People are surprised, but they are willing to go into the water . Reporter thats right. We have been seeing swimmers out here all day long. We have noticed that a lot of them are swimming in pairs or perhaps they have a spotter, a kayaker alongside of them. Also, they seem to be sticking to the shoreline. We found out that the majority of these attacks have been happening near the white buoy that you see. The opening to the bay. 65yearold irene chan was doing her usual swim with a friend in San Franciscos aquatic park this morning when she says out of the blue a sea lion bit her leg. Its the fourth such attack since mid december. This is actually unusual behavior. Reporter dr. Field, the staff veterinarian at the Marine Mammal center, says they dont know why there has been a spate of sea lion attacks. Its easy to forget that they are wild. Sometimes, as wild animals, they may be unpredictable. Reporter swimmers say despite the attacks, they will still work out in the water. I have had encounters before. They have popped up in front of me and they look cute as hell. Warm eyes, big and brown, whiskers. They look like dogs. Reporter George Thomas howell knows to keep his distance. They say you are supposed to swim back gently, no thrashing movements or anything, and apparently blowing bubbles in the water is kind of a sign of aggression between male sea lions. So i try not to do that. Reporter Scientists Say the unexplained behavior could be due to a bio toxin that is throwing them off kilter or they could be hurt, like this sea lion as pier 39 whose neck was sliced open by what appeared to be a fishing line. If they are feeling pain and somebody is near them and they may just react defensively. Reporter some have attributed the odd behavior to a recent dip in the herring population. In the past couple of years we have experienced what we feel is low prey abundance for them. There may have been more competition for food. Reporter experts say sea lions wouldnt consider humans as a food source. However, they could be territorial. At 5 00 we spoke to the victim of a sea lion attack and remarkably he is headed back into the water next week. We will tell you how he arrived at that decision. Also, i want to make a note that if you see a sea lion approaching you, acting strangely, experts say get out of the water. Live in San Francisco, tarra moriarty. Back to you. This is an obvious question. I know after one of those attacks they shut down that area. Are there any plans to do that now . Reporter we havent seen any signs. We heard that perhaps some people might be coming out to put up signs. Havent seen anything yet. They shut down the park for several days in december. I had a chance to speak with the victim that was injured today. The funny thing that she was talking about, unlike the other case, the person we spoke to who was a man who was attacked, it was an aggressive attack, this sea lion felt playful and she felt a tug on her leg and he pulled away and she didnt realize what happened. Then the pain kicked in. So very different types of behavior that have been exhibited by, i dont know if its the same animal or different sea lions. Swimmer beware. Thanks. Homeowner Marco Farrell showing a river of mud rushing down the street. Marco, his parents and their dog found themselves in a hallway thighdeep in muddy water for more than an hour until rescue crews were able to help them out. Search and rescue missions are ramping up because of the deadly mudslides after initial misreport of 48 people missing. Southern california officials confirm eight people are missing. 17 have been killed. Those victims age range from 3 to 89. Reporter adam housley has more on the rescue and the cleanup efforts. Reporter hundreds of rescue workers digging frantically trying to find survivors of the deadly mudslides here in southern california. They are using dogs, helicopters, and heavy equipment, but its going slow, hampered by blocked highways, downed power lines and roads that have turned into rivers of mud. We have plenty of mud in the backyard, all in the front. Our cars are wedged in by mud. Our car was moved by the mud up against our house. Reporter the town of montecito, a wealthy seaside community, was hardest hit. Many of the homes belong to celebrities. They are assessing the damage along with their neighbors. There used to be a fence right here. My neighbors house devastated. Reporter as rescue workers focus on the housetohouse search, locals are asking questions about when they will be able to return to their homes. Others are looking for neighbors and loved ones, sharing their stories of survival. There was a moment where i turned and apologized to my folks because i didnt force them to evacuate. So there was a really emotional moment. Reporter but there isnt a quick fix for all this mud and debris. Authorities are asking folks here to be patient. I can understand because its a big mess. They just dont want to chance something happening to us here. Reporter the Health Department in the area has warned locals about the possibility of tainted water due to the mudslides and boiling notices have been put out for a couple of locations, including montecito. In los angeles, adam housley, fox news. Yeah, so much devastation. I guess the good news is that the rain has stopped and finally some sunshine in those areas . Yeah, the weather pattern is favorable for the residents in southern california. In fact, it could be a dry weather pattern possibly for as long as a week. We are watching out for that developing pattern. In fact, right now you can see on the satellite just some clouds rolling through the area. This is the satellite over the past 12 hours. Well, federal aviation officials are once again hooking into an incident at sfo where a plane was preparing to land on the wrong runway. It ended up circling instead, but this is the third time a potential problem has occurred there in the past few months. Reporter its business as usual at sfo and busy as usual. The federal Aviation Administration is looking into why a plane almost landed on the wrong runway earlier this week. Air mexico flight 668 from mexico city was preparing to land at San FranciscoInternational Airport tuesday morning. They cleared the boeing 737 to land on runway 28 right. The pilot acknowledged the instructions. For some reason, the pilot then began preparing to land on the left runway where another plane