Contra costa county into santa clara back over to the peninsula as well has not picked up a lot of rain but it is picking up are some into oakland and alameda around the Oakland Hills as well but the Berkeley Hills not much. A decent southeast breeze for now. 50s for most temperatures with a few 40s, one more system in this pattern which will be here wednesday and thursday then we will get a break for the weekend. 50s for your temperatures. Sal tells us traffic is . Pretty clouded. It is making it slower with the wet weather. Lets take a look at some of the bridges we have been looking at. It is raining pretty hard at the Richmond Bridge and the approach will be tough coming through. Getting over to marin county where the rain is also there waiting. Highway 4 is going to be slow this morning as you drive from or to the concord area from pittsburgh and bay point it is pretty solid coming over the hill and you can see for yourself with the map just how slow it is. It is slower than normal and it will be staying that way all the way to interstate 680. 680 is slow from concord to walnut creek, 24 slowing through orinda and 80 westbound taking one hour or less to drive from the carquinez bridge to the macarthur maze and at the bay bridge we will be waiting for 25 minutes. So the wet weather is having its effect. Lets get back to the desk. We are following developing news in san jose where police are continuing negotiation stretching into 13 hours with the person who has barricaded himself in a hotel room. This is the Wyndham Garden Hotel on Silicon Valley boulevard. Leigh martinez is there and has been talking with police and hotel guests. What are they telling you about the situation . Reporter we are inside the hotel lobby where several guests have spent the night after they were evacuated from the second floor hotel room. We were told by police that they had negotiators in the room all night negotiating with a man who barricaded himself inside. The guests say that they do feel safe down in the lobby even though they have not heard much but we have seen police going in and out of the rooms. The merge is the swat team version in san jose. The guests say that they have had a fairly quiet night. On sunday afternoon San Jose Police found a suspect wanted on felony warrants inside of the Wyndham Garden Hotel. Police have been here since 6 30 yesterday evening. They have isolated the suspect and evacuated the surrounding guest rooms on the second floor. I cant get into the criminal history but at this point we have information that would lead us to believe a confrontation would not end well. Reporter negotiators have been talking to him all night. We are told they have not made much progress. Hotel guests who had to evacuated say they spent the night in the lobby. When we came back around 6 00 or 7 00, all of the police guys were outside of the hotel and they said it was a hostage situation and thats it. So we went to the room but they told us that is not possible so we stayed in the lobby. Reporter police could not confirm if the suspect is alone in the room or not. What we do know is there is a suspect wanted on felony warrants who barricaded himself inside of the hotel room on the second floor. He has been there all night but negotiators have not made much progress and at this point it is best if they do not force him to evacuate. They do not know if he is armed but they say it is best if they play this safely. The hotel guests say that they did not want to leave, they stayed in the hobby lobby. Leigh martinez, thank you. Police in san jose are investigating a deadly shooting that happened last night at 8 45 near charlotte drive just outside of an apartment complex. Police found one man dead after they responded to a report of shots being fired. It is not clear what led to the shooting. Today is day three of a Government Shutdown. Efforts over the weekend to resolve a funding impasse failed that we could see a deal this morning. Doug luzader has more on the negotiations and the impact of the closures. The closures have started. In Washington Congress is not making much headway with another vote scheduled for today. Lets step back from the brink. Lets stop victimizing the American People and get back to work. Democrats most of whom holding out over daca sought to blame the president. This is the trump shutdown. Only President Trump can end this. We are at the table ready to negotiate. The president needs to pull up a chair and end this shutdown. The president has been relatively quiet over the weekend but he did tweet support for the Nuclear Option in the senate. Changing the rules to end the filibuster, something that seems unlikely. As for the shutdown the effects will vary with some parks and offices closing. The state of new york is paying to keep the statue of liberty open. Unlike the last shutdown during the Obama Administration this time around many monuments will remain open and. If you worked there, there will be a difference but most americans wont see a difference. The tsa and military are still operating. In terms of what you will see it is not as dramatic as 2013. President trump took to twitter tweeting the democrats are turning down services and security for citizens in favor of services and security for noncitizens. Not good. Cleanup from the north bay fire continues despite the shutdown because the cleanup work is paid for by a Disaster Relief fund that is not dependent on congress is in the spending bill. The democrat resist relief programs will continue. A uc Berkeley Student who was detained by immigration officials in san diego for nearly 3 weeks is back home in the bay area. It is good to be back. I was a little bit nervous but im excited. Luis Angel Mora Villota is a junior at cal who came to the country from columbia when he was 11. Last month when he was visiting his girlfriend in san diego they took a wrong turn and ended up at an