I woke up a few hours after the earthquake hit. I thought back to march 2011. Growing up here, if you heard of a tsunami, you waved it off. After the japanese earthquake, 5,000 miles the waves traveled to the south of us. And it did damage. 20 million in damage. I dont know if you took tsunamis serious before. No. Back when we took this video, boats getting knocked around, breaking free. It was stunning that a tsunami half a world away could impact us. I went going to Pillar Point Harbor to see if anything happened through and there were waves but nothing like santa cruz. Nothing like that today. Because of the earthquake, there have been some aftershocks. It was about 200 miles southwest of anchorage. It triggered a tsunami warning in Southern California and a tsunami watch along the coast. [sirens] that was the sound of emergency sirens going off southwest of the epicenter. Even though it was the middle of the night, take a look. Roads are crowded immediately as people followed Police Orders to seek higher ground. We do have video that were showing you as the chandeliers swing back and forth as the earthquake was happening. Schools were turned into emergency shelters. 500 people packed into one high school overnight. Here in the bay area, emergency officials are advising people not to go into the water. Even though the tsunami watch has been lifted, the currents could pose a potential threat. Lee martinez is live in Leigh Martinez is live in San Francisco with the latest. Reporter thats right. We have siren thats will sound with the threat of a tsunami. They are tested every tuesday. They did not go off this morning. Instead after the tsunami watch was canceled, were hearing from emergency officials that they dont want people to enter the water because theres a very dangerous strong unpredictable current that could be in the water today. Theyre encouraging people to stay away from the water. If you take a morning swim, today may not be the day that you go in. Early this morning, the San Francisco department of Emergency Management tweeted that People Living within three blocks of the Pacific Coast or five blocks of the San Francisco bay should prepare to evacuate. The original tsunami watch was for the whole california coast, down to the mexican border. Yes. Thats good. It came in the email as well. Reporter the tsunami watch was canceled before 4 30 a. M. A tsunami may appear as water moving rapidly out to sea, a gentle rising tide, a series of breaking waves or frothy wall of water. Persons caught in the water much a tsunami could drown, be crushed by debris in the water or be swept out to sea. The San Francisco department of Emergency Services says even though the tsunami watch was lifted, you should avoid the water. Although the tsunami watch has been canceled, you know, there is still a possibility of strong currents in the water. We vise people to stay out of the water for the next 12 hours. There could be strong, dangerous currents coming along the coast. Just be smart and, you know, dont take any unnecessary risks. Reporter the department of Emergency Management says that if we did have a more serious threat of a tsunami, they would issue those emergency alerts that go out to all of your phones. You would hear the sirens go off. They would also have Law Enforcement go around. The pa system driving around, letting people know there was a threat of a tsunami and they would be blocking off several roads. The white house released this photo of President Trump signing the short term spending deal that allowed the government to temporarily reopen. Enough democrats agreed to vote for the spending deal in exchange for a promise from republicans to vote on the daca program. Im confident that we can get the 60 votes in the senate for a daca bill. And now there is a real pathway to get a bill on the floor. California senators feinstein and Kamala Harris voted against the bill. The temporary spending bill only keeps the government up and running through february 8th. Joining us this morning in the studio is political professor. Welcome back. Trump declares this as a big win. You say that senator feinstein says they are kicking the can down the road. Yeah. You get closer to the march 5th deadline. You have the state of the union coming up and the february 5th dead line. This looks like a mess. A couple of key actors. One the set of Freedom Caucus members. What do they do in the house. Speaker ryan will have a devil of a time getting that out. What if daca expires without a fix. I would say that is likely. If were going to lay bets in vegas, i would count on that. It gives democrats an opportunity to use it as a wedge heading into the 2018 mid terms that. Is the political football going on. People higher in the party voted against it. Im talking democrats. They couldnt vote for it politically. If you look at this, democrats are looking for a message. Theyre looking for a message and a messenger. Kamala harris is looking at 2020. And feinstein has to protect yourself against Kevin De Leon who will hit her hard on immigration. The deal that was agreed to yesterday wasnt largely different than what we had at the end of last week. Was the impact of a monday shutdown what pushed lawmakers to make the agreement . Yeah. This is important. This is politics as usual. Politics as usual is putting off to the next day what will happen. The deal that was agreed upon yesterday was the same deal there on friday, saturday and sunday. This is what frustrates people about politics. The shutdown was good for no one. And we will face it again in a couple of weeks. Some of the democrats voted for it and are being hammered. Chuck schumer, for example. Yeah. This is why a lot of people say politics is broken. There is no compromise. Yeah. It is completely polarized. If you give an inch, youre criticized. The art of governing and negotiating is pushed to the way side. Pay close attention to the state of the union and what the president talks about. Does he make any allegiances or moves to the other side. They are doubling down as long as he has been running the office and that will be a