Much live from berkeley. We brought you an update from the usgs in menlo park and they said there has been one aftershock reported after the 4. 4 hit this morning. The geologist said the earthquake was relatively small but many people do not describe it as such. He said this could be a force shock of a larger earthquake and that is something agencies are on alert for in the coming days. More information coming throughout the morning. The impact on transit was minimal. Bart says there is no damage to any tracks after the earthquake. The first trains out of the gate were delayed as conductors moved slowly down the tracks as an extra precaution. They inspected the tracks and found no damage. Initially there was a 20 minute delay but things are back on track. This is the scene at the airport, the Train Service was shut down for a while. Trains were stopped inside of the terminal as crews inspected the tracks to make sure there was no damage from the earthquake. Runways were also checked. One airport manager says they did not find any problems which is really what you would expect with this size of an earthquake. The east bay and santa cruz as well as parts of the peninsula had some good rain to the north not so much. 81 inches at rossmoor. Get out and get on the walk. Cupertino. 7 inches. Palo alto. 48 and to the north it really tailed off. American canyon. 02 and San Francisco only. 09. Most of marin county was under. 09 although that will change for the next system tonight or tomorrow. There was a little bit of rain picking up in parts of the san mateo coast southwest of San Francisco in daly city as well as southern marin county. Not a lot but a little bit stretching toward sonoma napa and lake county. Not a lot just a little bit. Thick fog to the east in the 40s and 50s with the easterly breeze kicking up around the napa airport. Maybe 29 and 12 watch out gusting up to 25. In the sierra things are calming down. A little bit of snow at the highest elevations with a mix of sun and clouds today it will pick up tonight and tomorrow with the next system coming taking aim toward the north. Rainfall not looking that extensive. We are watching the Santa Cruz Mountains as we could have a good set up as we move into friday. Overall we will have a break for the weekend and the next system tuesday is looking really good. Lets get over to sal. We have lighter than usual traffic. Some of the weather has discouraged people from driving in at least for now because the bay bridge has not had a backup this morning where the metering lights have been turned on. They have not been turned on and you can see why it is pretty light. Traffic is moving along very well. It was lighter than it was yesterday. Yesterday we had Better Weather but some people may be using discretion and they are waiting to go. Traffic is moving along nicely on interstate 880. It is getting crowded on 880 northbound passing oracle headed into downtown oakland. There was a minor accident westbound 92 at the toll plaza of the san mateo bridge which caused a little bit of slow traffic. As i pack the camera out traffic is slow a little bit here and there for the Silicon Valley commute. 7 04, back to the desk. Oakland police are busy investigating a shooting from last night outside of the west oakland bart station that left one man dead and another wounded. A bart Police Officer was also involved. This was at 4 40 1 pm on seventh and chester street. Witnesses say that two men got into an argument, one of them shot the other in the leg. That is when the Police Officer ran to the scene and also fired shots. Both men were taken to the hospital. One of them later died. Oakland police say that it is not clear who fired the fatal shot. In other news, some parts of the northeast are expected to get one foot of new snow. Singledigit and subzero temperatures are falling creating a dangerous mix with days of recovery ahead. Caroline shively reports from delaware where there is snow and the wind is a huge factor. Reporter absolutely. The wind is making this very dangerous. The snow has been coming down steadily since 9 00. It will be going longer than we thought. We thought this would be wrapping up at noon but we are told to expect it today. Because of the wind we are at almost 0 visibility. The whiteout conditions started in the southeast confusing lifelong southerners. I have never experienced anything like this. I dont know how to drive like this in this type of weather. Savannah was one of the typically warmer climates hammered by brutal winter storms. The snow and frigid temperatures paralyzed cities and towns while fascinating locals. This is the first time i have seen snow. Now the system is moving north prompting officials to prepare for a dangerous weather event. A socalled bomb cyclone. State and local governments have closed. Crews were out in force around boston pretreating the roads for one foot of snow. It is the wind and the deep freeze that has new england governors telling the public to expect the worst. That combination of high wind with incredibly low temperatures is dangerous. So plan now for what would happen if you lose power. The National Weather service has issued blizzard and winter storm warnings from virginia through maine. This book will be released next week. In washington, doug luzader, foxnews. This morning the federal government is planning to end a policy that allowed Legal Marijuana laws to expand. Today the attorney general Jeff Sessions will be announcing he is rescinding the policy from the obama era that paved the way for legalized marijuana in california and other states. The policy from the Obama