immigration checkpoint where he was held for overstaying his visa. After a Letter Writing Campaign and support from california senators he was allowed to return to the bay area which he considers home. He says this incident shows how broken the Us Immigration system is. We need a fix right now. There are so many people who have been criminalized when we are just trying to make this country better. Federal immigration officials have said ice will transfer his case to ice enforcement and removal operations in the area where he resides. The removal proceedings remain ongoing. An immigration judge must make the final decision on the deportation hearing which could happen one year from now. In the meantime he says this experience has him considering becoming an immigration attorney or judge. Mike pence is in israel today, in a moment his announcement about the us embassy and why future negotiations are off the table. Starting today californians can apply for the new real id drivers licenses to comply with the federal mandate requiring more secure identification. Starting in october of 2020 you will need the new id to get on to a plane. If you dont have it you will be able to use your passport. The good news is you do have plenty of time to get your hands on one of those new ids. There is no need to rush to the dmv. Until october 1 2020 a valid california driver license or id card can be used. This will let you board a domestic flight enter military base or secure federal facility. To apply you need to go to the dmv and bring three things, an identifying document like a birth certificate. Also something verifying your Social Security number such as a Social Security card, paystub or w2 form. Finally you need proof of residency in california like a utility bill or lease agreement. It is backed up all the way to the macarthur maze and getting to the macarthur maze from the carquinez bridge is taking one hour. When you get to the bridge it is looking okay in San Francisco. This is 880 northbound on the right, southbound on the left and it is kind of slow early on because of the wet weather. If you go to the south bay we dont see any wet weather near westbound 237. The traffic is looking okay when it is not raining but this is a look at the south bay freeway system and we do have floating slowing near cupertino. Northbound 280 around san jose is looking okay. You can tell it is dry in downtown san jose. Lets get to Steve Paulson. Rain is mainly over alameda and oakland now but some areas are getting good rain and others not so much. We have one more system wednesday and then we have hints of another stretch of dry weather. I hope not because we cant do much with that. Daly city at. 31 inches. According to one analyzation the 23rd down shutdown cost 23 billion. 850,000 federal workers were furloughed for at least part of the shutdown and the Parks Service lost 450,000 per day from closing down more than 400 parks. It is no surprise Tech Companies are the leader when it comes to hiring in the bay area. The Business Journal reports some of the Biggest Companies are hiring for their offices here even if they are based somewhere else. In San Franciscos cell force, uber and twitter are hiring the most people. In oakland, oracle and pandora, across the whole bay area google, apple, salesforce, facebook, intel and cisco are posting the most jobs. Experts have some advice for people looking to move into those openings. Experience with java, python and Agile Development are the top three skills that managers are looking for. Today amazon is opening a new brickandmortar store in downtown seattle with no cashiers. The first of its kind store is called amazon go. It will use sensors and technology to charge customers. Okay, you know what, the rain has made it kind of a tough commute for people driving early this morning. It looks like it is now leading up just as steve said but it is still wet for sure. You need to give yourself more time. The carpool lane has eased up a look at the bay bridge. A lot of waiting at the bay bridge. If today is the day you want to get to work early, you need to leave early. This is 880 northbound where it is slower than normal. Usually we dont get a back up this early but because of the wet weather i think we will see slower traffic all the way into downtown oakland. 237 is dry and the weather has not really hit san jose as much is the east bay. There is a lot of slow traffic but the roads are dry. Lets get back to the desk at 7 31. An emotional day for the students at Cardinal Newman high school in santa rosa. The campus is reopening for the First Time Since the north bay fires. Christien kafton is at the school now to tell us what is happening today as students are being welcomed back. Reporter we expect to see some very excited students. This is what they are returning to. These are the portable bungalows a lot of students will return to today. Today schools will be reopening their doors in a matter of hours. Three months after the north bay fires force them out of their homes. 