The farther seismic waves travel, the longer the warning. The earthquake was right under berkeley. People in oakland would get one or two seconds of warning. In San Francisco about three seconds. Reporter seismologists here say even a second or two of warning is much better than none. Even with just a second or two every warning, everybody gets under a sturdy table we estimate we can half the numbers of injuries in an earthquake so thats a big reduction in the impact. Reporter seismologists at the usgs say theres the chance of bigger earthquakes could be coming. Statistically, every time we have an earthquake in california, theres a low probability of a larger earthquake following that one. So maybe 5 possibility of a larger earthquake in the next several days following this magnitude 4. 4 event. Reporter they hope this jolt serves as a reminder for people to be ready for the big one. I know everyone from santa cruz up deep into Sonoma County felt this quake. You live in the city. So what did it feel like for you . Reporter oh, it it woke me up out of a sound sleep. Some oakland residents are planning to hold a prayer circle for the two men involved in a deathly shooting by a bart Police Officer. It happened yesterday afternoon across from the west oakland bart station. One man was killed, the other was injured. Paul chambers is falling this story. You spoke with an eyewitness who knew the men. Reporter thats correct. But first we have some new information. Plus just released the name of the victim 28yearold salim [indiscernible name] of oakland. The owner of the barbershop will hold a vigil for the man who was killed and the entire community. It ripples throughout the community. Reporter for 21 years a man who goes by the name of truck operated a barbershop in west oakland. This is a place where i try to create a safe environment. You know what im saying . I need yall to pull the hoodies off for me, though. Thank you. Reporter he says in all that time, there have been no problems at this corner. That is until wednesday afternoon when two men he knew from the neighborhood got into a confrontation at 7th and chester streets in oakland. One has been a customer in my shop for a very long time. But one just started coming. Reporter investigators say one of the men pulled a gun and started shooting. A bart Police Officer working at the west oakland station heard the gunfire and ran across the street. Oakland police say once on scene the bart officer saw the two men struggling. One had a gun, the other was wounded. Investigators say the bart officer gave the man several commands to drop his gun before shooting and killing him. For truck, its not about bart police but about how the community can heal. But to look out my door and see a black man laying on the ground bleeding in handcuffs which i dont like and then to see a black man laying there dead, i hate it to see, um, thats the concern. Reporter truck says the man who died has children who will no longer see their father something thats happening all too often in this day and age. He says thats why its important to remember everyone involved just not the person who is no longer here. Its about both parties, um, who was involved in the matter and and and thats what i want us to be able to do, come together, pray together. Reporter Oakland Police say the bart officer was wearing a body camera but investigators say they are not ready at this time to release the video. Paul chambers in the newsroom tonight. Paul, thank you. We are learning the name of a man shot to dead by redwood city police. The San Mateo County coroner identified him as 31yearold Marco Antonio carlos. Officers were called to a Wells Fargo Bank on broadway saturday. A Bank Customer saw the man in front of the atms with a handgun. Police say a crisis team tried to deescalate the situation but they say the man raised his weapon and fired in the direction of the officers, and the officers returned fire. Police told us the man was well known to them and had been in jail several times. If the earthquake didnt wake you up, maybe the rain d many parts of the bay area got quite a soaking last night. The new fiveyear plan is the most expansive offshore drilling proposal in decades. It calls for opening federal waters off the coast of california for the first time in more than 30 years. The plan would also open oil and Gas Exploration on the east coast. Supporters of the plan say it would boost jobs. Those against it say the drilling would harm the oceans and the environment. A new directive from the federal government aims to crack down on legalized cannabis. Attorney general Jeff Sessions announced he is rescinding a policy that allowed california and other states to legalize marijuana despite federal laws prohibiting it. He announced plans to reverse an obamaera policy that discourages federal interference with marijuanafriendly statesna. Attorneys to decide how to prioritize resources to crack down on pot possession, distribution and cultivation in states where its legal. Still, local dispensaries like harborside and berkeley patients groups arent worried. If you have a limited number of Law Enforcement resources and dollars and agents are you going to deploy them against opioids that are killing people or against legal, licensed, tax paying cannabis businesses . Its hard to see it. We certainly intend to keep on with our operations. We are a state licensed locally supported fully compliant cannabis business. A republican senator from colorado where marijuana is also legal had some angry words about the attorney generals decision. This is about a decision by the state of colorado