Administration was to not stand in the way of states that legalize marijuana as long as officials kept it out of the hands of criminal gangs and children. Sessions reportedly will allow federal prosecutors to decide how aggressively they will enforce federal marijuana laws. It is looking good and it is stopping temporarily. Now we have not had a backup at the bay bridge yet. Yesterday we had a backup for 6 00 and 7 00 but today we have not had a backup. This is 880 looking good and there are some cars on the roads. We did have an earlier accident at the san mateo bridge toll plaza that caused some slowing but even that unwound. Usually it takes all morning to unwind but now we are Getting Better. We are definitely looking at a lighter commute. This is the Silicon Valley commute. Green is good, red is not and there is a lot of green. Lets bring in Steve Paulson. All right, we had some green rain helping the hills get a little greener. We have a couple more systems to go. This one next tuesday looks really good for those of you that keep track of those. The evolution of the noreaster and a whopper of a system with extremely cold air coming down interacting with the atlantic and gulf moisture which created the system. 36 hours ago is where we see this vortex coming in with the spin in the atmosphere. That will enhance the gulf coast system and then you take in cold air on the backside interacting with the warm atlantic current and you get the explosive system. The lowest pressure i have seen on the eastern end is 29. 30 on the pressure. There is the system producing widespread blizzard warnings all the way into maine from virginia to maine. The key is that it is very windy but there is extreme the cold air behind this. A lot of events in parts of new york have been canceled until sunday so that is what they are dealing with. We are dealing with rain. Thomas smith said we had. 28 inches on blossom hill and it is now 51 degrees. There was some very good rain for some and hardly any for others. Cupertino 3 4 inches, black hawk. 40 not much in American Canyon and San Francisco. A couple reportings of. 09 but there were some other good areas that picked up good rain including santa cruz almost 1 inch, mount diablo. 83, menlo park. 75, Castro Valley. 63 and oakley at. 63. Not too shabby for some. The system is producing mainly rain in the sierra as it is falling apart. There is a little bit forming but not a lot in south San Francisco into marin county as well. It is mainly a light drizzle or light rain but sometimes it can be steady but things look to be lightening up in sonoma, napa, lake and mendocino county. 50s to start with some parties but there is not much left for the sierra. A mix of some clouds picking up again tonight but the next system looks to be taking aim to the areas north of the golden gate not to the south unlike last night. The band came across san mateo and santa cruz coast producing good rain for those folks. The more rain to the north except for the Santa Cruz Mountains. This could be a good set up for them as they are getting a break for the weekend. Tuesday and wednesday i think we could see 2 to 3 inches and it sure looks like it. 60s on the temperatures which are mild with no cold air associated with this system. Water monitors in california say there is no cause for alarm over low snowfall levels in this year. The last survey found over one inch in echo summit in el dorado county. The Second Lowest measurement on record going back to 1964. California winters can be fickle but there is plenty of time to catch up. Last year which pulled the state out of the five year drought relied on a wet january and february. Tvs in the back of seats are being phased out. San Francisco Police are busy searching for a man wearing a santa hat who fired shots into a car filled with people. It happened in the tenderloin two days after christmas and it was caught on video. You can see the man in the santa hat talking to people in the black car stopped on eddie and mason street. He then took out a gun and shoots into the car. The car immediately drives away. The man puts the gun in his jacket pocket and walks away. The motive for the shooting is not clear but one man who lives across the street told us what he heard. I heard of the arguing before hand so i knew that somebody owed somebody money for something. San Francisco Police have not received any reports of injuries connected to the shooting. The state Supreme Court is considering a case involving a voter approved law that requires dna testing of anyone arrested on suspicion of a felony. The case stems from the arrest of a San Francisco arson suspect in 2009 who refused to give dna. His lawyer said it violates the right to privacy and freedom from unreasonable search. He argued that dna collection is invasive because it reveals Genetic Information stored in databases. There will be an a written Ruling Issued within three months. Google is being sued by four women who claimed they were underpaid by google. Yesterday the lawsuit is a revised version of an earlier lawsuit and says that google asked new hires what they were paid out other jobs, a question that is now banned in california. The lawsuit claims the google use of prior pay resulted in men getting higher pay and better career tracks. The lawsuit was refiled after being dismissed last month for defining the class of affected workers too broadly. A bill will go before the legislator to require internet providers to maintain that neutrality in california. It was introduced by scott weiner who says california needs to be sure people can access websites and information freely and fairly. The fcc voted to repeal nationwide Net Neutrality last month despite a lot of opposition. Several Silicon Valley giants including google and facebook have strongly supported Net Neutrality. InFlight Entertainment may be a thing of the past. Airlines are getting rid of the small tv screens in the back of the seat to cut down on cost. The epicenter was in the Berkeley Hills at 2 39 this morning and people all over the area felt it. The earthquake was on the hayward fault. Ktvu is in oakland near jack london square. We got so many calls from people who felt the earthquake as far south as gilroy. We felt it in the newsroom and many of you described it to us as strong. This morning we talked with someone from the Us Geological survey about the potential of a bigger earthquake. 