If you are not a cheerleader for your company or country, no matter what happens, its not going to work. Meanwhile, President Trump is proposing a new plan that will provide a path to citizenship for 1. 8 million immigrants. It would give 25 billion to boarder security, much of that for the wall. For more on that we are joined by professor cuen. The immigration plan that the president is now proposing, it seems like he is moving across the map. Chuck schumer said its trying to negotiate with jello. Is this something you think will stick, and how likely is he to get this through a Republican Congress . Well, this is a big plan by the president. You have a couple of components here. First you have a House Freedom caucus, and many conservatives within the house and the senate who really dont want to see a deal that deals with anything towards the path towards legalization or amnesty. The president is proposing a big bold deal here. In this particular case, he is asking democrats to go along and get everything they want. He has doubled the number to about 1. 8 million, and at the same time he is asking for full complete funding of the wall, 25 billion. If the president is able to pull that off, that will be a sizable historic moment and really a turning point perhaps for his presidency. The problem is he is going to have to drag along House Freedom caucus members and conservatives in the senator like tom cotton of arkansas. Its unlikely that would happen. If the president pulls it off, it would be quite substantial. He gets the wall though. Thats part of the deal. So maybe that could placate some of those far right members of congress . Yeah. It could. Although, any type of legal status really has been a key thing here for those that are opposed to take a hard line on immigration. The president weaving that fine line is really going to be difficult here. We havent seen him able to do that in washington, d. C. The president s looking for a really bold deal on immigration. He will probably talk about this in his state of the union thats coming up. If he is able to do that and gather some momentum after this with this big deal, he will push democrats and democrats are going to have to draw a line in the sand to decide if they want to fund that wall or not. On the issue of the World Economic forum in switzerland, he is the first president , i understand, in 18 years who has gone to davos for this. Whats the United States getting out of him being there for us . Well, its an interesting juxtaposition. The president is about america first, a cheerleader for the country, and really the domestic politics situation has been pretty messy for him. He is also going at an opportune time. He is trying to set the agenda, if you will, for the rest of his of this Election Year in 2018 and to push back at europeans and to talk ing that cheerleader. Thats a key component of really the president and the bully pulpit. He is trying to take advantage of that. Its an interesting juxtaposition because so many europeans are worried about the direction of the United States moving forward. Lets move that bully pulpit from washington, d. C. To sacramento. Jerry brown gave the state of the state and he ripped into the president , especially over climate change. Whats your assessment of how Governor Brown has been doing particularly when he goes against the president . Jerry brown is a politician who can wear plaid with stripes and be really the first person there in that sense. He has pushed so many issues like Global Climate change for 30, almost 40 years. Look, he is at the end of his political legacy. He is not someone thats going to go gently into that fair wind. He is going to want to tantalize us as running for president. He is playing the counter to trump in california because he doesnt want to become irrelevant. Thats his role, is to kind of continue to be relevant and push forward. Thats what we saw in his state of the state. Yeah. So after he is out of office after 16 years during the course of his two administrations or tenures in sacramento is that what he is going to be doing . He is going to be the thorn in the side of the white house in washington and still promoting california even when he is out of office . Yeah. Imagine that you have governor, former governor arnold schwarzenegger, the terminator, together with former governor jerry brown moonbeam. Moonbeam and terminator talking about Global Climate change, and that will challenge folks moving forward and they will be bipartisan in that effort, although neither will play second fiddle to the other. There are some areas of disagreement. We can do so much better for californians with those dollars. I wish he spoke a little bit more about what we can do to address our housing crisis and homelessness pervasive throughout the state of california. The Oakland Police Department Says it mistakenly denied some applications for special visas for victims of Violent Crimes. It allows someone to stay in the country up to four years to help local authorities investigate and prosecute a crime. Of the 940 applications Oakland Police received last year, 144 were denied. Police realized they denied 25 applications by mistake. They are now asking anyone who was denied this type of visa last year to reapply. In some cases there may be a crime trend, a Violent Crime trend. If people are not reporting it and they dont feel comfortable reporting it or they have a fear, then it really prohibits us from really addressing that issue and creating a safe environment for our community. Police departments certify that the applicant was a victim of a Violent Crime before forwarding to homeland security. Its up to federal authorities to ultimately approve the visas. Thousands of nurses rallied at university of california hospitals across the state today as they negotiate a new contract. 14,000 nurses have been in contract talks with their employer for the past eight months. They are calling for improved Workplace Safety to protect nurses and patients. The union also says uc is proposing pension cuts for new nurses. In a statement, the University Says its eager to finalize a contract with competitive wages, Excellent Health and retirement benefits, and safe working conditions. Another hearing is set to take place in hawaii. A date and time have not yet been announced. This week berkeley city officials considered a resolution addressing critical concerns of the homeless. The concern of homelessness comes after a request was turned down for dismissal of a civil rights lawsuit filed by a group of homeless people. We are joined by the mayor, thank you for joining us today. Good afternoon, thank you for having me. Jesse, can you give us your thoughts on that lawsuit . I cannot comment on pending litigation but i will say that our city is concerned about the he mannion humanitarian crisis on our streets. We are not only working to provide Sanitation Equipment and access to Emergency Shelter and create Navigation Centers but to create housing. Ultimately housing is the solution to homelessness. Talk to us about the resolution you discussed this week, will it be moving forward . Yes. Actually, since last fall, berkeley has been moving to install portable restrooms and handwashing stations near encampments. We have also been expanding our winter shelters so we house up to 75 people a night. This is an indoor facility, we are working to try to create additional Shelter Resources and create housing. We are doing a lot, we are spending more per capita than any other city in Alameda County to address this crisis. We are very committed to try to implement compassionate and thoughtful solutions. Homelessness is one of the major platforms and you are part of the pathways program, this program focuses on connecting people to permanent housing. How is this been going and do you think the city of berkeley will continue to be able to fund this initiative . We fully funded this project and we are working to launch our navigation center, this march in west berkeley. I look forward to inviting ktvu to come down and see the new facility. We are estimating we can provide shelter for 150 people per year. Our focus will be on going to the encampments, talking to people that are living there and working to get them indoors. Once we get them connected to housing, living on the streets is dangerous and difficult and we want people to get people off the streets. We also recognize we dont have enough housing for everyone, we need to serve the needs of People Living on the streets as well. We had a conversation and talked about what the different cities are doing to address the homeless problems in each city, it seems like it has to be a collective issue, all the cities coming together to work best. Are there any longterm plans in the works or under discussion, right now to do something similar . I have been meeting with the mayor of oakland and other cities around joint initiatives because the Homeless Population is not unique to our individual cities. It is a regional problem. Alameda county will be planning playing an important leadership role to bringing cities together and solve this private crisis. Ultimately, we need the help of the state and federal government. Cities alone will not have enough resources to create the housing we need to get people off the streets. We need to do everything we can and people in the communities can volunteer and donate to organizations that provide shelter and Food Services for people on the streets. It is a collective commitment by everyone in our communities. Part of the discussion is centered around hepatitis a testing for the homeless, will that be something that berkeley will be able to provide . Absolutely. When we learned of the outbreaks of hepatitis a throughout the country, we are deeply concerned. We have had staff go out and engage in outreach with People Living in encampments in the city and vaccinate. We have vaccinated 125 people and we will continue to go out and vaccinate more people to make sure that we can ensure no further hepatitis outbreak. We have installed handwashing stations and portable restrooms, we have expanded access to restaurants and parks and city facilities. We are doing everything we can to provide basic sanitation for people on our street.