was about to take off. About a mile out an air Traffic Controller spotted the problem and ordered the pilot to circle instead of land. Disaster avoided. Air mexico 668, go around. Reporter the pilot, richard deed, said he doesnt believe there is anything wrong with how the rupp ways are configured. They are 750 feet apart center line to center line. I have landed there probably 10,000 times. I have never had a problem. Reporter this is the third mishap at sfo in the past seven months. Last july, an air canada plane nearly landed on the to runway. In october a flight landed on a runway it wasnt cleared for. The federal Aviation Administration said in an email its looking into the latest incident but said there doesnt appear to be any inherent problems at sfo. Quote, the faa looks for a number of trends when a number of events occur over a certain period of time. However, the circumstances behind the three sfo events are all different. There is no common theme or cause to them. Now, the faa says the pilot was using instruments at the time he was preparing to land. They also plan to interview that pilot. All right. Tonight a Bipartisan Group of six senators say they have reached an agreement on daca and border security, but the white house isnt ready to sign off, saying money for the border will have to be a part of that deal. As fox reporter garrett tinny tells us, lawmakers are now under pressure as the clock ticks towards a possible government shut down. There has not been a deal reached yet. However, we think we can get there, and were very focused on trying to make sure that happens. The president s been clear about his priorities in that process. Reporter its a race against the clock in washington to find a compromise on immigration ahead of next fridays deadline to fund the government. Lawmakers are working to reach a deal that would satisfy democrats and republicans with a fix to the daca program protecting young people brought to the u. S. Illegally by their parents and more security in immigration enforcement. Many republicans said they sympathize with the dreamers. Speaker paul ryan says the party is looking for a common sense solution. The security measures that need to accompany it are necessary so that we have a final fix and not a temporary fix so we dont have the problem down the road again. Thats common sense. Thats rational. That will be bipartisan, i believe. Reporter Many Democrats are insisting an immigration fix be attached to any funding package. Almost everyone is interested in passing daca protections into law. We want what secures the border the most. Not what sounds the best. Not what was a political slogan in a campaign. Reporter but President Trump insists any deal must include his border wall. Some senators are suggesting they may need more time beyond next friday to reach a deal. Others on the hill remain hopeful. I think that deal is on the table. Its a function now of trying to get everybody there and push this thing across the finish line. Reporter with a potential government shut down a week away, senator thom tillis said there is no deal on immigration, but lawmakers are, quote, closer today than they were yesterday. It wasnt as smooth a vote as republicans hoped for. How the president s twitter almost c renewing the controversial fisa agent. It came after the president threw lawmakers a curveball on twitter. They explained he blasted the surveillance act, even though the white house has been actively supporting it. Reporter the house approving a renewal of the controversial Foreign Intelligence Surveillance Act known as fisa. However, an amendment was shot down by lawmakers. On this vote, the bill is passed. Reporter republicans believed it would be a fairly smooth vote until the president began tweeting questioning the fisa act, suggesting it may have been used to badly surveil his president ial campaign, the tweet contradicting his party and the white houses official stance on the program. The president tried to clarify the tweet, but it already had caused confusion on capitol hill. We werent confused. But some of you guys were. Reporter still democrats used the tweets in an attempt to delay the vote. He doesnt even know what the bills are about and he is putting out tweets. Reporter despite that, the bill passed. This strikes the balance that we must have. Reporter libertarian republicans and privacy concerned democrats are not in favor of the renewal saying it goes too far and allows the government to spy on americans without a warrant. Not only is it when the fisa act is set to expire if the senate hasnt approved it by then, its the deadline congress to approve a federal bunk. I think she felt under the circumstances to get this information out. Donald trump was beginning many members of the Republican Party were sort of criticizing this whole process and trying to undermine robert mueller. I think Dianne Feinstein felt compelled by the party and by the state of california the progressive elements to become more of a tribune for the state of california where donald trump is extremely unpopular and there is a lot of reporting about Dianne Feinsteins vulnerability given she has not polled over 50 in the state and she generally is sort of seen out of touch of what is going on in the state of california. Yeah, because she really people were coming after her when there were calls to impeach President Trump. In fact, there still are. She said, lets be patient. Lets have some patience over his presidency. Do you think this is an attempt by her to prove that she can aggressively go after this president . Yeah, i think so. She has to. In a real way, i think she is sort of coming at donald trump by saying that we have to, you know, sort of go after him. At this point she now is feeling the pressure from progressives and to sort of criticize donald trump more openly. I think thats what were seeing sort of play out in her comments. Professor, when you talk about having patience over his presidency, he did not gain many friends today with some of the remarks he said. For the viewers just joining us, apparently, he was in a meeting frustrated over what he was hearing from some of the lawmakers about maybe restoring some protections for people from certain countries. He used an expletive to describe those countries. Yeah. Its a consistent pattern of this president even before he was president , goodbyes politics in the central