5 of the time earthquakes are followed by larger earthquakes. There is a low probability but there is some probability this was a fourth shock to a bigger event. Honestly it would not be a big surprise if we had a big earthquake on the hayward fault. The last big earthquake was 1868 and we are about the 800 150th anniversary. We know that big earthquakes happen about every 150 years. So people like me think that a large earthquake is probably the most likely to occur in the bay area in the near future. As of this morning there has been one aftershock reported but Officials Say that more could be happening. We got a lot of messages on social media about the earthquake. Beverly said i felt it strongly in san carlos and it was proceeded by a rumbling noise. The house then jerked from side to side. It is 7 31 and the traffic is . It is light. I dont think it will be like this next week but it is interesting because not all of the schools are back in session. You can see the bay bridge is lighter than usual as some colleges are not even starting until later in the month and some schools like the Elementary Schools are starting next week. Westbound bay bridge is looking good. Anything helps. Sometimes the bad weather will slow people down and they are not going to drive. This is a look at the commute on highway 4. I think the fog is covering the highway. The fog is making highway 24 not easy to see. Steve just spoke on the fog. This is 880 at oracle arena where traffic is moving well. San francisco with a little bit of fog approaching the 101. The san mateo bridge has recovered in the dunbarton bridge traffic is looking good. Lets get back to the desk now. An Investigation Continues into a shooting last night involving a bart Police Officer that ended with one man dead and another man wounded. Alex savidge is near the west oakland bart station with more on what led up to this. Reporter good morning dave. One witness says this started as an argument between two men on the street across from the west oakland bart station. One of them apparently pulled out a gun and shot the other men. This unfolded right outside of the uppercuts barbershop and the Mexican Restaurant next door. Bart police heard the gunfire and an officer then ran across the street. The officer then opened fire. In the end, one of the two men had been shot and killed, the other was injured and is now reportedly in stable condition. The shooting happened just after 4 30 yesterday afternoon right outside of the uppercuts barbershop. The shooting involved a bart Police Officer but the Oakland Police department is in charge of the investigation and a spokesperson says the department is trying to sort out exactly who fired at who. We have recovered a firearm from the scene. We know that there are a lot of questions in the community and we certainly want to answer those questions. As we go through the investigation we are able to provide more information. We will share it with you as we get it. Reporter the bart Police Department is conducting its own investigation but referring all questions to Oakland Police. The Alameda CountyDistrict Attorney is also involved conducting investigations. Authorities have not revealed the names of the two men who were shot. One of them was shot and injured, the other shot and later died at the hospital. We have not learned the name of the boat our Police Officer but we do understand Oakland Police will be releasing more details on this case later on this morning. Alex savidge, thank you. A pleasanton Police Officer is recovering from serious injuries after being hit by a burglary suspect car. The burglary was reported last night at a home on monta vino drive. When Police Arrived a man sped out of the driveway but was spotted by another officer, the officer then got out of his car to try to stop him but the suspect hit him with the car and took off. There is only a vague description from the police of the men who enter the officer. He is described as a latino man with a round face wearing a black baseball cap. He was in a new gray honda accord with a front dealer license plate and uber sticker on the upper drivers side windshield. If you have any information please contact police. In the north bay the rain is welcomed every dry december but it is complicating Recovery Efforts in the north bay fire zone. Coffey park and santa rosa is concerned about toxic runoff from the properties that have yet to be cleared. One homeowner was trying to keep the fiberglass remains of his vote going into a storm drain. I have cleaned my lot but this was left behind and it concerns me with the rain. The crews cleaning the property will continue to work in the rain because they have a lot of work to do. A new report from the San Francisco chronicle claims pg e found damaged Electrical Equipment at or near the suspected starting point of the north bay wildfires. The chronicle is reporting pg e filed papers showing the damaged equipment. Pg e reported the tree limbs or an entire tree hitting powerlines. The investigation goes on to say the fires burned more than 142,000 acres. 