problem moving forward, especially headed to march. Professor, what do you think of the Senate Majority leader mcconnell. Is he making the decisions on his own without the president s approval. The president was quiet. We saw a still image of him signing the bill. I think they have always had a contentious relationship. They took a low profile yesterday. And Mitch Mcconnell probably has the votes. The bill on immigration has 57 votes. It needs 60. That will be important. Then you move over to the house and all bets are off. That will be up to speaker ryan. Are we capable of nuance here . Do you get the feeling that people want protection for daca but want in general, want stricter immigration . Can one person have those two positions. Yeah. 90 of americans are in favor with dealing with the dreamers and having a daca solution. At the same time they dont want to reward the illegal activity. It is powerful for trumps base. It is powerful for the republicans. At the same time, americans overwhelmingly want to deal with the undocumented children who came here and to deal with that issue and not hold it as a political football. In exchange for the daca deal, we havent talked about the law and whether or not democrats would give funding for the wall. They will. One person was killed this morning at Marshall County high school in benton, kentucky. We will share now new video coming to us from the scene. Authorities say at least one person is dead and at least six others have been wounded. Kentucky state police say the alleged shooter is now in custody. We dont have more details to share with you about the shooter or the victims. It hasnt been released yet. We know after the shooting the school was placed on lockdown. The remaining students were taken to a middle school and were reunited with their parents. This years severe flu season has been hard on the young and elderly. One of the latest victims, a 6 yearold South Carolina girl. Emily was diagnosed with the flu on tuesday. Her mother says she took her to urgent care when she got sick and was described tamaflu. Her condition was up and down all week. On friday she took a turn for the worse and died after being transported to the hospital. Health Officials Say the dominant strain h3n2 is an especially kind of influenza. This one seems to be particularly strong. And thats why maybe it transits more. Officials say the vaccine is only about 30 effective. Emilys mother says her daughter had not gotten the flu shot. Bay area veterinarians are advising dog owners to take prevent i have measures after several reports of canine influenza. Paul chambers spoke with i vet who recommends getting your dog vaccinated for the flu. Reporter danny is an associate veterinarian at broadway pet hospital in oakland. Good boy. Reporter she says there are more and more cases of dogs catching the flu in the bay area. It was first report asked talked about in the news in chicago a couple of years ago. The virus originated in horses which spread dogs. Typical symptoms look like kennel cough. Coughing and sneezing. It can develop into a much more serious respiratory infection. Reporter if you think your dog has the flu, take him to the vet where he will get three shots, two weeks apart. There should be signs here. Huge signs. Make sure that your dog is vaccinated. With dogs traveling and moving all over the place, we will see it more and more. It was diagnosed in 35 states over the last couple of years. Reporter some people are in favor of getting the vaccine for their animal but not everyone agrees. I am skeptical about the vaccinations around the flu stuff. You have to be safe. I think a lot of times the vets are overvaccinating. We see that the vaccines provide great immunity. People should know that it takes up to two weeks after the second injection to have adequate immunity. Reporter as of right now, the cdc reports the dog flu isnt infecting humans. He did not enter a plea. Outside court, his mother says she is heart broken over what happened and she says her son is a distant relative of the girls he is accused of killing. Saucedo is accused of killing the two sisters when he ran a red light and hit the truck driven by the girls mother. He was trying to get away from a Contra Costa County sheriffs deputy when he smashed into the truck from highway 4. A tesla driver says his car was on auto pilot when it slapped into a fire engine in Southern California. The engine was parked on the side of the 405 near los angeles where the crew was responding to another crash. Fortunately no one was standing behind the fire engine. Firefighters estimated it was going 65 Miles Per Hour when the crash happened. The driver was not seriously hurt but the tesla was damaged, but just minorly. Big news for tesla as elon musk will remain with the company under a tenyear all or nothing deal that demands massive growth. The agreement requires tesla grow in a 50 billion leap to a 650 billion market value. The electric car maker is worth less than 60 billion as of today. It must hit a series of adjusted profit targets for elon musk to get paid. There is no salary or bonus in the deal. It requires shareholder approval in march. Two San Francisco supervisors want the board of supervisors to provide additional funds for assistance to undocumented i am grants. There will be a News Conference today held to announce the legislation being introduced. They say the new Legal Defense unit needs additional funding in response to recent threats by ice of major raids planned in San Francisco. The San Francisco board of supervisors is set to vote today on a proposal that would recognize columbus day as Indigenous People day. Cohen introduced the legislation to honor the native americans who were already here when Christopher Columbus arrives. The supervisor joins us just outside of city hall. Good morning to you, supervisor. Good morning to you all. Thanks for joining us. Let me ask you this, in my reading of people who dont necessarily oppose the idea, they support Indigenous People day. Why not make it on another day . Why does it have to be on columbus day . That is an