It has been tough to look at the perfect conditions out there out toward the shoreline because we have had a nice stretch of weather. Does not feel like december out there. Showing you this, some high clouds approaching the pacific northwest, but it is starting out dry, dry this morning but also some patchy fog out there as well. You can see some high clouds trying to work their way into the bay area up in portions of the north bay, up toward marin and sonoma counties. No rainfall associated with that but cold numbers right now. We have 31 degrees in fairfield, santa rosa 35, San Francisco 49 degrees, and santa rosa currently 42. Checking in on some of the fog reports, these numbers moving around quite a bit. You can see near zero visibility right around novato, santa rosa about a mile and so these fog patches will continue to move around in the short term so keep that in mind. Anywhere around the bay area but especially up in the north bay, thats where we typically find dense patches of foggy specially this time of year and that has been the theme this week. Live look outside, once again showing you this, looking out toward the bay bridge and out towards San Francisco, pretty quiet here, not much in the way of wind, no rainfall to be tracking this morning and speaking of this morning, partly cloudy skies, patchy fog, mid30s all the way into the 40s and then into the afternoon hours partly to mostly sunny skies, forecast highs kind of like yesterday, maybe a touch warmer, temperatures this afternoon will be in the 60s out towards santa rosa, livermore 64 and hayward 62 degrees for your thursday afternoon. We will update the fiveday forecast as we wrap up 2017. More on that coming up in a few minutes. 4 33. Sal is off today but im still watching the commute for you. Go to the bay bridge toll plaza, absolutely no problems at this hour. Everything smooth, very little traffic out there. Look at highway 24 in lafayette. The traffic is picking up out there but its moving. We dont see any problems but you can see for yourself a lot of lights, a lot of cars out there, but things still smooth at this hour. Time 4 33. Police in union city want your help, to find a man who went missing for the second time in three days. His name is eric aiken. First reported missing on tuesday morning. On wednesday afternoon they said they found him. Late last night they put out another missing report on him saying he was last seen leaving the santa rita jail in dublin. Aiken is considered at risk. He has problems with perception, memory and depression. Now, you see his photo. Hes about 35 years old, 6 feet tall, 160 pounds, short, dark, brown hair, blue eyes and he has a beard. If you see him, get in contact with union city police. Time is 4 34. Two Disaster Recovery centers that opened in Sonoma County after the north bay wildfires will officially close after today. The centers are at the Hannah Boys Center in sonoma and the press Democrat Building in santa rosa. They will stay open until 6 00 tonight. The centers are run by the Governors Office of Emergency Services and by fema. They have been offering help to fire victims looking to recover since october 8th. The number of people who have been asking for people has been a lot smaller and workers say thats actually a sign new recovery is going better. Fema workers will still be available to answer questions by phone, by mail or email. Time is 4 34. People living in an Apartment Building in San Francisco say that using a mobile App Delivery Service has come with a price because the employee that was supposed to deliver their products is suspected of stealing them instead. The resident of that Apartment Building shared this Surveillance Video from december 11th showing an employee making a delivery and then afterwards he steals at least three packages in front of other doors. It was shocking. It was shocking. And just to see that these delivery people, you know, they are delivering one and picking up five. Now, the sfpd says its inspectors are trying to figure out if that post mates delivery man will be charged with felony burglary, grand theft or petty theft. Post mates released a statement saying they removed that carrier involved from the post mates platform. County tax collectors reaching out to homeowners to make sure they know about their option to pay property taxes before the end of the year. Doing that allows them to avoid a potential drawback from the new tax overhaul plan which takes effect january 1st. The new rules cap state and local Tax Deductions at 10,000, particularly affecting people who write off property taxes. By paying it now, some homeowners may save hundreds, maybe even thousands of dollars. I heard about it on the news, of course and decided that it would be better off to do this than not because its quite possible that it will save me on my taxes. We are not going to be able to claim those, the real estate taxes anymore which is going to hurt a lot of people. Now, Republican Leaders argue that the 10,000 cap is offset by lower tax rates. In a statement the irs says these prepayments may be tax deductible under certain circumstances. If youre thinking about making these prepayments, you should check with the Tax Professional first. Time 4 37. In just a couple of days it will be legal to buy marijuana for Recreational Use here in california. Police and the chp around the state are worried about people who may be driving while high. Ktvus tom vacar tells us about the marijuana detection devices the police will be using in the new year. Reporter