Mudslides that have hit the Southern California community of montecito. A 30man crew from the marin county oes region Task Force One arrived thursday morning to the exact same area where they were fighting the thomas fire three weeks ago. Were preparing our crews right now to go door to door to search homes. Reporter montecito is a seaside townhome to celebrities like oprah winfrey. Out assessing the damage with neighbors. There used to be a fence right here. Thats my neighbors house. Devastated. Reporter downed power lines, boulders and roads turned to rivers of mud are making rescue efforts treacherous. The mudslides have killed more than a dozen people including the founder of a Catholic School in ventura, and a 61 yearold woman, a successful Luxury Real Estate agent and mother of two. Her sister theresa lives and works in alameda county. Her friend and Business Partner spoke to us by phone. She embodied strength and grace and elegance and poise and love all in one human being. And she was taken from us too soon. [ crying ] but she will always remain in our hearts. Reporter theres no quick fix for all the mud and debris and authorities are asking residents to be patient due to the immense damage. At this magnitude, its surreal. Between the fire and the mudslides, its devastating. The Recovery Efforts are going to be long and, you know, if not years. Reporter theres apparently some controversy over the evacuation orders. Some people had a mandatory order. Others a voluntary order. But the latest word to come out of that updated an hour ago is that the entire Public Safety zone will be under a mandatory evacuation for at least one week. That starts in about an hour at 6 00 just because of how terrible these conditions are. Those pictures of that mud just coming in so fast. The number of the missing has really jumped around. It was 17, then 40, down to 8. Now its back up to more than 40. Why has that been that way . Reporter well, because of the ever changing nature of this situation, there was a lot of calls to dispatch, also posts to social media as well as Message Boards at evacuation sites. So they finally consolidated that list into one and thats where we get that number of 43 missing. Cristina rendon in our newsroom tonight. Cristina, thank you. We are getting a look at another powerful mudslide that happened in burbank on tuesday. You can see a river of mud carried a prius down a street in burbank. Burbank firefighters posted this video on instagram. This happened on country club drive. You can see the cars windshield wipers were going. That driver made it out okay. Evacuation orders in burbank have now been lifted after major mudslides and flooding in that area. Our coverage on the deadly mudslides continues in about 10 minutes. Well go live to highway 101. It has been closed in the Santa Barbara area ever since the mudslides hit. Well get an update on the situation there and when that highway might be reopening. Now to washington, where negotiations over immigration between the president and lawmakers today prompted a disparaging comment from the president that is sparking controversy around the world. The remarks were aimed at certain countries that the president apparently views in a negative light. Heather holmes joins us now with the details. Reporter the comments from the president is being reported by multiple news outlets. It comes from at least two people who were briefed on a meeting between President Trump and lawmakers earlier in the oval office. When referring to the countries of haiti, el salvador and some african country, the president reportedly said, quote, why are we having all these people from and he uses a profane word here, to describe those countries, come here . Both republican and democratic lawmakers who were in the oval office were apparently taken aback by that comment. The president then reportedly went on to question why the u. S. Wasnt letting more people in from countries such as norway. The president just met with the Prime Minister of norway yesterday. You will recall that earlier this week, the white house ended protections for 200,000 salvadorans who fled here in the wake of devastating earthquakes. The whole reason the president and lawmakers were meeting was to hash out a deal on immigration. Democrats want to reinstate protections for the socalled dreamers, 700,000 or so immigrants brought illegally to the u. S. As children. Republicans want any protections for dreamers tied to funding for a border wall or some form of increased border protection. There has not been a deal reached yet. However, we still think we can get there and were very focused on trying to make sure that that happens. The president has been clear about what his priorities are in that process. A deal to pass daca protections alongside a package of Border Security measures is finally within reach. As the immigration meeting at the white house showed, almost everyone in this body is interested in passing daca protections into law. Reporter a Bipartisan Group of senators has apparently reached a deal on immigration and one that would extend protections for the so called dreamers. But the white house rejected that deal and told lawmakers to keep working on it. In the meantime, there has been considerable outrage to the president s comment that i mentioned about haiti, el salvador and african countries. In response, a white house spokesman issued a statement which did not deny the comment from the president. It says, quote, like other nations that have meritbased immigration, President Trump is fighting for Permanent Solutions that make our country stronger by welcoming those who can contribute to our society, grow our economy, and assimilate into our great nation. Lawmakers have until next friday to try to hammer out a deal and avoid a government shutdown. Democrats want immigration policy to be part of that deal. Thank you. A number