interesting question. I think it goes back to the historical origins of columbus day, how it was founded, why it was founded. And specifically the discussion that were having today really has to do with an awareness and an awakening of a new conscious that is happening. Not only here in San Francisco but across the entire country. You know, San Francisco is not unique. There are actually 30 cities already excuse me, 30 states in 30 cities; three states that already have columbus day no longer as a title and that it is used as Indigenous People day. This speaks to a better understanding to the historical facts that have been missed and inaccurately given to us as students growing up. Supervisor cohen, have you spoken directly with those in opposition to the proposal, perhaps those from the Italian American community which is very large in San Francisco, the head of the italian club says the move is divisive. Yeah. You know, people always criticize and will always say that anything that is controversial is divisive and they will divert their attention and say you should be focusing on homelessness and the housing crisis. I agree with that. There are many that we as a board in city and county are responsible for paying attention to. There are many people that were responsible for in multiple areas. We have reached out to many people and frankly this is not a new subject. This is something that has been discussed since the early 90s here in San Francisco. So the short answer to your question, gasia, is yes, we have done our due diligence. We have spoken to folks in the nativeamericans community as well as in the Italian American community and connected with folks in in various parts of italy that are supportive of what were doing in San Francisco today. Are you confident that you have the votes bore it to pass . Well, thats yes, actually i am pretty confident that it will pass. And i do expect to have a very robust discussion that will be very welcomed. Supervisor cohen, does this mean that the city will no longer, you know, sanction events like columbus day parade, that kind of thing . Is the city moving away from that . Thank you. Actually no. That is exactly the opposite. I introduced an amendment in Committee Last week just to allow parade, business, even contributions can still be received in the name of Christopher Columbus. So quite frankly nothing is going to be disrupted. The Italian Americans if they choose to celebrate Christopher Columbus, they can do so. If they want to celebrate him during the parade and have the parade in his name, they are welcome to do so. They can receive city funding, which they have in the past. Very little has changed except changing the name of the official recognition of of this holiday. Supervisor, let me change topics since we have you. London breed is the acting mayor of San Francisco. Do you foresee her remaining the acting mayor up to the special election in june . Now, that is actually a difficult question. Is that you, mike, talking . Yes. Leave it to you to ask the tough questions. Im a little less confident. I dont know where the votes are on that one. Everybody understands that were going into the chamber. It will be interesting. One thing, we have made a board rule change. Anyone who is considered for the nomination for interim mayor must be in the chamber and must be present. We are getting away from what we did in 2011 where ed lee was nominated but wasnt in the chamber at the time of the nomination. Do you think it is unfair for someone running for the office to have london breed as the acting mayor . What would be your vote right now if you were to vote . I certainly dont want to share my vote with you. Im sure that you will understand. Is it unfair is a legitimate question. There is nothing in politics that is fair. Because people have different competitive advantages, personalities. The aliotas have long standing roots in San Francisco. Former supervisor and state senator leno has raised a considerable amount of money. People consider those to be unfair competitive advantages. The reality is that we will have a very robust discussion in anticipation of the election in june. Im excited. It will be great. And during that watch, People Living along the bay were told to be prepared in case of an evacuation. Even after the watch was lifted, residents were advise today stay out of the water for 12 hours because of strong and unpredictable currents. But again, the advisory has ended. Officials have given the all clear. Some San Francisco ladders want to appoint a new mayor to replace the acting mayor london breed. Today the board could take steps to do that at 3 00 this afternoon. Allie rasmus explains what is behind the potential move. Reporter the San Francisco board of supervisors have their regular meeting today. One of the items on the agenda is tick nominations for interim mayor. London breed has been the acting mayor since december when ed lee died unexpected of a heart attack. He was the board of supervisors president. And under charter rules the president of the board of supervisors becomes the acting mayor when there is a vacancy. Other supervisors, some of whom are also running in that june 5th election, expressed concerns that breed being the incumbent gives her an unfair advantage. Last month some supervisors starting calling for a temporary mayor to fill the role instead of breed, just for the next five and a half months or so until the june election. On the agenda, supervisors will be able to go ahead with the process and maybe appoint as any interim mayor as early today but only if they have enough votes. They would need at least six supervisors to agree in order to nominate and appoint a new interim mayor. In San Francisco, allie rasmus, ktvu fox 2 news. New at 9 00, we will move to the south bay where the santa clara board of supervisors supervisor chavez just spoke to us about jail reform. Having an independent auditor that can let us know whether or not all of the changes that we have made are really happening in the jail and being able to report back independently is very important. The board is