31 people were killed and many north bay residents are suing pg e. In some north bay communities the task of rebuilding may seem too overwhelming. New reports show several homeowners are choosing to sell their burned out lots. The New York Times reports the devastated coffey park neighborhood in santa rosa more than one dozen lots are now for sale. Last month one owner put there locked up for sale at 199,000 and was in talks with a buyer. Some feel the time and effort it will take to rebuild is just too much. They would rather take the insurance money and sales money and try to relocate. Parents from Harker Middle School in san jose are in shock after a seizure teacher was sexually assaulted in a classroom. Surveillance video gives us a glance of the suspect. The woman that was sexually assaulted was a teacher who came to prepare her classroom for the first day back from winter break. No children were present when the attack happened. San jose police have assigned officers to the school and started patrolling the surrounding neighborhood. Administrators say that they are cooperating with authorities and they regularly review all safety protocols. Until the attacker is caught the Police Presence is certainly a comfort. This morning former San Francisco supervisor will officially file her paperwork to run for mayor of San Francisco. She is one of several people interested in running in the special election in june to fill out the rest of ed lees term. The term will be ending january of 2020. The deadline to file the paperwork to run in the june election is next tuesday. The City Attorney may also jump into the race. He requested the necessary paperwork yesterday. He is a veteran city political figure who has held his current job since 2002. Youngers woman Jackie Speier says she does not plan to run for governor of california. There had been speculation that she was considering a run next year as jerry brown prepares to leave office. In a statement congresswoman Jackie Speier said she does not have interest in running. She says she has a lot of work to do in washington. President trump disbanded his border Fraud Commission that had faced several lawsuits over privacy concerns. They were seeking personal information on voters around the country. President trump informed the commission after alleging he lost the popular vote to Hillary Clinton because of millions of illegally cast ballots. A spokesperson for the white house says the president decided to dissolve the Commission Rather than engage in endless legal battles at taxpayer expense. President trump tweeted about the commission on voter fraud saying that it was mostly democratic states that refused to hand over data from the 2016 election and that is because they know that many people are voting illegally. The system is rigged and we must go to voter id. The battle between California Lawmakers and the Trump Administration over chang century cities is getting personal. Acting ice director thomas homan is upset with governor jerry brown for not supporting much of the work of federal immigration authorities. California never officially declared itself a sanctuary state and the legislation has been called the california values act which amounts to the same thing. A state senator has agreed to take a leave of absence during an investigation into inappropriate behavior. Several female staffers accused state senator tony mendoza of sexual misconduct. One of the women said she and two others were fired for reporting the behavior. Mendoza is now on leave with pay. The senate hired outside lawyers to investigate the claims. State lawmakers are considering a bill that would require hotels to provide housekeepers with a panic button that they could use to call for help. Housekeepers in chicago and seattle have been issued panic buttons. The devices call for help. A survey showed have of them said they had been sexually harassed by guests. Legislation being passed would make california the first state to provide employees with panic buttons. The California Law would impose a threeyear ban on any guest accused of violence or sexual harassment. Here is a story, a man impersonating a Police Officer was quickly captured in San Joaquin Valley after pulling over the wrong car. It happened new years day. This man, Brandon Freeman activated a red light on his car and try to pull someone over , but that someone was an off duty Police Sergeant. The sergeant kept driving and arranged for marked police cars to stop freeman. This crashes northbound 101 before the Robin Williams tunnel. There is an overturned vehicle and traffic is slow going from vista point driving northbound into marin county southbound traffic is not affected but actually look at the road sensors. Southbound traffic, look at how slow on southbound 101. Both directions are affected but the accident is northbound. Lets talk about the bay bridge it is light with no lanes slowing in San Francisco. 880 slowing northbound and southbound with no problems in San Francisco and northbound 101 is light. Traffic on 880 is not bad into the Silicon Valley. Lets bring in Steve Paulson with your forecast. Good morning everybody. We will do a little evolution of the big noreaster. Our friend chloe in clearlake said i cant believe that, 70 degree water but that is by the bahamas. The water temperature off of miami is 76. 