of bay area lawmakers are coming down hard on the president because of what he said. Congresswoman barbara lee said other tweets an offduty San FranciscoPolice Officer has life threatening injuries tonight after a motorcycle crash. It happened about 5 40 this morning on northbound 880 at 7th street. The chp says the officer crashed into the back of a pickup truck, flew off his bike and hit the center divide. The officer was taken to a local hospital. Authorities say he has life threatening injuries. No one else was hurt. Its happened again. Another sea lion attack in San Francisco bay. A swimmer was injured this morning when a sea lion bit her in the leg at aquatic park. It was the third such attack in about a month. That woman from this mornings attack is expected to survive. Ktvus Tara Moriarty joins from us aquatic park where despite warnings people continue to swim there. Reporter thats right. We have been seeing so much out here all day long. A lot of them have been using the buddy system, however, swimming in pairs or perhaps going out with a kayaker. And we have noticed that they have been sticking to the shoreline since all of the attacks seem to be happening at the mouth of the cove. Reporter 65yearold irene chan was doing her usual swim with a friend in San Franciscos aquatic park this morning when she says out of the blue a sea lion bit her leg. Its the fourth such attack since middecember. This is unusual behavior. Reporter this doctor, the staff veterinarian at the Marine Mammal center, says no one knows exactly why theres been a spate of attacks, but it is easy to forget that they are wild and sometimes as wild animals, they may be unpredictable. Just one fang got into my arm. Reporter this man was bitten on december 14th. He looked angry. His mouth was open and looking at me eye to eye. Reporter the animal followed him and displayed aggressive behavior. I was frightened. They have a bump on the head, a crest, and so i knew it was a male. And with his mouth, he was displaying his teeth at me. Reporter Scientists Say the unexplained behavior could be due to a biotoxin that affects the mammals brain throwing them off kilter. Or they could be hurt like this sea lion at pier 39 whose neck was sliced open by what appeared to be a fishing line. If they are feeling pain or Something Like that and somebody is near them and they may just react defensively. Reporter despite that, swimmers from the dolphin club and a rowing club say they will stayed still in the water. They say youre supposed to swim back gently, no thrashing movements. You have beautiful restaurant quality herring. Reporter some experts attribute the odd behavior to a recent dip in the herring population, causing the animals to get more territorial over their feeding zones. He said that makes sense. At least three victims were attacked near the sea lion highway, socalled. Actually kind of stupid to be swimming on the sea lion highway. It was my fault in a sense. But im going to swim close to shore now. Reporter he is heading back into the water next week after he gets his doctors note. A lot of people have asked, why not just stay out of the water until things die down . He says this is his fountain of youth. He comes out here every morning. He lost 45 pounds swimming out here so he has no intention of quitting. Live in San Francisco, im Tara Moriarty, ktvu fox 2 news. Erosion finally took a toll on a home in pacifica. Today crews demolished a house as the owners stood by and watched. Demolition was the last choice for the homeowners. A stormy weekend in 2015 washed away the bluff under their home on esplanade avenue so they had the house moved on the lot 20 feet closer to the sidewalk. But the erosion problems continued and today, the homeowners came to say good bye. Lots of memories. Thats what we get to keep. They can take down the house, but we get to keep the memories. Over the past decade, several properties on esplanade avenue have had to be vacated, redtagged and demolished because of erosion, including at least two apartment buildings. There are still two other newer apartment buildings on esplanade avenue. But the citys public works director says they are considered safe for now since the Property Owner had a concrete and rock wall built below them. Back to the mudslides. The deadly mudslides in Southern California. Highway 101 in southern splash county has been closed ever since Santa Barbara county has been closed ever since the mudslides hit. Mud water and debris have covered the highway. Stephanie stanton joins us now live along the highway. Stephanie, were hearing it could be closed for at least a few more days. Reporter yes. Julie and frank, im actually standing on the 101 freeway. I am just south of downtown Santa Barbara near the san ysidro exit. Take a look at whats going on behind me. It is absolutely incredible. In fact, this is the first time i have covered this. So i have been watching it on tv like the rest of you guys. And to come out here and actually see it in person is just its mindboggling really. What youre looking at are caltrans workers. They are actually working on what they say is a search and recovery effort. They are hoping to not find anybody who may have died under all of that mud and debris. They also told me that they will be bringing in a pump, a new pump, and they will start pumping out the water. At this point, they are still sticking to that monday deadline of trying to reopen this portion of the 101 freeway. But judging by the looks of what were seeing out here now, that appears to be extremely optimistic. Now, caltrans did hold a News Conference a short time ago and they are offering up several alternatives routes for folks trying to get through the area. If you want to look at those in detail, log on to the caltrans website. They are also posting updates on twitter. One more thing to note. At least from the south, a worker