge over dan wilson creek. The highway 101 overpass above court alaris creek also is on the list and an alameda county, interstate 580 over san lorenzo creek. The american road and Transportation Builders Association represents 9000 contractors, developers and transportation agents across the country. They have been putting out this report for the past five years and they base their study on information they gather from state and federal transportation agencies. They determine which stretches of highway may be in the most need of repairs. We will be talking to one of the authors of the study later this morning to get more information on how they determine an overpass like this to be structurally deficient and what it means for the people who drive it every day. Thank you. State lawmakers from Silicon Valley and the Central Valley will team up to ask for an audit of californias high speed rail project. The san jose democratic senator and republican senator safe of the budget for the first part of the bullet train tracks has gone up almost 3 billion. They want to question a representative of the High Speed Rail Authority about this. Later this year a report is due on the projects future. Hayward police are asking for help after arresting a convicted since offender accused of posing as a youth basketball coach. Police arrested Melvin Fleming after being alerted by the parents of a basketball player at mount eaton high school. Fleming offered to give their son private basketball lessons telling the parents his name was melvin allen. The parents said something about him made them suspicious and they decided to do some research. They came back home and did an internet search of this person and found that he was, in fact, Melvin Fleming and he was a convicted sex offender. Police say fleming did not do anything to the boy but should never be around children. Again, there is his father. Hayward police one anyone else who may have been contacted by fleming to let them know. A bay area ballet teacher was arrested on suspicion of Sexual Assault of a child. San mateo county Authorities Say 54yearold, Viktor Kabaniaev , was arrested in san mateo on friday at his home. Prosecutors say the crimes occurred in Contra Costa County where he was associated with several different schools. The victim was under the age of 14. The victim is very brave to come forward. And she found her voice and we need the message to get out and we hope there arent other victims but if there are we hope that they can find their voice too. When arrested, the suspect was working at the Westlake School for the performing arts in daly city. Persecutor say he will be arraigned either today or tomorrow on 16 counts of aggravated Sexual Assault of a child. Richmond police have arrested two teenagers for a hitandrun over the weekend that sent an officer to the hospital. Juan vargas is facing several charges including attempted murder and assault with a deadly weapon. His girlfriend, genesis Diaz Castaneda is facing conspiracy charges. The officers are recovering at home after suffering head trauma and some bumps and bruises. The officer was trying to break up a sideshow at marina bay parkway and roberta boulevard regatta boulevard. Video shows the black sedan speeding up and slamming into the Police Officer before driving off. Police say the driver and passenger abandoned the car and then reported its as stolen. A Vallejo School district has a budget deficits. There facing millions of dollars in cuts. Tonight, at a special meeting, the school board is expected to make the first round of job cuts. 8 million needs to be cut from the budget and the Vallejo Times herald says trustees will be asked to eliminate dozens of jobs to save 4. 3 million. The biggest cuts will be teaching jobs. The district plans to get rid of 32 spots, however, they say they may not need to lay off anyone because there may be enough people retiring and resigning at the end of the year. A group of more than 100 child Development Experts are trying to get facebook to get rid of its kids app. Robert malkom is live at facebook headquarters this morning in menlo park to talk about the concern and hoping to hear people from this. Reporter good morning. There has been a coalition of special Interest Groups that have been asking Tech Companies like facebook to become more responsible when it comes to kids. Thats why this coalition of experts penned a letter to the ceo asking facebook to put an end to their messenger kids app singing its causes problems and makes it hard for kids to develop. The bottom line of the story is this these advocates were joined by medical experts and other individuals saying that facebook should pull the app because kids are too young to handle online relationships. And they also lack a Firm Understanding of privacy, especially when it comes to sharing text, pictures and video. Facebook launch the messenger kids app late last year. It allows kids under the age of 13 to connect using text, video and chat. Either oneonone or with groups. It also has a kid Friendly Area with stickers and a drawing tool. Those against the apple argued that use of social media is linked to higher rates of depression, body issues in teenagers and hinders their ability to read Human Emotion and engage in the physical world. Facebooks head of Global Safety responded saying reworked to create messenger kids with an Advisory Committee of parenting and developmental experts, as well as with families themselves and in partnership with the national pta. We continue to be focused on making messenger kids the best experience it can be for families. They go on to say that messenger kids does not have advertising and all kids need their parents permission to sign up. And all contacts with children between each other needs to be approved by both parents. The ramps are crowded and its backed up all the way to the maze.