30 minutes ago we got a sneak peek inside of saint Rose Elementary School where they have new flooring, renovated classrooms ready to welcome Young Students back. More than 600 students have been attending classes at four different locations while the campuses were cleaned up. This morning we spoke with the principal who tells me she expects a lot of happy students. We have asked them not to come until 7 45 but i know they will get here early. They are desperate to see it and nobody is coming in at first, they are staying outside. Then, we will all go to the gym for a Prayer Service and then we will have a blessing of the building and they will walk in together. Reporter it should be quite a sight. Cardinal newman students will return to the 22 new portable classrooms that have been returned to replace those buildings that were destroyed in the fire. First responders and Community Members will be here welcoming students and teachers back to campus during an assembly. Families should start dropping students off at saint rose at about 7 45, Cardinal Newman we expect students around 9 30. The principal confirmed for me what we had been talking about. We said sometimes students are not necessarily excited to go to school for the first day back but the principal says she thinks that will be different today. These students have been scattered in different schools and today is really a homecoming, a chance for them to return back home to their school. It is expected to be emotional for those students. That School Community the whole thing was impacted by these fires. A lot of the community lost their home. Absolutely. Evidence of the fires is everywhere. We have these bungalows and you can see there are burnedout bushes right in front of where we are located. There are constant reminders for the students of the north bay fires. Really, today is expected to be a day of celebration and a day of hope and you know, just trying to get back to normal for the students. A very important milestone. Christien kafton, thank you. They are making progress in Southern California. Highway 101 through Santa Barbara county has reopened nearly 2 weeks after the deadly mudslides near the town of montecito. Crews worked around the clock cleaned up the mud, stabilizing embankments and repairing guardrails and signs. The highway was closed since the mudslide on january 9 which killed at least 21 people and destroyed hundreds of homes. The reform act fewer suicides at the Golden Gate Bridge last year. There were a Record Number of people who were rescued in 2017. The marin independent journal reports there were 245 such interventions and 33 confirmed suicides. The number is down from 39 in 2016. Bridge Board Members are crediting increased patrols and intervention training. This comes as a suicide net is being installed. The goal is to complete the net by 2021. A candlelight vigil was held last night for two little girls killed in a crash in antioch involving a stolen truck. After days on lifesupport, Camila Cardoza died over the weekend just days after the crash that killed her fouryear old sister lenexy cardoza. [ singing ] family and friends say that they are still struggling to come to terms with the loss of these two young girls. Last wednesday a man in a stolen truck ran a red light and crashed into the truck that the girls were in with their mother. Investigators say that the man was trying to get away from the Contra Costa County sheriffs deputy at the time of the crash. The mother of the girls was seriously injured in the accident but is expected to survive. This has been a nightmare that is unbelievable. It is hard to come to reality. Just very unfortunate. The suspect in the crash, noe saucedo has been charged with one count of murder and he could be charged with another count this week. Investigators say that the deputy involved had just turned on his lights and sirens but the Sheriffs Office says there was no active pursuit happening at the time of the crash. The board of supervisors will be voting tomorrow on a proposal recognizing columbus day as Indigenous Peoples day. A supervisor introduced legislation to honor the native americans who were already here when Christopher Columbus arrived. Police in Central Florida are searching for a person of interest after two explosive devices were detonated inside of a mall. This happened last night at eagle ridge mall in lake wales 30 miles east of tampa. The mall was evacuated but nobody was hurt in the explosion. Police found two pipe bombs near the entrance of the store and a bookbag with other non detonated explosives. Police are searching for a man who was seen running from the area around the time of the explosion. Police have arrested a man for driving his van onto a busy sidewalk. Originally police that the driver accidentally jumped the curb saturday afternoon but now they have arrested the 70year old. He is facing several charges. Officials say that the man hit several parking meters entries and then backed up into a deli. He did not hit a pedestrian or any vehicles. The Man Told Police he was having problems with the vans breaks. Facebook is working to fight fake news and starting today the social media site will allow you to decide what qualifies as a genuine new source. The company will change the rankings of newsfeeds giving priority to trustworthy news sources. The Facebook Ceo Mark Zuckerberg says the site will be overlooking users to see which sources are most trusted. The changes will rollout when the survey is completed. The patriots are headed back to the super bowl after a classic come back against the jacksonville jaguars. They fake it to white. He throws it, what an effort. Touchdown. The jaguars led by 10 points in the Fourth Quarter but tom brady marched his team down the field and connected for a touchdown. Huge crowds gathered in neighborhoods across the city. One such crowd can be seen here. For the most part celebrations were peaceful. Police say they mainly focused on crowd control. There were no reports of any arrests. Earlier in the day workers who called himself the crisco cops greased light poles to prevent fans from climbing up them. Philadelphia has a history of celebration hard after sporting events so they were thinking maybe they should get some grease in bulk in case they win the super bowl. Tickets to the big game could reach record high levels. Eagles fans are expected to drive up ticket prices. The city has gone over 10 years without a championship. Patriots fans will be out in force as well at Us Bank Stadium two weeks from now. We looked online and the cheapest seat to see the game is 5000 and that is up high in the nosebleeds. On the higher end you can get tickets for about 48,000. Field level at the 50 yard line. Someone will pay it im sure. Remember