Community activists in this School District are blaming the builder who is being paid to do repair work on the campus here in this district according to state auditors in many cases the work just has not been done. A lot of campuses have been left in disrepair. Parents and city leaders believe the small district is being taken advantage of. Any further misuse of public taxpayer money is nothing short of thievery. Reporter Community Activists held a News Conference yesterday calling for the alan Rock School Board to end the 3. 25 Million Contract with a Southern California builder called deltera Real Estate Services. According to the San Jose Mercury news, a state audit found the builder was being paid for work that was never completed. Auditors called for Immediate Intervention to prevent fraud and misspending by deltera. Parents are demanding the school board take action and they have the mayor of san jose on their side. That is why we are united as a community in standing up and telling the board they need to separate themselves. Separate from their relationship with the contractor and criminal investigation that is taking dollars from our children and their needs. The alan Rock School District serves 11,000 students in some of the poorest neighborhoods in san jose. Over the past few years voters have approved hundreds of millions of dollars in bonds for School Construction and repair work and upgrades, but now there are some serious concerns about where the money is going, how it is being spent and if the repair work is being done. We have reached out to the owner of deltera Real Estate Services for comment on the issue but have not heard back. Alex savidge thank you. A fouryearold girl is dead after two pickup trucks collided in antioch. A man from pittsburgh driving a stolen white pickup on highway 4 was followed by a sheriffs deputy who did not turn on emergency lights until the suspect got off the road and started speeding. He ran a red light and slammed into a gray pickup that a woman and her children were riding in. My husband was in the motorhome and he said the truck went up on its side with debris all over the place. The mother and her other daughter were rushed to the hospital but the fouryearold girl was killed. The driver of the stolen truck was injured, he has been booked on one count of murder and two counts of evading arrest. Chp is searching for who smashed the windows of charter buses operated by apple and google along the peninsula on 280. Leigh martinez has the story. Several buses had their windows damaged or cracked by unidentified objects. All of the attacks happened in the morning and evening commutes on interstate 280. Luckily nobody was hurt. Joining us is kevin guy director of the office of short term rentals. Good morning to you. Good morning. Tell us the numbers, tuesday was the deadline. How many people have registered with the city and how many illegal listings have been taken off . So, to date we have received a little over 2000 fully certified registered hosts. What we really saw as a result of this registration deadline was a really significant surge in applications. That began in the fall and since that time we received 1300 new applications. That represents 30 of all the applications we have ever received. Setting these deadlines in place for folks on the platrm but not registered was a strong motivation and that shows in the numbers. In terms of the listings that were unregistered taken off the platforms, the number would be more substantial. Across the major platforms like airbnb, home away, flip key and the light, we saw a decrease after the final phase of the deadline of 6000 listings coming off the platforms. What do you think is the biggest reason for the people not registering . I think there is a number of reasons. People have always been required to register if they want to host shortterm rentals, but what the legislation passed a couple years ago, they set up the deadlines to force people to come get registered. Those people that elect to not come get registered either dont qualify for the program, maybe they are not interested in doing the rentals anymore. They just had some lingering listing or there is probably a Large Population of renters that were doing shortterm rentals which are ordinance allows as long as their permanent residence is the unit but many people have no subletting clauses or clauses that say no shortterm allowed. So those folks were probably hesitant to come get registered because we notify the landlord when they make the application. Can you remind me why the ordinance was crafted to begin with . What is the city looking to do policy wise by having people register . Is it just of a control mechanism . Exactly. The intent of the original program was to do two things. To allow people who are permanent residents and want to share their home with guests from around the world to make additional income and have that exchange, but also to make sure those people who are not permanent residents, we didnt want to see the whole cell conversion of units that should be preserved for folks who want to be longterm residents of San Francisco. We did not want to see people convert the units and take Housing Stock off the market. Also we wanted to make sure ey were registered so we could make sure they are operating in a good manner. Not hosting loud parties or causing littering issues and things like that. Moving forward, how do you make sure nobody is going to be cheating the law . So the real beauty of the legislation, and these amendments that have been passed we spoke with several platforms and they themselves would be liable for allowing unregistered hosts to continue conducting the shortterm rentals. That is strong incentive for them and now there is obligation where the platforms have to demonstrate everyone is registered. If someone is unregistered they are out of options for advertising their listing. We will be monitoring the platforms to make sure everybody who is on the site is registered but also going after individual hosts trying to gain on the system by going to small startup platforms or are finding other ways to advertise their shortterm rentals or even putting in fraudulent certification numbers to demonstrate or look like they are registered. Someone who is a landlord in San Francisco who has an apartment or house to rent, this means they cant just decide m not going to register longterm i would just be the airbnb guy now that cant happen anymore right . Exactly. That has always been prohibited and the Enforcement Mechanisms with the Settlement Agreement and the legislation passed is stronger than ever with that point in mind. It has never been allowed to convert what should be a full time rental without a permanent resident there. We had plenty of cases of that happening previously, people taking 10 units off the mark at a time for shortterm rental activity. So this legislation and the Settlement Agreement gives us the tools to enforce this making sure everybody who lives there is registered.
