Seven stores in San Francisco will begin selling Recreational Marijuana for the First Time Ever. The city of San Francisco failed to get the proper permits in place for the new years day deadline. The medical cannabis customers were here yesterday. Oakland and san jose launched on january 1st. San francisco, though, lagged behind in this permitting process. Right now there are seven locations to buy in the city, but there will be more in the pipeline. 31 that have applied at this point in time. So those applicants or submissions are all eligible to receive adult use, we are working to ensure that they are meeting the mandates. Reporter among those mandates, San Francisco has Good Neighbor policies. Security plans need to be in place. Cannabis businesses will have to demonstrate how they are providing opportunities to underrepresented communities. We said before, the first customer in lime. Dom, we talked with you. Christien, thank you very much. North bay lawmakers say there are lessons to be learned from octobers wine country fires. Many residents complained they received little to no warning about the fire and evacuations. Lawmakers have drafted a bill that creates a protocol requiring counties to establish local guidelines for implementing a federal alert system that sends emergency texts to cell phones in the area. Notifications would go out to the texts, family land lines. Family is trying to warn people about a dangerous prank known as swatting. This is when someone makes a hoax 911 call which requires a police s. W. A. T. Team to respond. Two days after christmas, someone made one of these fake 911 calls and gave police the address of a family in hercules. Police from the Hercules Police department and pinole Police Departments responded with guns drawn to that home. A mother, father, two young kids, and her grandparents were home at the time. They had no idea what was going on. Police came in. They handcuffed the father and grandfather while searching the home. Eventually, they let them go after they didnt find anything. The family says they are still traumatized by what happened and they asked we not show their faces. I had guns pointed at my face. We are walking slowly and the police apprehended us and im asking, whats going on . It does look like it was a prank. It certainly meets the criteria of some of the other swatting incidents out there. The Family Says Police did not identify themselves initially, which led to their fear. However, police say they did identify themselves when they arrived at the home. The day after the Hercules Police case, police in wichita, kansas shot and killed an innocent man at his home after he fell victim to a swatting call. An undocumented u. S. Berkeley student is being held at a Detention Center near the new mexico center. His attorney hopes to get him out by monday. It could take months. Hi, guys. Reporter this is video of luis morrow posted by his girlfriend on social media. She says it was taken a few days before he was detained by Border Patrol in san diego saturday night. The cal junior was visiting friends. He is now being held at otay mesa Detention Center. There is no reason to detain him. He is not a criminal. Reporter an attorney with the east Bay Community law center represents him. She is fighting to get bail so he can be released pending a hearing before a judge. She hopes bond will be set so he will be back at cal in time to start classes a january 16. It could take weeks or months to secure his release. Just being very honest. Reporter a spokeswoman for i. C. E. Said he was taken into custody after Border Patrol agents determined he violated the terms and conditions of a temporary visa he had been issued for period of six months in 2009. Three former Santa Clara County jail guards have been sentenced to 15 years to life in prison for beating a mentally ill inmate to death. Matthew farris, raff rel rodriguez, and jereh lubrin were convicted of seconddegree murder for killing Michael Tyree. During this trial witnesses described hearing tyree screaming for help as those three guards beat him to death. He was later found dead inside his cell. Tyree was in jail waiting to be sent it a Residential Mental Health treatment facility. I think it was fair. A man was murdered at the hands of these three, and i think that they are held accountable for their actions. This case led to changes inside the Santa Clara County jail. There is now a new use of force policy in place and new training for correctional officers. There are also more cameras up inside the jail and officers also have bodyworn cameras as well. We have currently 94 of the offshore resources off limits. And this is an opportunity to open up more of those areas to supply growing demand. Offshore drilling is inherently dirty its inevitable there will be an oil spill. Well, many california pot retailers say the federal crackdown on marijuana will not change the way they do business. On thursday attorney general Jeff Sessions announced he would reverse that decision that allowed u. S. States to legalize marijuana. That announcement came four days after the sale of Recreational Cannabis became legal in california. Many pot club owners, as you heard in christiens report, across california and in the bay area openly saying they are defying the Trump Administrations policies. We certainly intend to keep on with our operations. We are a state licensed locally supported, fully compliant cannabis business. Similar reactions are being seen in other states. Marijuana is now legal for Recreational Use in eight states and the district of columbia. Pot is illegal under federal law. It is classified in the same category as heroin. The man acquitted in the murder of kate steinle has been sentenced for being a felon in possess of a firearm. He was sentenced to three years in jail for that gun charge linked to steinles death in 2015. Now, with credit for time served, he will not serve any more jail time. Felony gun possession was the only conviction to come out of that sixweeklong trial. Zarate now faces federal charges for being an undocumented immigration in possession of a firearm. His attorney, however, says that they will be fighting that charge, saying it amounts to double jeopardy. Acting San Francisco mayor london breed wants the job permanently. I am here to get my paperwork to run for mayor of San Francisco. Ktvu was at city hall on friday when she asked for the candidate application. She was named acting mayor after the uncan thed unexpected death of ed lee last month. I want to make sure that we deliver on a promise to support all of our residents, that we deliver on a promise to address issues around homelessness, mental illness, and what we are seeing in terms of the quality of life on our streets. Breed joins a growing list of candidates who announced they are running in the special election. Now the board of supervisors must decide whether to name a caretaker mayor to serve until june since breed is currently serving as mayor