San mateo bridge looks good heading out to the highrise. Certainly people are out there but not in the same volume as they would be. For example, at the bay bridge toll plaza, traffic is moving along very well. It is unusual. 7 02. Back to the desk. A huge winter storm is blasting the u. S. Butting snow and wind and coastal flooding. More than 18 inches of snow have fallen in some areas. Look at the pictures. Parts of the northeast will have temperatures in the Single Digits today. Thousands of flights have been canceled, stranding a lot of travelers. It is affecting flights at San Francisco international airport. Christien kafton is there at sfo. You have been out there for hours. Tell us more about the cancellations and delays. Reporter yeah. Good morning, dave. It is 7 00 here on the west coast, 10 00 on the east coast. Were starting to see the cancellations stack up. That alaska flight in from new york jfk canceled this morning. We are expecting to see more cancellations, more delays as the weather progresses on the east coast. And of course the weather here with our rain and overcast skies, we could see delays here as well. Even the youngest travelers know that the weather could severely impact their travel plans. There is a lot of snow and a lot of storms. And some of them are canceling the flights because theres a lot of snow. Reporter we just checked in with sfo here and so far they have confirmed 21 canceled flights both outbound and inbound. Flights specifically from boston, jfk and newark all impacted here. Half dozen or so outbound flights to jfk and newark also canceled. We are hearing about 23 weather related delays. And passengers are keeping a close eye on the weather as they go to the airport. Im going to new york. So far i hear the flight is still on. There is a huge blizzard there but apparently it is over. I had a colleague that went on the red eye last night and he made it fine. Reporter she is hopeful she will make it fine as well. Were expecting the cancellations and delays to pile up. Yesterday sfo saw close to 100 canceled flights. Compounding all of this, sfo under a Traffic Management program because of the low clouds. Were seeing the snow and the bomb cyclone on the east coast. Here at sfo, we have the low clouds which could impact arrivals and departures here. The best advice for anyone traveling or picking anyone up from the airport, call ahead first to make sure that the person is actually there on time or that your flight will actually be departing. One man is in jail accused of breaking into a home yesterday. 21yearold Nolan Holland took the garage door opener from inside of the unlocked car and used it to open the garage. He then took off his clothes and climbed on top of the little girl, causing her to scream. Sheriffs deputies say holland ran away but left clothing and identification behind. Deputied tracks him to a home in santa rosa where he was arrested and booked on Sexual Assault and burglary charges. San jose police will hold a News Conference later today about the arrest last night of a man accused of sexually assaulting a middle School Teacher in a classroom earlier this week. That arrest came after authorities released this Surveillance Video of a man Walking AroundHacker Middle School early tuesday morning. The teacher was there early, 6 30 in the morning, preparing for class. San joses police chief again will hold a News Conference at noon with more information on the arrest. The man acquitted of murder charges in the murder of kate steinle is expected back in court this morning. He will be sentenced for being a felon in possession of a firearm. Garcia czar czar is still facing federal charges. San francisco is expected to allow dispensaries in the city to start selling Recreational Marijuana. San francisco was still working to bring dispensaries in compliance with state and local laws. Marijuana clubs in the city have to have approval from San Francisco office of cannabis, along with californias cannabis bureau. San francisco will go ahead with the sale of Recreational Marijuana despite attorney general Jeff Sessions announcing yesterday that the white house was rescinding an obamaera policy discouraging the sale of marijuana. A fire was put out at a scrap metal complex. The one alarm fire started about an hour ago at a facility that is on davis street in san leandro near the 880 freeway. Firefighters put it out. Theyre right now cleaning things up. We still dont know the cause of the fire. And there have been no reports of any injuries. Steve bannon, the president s former chief strategist, is not among them. No one has questioned the accuracy of those quotes. They are significant. At one point bannon accuses donald trump jr. Of treason in his meeting with a russian lawyer in trump tower during the campaign. And this may kind of perk the ears of folks who are investigating possible collusion between the Trump Campaign and russia. Among them would be bob mueller, who is the special counsel heading that investigation. We will see if this has any implications for that. Beyond that, from a gossip standpoint, this has washington talking like no other book we have seen in a while. It went on sale at midnight last night. And there were early this morning. It was supposed