out here told me that their initial plan is to open up the northbound lanes. So thats coming in from l. A. Northbound on the 101 up to sheffield and that would be from the Ventura County line up to sheffield. But as for getting through here, this main thoroughfare near montecito and downtown Santa Barbara, they are still sticking to the monday deadline but it looks unlikely. Its not everyday that you see a major highway like that completely shut down and covered with mud and debris that you showed us. Thats such a key roadway in that area. You mentioned that there are detours but how bad is the traffic as a result of this . Reporter yeah. Well, you know what . Let me continue to show you whats happening over here, frank, while we talk about that. It looks like what they are loading down into the water is some kind of box. Im not sure what it is. But it is connected to their recovery effort at this point. But yes, you hit the nail on the head. As a result of this major thoroughfare being shut down traffic on all the surface streets and the side streets, thats also a nightmare. And keep in mind, there was a lot of mud, rocks and debris coming through not only the 101 freeway but all the side streets, as well. So residents also having to deal with all of that on top of, of course, this sad story going on in the montecito area as they continue their search for survivors and the missing. So really just incredible situation here, a very, um, sad situation here and again, they are aiming for reopening this on monday. But that appears, extremely optimistic from what we are seeing. Stephanie, its hard to get a sense of how deep the mud is in the deepest point. Do you know . Reporter yeah. Let me quickly again take a peek back there. So i dont know if you guys can see it from our vantage point, but off in the distance there and it is getting dark here, i can see mud all the way up to what looks like the top of a car. So i mean, what is that, about four, five feet maybe at the most . And this roadway, i dont know if you can tell, but it sort of angles downward and so that is looks like at the deepest point. Yeah. Covering cars. Thats not good. All right, stephanie, thank you so much for your reporting. Stephanie stanton down there live along highway 101 in Santa Barbara county. Lets bring in our chief meteorologist bill martin right now. Boy, you you again, it just shows you the severity of that. Right. Its not every day you see a freeway shut down like that. Not 101, a major artery. And mud up to the roofs of cars. You have seen the boulders that have rolled down the creeks. And i want to go back to what happened. We had the big fires. I have never seen rainfall rates like we saw in that cell. I talked to people north of town north of montecito and they said it rained pretty hard but i think it was a very localized event. We were seeing five inches of rainfall, a rainfall rate of almost five inches an hour. If you are outside, its hard to describe how much water that is. You will have problems. If we had that happen here in marin county . Theres no way. You would have had major problems, as well. So theres a lot going on with the fire, a lot going on with the heavy rain. And the result is what youre seeing, which is a disaster that continues to keep going. It has a major artery, 101, clogged up and not functioning right now which is amazing as you point out. Ventura, oxnard, they are cut off, right . Unless you go out through calabasas and out through bakersfield. For us its clear. We are talking about fog. We had fog this morning. And i know its kind of a boring forecast because we are not talking about rain, cold, heat. Were talking about fog. Fog in the morning will be back. The dew points are running high. We had plenty of fog this morning especially santa rosa it was mostly low clouds, not dense fog. Visibilities were still manageable. I suspect that dense fog will get a little denser if you will as we head into tonight. So right now the temperature in santa rosa is 54. Remember what i said, once that temperature hits the dew point, you have fog. So youre two degrees away. San jose is, whats that, 7 degrees away . These dew points will be reached and fog will occur. Theres the fog up in the north bay. Were just showing you the topography. So be ready for it tomorrow morning. If you are traveling on 99 or 5 or even 101, be ready for fog. Cloud cover at 7 a. M. Gosh, tomorrow is friday already then partly cloudy there it is on friday afternoon and then there you go. I like this one because it sort of shows you the sky cover. You see a little bit of directional shear in the clouds which indicates its not a completely stable environment. Theres not rain for us but theres still some activity out there. How air Traffic Control was able to catch the mistake in time. Federal aviation officials are once again looking into an incident at sfo, this time an aeromexico plane preparing to land on the wrong runway. It ended up circling instead. This is the third time a potential problem has occurred at the airport in less than a year. Ktvus rob roth is at sfo tonight with more on what happened. Rob. Reporter here at sfo, its busy as usual as the faa looks into still another mishap here. Aeromexico flight 668 from mexico city was preparing to land at San FranciscoInternational Airport tuesday morning. The flight tower cleared the boeing 737 to land on runway 28right. The pilot acknowledged the instruction. [ radio chatter ] reporter but for so many reason the pilot began preparing to land on the left runway where another plan was about to take off. About a mile out, an air Traffic Controller spotted the problem and ordered the pilot to circle instead of land. Disaster avoided. Air mexico, 668, go around. Going around. Reporter this retired pilot says he doesnt believe anything wrong with how the runways are configured. They are 750 feet apart center line to center