when the super bowl was in the south bay, the ticket prices fluctuate so much. Yes they do. We will see. They do fluctuate. You know, maybe if you are waiting until the last minute you might get a better deal as we saw when it was here in San Francisco. Lets take a look at what we have now. Traffic might be a little better as the rain moves through. It is still pretty wet at the toll plaza and you will see the traffic is backed up. You will also see the traffic on interstate 880 started backing up a little bit earlier than normal. This is more like late 8 00 or early 8 00 but now it is started in the early 7 00 hour. On 237 we are okay but the rain will eventually be reaching the south bay. The south bay commute is pretty filled in with all this red on the maps that is becoming very slow getting to sunnyvale, cupertino and mountain view. Downtown san jose is not too bad and traffic is moving along okay. Lets bring in Steve Paulson with a weather. This system was impressive for some north of the golden gate but not bad around oakland and alameda. Decent rain in Castro Valley but we do have breaks in the clouds. Things are done to the north but not before some good two inch totals with snow in the mountains. Around 3000 feet there was a little bit of snow. Three inches of new snow at dunsmuir which could be enough to get mount shasta ski park opened. They will be looking at more on wednesday. That he system looks to be the best in the series. Some people got good snow to the north some got good rain and thomas smith from san jose says it is not worth it just. 03 inches. There was not much for some but there was really good rain for others. Mount tam almost 3 inches, occidental over two. Upper lake one inch, kenwood at one inch. This was a north bay event. San helena 1. 5, kentfield, 1. 25, ukiah 1. 25 and alameda at. 5 inches. Castro valley 1 3, San Francisco. 28, oakland and the piedmont hills at 1 2 inch. The system has a little bit left near oakley and rio vista in eastern salado and contra costa. A little bit of rain around san ramon. We have a decent little cell near san ramon but things are about done. There was a little bit more on the peninsula about 1 3 inch from pacifica to half moon bay. The Santa Clara Valley is finally getting a little bit. The southeast breeze should be turning northwest later on with 40s for a few of us and 50s for most. Here goes the system with the airflow from the northwest. That will be with us today, later today and tomorrow with this system looking to be the best in the current series. This is worth another mention, when youre coming to Jack London Square and you make the turn off of 980 it is going to be a big puddle and some cars have been disabled because of the huge puddle. San jose Police Continue to negotiate with a man barricaded inside of the Wyndham Garden Hotel on Silicon Valley boulevard. Leigh martinez is joining us live with the latest on this story. Reporter San Jose Police negotiators continue to talk to a man wanted on felony warrants who is barricaded inside of a hotel room. This forced the evacuation of several hotel guests on the second floor to come down and spend the night in the lobby. Several guests say that they feel safe down here but they have not even heard any sounds from upstairs. On sunday Afternoon Police found a suspect wanted on felony warrants inside of the Wyndham Garden Hotel. Police have been here since 6 30 yesterday evening. The merge team has been going in and out of the lobby, the Santa Clara County sheriffs deputies and Milpitas Police have been seen outside. The suspect was isolated to one room and the rest of the rooms where he evacuated on the second floor. I cant get into the criminal history of this person but at this point we have information that would lead us to believe forcing a confrontation would not end well. Negotiators have been talking all night but much progress has not been made. Hotel guests who had to evacuate ended up spending the night in the lobby. We are in the dark right now. That is why we are stuck here sleeping on the couch in the lobby. Police could not confirm if the man who barricaded himself is alone or not. Several guests heard that it was a hostage situation. Police have not confirmed if the suspect has made any demand. Was there any debate from San Jose Police regarding evacuating the lobby . If they think confronting the suspect is dangerous for officers you would think it is dangerous enough for those people in the lobby. That is what i asked the police say that they only evacuated a couple of rooms, not the entire second floor and they are pretty confident he is just combined in the one room and it is safe for everyone in the hotel. One man was found dead after shots were fired. It is not clear what led up to the shooting. San Francisco Police arrested a man for driving his van to a busy sidewalk. The 70yearold man jumped the curb near the castro theater saturday afternoon. That is when he hit several parking meters entries. There were no pedestrians or other vehicles hit. He will face charges of attempted murder, aggravated assault, hit and run and driving under the influence. The 70yearold told police he was having problems with brakes on the van. The new bart train cars are now in service. This is the first commute using some of the new cars which made their debut friday. The new cars are running on the Richmond Spring line. Starting october 1, 2020 you will need the new id to get on a commercial airplane. You can also use your passport to get through security. The good news, you have plenty of time to get the new id. There is no need to rush into a field office. Until october 1, 2020 a valid drivers license or id card can be used. This includes ordering a domestic flight or entering secure federal facilities. Just as we have been talking about some schools finally reopening after the winter break, this is the last week with colleges