Now, there was some concern about the accessibility and affordability of uc education to all students, however, its seen as a way to provide resources to incoming students. One Spokesman Says putting off the vote until may creates uncertainty for incoming students. Families at the time they are admitted to berkeley wont not cost of attendance. We wont be able to recruit students from out of state if by the may 1st deadline when students have to make their commitment, they dont know how much its going to cost. Reporter Lieutenant Governor gavin newsom was one of the ones to close the meeting a short time ago and is happy about delaying the vote but is concerned about recruiting challenges that the chancellor mentioned moments ago. He said that should be addressed. He thinks theres a trust factor that hasnt been discussed he says with the governor in his capacity as a regent but he said they need to Work Towards Rebuilding that relationship. Of course, they have a few more months to continue these discussions. The meeting continues tomorrow and the budgetary process. Bay area voters are going to get a chance to decide if they want to pay more to cross bay area bridges. The Toll Authority voted to place it on the june ballot. If approved, the hikes will be phased in starting in january of 2019. By 2025, crossing the bay bridge will cost 9 during peak commute hours. Other bridges will go up to 8. The plan includes a 50 discounts for drivers who cross more than one bridge a day if they use fastrak. The extra money would be earmarked for mass transit projects. The toll hikes would not apply to the golden gate bridge. San franciscos new interim mayor mark farrell is spending his first full day in office after that surprise vote by the board of supervisors. Farrell took the oath of office last night replacing london breed who became acting mayor when ed lee died. Ktvus Tara Moriarty spent the day at city hall talking to insiders about this turn of events. Reporter it was a city hall stunner acting mayor london breed out, supervisor mark farrell in. I felt betrayed. Reporter her close ally on the board supervisor malia cohen. Im saying its a back room deal. Reporter a deal most city hall insiders said happened between progressives and farrell who is considered a moderate like breed. There was backlash for replacing the first black female mayor with a white man. I think what you saw last night wasnt, um, so much about elevating one white man, it was about sending a message to another white man, a tech titan billionaire named ron conway that San Francisco cannot be bought. Reporter peskin alleges that conway bullied supervisors into backing breed and it backfired. Did ron conway ever have a conversation with you . Ron conway has tried to have a conversation with me but we have yet to actually meet. Reporter but supervisor jeff sheehy who was considered the swing vote in favor of farrell said it didnt factor into the decision. You cannot concentrate all the power of the city in one office. Thats just not right. Reporter sheehy said he and other supervisors didnt think it was fair for breed to wear two hats, one as supervisor and one as mayor, while also running for mayor in june. So we are seeing some strong dynamics there. The president says his immigration plan will allow protections for younger immigrants to, quote, morph into citizens in 10 to 12 years. The president said it, didnt clarify it but he said the full plan is due out next week. The immigrants known as dreamers were brought into the United States illegally as children. There are about 700,000plus living in the u. S. Facing possible deportation. Meantime, the white house has escalated its fight with sanctuary cities including San Francisco, oakland and san jose. The administration sent a letter to local and state officials demanding that they turn over information about the immigration status of citizens or face losing millions of dollars in federal funds. Oakland mayor libby schaaf and San Franciscos former acting mayor london breed both said they will be willing to go to jail to defy the white house over immigration. They were among several local leaders who boycotted a conference of mayors today at the white house. The mayors who choose to boycott this event have put the needs of criminal Illegal Immigrants over lawabiding american citizens. But let me tell you, the vast majority of people showed up. San francisco led a lawsuit against the white house challenge the threat to withhold federal funding. A u. S. District court ruled the demand by the white house was unconstitutional but the legal fight isnt not over. Theres back and forth between Chuck Schumer and the wall and the path to citizenship. What do you make of what the president said is there could be a morphing of 10 to 12 years for dreamers . Ken, first of all, the president has been pretty unclear about what his master plan is around daca. So today we got some clarification. And two important points came out. One is he is suggesting that over a period of ten or 12 years, the young these young people who came in with illegal parents can somehow as he says morph into citizenship so thats big news. The other thing is, that, um, the Daca Recipients, he said, should not be concerned. Thats his words. Not be concerned. His phrase. Not to be concerned. Tell them not to worry about it is what he said in his Media Conference today. And so those are the two big outcomes of what we heard today. Yeah, but brian, do you see this as a breakthrough . I mean, thats what South Carolina senator Lindsey Graham said. He said that he never felt better about the chances of finding a solution on immigration after hearing President Trumps remarks today. Reporter well, heather, the big criticism of the president around this issue has been that he hasnt been clear about what he sees in the daca program in the future and on immigration in general with respect to Daca Recipients. And so today, assuming he sticks with what he says, we heard clarification as to which direction he wants to go and if you will recall during the shutdown of the government the democrats over and over again said it was difficult to deal with the white house on the daca issues because the president had not been clear. New at 6 00 Health Advocates in oakland are petitioning the school board to change district policies after lead was found in water at schools and daycare centers. 