to be released next week. The president has been fighting this. At one point his lawyers sent a letter to the publishers of the book asking them not to publish it. In fact it went on sale early this morning. And sales, dave and gasia, have been brisk. I bet they are. We have seen talk about two things. Steve bannon seems to be backtracking somewhat. Not changing his words but now he is being more praise worthy of the president. Im always with the president. Also some major donors are backing away from steve bannon. Talk about that. The mercer family, big backers of steve bannon, they have backed away from him. A lot of folks are walking backward out of the room right now with steve bannon. You know, he kind of positioned himself as a king maker with the president , someone who led the campaign in its final stages as the president defeated Hillary Clinton. But also since he left the white house, he has kind of chosen a path where he is backing insurgent candidates, antiestablishment candidates. A lot of the folks now are concerned about all of this. And more and more of them want less and less to do with steve bannon. So it is not clear where he goes from here. But he has stirred up a hornets nest. Certainly the president has been tweeting about the book, his displeasure about it. Do you expect other members of the trump family, specifically ivanka trump, to reply what is in the pages . Reporter maybe so. Steve bannon was not flattering in his portrayal of ivanka trump or his description of her. He had things to say about donald trump jr. There has also been a letter sent from trumps lawyers to bannon, reminding him that he signed a confidentiality agreement apparently which included no disparagement of trump family members. We may see legal battles out of this but the genie is out of the bottle on this. Now that the president is slamming steve bannon, a lot of people are looking at what does that say about the president. This is the person who was by his side and helping to strategize with him. Reporter yeah. Thats right. Were seeing the president kind of diminish the role of steve bannon as someone who was just kind of a staffer, someone he didnt meet with one on one all that much. Steve bannon was a power player in the white house. No question. A bomb cyclone system that blasted the east coast with heavy snow, hurricaneforce winds and coastal flooding. It is not that bad. But the temperature is too low. Reporter plow teams are clearing roads and power crews restoring electricity after the blizzard dumped as much as 18 inches of snow from the carolinas to maine on thursday. Reporter and when youre covering a hurricane, guys, you kind of lean into the wind and you can almost sit down into it like an easy chair because the wind is so heavy it can keep you standing upright. At times this morning, we have been feeling that. The gusts are so strong. The difference is in a hurricane, it is probably 90 degrees. Here it is 11 or 12 degrees with the windchills. Theyre going to get warm the next ten days or so. Really. So when all of that melts. It will believe me, it is going to change big time. Not yet. Not yet. But when you get a system that deep, usually it means there will be a pattern change. Thats what were seeing. All of the extended outlooks, 10, 15 days out show much warmer weather in the east and rain returning to california in the west. Yeah. These are your windchills. Minneapolis, minus 24. Chicago, minus 16. New york is minus 10. 11 in atlanta. 3 in omaha. So it is pretty darn cold. But it looks like after today or tomorrow, then things will start to moderate a little bit. It might take a while. Stephanie is up in redwood estates. It rained all night and lost power. It is still raining now. This is a tough one to see because of the setup. The setup continues to funnel in from the west southwest. It doesnt really show up. But it is a steady drizzle or light rain and then boom half an inch of rain has fallen. That is the setup for the Russian River and San Mateo Mountains today. There has been good rain moving through. Marin county and one taking aim right there. Get ready. It is coming towards Stinson Beach and san rafael in the next half hour. Novato had rain. Now moving over to vallejo and towards san pablo bay, points east. And also up into lake county and north of santa rosa now. Here we go. This will be the focus of the heaviest rain mainly north of the golden gate. It doesnt mean that other locations wont get in on it later. 50s and 60s on most of the temps. There are 40s. You get that south southeast breeze along with the mid latitude systems. They are holding a lot of moisture and they are not that cold. Highway 24. Do you want to start there or what . Actually were going to start with 280. 