and we were told that states rights would be protected. And not just by the attorney general. One tweet later one policy later a complete reversal of what many of us on the hill were told before the confirmation what we continued believe the last year and without any notification, dialogue of congress, completely reversed. Senator gardner said the people of colorado deserve answers and he is prepared to take all steps necessary until attorney general sessions stands down including holding up nominations for the justice department. Meanwhile, with 70mileper hour winds forecast along the new england coast, blizzard warnings have been issued up through maine. Winter weather emergencies have also been declared including in new york city. Whats quite clear is this is a serious, serious storm between the the very low temperatures, the strong winds, the driving snow, everyone should take this one very seriously. Reporter and snowplow crews are scrambling to clear the roads now that the snow for the most part has stopped. The real concern is the temperature just plummeting bringing with it potential ice. Ken, julie . Lauren, youre talking about power being out in parts of new england and the east coast. Its so cold. How are people staying warm . Do they have petroleum to heat their homes . Reporter well, thats what officials are very worried about. They want to make sure that with power outages, people dont get too cold. They have been telling folks to call authorities to make sure that everyone knows if the heat is not turned on in the building, thats what we heard from the new york mayor earlier that if their building didnt have heat to have the city bring it on. We have also been seeing warnings from folks like the Weather Service warning people like dont turn on your oven and open it because that can be very potentially dangerous. So those without power are being told to bundle up. Make sure that they know authorities the Power Companies know if that power is out and for the most part just try and stay warm. All right. A barge is surrounded by ice as it moves up the Allegheny River in pittsburgh. Heres a scene that likely played out many times over the last few days a car stuck on ice needs a push. Ice needs a push. Dozens of flights in and out of San Francisco International Airport have been delayed on canceled because of the storm back east. Sfo now says at least 97 flights have been canceled. All flights to new york city, newark, boston and philadelphia were scrapped. And it wasnt just the storm on the east coast causing problems at sfo today. Because of the cloudy conditions, arriving flights are delayed by an average of more than 20 minutes. Lets check with chief meteorologist bill martin. We have weather here but nothing like whats back east. A little bit of rain to talk about. Through tonight, it moves off quickly and then leaves behind this frigid arctic air. Ill show you where it comes from. Its been cold back east for the last two weeks but all this cold air coming in, look at the water temperature. You get low pressure forming its called a meteorological bomb because it drops 24 millibars which is a measurement of pressure in 24 hours. Thats it dropped more than that actually almost double that in some places. So as this thing spins, it grabs the combed air and then the warm moisture, they mix you it grabs the cold air and then the warm moisture and they mix up and its game on. You get High Pressure gradients, these lines here representing basically isobars but see how close they are . The wind is howling. Winds have been gusting up to 75 miles an hour with heavy snow and big flight delays. This is the real deal. You talk about storm reports and whats going on boots on the ground kind of a deal here. Check out some of these, um, these wind gusts. These are storm reports from this area. You can barely see them because theres so many reports. Boston 70 miles an hour. Theres nantucket, 76 miles an hour. Snowfall only 2 inches up north here. Let come down further south here. See what we have on the island. Snowfall accumulations 3 inches. I think i saw some 20 snowfalls here but the idea being, just five inches. These are all people on the ground going, hey, we are getting heavy snow and winds, gusts to 75 miles an hour. And now in absence of the snow, ending in the next few hour, the cold air comes in behind and you will have dangerous record cold. So east coast getting walloped especially boston and new england. So when i come back well talk more about our weather because theres more rain in our forecast. Potential snow in the mountains. Thank you. The unusually cold temperatures caused the rescue of sea turtles in the gulf of mexico. State rangers picked up hundreds of turtles. The National Park service rescued 500 turtles in texas. It leaves the animals cold stunned. Water below 50 degrees makes them immobile and easy targets for predators. They can also die from the cold. Most of the turtles will be released as soon as the water warms up. A horse and rider trapped and in need of a rescue. Coming up next tonight, that rescue and the happy ending all caught on camera in the east bay. And later new at 6 00 they say they were treated inhumanely or even coerced into abortions. The shocking allegations by female inmates at a bay area jail from a federal lawsuit just filed today. A lot of people, you know, who go through the mistreatment when they get out, they are just kind of glad its over. Crews rescued a horse and its rider today at Chabot Regional Park in oakland. The Park District says a person and a horse got trapped at the jackson grade in the park. Skyfox was overhead