expected to set up a model for an independent jail monitor to oversee all county jails. The county considered a plan nearly two years ago to replace the main jail with a 815bed facility. Since then the county has reduced the jail population through jail reforms and other programs. The new plan calls for a 535 bed facility. The Highway Patrol is cracking down on drunk drivers as part of a campaign. Amber lee rode along with officers. Reporter he is on the lookout for people driving under the influence. As part of this new enough is enough campaign. He says common finds of a dui driver are weaving and speeding. The raiders may have been given the green light to move to las vegas but a dedicated group of fans and political leaders are not giving up the fight. Alex savidge is live in downtown oakland. The Coalition Just held a News Conference, alex. Reporter good morning to all of you. This group says it is considering taking legal action to try to keep the raiders here in town. They also say if that cant happen, they want the nfl to put another professional Football Team here. A short time ago members of the coalition held a News Conference in downtown oakland, laying out their legal strategy to push back against the raiders relocation. There is an opportunity to keep football here in oakland. Reporter members of the forever Oakland Coalition held this News Conference outside of the Administration Building and were joined by state representative rob bontum. They have been approached recently by a number of prominent law firms across the country who want to talk about legal opposites for the city and county for city of oakland and the county of alameda. Nfl owners approved the move to vegas where a new stadium is expect today open by 2020. But those behind this movement believe approval of that relocation bid was illegal and they are planning to sue or at least considering it. And they say the folks who spoke out today say they are encouraged by recent news out of st. Louis where a lawsuit brought against the rams who moved to l. A. Has been allowed to move forward. First and foremost, it prompted us to be pursued by additional law firms. In addition to that, it created a circumstance in which we have had a ground swell of support from not Just Community leaders and not just fan groups, but the entire region. And im extremely encouraged by the fact that a number of prominent law firms would like to represent us in order to secure a good position for the Public Sector and to ensure the public good so that we can preserve our jobs, preserve our good will, economic viability. Reporter now, even if the raiders do leave oakland, this Coalition Says theyre looking into another legal option for oakland to keep the raiders name and colors and they would like the nfl to award oakland an Expansion Team in that case. So that is another path they are pursuing here. They are looking to make the raiders and the nfl paid off bond debt that is owed on the coliseum in alameda county. Supervisors inside of the Administration Building in a closed session meeting and they are discussing some of these Legal Options in regards to the raiders relocation. It is unclear, we should point out, when they plan to make a final decision on what, if any action, to take. Alex savidge in oakland, thank you. We are learning that Jeff Sessions was interviewed for hours last week by investigators working with special counsel Robert Muellers russia investigation. Attorney general sessions is the first member of President Trumps cabinet to be interviewed but muellers team. He is investigating whether the actions in office, including the firing of james comey amounted to obstruction of justice. Mueller is also investigating contacts between President Trumps campaign and russia. Vice president mike pence on his way back to washington from his trip to israel. He ended his twoday visit to jerusalem with visited to the western wall and the holocaust museum. He says talks to regain negotiations will be made easier by the u. S. s decision to recognize jerusalem as israels capital. The decision will set the table for the opportunity to move forward in meaningful negotiations. Palestinians have protested the change in u. S. Policy, saying the United States can no longer take part in mideast peace negotiations. Palestinian leaders declined to meet with the Vice President during his visit. Some of the people forced out in Southern California because of mudslides could return home next week. They hope to get utility and Water Service back to some of the houses by then. City leaders in montecito saying getting everyone back home will be a gradual process. It could take until the end of next month. The narrow streets are still filled with bulldozers trying to remove mud and debris and try to reconnect power lines and pipes. After a few days of relative calm, the midwest is getting slammed by harsh Winter Weather again. Conditions were so bad in minneapolis yesterday that the airport briefly closed all of the runways to clear snow twice. It led to multiple shoutdowns on roads. And northwest iowa saw nearly a foot of snow near the north dakota border. The latest storm in california brought several new feet of snow to the sierra. More snow is on the way in the coming days. This video was released that showed what the january 14th. A suspect grabs the clerk, pulls her down to the ground and actually puts her in a chokehold. Moments later we see two Good Samaritans enter the store and break up the attack. They helped officers find the suspect who you see here. He was booked on aggravate add salt and burglary charges. An uber driver in San Luis Obispo county faces rape and grand theft charges. The 39yearold nunez would find the uber system to find potential victims. He would wait until the women ordered rides and then before the selected driver arrived, he would make the pickup himself. Woe assault and rob the women once he took them to their homes. We got off the phone with bart and a spokeswoman says one of the cars is going back into service while the other is still in maintenance. The cars were debuted last friday.