280 is vying for attention, steve. We will get to highway 24, trust me. This is a look at 280. We had an accident at baskin avenue. Weve had light traffic the last two days. Thats gone because the accident was in several lanes. They moved it, which is good. Hopefully since traffic has been so light, it will start clearing up quickly. After all, you have a lot of alternate routes. You can take 101 or 85. Today is not a normal day. As we look at the east bay commute, traffic on the san mateo bridge is okay. No problems driving on 880 north and southbound driving through the commute. It continues to look good on interstate eightinga as you drive through. Lets go i think to highway 24. It is much better than it was. Only the Center Divide really is blocked. People are kind of slowing at the scene here on highway 24. You can see that there is still one vehicle left. However, traffic is getting better. Traffic volume is better. Reporter well, dave, i can tell you that the flu season this year is off to a brutal start. That is due in large part to a severe strain of the virus going around. Health officials start today see a spike in flu cases starting back in mid december or so and things have not let up since then. It has been a tough Holiday Season for many struggling with the flu. Hospitals across the bay area, they have seen a surge in patients coming in with flu like symptoms. The coughing, the fever, the headache, the sore throat. And some hospitals have even gone as far as taking steps to try to slow the spread of the flu, banning younger visitors, even quarantining some patients as well. Everyone is being urged to get the flu vaccine this year. It is especially important for those who are vulnerable. Young children and older adults. Although Health Officials acknowledge this years vaccine appears to be less effective. It is always possible that that if the vaccine is not as effective, you will see more flu. As i said, we dont know at this point if thats the case. We still recommend getting the flu vaccine. It is the best way to protect yourself. Reporter across california, seven people already have died this year from flurelated illnesses. Four of those deaths were here in santa clara county. Now, here are steps that you can take to help slow the spread of the flu. Avoid close contact with other people, especially people who might be sick. Stay at home yourself if you are feeling sick. Cover your mouth and nose when you sneeze or cough. Wash your hands as often as possible. And avoid touching your eyes, nose, and mouth. And dave, the flu season just getting underway here. The Alameda CountySheriffs Department denying allegations that Corrections Officers coerced pregnant inmates into having abortions. It is one in a series of allegations against former and current inmates. They Aunited States nod they are filing a lawsuit against the Sheriffs Office over the treatment of female inmates at santa rita jail. One woman was forced to give birth in her cell alone. Another pregnant inmate says she suffered a miscarriage. Being in the holding tank with 12 like 8 to 12 other women, sleeping on the floor. It is just like a little cell that is not even you cant even sit about four people in. The person that did give birth in our in our jail in a cell initially actually went out to the hospital, was misdiagnosed as having Braxton Hicks. Then came back into the jail while they were transitioning back into the jail went into labor and gave birth. We provided immediate medical assistance. The child was born and the child was born healthy. You heard the sergeant refer to Braxton Hicks contractions. Those are false contractions. Officials say there are 207 female inmates in Alameda County. Five are pregnant and receiving prenatal care. A man is accused of sexually assaulting a woman from a flight from las vegas to detroit. 34yearold assaulted the woman while she was asleep. She was sitting between her and his wife. The woman says she woke up to find her pants and shirt unbuttoned and the mans hand was in her pants. She ran to the back of the plane, told the flight attendants. The man was arrested when the plane landed. He is being held without bail. The time is now 7 40. The winter storm on the east coast causing big problems at airports around the country. Coming up at 8 00, what happened when the worlds biggest plane had to make a detour . And yesterdays magnitude 4. 4 quake may have some people rethinking insurance policies. [music] im praying for rain in california so the grapes can grow and they can make more wine yesterday mornings earthquake in berkeley has many, many people questioning technology that is supposed to warn people about an earthquake. The 4. 4 earthquake hit at 2 39 a. M. The earthquake didnt do any real damage but many people were frazzled as a result. At the uc berkeley Seismology Department the alert was sounded moments before the ground starting shaking. Because the epicenter was there in berkeley, the warning sign was limited. This earthquake has many reconsidering the measures they have taken or not taken to protect their homes. Joining us to answer common questions is lee harris from San Francisco. Did you take any calls yesterday or hear any concerns as a result of the Early Morning quake. Not as a result of the quake. About the fires and so forth, yes but not the quake. The north bay fires youre referring to. Yes. A lot of people dont have earthquake insurance. Thats true. 90 dont. What does the standard homeowners policy cover in terms of an earthquake. Nothing really unless it burns down as a result of a subsequent fire. If you are in a house that is damaged or destroyed by an earthquake, youre pretty much out of luck. Why do you think so many people dont have earthquake insurance . It is