around 3 15 today and you can see the oakland firefighters working to try to move that horse and save it. Less than 10 minutes later, some crews were successful and you can see the horse running up the hill or at least walking up the hill. We havent heard if the horse or rider were injured but the horse appears to be okay. The Silicon Valley auto show is officially under way in san jose. It started this morning at the Mcenery Convention center. It features 300 new vehicles from 30 different manufacturers. Some of the things that automakers are highlighting this year are the new safety features and Technology Added to the cars. Its not only luxury vehicles. Many cars are now equipped with Driver Assist including lane changing alerts and automatic braking. There are also features to keep track of your teenaged drivers through a tracking system placed in the key fob. You know after they have driven the car whether any safety assists went on, what speed they went, and then you can also get alerts by text or email as to how they are doing. George hahn is the assistant Health Officer in santa clara county. They have seen a sharp increase of flu cases in december and expect we are in the peak of the flu right now. Flu season has come earlier this year and is more severe than normal. That is actually typical though of the flu subtype this year. Reporter according to the latest figures, 7 people under the age of 64 have died from the flu in california with a total of 18 outbreaks this flu season. Santa clara county reports four flu deaths and eight outbreaks. Five of those in just the last week or so alone. This restaurant manager says from work to church, he is taking precautions. Not shaking hands, say hi. Just say, you know, like they do in church. Elbow and so on and so on so we try not to get in contact with a lot of people. Reporter this 6yearold and his 4yearold sister havent had their flu shots. I have been having to go take them to the doctor who recommended it. Its on my to do list. Reporter the doctor says the effectiveness of the vaccine wont be known in the official estimates next month. Its always possible that that um, if the vaccine is not effective, you will see more flu. As i said, we wont know anything about it. Getting the vaccine may protect you. Reporter due to the severity of the flu season, Dominican Hospital in santa cruz is restricting visitors. Only one per patient and only those who are 16 or older. And the last 15 minutes i spoke with a spokesman from two hospitals and starting monday they will be starting the same thing where children under the age of 16 will not be allowed in the hospital. Thats a temporary measure. The Public Health department expects other hospitals to do the same. Is it too late to get a flu shot . Reporter no. Doctors want anyone over the age of six months including pregnant women to get the vaccine. They say its not too late. And they do say even if you already get the flu thatit may minimize symptoms. Thank you. A pleasanton Police Officers recovering in the hospital from serious but nonlifethreatening injuries after he was hit by a car driven by a burglary suspect. The burglary was at 5 30 p. M. Yesterday at a home. When officers arrived the man fled and was spotted by another officer nearby. The officer got out of the car to try to stop the burglar but the man hit him with his car and took off. Police didnt give a detailed description of the suspect was driving a new gray honda accord with a front dealer license plate and an uber sticker on the upper drivers side windshield. Police are asking anyone with information to give them a call. Senate Republican Leaders met with President Trump at the white house today to discuss immigration. The president has said he will cancel the daca program which protects thousands of young immigrants from deportation unless a deal is reached by march. An investigation at a California University of a student is found unconscious outside a fraternity house. Terror police are investigating the death of a 19yearold fresno State University student who died after being rushed to the hospital from a fraternity house. He was identified as omar nemis of fresno. He died yesterday after spending time at a frat house. He was found unconscious in the front yard of the house. He was not a member of the fraternity. State senator weiner has introduced a bill to require internet providers to maintain Net Neutrality here in california. The bill comes a month after the fcc voted to repeal nation white Net Neutrality to ensure people can access websites freely and fairly. Without Net Neutrality, an Internet Service provider can block access to a website, can decide which websites get faster access or slower access based on who is paying more so they are deciding for us which websites to go to so thats why its so important. A pack of stray dogs that killed a woman in modesto last week has now been captured. Stanislaus county deputies say 56yearold woman was mauled to death in south modesto last thursday. Neighbors say her pet chihuahua was with her at the time and may have been why she was attacked. All 7 dogs believed to have killed the woman have now been captured. They are on a 72hour hold and will be euthanized. Investigators in south dakota now say a santa cruz man who was arrested following a highspeed chase had his mothers body wrapped in a blanket inside his vehicle. 30yearold tosten lomman faces charges including speeding and dui. On new years day police say he led troopers on a high speed chase ending with his arrest and the discovery of a womans body in his suv. No charges have been filed in connection with the death.