1,000 people have signed a petition calling on the board to adopt a policy that follows what the American Academy of pediatrics says is an allowable amount of lead in drinking water. The district currently follows standard set by the epa which allows for more lead than the pediatric recommendations. A School DistrictSpokesman Says the district is working with the Health Advocates to try to address the concerns. A new regulation overseas is changing the way we recycle here in the bay area. Ktvus tom vacar is explains how the change in china is causing a backup of recycled material in our own backyard. Reporter recologys 400 San Francisco recycle trucks bring in 650 tons of material every day and becomes clearly and becomes bales and bales of some of the cleanest materials in the world almost all of which is exported, most of it to china for reprocessing. But as of new years day, china has changed their regulations involving the cleanliness of the materials they import. China is not going to take these bales any longer until we can get those impurities down to 1 . The deadline has passed. The limitations have already taken effect. Reporter that leaves most of recologys materials unacceptable and pretty much every other recyclers. Recology says its bales of cardboard are already clean enough and the chinese take that but they are not taking paper and plastic because it has too much impurities. So thats going to Southeast Asia. But theres only very limited capacity in Southeast Asia and once thats gone, all of this stuff will start piling up at other recyclers. Cities around the globe and the recycling companies that serve those cities are working very hard to find new homes for this material. Reporter thats because the only alternatives are either putting it into landfills or, worse, incinerating it worldwide with the greenhouse gasses that that pumps into the atmosphere that would quickly and substantially raise garbage and recycling fees nationwide. The solution is in every individuals hands. Wash out cans, bottles and jars before throwing them into recycling. The idea is to keep any small food residuals out of the recycling bin and protect the integrity of that recycled paper. Reporter members of congress have and are sending letters to the Chinese Government asking them to reset that deadline to give the nation time to catch up. Its really an effort to do right by the environment and to manage costs for all of us Going Forward to try to push off the day when we need to seek an increase. Last weekend, vandals tore down part of what the students at rancho Elementary School in novato refer to as their kindness wall. They write on plastic tags acts of kindness they either did or witnessed and then they attached those tags to a fence at the school. They had a cumulated more than 1,000 tags as part of their do good be kind program. But when they returned to school on monday, many of the tags had been ripped down. After they processed and dealt with why they were, um, removed or their anger about the situation, they said, well, were going to fill it back up. The students are slowly filling the fence back up with plastic tags. Novato high school and some of the middle schools in the area are also planning to contribute now to the fence. That would be an act of meanness to that act of kindness. Yeah. Hm. Thats not nice. Toys r us now planning to close about 180 stores nationwide. The company filed for bankruptcy in september. They said the stores it plans to close fail to meet performance standards. Here are a few of the Bay Area Stores that are set to close including brentwood, emeryville, fairfield, pun noel, pittsburg, san rafael, union city and san jose which has two locations closing and pinole. San francisco is taking steps that would ban the sale of fur clothing in San Francisco. They were going to vote today but pushed it back to february 14th. The measure is sponsored by supervisor katy tang who says it would save animals from being killed for their fur. Officials are adding amendments to the measure that include banning the manufacturing of fur, as well. San francisco wants to be the first major city to ban the sale of fur to send a message to San Francisco resident but also cities in the other cities in the nation and the world that they are taking Animal Rights seriously. Secondhand and vintage stores are exempt from the measure. If passed, San Francisco would be the third city in california to ban fur sales after berkeley and west hollywood. Former usa gymnastics doctor larry nassar was sentenced today for sexually assaulting young patients and claiming that the assaults were part of medical treatment. His sentencing comes after the extraordinary testimony of more than 100 victims over 7 days. As matt fin tells us, the judge did not mince words today when sentencing him to up to 175 years in prison. Apology to all of you its impossible to write and convey, i will carry your words with me for the rest of my days. Reporter disgraced former sports doctor larry nassar speaking directly to his victims before a judge gave him a heavy sentence for his role in sexually assaulting young gymnasts. The sentencing hearing lasted 7 days as more than 150 of nassars victims including former olympians came forward to share their stories. You still think that somehow you are right that you are a doctor