returning as well. So i think this is the week everybody is back. South bend 101 at highway 92 with fender benders because traffic is so slow. The only bright spot is that people are going so slow they are just minor accidents. This is happening at the Wyndham Garden Hotel. Police found out a man wanted on felony warrants was staying in a room on the second floor in the hotel. A fema Spokesman Says the programs will continue. A candlelight vigil was held last night for two little girls killed in a crash in antioch. After days on lifesupport, Camila Cardoza died over the weekend just days after the crash that killed her sister on wednesday. [ singing ] family members and friends are struggling to come to terms with the loss of the little girls. Last wednesday a man in a stolen truck ran a red light and crashed into the truck that they were writing in with their mother. The man was trying to get away from the Contra Costa County sheriffs deputy when the crash happened. The mother of the girl girls was seriously injured but will survive. This has been a nightmare that is unbelievable. It is hard to come to reality. It is just very unfortunate. The suspect in the crash, noe saucedo has been charged with one count of murder. He could be charged with another count this week. A deputy had just turned on his lights and sirens but there was no active pursuit at the time of the crash. A 15yearold girl has been injured and airlifted to a hospital following a School Shooting 45 miles south of dallas. The condition of the girl is unknown. One person, a male student is in custody after opening fire at the high school in ellis county. The sheriff has not shared any details except to say the student is in custody. Students were on lockdown but have since been moved to a building near the campus. Police in Central Florida are searching for a person of interest after two explosive devices were detonated inside of a mall at eagle ridge mall 30 miles southeast of tampa. The mall was evacuated and nobody was hurt. Two pipe bombs were found and a book bag with other undesignated explosives. Police are looking for a man who was seen running from the area around the time of the explosion. Homicide detectives are investigating the couple accused of torturing their children in Southern California. Riverside county sheriffs detectives may send in cadaver dogs to determine if the parents had any children who did not survive. The report says authorities may conduct testing to see if the children are all related. The couple has pleaded not guilty to charges of torture while they held their children captive. The three men will play themselves in the movie called 1517 to paris. It tells the story of the three stopping an armed man from attacking people on the train. The three were honored over the weekend at a Church Service in sacramento. The whole thing has been very hard to put into words to be honest. The Three Friends say that playing themselves in a movie directed by Clint Eastwood is something they cant believe. The movie will be released february 9. The Screen Actors Guild awards were held last night and the big winner a movie about a mother fed up about an investigation into her daughters murder. Three billboards outside of missouri took home three awards including best actress. Gary oldman won best actor for the film darkest hour. This is also won for best tv drama. There was no coordinated wearing of black like the Golden Globes but the issue of gender equity and the Metoo Movement were big topics. Hundreds of thousands of people took part in womens marches across the bay area over the weekend. I think a lot happened for womens rights in 2017 like a lot of women came forward as evidence of this sign. I think there is a lot more momentum and hope. In San Francisco 65,000 people marched from civic center to Justin Herman plaza. The crowds were smaller compared to last year when 100,000 people took part in San Francisco. This year there was more focus on the Metoo Movement and encouraging more women to vote organize and run for public office. Listen to the boys, we gather too much for economic and social equality and justice for all. Today the dream is far from being reached. In oakland 40 to 50,000 people marched from the lake to the frank plaza. Marches were held elsewhere in the state. There was an emphasis on Voter Registration at a womans march in nevada. Tens of thousands gathered at the event in las vegas. The rally was named power to the polls because the goal was to register more women to vote ahead of this novembers midterm elections. It is important that our voices are heard as women. We are important so we should be heard. We are so proud of the woman women who came out in alabama. Organizers are launching a tour to hold similar Voter Registration alleys rallies and other swing states. The eagles versus the patriots. The super bowl is set. Leonard grew up in San Francisco and attended polytech high. In 1950 when he was 22 he joined the army and was sent to fight in the korean war. He died five days later. His remains were never found until last year when a construction crew found teeth, a canteen and the soul of a boot. A military lab in hawaii identified leonard. One cousin who remembers him as a teenager is still alive. James heart says the family has always wondered if this day would never come. Couldnt they find him . After that many years they finally did. They never gave up hope. We appreciate that. Leonards only sister died as a child and his parents died years ago but his cousins say they are glad to have him home. He will be buried with full military honors tomorrow. Highway 101 through Santa Barbara county has reopened two weeks after the deadly mudslides in montecito. Crews worked around the clock cleaned up the mud repairing guardrails. The highway was closed since the mudslide on january 9 that killed at least 21 people and destroyed hundreds of homes.