75 in the keys which is pretty warm. That is the atlantic current and then extremely cold dry air coming down from the north. So what happens is you take this little system coming from the gulf and what happens is you drive this board to city maximum. It is a little spin in the atmosphere and watch how that comes in behind it. The cold air goes over the warm atlantic current and it develops rapidly. The pressure starts to drop. I saw 29. 21 at montauk which is the lowest so far. There goes the system and it is now moving up the coast. There are blizzard warnings all up and down the coast. The good news is that it is moving pretty quick but it is taking a consistent track with the models. They had it leading to the west more so than it really is. The wind has been howling gusting up to 70 Miles Per Hour. Behind that there is extremely cold air coming and in fact the 50 in miami, i think jacksonville was 33 with reports of frozen pipes in florida this morning. That is hard to believe. So, california back home over one inch. Foster city, san carlos, san mateo with good rain. Piedmont and Oakland Hills with good rain. Concord and walnut creek as well as union city at 1 2 inch. Fremont as well and rossmoor with very good rain. Cupertino, blackhawk and then it starts to fizzle. Santa rosa. 19, napa and San Francisco. 09. Mount diablo. 83, menlo park 3 4, oakley and brentwood even at 1 2 inch. The system is done with two inches of new snow at kirkwood in the higher elevations. There is only a little bit left now with light drizzle in San Francisco and the san mateo coast with a little bit holding on in lake county. 50s for most of us with 40s for some. Not a cold system but there is a little bit of green turning to white over kirkwood giving them two inches. The next big system is on track for tuesday with projections of 2 to 3 inches. 60s on the temps very mild with some breaks getting near 70 for some in the Santa Clara Valley or santa cruz. Did you feel the earthquake in the north bay . I did feel it, it was a nice gentle jolt. I am always curious where it is located. So i am waiting for the first few minutes because i know if i felt a it and it was near the home it was okay. The earthquake was in fact centered in berkeley. This map shows you where it hit in the Berkeley Hills but people all over the bay area felt it. It was on the hayward felt fault. We certainly felt it here in the newsroom. There were so many calls from people as far north as cotati and as far south as gilroy. Allie rasmus has been talking with many people who felt the earthquake in berkeley and we are joined live with their stories. Reporter we have had no problem getting people to tell us what they experienced this morning when the earthquake hit. As you mentioned it was centered in the Berkeley Hills less than one mile from where we are. We are located in ashby currently. We spoke with the owner of this donut shop and we have been people talking to people all morning long. People were up and awake getting their day ready when the earthquake hit. The owner described it as a strong jolt. This is what he had to say. You know, it was like somebody knocked me back a little bit. I realized this is an earthquake. I felt it really moving. It felt like a really strong jolt and it shifted for like five seconds. I was just thinking the apartment might come down. It woke me up. It was a sudden jolt. It definitely woke me up. I have been dealing with this my whole life. You get used to them a little bit. Reporter a range of reactions to this earthquake. Some people afraid that their ceiling was going to cave in but there are no reports of damage or injuries. Others have said it is just another morning waking up in earthquake country. It is a good reminder even though there were no injuries or damage because of this, it is a good reminder to have your earthquake kit ready and to have your emergency plan in place. Allie rasmus, thank you. Bart reported no damage to any train tracks after the earthquake but the first trains out of the gate were delayed as conductors moved slowly down the tracks for precautions. The crews inspected the tracks before the system opened and did not find any damage. There was a 20 minute delay systemwide but now things are back on track. This was the scene at San Francisco international where the a Train Service was shut down for a while. The trains were stopped in the terminals as crews inspected the tracks to make sure there was no damage. The runways were inspected and the airport duty manager said there were no problems. Santa cruz almost 1 inch, mount diablo. 83, menlo park 3 4, Castro Valley 2 30 and oakland oakley to brentwood almost 2 3. We did get two inches of new snow in kirkwood. We have had very light rain this morning just a little bit with some south of San Francisco in daly city possibly pacifica along the san mateo coast drifting into marin county. It is amazing i did not see anything over 1 10 of an inch. It was about 1 10 of an inch for most of Sonoma County and napa county into lake county. You will get your system tomorrow. 40s and 50s with the temperature and dew point right close by each other triggering big time fog by the east bay certainly. Most of the rain is about done with 60s on the temps. This man might be talking about the fog. We do have fog on the cameras. Southbound traffic is also affected because of people looking at what is going on. Southbound traffic is slow from the Richardson Bay bridge. That is the richardson not the richmond. This one is in mill valley. Just in case you didnt hear me that is where the slow traffic begins headed south. This is a look at the bay bridge nice and light with a stalled vehicle on the span but that did not really slow down anybody. Northbound 880 is a light and so is 101 in San Francisco. All of the traffic in the Silicon Valley is light as well. Lets get back to the desk. The northeast experiencing strong gusty wind with one foot of new snow. San Francisco InternationalOfficials Say that 52 flights have been canceled. 