that youre entitled, that you dont have to listen and that you did treatment. I wouldnt send my dogs to you, sir. Reporter nassar pleaded guilty to sexually assaulting ten girls under the guise of medical treatment. The judge sentenced him to up to 175 years behind bars saying that with sentence, she has signed his death warrant. You do not deserve to walk outside of a prison ever again. Reporter usa gymnastics has been under fire over their mismanagement of the scandal with three of the Organization Board members stepping down earlier this week. The new president and ceo of usa gymnastics released a statement after the sentencing, saying, quote, i they say they care and that they want to be there for us and theyre assuring us safety. But what are you doing to do that . Reporter in addition to todays sentencing, nassar is already serving 60 years for child pornography crimes. In chicago, matt finn, fox news. The president of Michigan State university has now announced her resignation amid outcry over the schools handling of allegations against larry nassar. Nassar had worked at Michigan State as a medical doctor. The Michigan State president relosed a statement saying that blame is inevitable and acknowledging that she was a natural focus of the anger as president. The nassar case calls into question the safety of young people participating in sports and what School Administrators and youth groups are doing to try to protect Young Athletes. Brooks jarosz is in the newsroom with more. He has been looking at the efforts to come forward at any sign of abuse. Brooks. Reporter what we found are new efforts to change the culture and encourage reporting sexual abuse and ultimately create a safe environment. State law calls it the duty to protect students, stopping discrimination, harassment, intimidation or bullying by first having a written policy. There has to be a formal complaint process and schools or School Districts are required to investigate all complaints. Also, publicize the procedures every year to students, parents and employees all in an effort to promote a safe environment. There are also clear and strict child abuse identification and reporting guidelines. Some employees, administrators and coaches are considered mandated reporters so that means they must contact Law Enforcement if they suspect any child abuse other Sexual Misconduct. If they dont, they could face six months in jail or a 1,000 fine. In 2015, a new law required annual training to identify and report potential cases of sexual abuse and california even developed a new tool and online fourhour Training Program for anyone in contact with students or student athletes. One of organization is trying to be proactive to prevent any sexual abuse from happening within athletic organizations. Its called the us center for safe sport and allows Young Athletes to report allegations of Sexual Assault or misconduct. They also developed a code of conduct in hopes of other schools or sports groups will take that and implement it and the ceo says thats the first thing parents should be asking what policies are in place to protect my child and then talk with your kids. We have to providage environment where its okay to speak up. As bystanders we know where to turn if we see something and we want to talk to someone about it or were not quite sure if what we saw was appropriate or not, um, and how to address that, there have to be safe places for individuals to turn. Reporter so the takeaway message here really has to be a cultural shift encouraging anyone if they suspect something to speak up. We found there have been more than 30 cases of child sexual abuse investigated by the state. Brooks jarosz, ktvu fox 2 news. Lawmakers in sacramento held their first joint session today aimed at improving how claims of Sexual Harassment are handled at the state capital. The committee discussed how the senate and assembly will deal with Sexual Misconduct claims. The two state lawmakers have already stepped down and one has taken a leave of absence over Sexual Misconduct accusations. Several weeks ago Senate PresidentKevin De Leon said he would release details of the Senate Investigations but so far hasnt done it. Subsequent meetings will be getting much more into the details of our process and examining some of the difficult policy questions surrounding transparency, surrounding accountability, surrounding the publics right to know. Were excited that we have a number of people who are interested in understanding what we can do and developing solutions for homelessness and before we can do that we need to the scope. Reporter that means understanding there may be many roads that lead to homelessness. I was in a residential for, um, drug abuse. Reporter raquel pena and her two children have been staying in a martinez shelter after she spent time in rehab. Theres so many Different Reasons that people are homeless. Its not always what you asue. Everybodys story is different. Just dont make assumptions. Just come out, reach out, help. My son was murdered and life kind of just went spiraling down after that. Reporter Michael Anthony ramirez, who is homeless in walnut creek, says he is grateful for what the county is doing. I think they are doing an excellent job. It helped me out quite a bit getting to and from appointments and to some of the more major things that, you know, i wasnt getting to. I have been through it all. Reporter but other Homeless People like kelly are skeptical that everyone will be counted. A lot of them dont come here every day. They dont have a way or whatever. I couldnt really give you a count but i know theres a lot more than whats on that list. Homeless is visible and sometimes an invisible problem in our community and the purpose of the day today is to bring them out in the open, find out who they are and where they are and what their circumstances are.