and president of the board of supervisors. Breed says she will support whatever decision the board reaches. A 23year veteran of the richmond Police Department is planning to appeal his dismissal from the force. He was fired on thanksgiving eve. This was in connection to a misconduct investigation. It focused on a leaked Police Report that included the show briety of a city councilman on the night he was robbed. He is accused of lying to investigators. The denies those charges and he says the accusations are devastating to him. The investigation is ongoing and officials would not discuss the matter since it is a personnel issue. A panel of independent Safety Experts is criticizing the state and operators of the oroville dam. The safety Group Released a report examining last years spillway crisis. Reporter it ignored structural problems and warnings, calling it a long term systemic failure. After the 3,000 foot spillway failed in early february, things got a lot worse when operators switched to the emergency spillover. Immediately that uncontrolled water started eroding the dams face, causing a potential failure of the dam. The authors of the report held a teleconference saying dwr is hardly along among the agencies that inspect dams nationwide. Look at its organization to improve many of those recommendations applied to other dam owners also. Reporter now, thats scary because of the enormity of the responsibilities listed on its own website. Dwr protects, conserves, develops, and manages much of californias water supply, including the state water project, which provides water for 25 million residents, farms, and businesses. If the department of Water Resources failed in the operation, inspection, and regulation of its own dam described as a longterm systemic failure, how can we trust the inspection and regulation this very same agency exercises over its own vast other facilities as well as 1249 other dams within the state . This is the nonanswer answer to that direct question i raised. I think, you know, that there the industry, we have noticed specifically its systemic to dwr, the regulators, and the industry, and the vast majority of things that we are finding, things like oroville dont happen very often. Reporter he went on to say that the dwr seems to be doing the best it can and the public should trust its being taken seriously. There is always the possibility that something escapes any program, even a good one. Reporter that, of course, is no comfort to millions living near state regulated dams or millions more depending on the water they provide, and youre paying for it. Tom vicar, ktvu fox 2 news. The director of the department of Water Resources responded to the blistering criticism. They said we will carefully assess this report, share it with the entire dam safety community, and incorporating the Lessons Learned going forward. San jose police have arrested a man accused of sexually assaulting and robbing a middle School Teacher inside her classroom. Police say 23yearold andrew racamonte broke into the campus early on Tuesday Morning before classes started. He is accused of cornering a teacher as she was getting her classroom ready after the holiday break. He sexually assaulted her inside the room and then stole her cell phone and wallet all while threatening to shoot her. I dont think any of us could imagine what that victim went through, and just to be able to cooperate with the police and give us a detailed segment of the horror that she must have felt is just, i dont know, i cant put it into words. Hours after the attack, police say he committed another crime. He has an extensive criminal history and has a prior conviction that includes assault and sex with a minor. Off the coast of florida, manatees are having to crowd together in the water just to stay warm. The giant sea mammals are huddling in the water off of sarasota. They are clearly not used to these cold temperatures. There were freeze warnings last night in florida as far south as daytona beach. And hundreds of cold and stunned turtles are being found along the coast of florida and texas. The turtles are getting so cold, they float to the surface and become immobilized. It happens when they are exposed to water lower than 50 degrees. Some may need to have special care and antibiotics. There are teams from the National Parks service and fish and game who are rescuing turtles. They have so far rescued over 1,000 turtles. Clearly, not used to the cold temperatures in the water. And undocumented uc Berkeley Student is being held at a Detention Center near the border. 20yearold luis mora was visiting his girlfriend in san diego for the holidays. North bay lawmakers say there are lessons to be learned from octobers wine country fires. Residents complained they got little to no warning about the fire and evacuations. Lawmakers have now drafted a bill that creates a statewide notification protocol. It requires county to establish local guidelines for implementing a federal alert system. The notifications would go out through the text and calls to land lines. Sirens and Media Outlets as well. Three former Santa Clara County jail guards have been sentenced to 15 years to life in prison for beating a mentally ill inmate to death. Matthew farris, Rafael Rodriguez and jereh lubrin were convicted of seconddegree murder for killing Michael Tyree in 2015. Yesterday the judge gave them all a maximum sentence. During the trial witnesses described hearing tyree scream for help as those guards beat him to death. He was found dead in his cell. Tyree was in jail waiting to be sent to a Residential Mental Health treatment facility. I think it was fair. A man was murdered at the hands of these three and i think that they are held accountable for their actions. This case led to changes inside the Santa Clara County jail. There is a new use of force policy in place and new training for correctional officers. There are also more cameras up inside the jail and officers also have body worn cameras. A family in hercules is warning people about a dangerous prank known as, swatting. Its when someone makes a hoax 911 call that requires a Police Swat Team to respond. Two days after christmas, someone made a fake calling the police the address of a family in hercules. Police from hercules responded with their guns drawn. A mother, father in two Young Children and the grandparents were home and they had no idea what was going on. Police handcuffed the father and grandfather while they searched the home but let them go when they did not find anything. The family says they are still traumatized traumatized and as we not show their face. I had guns pointed at my face. My son had guns pointed at his face. We are walking slowly and the police apprehended us. Im asking, whats going on . It does look like it was a prank at this point. And meets the criteria of some of the other swatting incidents that have been out there. The family said police did not identify themselves initially which led to more fear.