park jog going back to politics in the central park. When he launched his campaign, we have seen his comments in charlottesville, the comments about senator pocahontas, supporting roy moore, joe arpaio. There is this world view that there are some people just born racially superior to others, and donald trump consistently lets this come out of his comments. This has been we can go back online and see many, many comments that donald trump has made in this regard. Yeah. He made disparaging remarks about those who come from african countries and from haiti. Federica wilson said she is not surprised by the president s comments. Here is a portion of what she had to say. Another sign that people of color cannot count on this administration to create an agenda that treats all americans fairly regardless of their race, creed, or color. To them i say dont get mad. Vote. Does this now put this bipartisan possible legislative solution to immigration in jeopardy, do you think . Yeah, i think it does. Again, it sort of undermines the president in these comments. It weakens him politically. He is going to be the key player in terms of whatever the democrats and republicans come up with. We have seen members of the senate coming up with an agreement they intend to release in the next couple of days. Donald trump is the key player in this whole sort of question. These comments are just not helpful. They do not you know, they are indefensible comments coming from the president of the united states. The real tragedy is Everyday Americans are hearing this talk and it influences our dialogue and how we interact with each other. Even our children. I dont know how the Republican Party can continue to sort of sit by and not condemn these kinds of overtly, you know, racist comments that be being attributed to the president. Critics say the judge went easy on the stanford swimmer convicted of Sexual Assault, handing down an easy sentence. They say he has shown a pattern of bias and should be removed from the bench. [ chanting ] reporter in a show of solidarity, members of the recall Persky Campaign marched into the Santa Clara CountyVoters Office this morning and delivered more than 94,000 signatures from people who want the controversy judge to be removed. Organizers collected far more signatures than they need to put it on the ballot. The voters are saying loud and clear that they will hold judge persky accountable for his pattern of bias in favor of athletes and other privileged offenders who commit sex crimes and violence against women. Reporter back in 2016, judge persky sparked outrage when he sentenced thenstanford swimmer brock turner to six months in jail for sexually assaulting an unconscious woman outside of a campus party. Turner was set free after spending just three months behind bars, but he was also forced to register as a sex offender for life. The chair of the recall Persky Campaign says this tireless effort is part of a Broader Movement happening in this country. Women standing up to Sexual Assault and harassment as people in positions of power. It runs from hollywood to Silicon Valley to media to the Legal Profession and the bench. Worried his removal from the bench would set a bad precedent, prompting rulings based more on public opinion. In the brock turner case, judge persky followed sentencing recommendations from the Probation Department and he was cleared ofmy misconduct by the commission on judicial performance, an independent state agency. The registrar of voters has a month to make sure there are at least 58,000 valid signatures delivered today. The recall question can be put to the voters on the june 5th ballot. This comes as a result as the tax package, this company deciding to pass it along to its workers. An ulterior motive, to make sure they can attract good workers. This is somewhat ambiguous, they talk about the minimum wage and this is not the minimum wage which is set by the federal government. This is a minimum wage to their staff and they are doing it to attract staff. It is the working of the market not the government. You believe this has any link to do with the recent tax cut . Yes, i think this is quite plausible. Corporation tax doesnt just benefit stockholders they benefit workers and customers. It is quite a complex business. It certainly is not cut in the corporation and to line the pockets of stockholders. Walmart employees, over 2 million people, it is the largest employer in the united states. What will this do for Middle America and some of the smaller businesses that cant afford that type of money to pay their employees . Will it hurt them . Well, less efficient firms and more costly firms might find it hard. This is the operational margin market raging wages. 100 years ago, motorcars were being produced and henry ford had a great deal for his workers. This took people away from making carriages and all the developings. They became obsolete obsolete. This is the workings of the market. Some retail firms may find it hard but they should accommodate for that by more efficiency. Walmart has to become more efficient, saving costs in order to pay these wages. In a competitive market, that is the way it works. What you make of the fact that these employees will see their wages go up to 11 an hour. Walmart announcing they will shut stores and lay off thousands of workers . I am not sure they will lay off thousands of workers but, yes, they may well go for high wage rate and get more work out of their workers. Better quality of work and they can adjust at the margin and replace labor by machines and so on. This is the way these things work. What it points to is the need for people to get Better Qualified and get more experience to get work. They also can share in the benefits. Yes, at the margin, people could be laid off by this. I dont think one should assume that people wont find jobs, it is a really hot job market actually. Consequently, i think other people will be raging ways is also. That rise in wages has to be paid for somehow. It can be paid for by greater efficiencies and cost reductions, that is what the market does all the time. What about wall street, they only went up a third of a point today . I think any change would be short run on these things. I think we pay too much attention to fluctuation in the stock market. In terms of long term import, the things that are driving the stock market higher are considerations.