line. I have landed there probably 10,000 times. I have never had a problem. Reporter this is the third mishap at sfo in the past 7 months. Last july, an air canada pilot mistook a crowded taxiway for a runway. In october, a flight landed on a runway it wasnt cleared for but there were no injuries or damage in any of the cases. The federal Aviation Administration said in an email that its looking into the latest incident but said there doesnt appear to be any inherent problems at sfo. Quote, the faa always looks for trends when a number of events occur over a certain period of time. However, the circumstances behind the three recent sfo events are all different. There is no common theme or cause to them. The system shows it works. There is multiple people involved in every approach. You have the controllers, pilots and the system worked. The controllers caught it. Reporter passengers werent bothered. Every airport has challenges. So hopefully well be good. You always trust the authorities most of the time when they get it right 99. 5 of the time anyway. I dont think its ever really worrisome. I think its going to be fine and well all be safe because you have to think that way or else nobody is going to get on the plane. Reporter the faa says the aeromexico pilot was using instruments when he was about to land and they say they plan to interview him. Rob roth at sfo tonight, rob, thank you. The voters of Santa Clara County are saying loud and clear that they will hold judge persky accountable. The push to recall the judge in the case of the former stanford swimmer convicted of Sexual Assault takes a big step forward. A Bikeshare Company is coming under criticism for the location of its new station in the east bay. Also ahead, sewer lines in deplorable conditions causing problems for residents. Coming up next, we go inside the pipe to see the issues and why the repairs arent going fast enough for some residents. There are two types of people in the world. Those who fear the future. All because of you aging infrastructure in desperate need of replacement or Major Repairs can be found everywhere including in oakland where as you see here, a huge sewer line problem is taken from this video inside a pipe in the city. Its so bad if you placed all of the pipes in the city that need repair end to end, it would stretch from oakland all the way to the colorado border. Ktvus tom vacar shows us the fight that started with one tenacious woma. When it rains, theres sewage water, waste water, bubbling up out of the ground here. Reporter after two years of fighting, terry toby finally get to the city of oakland to replace one of two very old seeping and dilapidated sewer pipes running across her property. As this video of the inside of her pipes show, they are in terrible condition, with roots growing through, cracked, separated at the joints. One is replaced. The other is untouched. Toby says the pipes have polluted, eroded and destabilized her property with raw sewage that ultimately runs into the creek and to the bay. The city has known about this from at least going back to 2011 because i got the city records. Reporter this should have been done a year ago according to lauren little the former supervisor of the sanitary sewer department. Once its discovered by sewer maintenance crews, they have 365 days of discovery of those that have to be fixed according to the consent decree. Reporter thats because four years ago, the city of oakland settled a u. S. Epa lawsuit agreeing to rehabilitate more than 900 miles of crumbling raw sewage lines. The work is not being done the way it should be done. Reporter little is now the supervisor of oaklands storm sewer department. He says when he was supervisor of sanitary sewers, he got the city on the epa schedule. The sanitary sewer systems that are actually compromised that are not being repaired in a timely fashion like they should be. Reporter according to an extensive investigative report by the east bay express, the city of oakland has failed to report many sewage overflows, falsified numerous documents submitted to regulators, and failed to disclose dangers to the public. Ktvu spoke with the city, which categorically denies these allegations and says it is compliant with the law. Another danger terry toby still faces . Root foam. This root foam agent is supposed to actually break down the organic material inside of the collection systems to cause the roots thats inside the sewer lines to get brittle, break off to where you wont have any overflows in the sewers. I have been seeing massive amounts of foam coming down in the channel behind the barn there, massive amounts. Reporter she says this toxic root foam is so toxic they may not enter for weeks after its supplied. It gave her, her horses, dogs allergic reactions and chemical burns. She wants it replaced, not repaired. All that sewage that goes through that pipe comes from 16 houses above me 24 7. They are supposed to go around and say, hey, you know, we the sewage has spilled on your property, you need to take these precautions. I think they even have a handout. They never do that. They have never done that to me at all. Reporter the city says its spending 17 million a year to rehabilitate 13 miles of pipe every year, a rate that will take more than 70 years to complete far longer than the epa will allow. The city of oakland Sewer Services are at 50 million a year. So i wouldnt think theres no excuse for the city of oakland not to be able to do what needs to be done to properly and effectively run a secure division the way they are supposed to. Reporter he believes that a strong knowledgeable sewer expert should be appointed as a special monitor to make sure the department is run correctly. The city says it welcomes oversight and is considering hiring an independent monitor for miss tobys case. Tom vacar, ktvu fox 2 news. A Bikeshare Company is coming under