expensive. But youre really gambling. If you have lived in your house in california for a couple years, you have a lot of equity. And all of that equity is will be unprotected. I did the math for myself. Rough numbers it will work out to 3,000 a year. We chose to retrofit our home, thinking at least were sort of getting something for that money. Do a lot of people do that balance . Well, i think a lot of people do the balance. But retrofitting and the modern construction techniques will probably help save lives and prevent injuries. It wont necessarily prevent your structure from being seriously damaged. You have to think twice about whether or not you want to gamble with not having coverage. A lot of people most recently from the north bay fires found they were drastically under insured. It has been a problem. Home prices have been sky rocketing in the last 10 to 15 years. Underinsurance has been a problem in california. Probably 40 of the people in california are underinsured. It is important to look at your policy and make sure that the reconstruction costs of the policy matches what the reconstruction cost for your house is. You will probably find out it doesnt. How much per square foot are you insured for . If it is less than 400 a square foot, you might want to think about that. It is not realistic to rebuild. Not from what we have seen. From homeowners to renters, more and more people moving to california. More and more difficult to buy a home. We have many renters in our state. Renters insurance typically covers the things inside. Isnt it up to the landlord to cover the building itself. If youre renting a home or an apartment, the landlord is responsible for the structure. But where are you going to live if something happens . Insurance for renters can also cover additional Living Expenses if you have to relocate or if you have some of those kinds of expenses. If im living in an apartment building, should i ask my landlord if she or he has earthquake insurance . You can ask for it. If the building is damaged or destroyed, it will probably mean you will have to move out and there will be a long period of time and youre probably going to have to look for someplace else. Do you find that people cut corners when they take the step to buy insurance, underestimate how much it will cost to replace what i own and how much it will cost to live somewhere temporarily. I think people rely on what theyre told by their Insurance Agents. And the concern that we have is that a lot of times Insurance Agents arent on top of it enough to get the amount of insurance that you need. I did go on the california earthquake authoritys website. I know that they told us earlier last year that they brought their prices and premiums down. For so long earthquake insurance was completely out of question for so many. Right. It has come down a little bit. Do you think it needs to be mandated . Do you think there needs to be some sort of state subsidy . What will help to get more people insured. I think people have to look at it. And if you have a house in california, you may have hundreds of thousands of dollars in equity or more even. And do you really want to risk that loss for 3,000 . What if people think, the federal government is going to come and help me out. They may. But what they will help you out is so much less than what youre going to lose. It really wont be much help at all. The maximum help is 30,000. Yes. That is barely a car for many. We have slow traffic coming from union city to hayward. Watch for that. This is 880 farther up. It looks okay. At the bay bridge toll plaza, it is still light. We talked about highway 24. We had an earlier accident. It looks like chp is temporarily holding up traffic here. You can see it right here. And it looks like they might be letting traffic through right now. There have been good brief downpours up to lake county, Hidden Valley lake and cloverdale. That looks to be the focus of it right now. There are cells now approaching near Stinson Beach. You can see right there. There will be some that are continuing to move across here in the morning and they will pick up much doesnt mean there is any to the south. Just not as intense. Down towards Half Moon Bay and into the Santa Cruz Mountains. This is deceiving. It is a steady drizzle or light rain. That can add up to half an inch as well. In the video you can see fire trucks with their lights flashing surrounding the plane. That plane was scheduled to depart just after 6 00 this morning. There was a problem with the engine. The aircraft never got airborne. The flight is scheduled to resume later this morning. There is a huge winter storm slamming the east coast, not bringing only snow but coastal flooding as well. 18 inches have fallen in some areas. Temperatures today in the Single Digits. With the windchill, it could feel like minus 15 in some parts through the weekend. The storm forced an air bus 838 which is the largest passenger plane to divert to one of new yorks smallest airports. The plane was supposed to land at jfk but was instead force today land 08 miles to the north at stewart international. Heavy winds and whiteous conditions closed the runways at jfk yesterday. Passengers reportedly had to get off the plane using the outdoor stairs