36 delayed and most of the cancellations are from jfk and newark, new jersey. Oakland police are investigating a shooting from last night outside of the west oakland bart station that left one man dead and another injured. It happened at 4 40 1 pm on seventh and chester street right outside of the west oakland bart station. Two men got into an argument and one of them shot the other in the leg. That is reportedly when the Police Officer ran to the scene and also fired shots. Both men were taken to the hospital and one of them later died. It is not clear who fired the fatal shot. A former white house strategist, steve bannon with startling accusations about the Trump Campaign. As well as a furious response from the president. The federal government plans to end a policy that allowed Legal Marijuana laws to expand, Jeff Sessions the attorney general will announce he is resending the policy from the Obama Administration that paved the way for legalized marijuana in california. The policy from the Obama Administration was to not stand in the way of states that legalize marijuana as long as officials kept it out of the hands of criminal gangs and children. Sessions reportedly will allow federal prosecutors to decide how aggressively they will enforce federal marijuana laws. The white house is threatening with imminent legal action against the president s former chief strategist steve bannon after some bombshell disclosures in a book about the Trump Administration. Steve bannon needs to simmer down, that is the thrust of this letter from the lawyer of donald trump. A new report on the flu shows 36 states including file california have had increases in flu issues. Widespread flu activity was reported the week before christmas. 5 of patients visiting doctors reported flulike illness is between the 17th and 23rd which is double the number from last year. The cdc also reports nationwide 12 children have died due to the flu this season and there have been almost 2500 hospitalizations. Experts say that this year the flu vaccine is only 10 effective. Because of the severity of the flu season this year one hospital in santa cruz is not taking any chances. The Dominican Hospital is in preventing Visitor Restrictions to limit exposure. Southbound 101 as you head down to the tunnel, you will see a slowdown because of an accident on the other side of the road. Otherwise, it has been a nice easy commute with the bay bridge light as we dont have a lot of traffic. There is a light commute going on as traffic continues to look pretty good as you drive on the san mateo bridge. It is a mix of sun and clouds with those traffic pictures. Not a lot going on with the bridges but i do want to mention on san jose at north first and east broke off there is a pedestrian who was hit and killed by two cars according to San Jose Police just after 530. San jose Police SergeantHenrique Garcia did confirm that drivers of the vehicles stopped at the scene and are cooperating. Avoid the area of north first street for now. 8 17, lets bring in Steve Paulson. We had rain yesterday and overnight some very good rape along the san mateo coast and santa cruz. The forecast models are speeding up the timing of our next system for monday night into tuesday. That will be the best front of the season. Get ready but until then we have another system tomorrow. Finding air pollution hotspots. The technology that is being placed on cars and will be used in three bay area cities. A pleasanton Police Officer is recovering from serious injuries after he was hit by a car. A burglary was reported last night and when officers arrived the man sped out of the driveway but was spotted by another officer. The officer got out of his car to stop him but the driver hit him with his vehicle and then took off. The man was a new gray honda accord with a front dealer license plate and uber sticker on the upper driverside windshield. Police are asking anyone with information to give them a call. A fresno state paternity is under investigation after the death of a pledge. A man was found unconscious in the front yard of the house and people in the area did not help. He was later rushed to the hospital where he was pronounced dead. The student was studying neuroscience at the college. The incident is under investigation. Parents at Harker Middle School are in shock after a student teacher was sexually assaulted in a classroom. Surveillance cameras give us a look at the man who is suspected of attacking the teacher. The woman that was assaulted is a teacher who had come to prepare her classroom for the first day back after winter break. Since the attack police have assigned officers to the school and they have started patrolling the surrounding neighborhood. Administrators say that they are cooperating with authorities. Until the perpetrator is caught Police Presence is a comfort for parents. Class will be back in session at san jose state following a power outage yesterday. The power was knocked out yesterday morning prompting the school to send home teachers and students. The outage was caused by a squirrel. The mens best ball team had a game against unlv last night. A new study looking at air pollution levels in richmond, san pablo and el cerrito. The cities were chosen for the study because they are located in an area with heavy industry and are along a congested stretch of interstate 80. Air pollution sensors will be mounted on two cars that will drive through the cities during the day over the next year. The agencies that are taking part say the goal is to learn more about patterns of air pollution. Many of you felt the earthquake that shook the bay area overnight. This happened yesterday when the gunfire was finished, one man was left dead and another was left injured. We will tell you what has been said about the investigation. Im mike mibach, we are continuing coverage of the 4. 