criticism for the location of its new station at the Rockridge Bart station in oakland. My concern is the overall view of the wall which was, you know, installed in 1994 and its here for a memorial and a piece of public art for the community. Critics say the new motivate bike station at the Rockridge Bart station will block views of east bay hills firestorm mural. That mural is made up of 2300 tiles. Its dedicated to the 25 people who died in the fire in 1991. The city says it is actively working to find a location that doesnt block pedestrian and bike access to the mural. We appreciate and understand the importance of this wall, this memorial and so we are going to im going to do what i can to see if theres any alternative sites for the station at bart. The city says this is a temporary location and put up some signs to that effect. The Bikeshare Company says the bike racks can be moved relatively easily and will be assessing other sites. The effort to recall the judge in the brock turner Sexual Assault case took a major step forward today. Critics say judge aaron persky went easy on the stanford swimmer handing down a lenient sentence after he was convicted of Sexual Assault. Alex savidge tells us that members of the recall Persky Campaign say he has shown a patter of bias and should be re a pattern of bias and should be removed from the bench. Reporter in a show of solidarity, members of the recall Persky Campaign marched into the Santa Clara County registrar of Voters Office this morning and in dramatic fashion delivered more than 94,000 signatures from people who want the controversial judge to be removed. Organizers collected far more signatures than they need to put the recall issue on the june ballot. The voters of Santa Clara County are saying loud and clear that they will hold judge persky accountable for his pattern of bias in favor of athletes and other privileged offenders who commit sex crimes and violence against women. Reporter back in 2016, judge persky sparked outrage when he sentenced then stanford swimmer brock turner to 6 months in jail for sexually assaulting an unconscious woman outside of a campus party. Turner was set free after spending just three months behind bars. But he was also forced to register as a sex offender for life. The chair of the recall Persky Campaign says this tireless effort is mart of a broader is part of a Broader Movement happening in this country, women standing up to sexually assaults and harassment by people in positions of power. This movement runs from hollywood to Silicon Valley to media to politics and, yes, to the Legal Profession and the bench. We are proud that our campaign is part of that national transformation. Reporter there are a number of current and former judges showing support for judge persky worried his removal from the bench would set a bad precedent prompting rulings based more on public opinion. In the brock turner case, judge persky followed sentencing recommendations from the Probation Department and he was cleared of any misconduct by the commission on judicial performance, an independent state agency. So now the registrar of voters has a month to make sure there are at least 58,000 valid signatures that were delivered today, then the recall question can be put to the voters on the june 5th ballot. But the legal fight is not over for judge aaron persky. He has already asked an Appellate Court to block this recall election. In san jose, alex savidge, ktvu fox 2 news. Congress is going to look a lot different next year. We see the future and it aint pretty. At least 29 members of congress say they are out and wont be running for re election. Thats the federal law limiting how u. S. Spy agencies can monitor americans communications. An amendment aimed at adding more protections for americans was shot down by lawmakers. This after the president began tweeting this morning questioning the fisa act. He suggested it may have been used to badly surveill his president ial campaign. He doesnt even know what the bills are about. And he is putting out tweets. The president later tried to clarify the tweet but it had already caused confusion on capitol hill. Democrats used the tweets in an attempt to delay the vote. Despite that, the bill passed. Is congress about to be hit by a wave . There are more lawmakers especially republicans throwing in the towel ahead of this years Midterm Elections and one thing is certain, the capital is going to be a much different place next year. On wednesday, a district official said her position will continue on a fourday a week basis. In december, 2 investigates first reported the board planned to lay her off completely in the wake of its 9 million midyear budget cut caused by years of overspending. This is when a third of oakland public School Libraries were closed. 80 of the high school level. Oakland has one of the worst studenttolibrarian ratios in the country. One board trustee said she didnt realize the importance of the head librarians role until now. Library supporters say they are happy the role is back but oakland is far from solving the larger problem. Hopefully it wont only bring back that position but will help bring back libraries so all our kids have that resource. A third of Oakland School libraries are closed and more are not up to par. Wednesday evening, a gang of 5 masked men armed with axes, knives and handguns smashed the display windows of jewelry shops on the ground floor of the famous hotel where rooms start at 1,200 a night. Customers drinking at the famous bar a favorite of Ernest Hemingways were terrified. They asked us not to turn around and we did and i saw men with baliclavas and weapons and i wanted to get out of there so a left through a back room of the bar and i ran away. Another fled by car in the outskirts of paris burnedout. Now police are trying to recover dna to catch the two still at large and find the jewels.