because the small gates cans not reach the massive plane. There are delays and cancellations at sfo this morning because of the storm back east. Flights into and out of boston, new york and new jersey have all been affected. Sfo says it expects to see even more canceled flights as the day goes along. Yesterday there were close to 100 cancellations at San Francisco international. New this morning, a scrap metal facility in the east bay caught fire. The Alameda CountyFire Department released these images of the fire that broke out near 880. There were no injuries and investigators are now looking for the cause of the fire. To the south bay now where last night San Jose Police arrested a man accused of sexually assaulting a middle school teachner a classroom earlier this week. It came after they released this Surveillance Video showing him Walking Around the middle school early tuesday morning. Investigators say the teacher was there early at 6 30 in the morning to prepare for class. The police chief will hold a News Conference at noon today in which he will discuss the details of the arrest. To the north bay where one man is in jail accused of breaking into a home yesterday morning and sexually assaulting a 8yearold girl while she was asleep. The 21yearold took the garage door opener from inside of the unlocked car and used it to open the garage. He then took off his clothes and climbed on top of the little girl, causing her to scream. Sheriffs deputies say holland ran away but left clothing and identification behind. Deputies tracked him to a home in santa rosa where he was arrested. He has been booked on Sexual Assault and burglary charges. The man acquitted of murder charges in the death of kate steinle is due in court this morning. The judge will sentence zarate for the only charge he was convicted of, being a felon in possession of a firearm. Regardless of what the judge decides today, he will still face federal charges. Tomorrow San Francisco is expected to start allowing dispensaries within the city to sell Recreational Marijuana. While the state allowed sales on monday, San Francisco was still working to bring dispenseys in compliance with state and local laws. Marijuana businesses in the city must have approval from both San Franciscos office of cannabis, along with californias cannabis bureau. San francisco will go ahead with the sale of Recreational Marijuana despite attorney general Jeff Sessions announcing that the white house was rescinding a policy discouraging the federal government from interfering with state thats have legalized marijuana. Sessions says he believes marijuana is a gateway drug that leads to more crime and violence. Berkeleys mayor says he is disappointed by the decision but will uphold the voter approved Recreational Marijuana law. We dont know what the full impact of this announcement is. But berkeley will stand firm so defend our right and the right of the people of california to decriminalize cannabis. If youre driving into San Francisco, you should have little delay on the bridge. For that matter on any of the bridges this morning. As we look at 880 this is one of the slow commutes normally. It is a little bunched up near hyde street but it wont slow you down too much on the way to downtown oakland. Northbound 880 they are clearing an accident here. I pulled back on the commute. We have had a couple of things, eastbound 580 there was a crash and you can see traffic if youre leaving san leandro and happen to be going this way, give yourself extra time. And the Santa Cruz Mountains, this is one of the ones where it doesnt look like much but before you know it, there could be half an inch to an inch of rain. So this is a really good setup at times. Not necessarily looks like it but the Russian River and the Santa Cruz Mountains will get the bulk out of this. There is a stronger system on the way for monday and tuesday. 50s and 60s on the temps. Berkeley, upper 50s, and 60s. Sunnyvale at 60 degrees. Here is why. The systems dont have any cold air and a good south breeze ahead of it or a southeast breeze. It will continue to be one of those ones where you get rain. Hit and miss today. A lot of moisture will stream in. That plays into the Santa Cruz Mountains south. Enough to suggest that the economy is entering the new year with solid momentum. 148,000 jobs were added. That is below what some economists had forecasted. The Unemployment Rate remained 4. 3 for a third month, the lowest level since 2000. The dow jones is up 90 points. It is unclear how many jobs will be lost with the closing of sears stores. They are closing 103 stores and two in the bay area. The sears store at westfield oak ridge mall in san jose will shut down by mid march. The chain closed more than 350 locations last year. The closures come amid dwindling sales and increasing competition from online retailers. A new plan unveiled in the south bay will provide housing for up to 1,000 people and ease traffic. Jessie gary has more on the proposed Southwest Plaza in san jose. Reporter artist Kurt Anderson says a years worth of brainstorming went into the renderings of the Southwest Plaza. The 4. 