the San Francisco police say that one in every four drivers they pull over is stoned, even before legalization. The California Office of Traffic Safety says the drug impaired drivers in fatal accidents have skyrocketed. When drivers in fatal crashes have been tested for the presence of an impairing drug, other than alcohol in their system, back in 2006 it was little over 26 . In 2015 it was over 43 . Not just alcohol alone. Theres always a combination with any other type of drug itself whether a Prescription Drug or cannabis, starting to be an increase on drugs out there and driving. Reporter currently police use traditional field sobriety tests to verify intoxication, for police the problem in court is making sure the person is truly impaired as opposed to simply having thc in their blood at an illegal level. Tch the psycho active ingredient in cannabis can be in your bloodstream for hours or days but doesnt mean youre stoned. It must be measured in the breath by the parts per trillion which means detectors must be incredibly accurate. Thats why several marijuana breathalyzers are coming out on the Law Enforcement markets to find impairment right on the spot. The cannabis marijuana breathalizer is a cutting edge noninvasive drug impairment recognition system. It uses recent consumption of thc. Provide Scientific Evidence to support an officers opinion, thus, resulting in likelihood of conviction in the courts. Reporter oakland physician mike lynn founded hound labs, a company that has developed instantaneous thc breathalyzers. The doctor says the stoned level is normally in a person for a couple of hours right after using and, says dr. Lynn, if its not debtable in your breath, odds are you are not impaired to drive. Everybody is getting behind this notion of a marijuana breathalyzer that can truly differentiate that person who is probably stoned right now versus the person who may just have it in their system. Reporter while many Law Enforcement agencies have yet to acquire the detectors and many detectors are still awaiting certification, rest assured that in the coming days and weeks traditional screening methods will do just fine in catching those abusing cannabis and driving. Tom vacar, ktvu fox 2 news. Time now 4 39. A marijuana business in Mendocino County says the chp illegally seized 2000 pounds of marijuana from two of its employees. Old kye distribution says two of its employees were transporting the marijuana from a cultivator last friday when they were pulled over in ukiah by the chp. The officers told them it was illegal to transport that amount of marijuana until the new laws for Recreational Marijuana take effect on monday. Well, the company says that shouldnt matter because the company is licensed as a medical marijuana dispensary. Old kye is now demanding that the chp return the 1900 pounds of marijuana and drop the charges against its employees. So far the chp is making no comment. Time 4 40. There are a lot of new state laws that will take effect next week when the new year begins. Theres been a lot of talk about the changes with the legalization of Recreational Marijuana. Ktvus Paul Chambers looks at some of those new laws and tell us us tells us what else to expect. Reporter starting january 1st, anyone convicted of a hate crime will not be allowed to own a firearm for 10 years. Anyone who purchases ammunition online or elsewhere must do so through a licensed vendor and pick it up in person. You will have to pay more to the dmv when registering and renewing your vehicle, thats because of the transportation improvement fee which is based on the value of your car and will cost you anywhere from 25 to 175. The fees are to pay for maintenance and roadwork, another part of the state gas tax. Staying with vehicles, drivers of Ride Share Companies like lyft and uber will be required to have a blood alcohol level below. 04. If the driver violates this law, they could face suspension and other penalties. That law goes into effect july 1st on that same day people who ride buses with c bus will be seat belts will be required to wear them. The election. Reporter reform bill passed will take effect. Registered voters will automatically sent a ballot 28 days before an election. Voters then can return it by mail, take it to a dropoff location which will be open four weeks before election day or cast it at a vote center which will replace polling places and be open 10 days ahead of time to take in the ballots. California will officially become a sanctuary state. With the california values act officers cannot inquire about someones immigration status or detain them unless they have been convicted of a major crime. The law will not stand in the way for i. C. E. Agents from doing their own work. Californians who work at businesses with 20 or more employees will now be guaranteed up to 12 weeks of unpaid parental leave. Within the first year of their childs birth, adoption or foster care placement. High School Students will no longer have to take an exit exam to graduate and receive their diploma. First time students enrolling in state Community College will have their first year of fees waived as long as the state sets aside enough money in the budget to do so. Paul chambers, ktvu fox 2 news. Now 4 45. A federal Appeals Court in San Francisco is ordering the e. P. A. To change its standards and limit the amount of lead that children are exposed to. This comes after a 2009 report that found that lead is dangerous to children at lower levels of exposure than first thought and that tougher restrictions are needed. The American Academy of pediatrics says the current rules allow 50 of children in older homes to be exposed to Dangerous Levels of lead. The court ruled that the e. P. A. Has one year to change the rules and the standards. 