4 magnitude earthquake that hit the bay area this morning. The epicenter near the Berkeley Hills. The earthquake hit at 2 30 9 pm am. People have been reaching out to us telling us they indeed felt it. Here in the newsroom we had calls from people who felt it as far north as khatami and as far south as gilroy. Earlier this morning we spoke to someone from the usgs about the potential of it an even bigger earthquake. 5 of the time earthquakes are followed by larger earthquakes. There is some probability this is a forthquake and there will be a bigger event. It would not be a big surprise if we had another big hayward earthquake. The last was 1868 and we are near the 150 Year Anniversary so, we know that from geologic excavation the big earthquakes happen about every 150 years. People like me think that a large earthquake is probably the most likely earthquake to occur in the bay area in the near future. So far there has been one aftershock from the earthquake. The mayor of berkeley tweeted this 20 minutes after the earthquake that says in the event of an earthquake while sleeping stay in bed cover your head with a pillow. The berkeley earthquake was 4. 4 near claremont and we will be monitoring damage reports. That was from the mayor of berkeley. Is a good reminder people should have supplies in case a big earthquake should hit. Your preparedness kit, check it today. The cdc suggests a first aid kit, food and water to last you and everyone three days as well as personal medication, pet food included. You should have one kit in your home, one in your car and one at work. Lets take a look at this system. For those of you who follow the barometric pressure, montauk in long island was 29. 11 which is pretty impressive. The water temperature off the bahamas is 78, miami 76, the keys 75 and brutally cold air is coming from the great lakes all the way to the deep south. So what happened, 36 hours ago this is the evolution with a spin in the system this really cold air interacted with the system in the northern florida area and off of Southeast Georgia combining that with the moisture streaming from the warm atlantic that is why we have the Rapid Development of the system. It is moving pretty quickly which is good but there are blizzard warnings up and down the coast. Virginia beach has had one foot of snow. The one thing missing out of all of this will be the really really cold air coming behind the system tomorrow into saturday. There will be some upstate new york areas with windchill at 30 below. This system did pretty well south of the golden gate. On the san mateo coast and the santa cruz coast into the east bay there was really good rain and there is a little bit left flirting with parts of the san mateo coast. Also into marin county but there is not a lot left. The next one will take aim at the north bay later tonight into tomorrow. Very mild conditions as these are midlatitude systems. All of the cold air is bottled up to the east which is why the system is coming underneath. 50s for the temperatures with not much happening in the sierra. Kirkwood got two inches of new snow. The next system look to be coming tuesday and wednesday but now the models are speeding it up bringing in rain by monday night. 60s for the temperatures today. It is 8 33. How was the commute . It has been good for a thursday morning. We did not have a backup this morning that slowed enough to the metering light on the bay bridge. That is huge. Westbound bay bridge traffic is looking good and it has been like this all morning long. Earlier it was raining which may have discouraged some from driving today. Maybe you are working from home if you have the choice. Looking at the commute on 880, the traffic in front of oracle arena is quite light for this time of the morning. San francisco is a little congested but if you drive this every day you wont mind it. The san mateo bridge looking good. You will notice in the traffic pictures we have a mixture of sun and clouds. Silicon valley commute has been pretty good. Now lets get back to the desk. The Investigation Continues into a shooting in oakland involving a bart Police Officer that ended with one man dead. Alex savidge is live near the west oakland bart station for more on what led to the gunfire. Reporter we just got an email from the Oakland Police department which is heading up the investigation. This shooting involved a bart Police Officer who was on duty at the west oakland bart station across the street from us. That officer saw two men struggling with one another here in front of this barber shop and restaurant across the street. According to investigators one of the two men was holding a gun. That Police Officer shot and killed that man. The other men involved in the initial dispute also ended up getting shot and wounded. This all happened yesterday at 4 30 in the afternoon outside of the uppercuts barber shop on seventh street. This is just across the street from the west oakland bart station. We have not received the identities of either of the two men over shot yesterday. Also