2 Acre Development would have 710 units of housing stretching ten stories into the sky. The ground floor would provide 12,500 square feet of retail space. Were excited that the city has given us positive encouragement to proceed with the project. Were excited about moving forward. Reporter the plaza would replace existing Shelter Creek apartment complex and provide easy access to the station directly across the street. The line links winchester station to the south with downtown san jose to the north. All of the other places near the other stations have those massive apartments already. We are following a developing story out of San Francisco where there has been a lot of Police Activity in the outer sunset neighborhood. Some roads have been blocked off and muni lines affected. Christien kafton is live at the scene. Reporter yeah. We just got a lot of new detail on this. It unfolded at this home on 29th near moraga in San Franciscos sunset district. Now, apparently according to police this all started around 11 00. They say a man called 911 saying that he had been threatened or assaulted last night. Officers showed up to the scene. They made contact with the man they believed was responsible for that incident. That man went into this home here on 29th avenue. This, again, happened around 11 00 last night. That man then barricaded inside of the home overnight. It took a very long time for officers to get him out. They opted to not try to go in and get him. They simply surrounded the house and waited. It is part of their tactic to try to deescalate situations. Then finally around 7 30 this morning, they say that they managed to get the man out of the home. Investigators say that once he came oust the home, he did assault an officer, allegedly assaulted an officer. One of the negotiators on scene. They then took that man into custody. We did see an ambulance leave with that gentleman. We have seen the streets reopened in the area of 29th avenue and moraga. That area had been closed off for several hours while investigators tried to maintain the scene, prevent stray vehicles from coming in and out and causing more of a distracts or possibly getting into harms way. But the situation now appears to be over. The home has now been released. All of the officers who were here on scene have now left. Or almost all of the officers. I believe there might be a couple more officers on scene. It started with an alleged assault that started at 11 00 last night. The subject then located in this home. Officers, again, opted to simply surround the home and stay onsite for hours and wait him out, so to speak. They managed to get him out around 7 30 this morning. There was some kind of a relatively minor incident. As we said, that subject, again, appears to have assaulted an officer and was taken into custody. We are waiting for more information from San Francisco police about who the man might have been. He was known to investigators. Were waiting to find out more about him as the morning progresses. No one is listening. The cars are moving good through the main thoroughfare here. The side streets are an absolute mess though. Theyre saying stay home. One, because of the snow all piled up like that. Number two, the main reason today is the windchill. Negative 5 and 6 windchill factor. Im told later this afternoon it will get up to 0 windchill. Also looking at a commute that has been light on most freeways. However northbound 880, this is the first day in the last few that we have start today see some slow traffic. Now, it could be because of earlier issues here on 880 northbound. But just more and more people showing up. I think next week, we really will notice that people are back from their break. A lot of hospitals have even taken steps to try to slow the spread of the virus by banning younger visitors. Now, everyone is being urged to get the flu vaccine this year. It is especially important for Young Children and older adults according to Health Officials. Although talking to people in downtown san jose, this morning we found quite a few folks that are skipping the flu shot. I honestly dont believe in the flu shot. I havent done the flu shot in years. Your natural immunities is what is supposed to protect you. If we keep putting synthetic in, how is the body going to adapt to the strain. Dont touch your nose and shake everybodys hands and cover your mouth when you sneeze and things like that. You should be okay. Watch your hands before you eat. Things like that. Simple etiquette. There is backlash to President Trumps plan to expand offshore drilling in the United States. The controversial plan would open up new leases to Oil Companies next year, including off of the coast of california. There has not been a new oil drilling lease off of the Pacific Coast since 1984. Now the administration is proposing 7 new leases off of the coast of california, oregon and washington. Two of them would be here in northern california. The plan brought swift reaction from governor brown, along with the governors of oregon and washington that issued a joint statement saying for more than 30 years our shared coastline has been protected from further federal drilling and we will do whatever it takes to stop this reckless short sided action. In the wake of the wildfires, the california insurance commissioner is looking to get new laws passed to protect homeowners.