we do not know the identity of the officer involved. We did talk with a woman in the area at the time and she says she witnessed the initial argument which may have started inside the restaurant here and she saw the bart Police Officer respond. I heard the dispute and when he got shot they came running across the street. Reporter the Police Department for bart is conducting its own investigation as is the Alameda CountyDistrict Attorney office. The main investigation however is being headed up by Oakland Police. Just moments ago we got an update emailed to us from the Oakland Police and in the update we learned it was a bart Police Officer on duty at the west oakland station who ran across the street responding to a struggle and dispute between two men. One of them was armed with a handgun according to investigators. The bart Police Officer opened fire on the man with the handgun and he was left head. The other man left injured but in stable condition. So is this new email confirming it was in fact the Police Officers bullet that killed the man because i know that was in question. Reporter that is the sense that i got in reading the email. Before we came on the air that is what i read and that is my understanding. The bart Police Officer, the investigators have learned the bart Police Officer opened fire shooting and killing the man who was holding the gun. Now it still remains unclear exactly how the second man, the man who survived, how he was hit by gunfire. Whether it was from the gun in the middle of the struggle here on the Street Corner or if he was shot as well. We will be learning more throughout the day, alex savidge thank you. A winter storm dumping snow in the southeast and northeast. The snow started falling just before dawn in the area, a state of emergency has been declared on the maryland eastern shore. Wind gusts are approaching 50 to 60 Miles Per Hour and the storm has already been blamed for two deaths in north carolina. That happened when a pickup truck overturned. Officials at San FranciscoInternational Say that 52 flights arrivals and departures have been canceled. 36 flights have been delayed and most of those cancellations are from jfk, boston, newark as well. The rain is welcomed after a dry december but the rain is comp locating Recovery Efforts in the north bay fire zone. Specifically in coffey park of santa rosa there are concerns about toxic runoff from properties that have yet to be cleared. One homeowner was trying to keep the fiberglass remains of his boat from going into a storm drain. The crews cleaning up the property will continue to work even in the rain because there is so much work to do to get those sites ready. A new report from the chronicle says pg e found damaged Electrical Equipment at or near the suspected startings point of the north bay wildfires. The chronicle reports papers were filed that show the damaged equipment. Pg e reported tree limbs or even an entire tree hit power lines. The fires burned more than 142,000 acres. 44 people were killed and many residents are suing pg e. North bay communities at task of rebuilding may seem overwhelmed. Homeowners are choosing to know sell their burned out lots. In the coffey park neighborhood of santa rosa alone more than one dozen lots are up for sale. Last month one owner put her lot up for sale at 199,000. Some feel that the time and effort that it will take to rebuild might be too much and they would rather take the insurance and other money to relocate. Former San Francisco supervisor Angela Alioto will officially file paperwork to run for the San Francisco mayor. She was one of several people interested in running in the special election in june to fill out the rest of the term. The term will be ending in january 2020. The deadline is tuesday. The City Attorney may also enter the race. He has requested the paperwork as of yesterday. He is a longtime city politician who has held his current job since 2002. Today the acting mayor will join city officials to announce major progress in the citys vision zero goal. The program is aiming to eliminate all traffic related deaths in the city by the year 2024. According to the chronicle those are the lowest ever recorded numbers in the city. There were 20 traffic related deaths in San Francisco last year compared to 30 in 2016 and 31 in 2015. In 2010 there were 24 such deaths. Officials say that Speed Enforcement and reminding pedestrians to stay alert were major contributing factors. New reports of pay disparities in Silicon Valley. The lawsuit against google that alleges women were paid less than their male counterparts. President trump is disbanding his voter Fraud Commission, the panel faced lawsuits in recent months over privacy concerns as the commission sought personal data on voters across the country. President trump formed the commission after alleging he lost the popular vote because of million of illegally cast ballots. The president decided to dissolve the Commission Rather than engage in endless legal battles at taxpayer expense. This morning the president tweeted about the commission and said it was mostly democratic states that refused to hand over data from the 2016 election because they know that many people are voting illegally. The system is raked. Google is being sued by four women who accused the company of paying men more than women to do the same job. The lawsuit is a revised version of an earlier suit and says google asked new hires about their salaries at other jobs which is banned in california. A california state senator has agreed to take a leave of absence during an investigation into inappropriate behavior.