4 46 is our time. And an Alameda County sheriffs deputy is getting attention for offering to help a homeless man. Ktvus Crime Reporter henry lee says that deputy who is the brother of east bay congressman eric swaldwell says i need somebody to help me out. I have nobody to help me. Reporter mike meyers is 67 years old. Hes homeless. This is why im out here on the street panhandling. Reporter hes disabled and in pain because of a car crash many years ago. Because i no longer have any friends. Reporter every day hes begged for change near this busy freeway onramp in hayward. Every day im more and more alone. Reporter Alameda County sheriffs Deputy Jacob Swalwell had warned mike many times about panhandling. Hey move on, cant do that here. Reporter one day last month, the deputy decided to write him a ticket and asked for his i. D. There was only one problem. Because i didnt have an i. D. , i lost it about 10 years ago. Reporter mike had tried to get a new card himself at the dmv. The law requires you to have i. D. All they gave me was excuses, i couldnt get an i. D. Because i have to have a birth certificate. I never got around to going to get a birth certificate because i know whats going to happen. I got to have a picture i. D. So i kind of gave up on that. Reporter so the deputy took it upon himself to get mike new identification. He needed help. He was down and out on the we will call it the system. Reporter little did they know what the system had in store for both of them. The deputy took mike to the dmv but the amc had no record of mike in their computers. The deputy was then able to find mikes birth certificate but even with that document and information the deputy provided, the dmv still would not issue an i. D. Card. All of a sudden we encounter the same red tape that i went through with him, the police officer. He said to me now do you see what im talking about . Reporter it took a third visit to the dmv and an official letter on sheriffs stationery before mike finally got a california Senior Citizen i. D. Card. Mike and the deputy have now forged a close bond. He turned out to be more of a friend than anybody else i have met in recent years. Reporter the Sheriffs Office says this is not the end of mikes story. With his new i. D. Card they want to help him get off the streets and help land him a new job. Dry weather stretch will continue here in the bay area for today, some patchy fog this morning, chilly out there into the afternoon hours, the eventual temperature range upper 50s all the way to the mid60s for this afternoon. Showing you this, the main storm track heading up to our north, up toward seattle up there, up toward at least approaching portland as well. For us, though, we just have scattered high clouds rolling through portions of the north bay for your thursday morning. Lets check in on some of the current numbers. They are chilly, 30 degrees, they continue to drop in fairfield right now, napa 41, santa rosa mid30s, San Francisco 49, and san jose checking in 42 degrees. Here is a look at our current visibility reports and, boy, they continue to move around quite a bit. You can see the ones that are really jumping out, the low visibilities up in santa rosa here half a mile, down toward novato, down to about a quarter of a mile. So the fog doing its thing and regrouping around portions of the bay area, especially up in the north bay. As we are watching out for pockets of dense fog this morning. Looking out toward the bay bridge, looking out toward San Francisco, looks quiet here. Of course yesterday at this time we had that fog bank developing. It has been a mild weather stretch and looks like no big changes for today and into your friday as this area of High Pressure still does not want to budge and it will be a dry weather pattern as we head into the weekend. Maybe by sunday we will thicken up the cloud cover out there and there is a tiny chance of a sprinkle but the latest forecast model is really backing off on that chance. So here we are as we take this into sunday and into monday, this is new years eve and this particular one just showing you a bunch of zeros into the bay area, keep an eye on that chance maybe as we head toward tuesday and into wednesday of next week. As far as sevenday forecast highs for this afternoon, after the cold start, 50s and 60s out there with San Francisco 61, pacifica 60 and down in the south bay for san jose 64, gilroy 65 degrees. Here is a look ahead, your five day forecast and into the weekend, just a suncloud mix, very quiet weather pattern that will set up, maybe a few extra clouds rolling into the bay area by sunday afternoon into sunday night, as far as the shower threat, theres maybe a sprinkle, but latest model is really not going to bring much at all in terms of rainfall and when you ski the 60s, theres a few neighborhoods in Monterey County could be approaching 80 degrees. Caltrans told us the locations that are most vulnerable to Climate Change including here in the bay area. Caltrans says 100 bridges are one area most at risk, highway 101 near the creek in marin county because of rising sea levels. Caltrans says it could be affected by the middle of the century. Other high risk areas include the anchorages on both ends of the bay bridge and the Richmond San Rafael bridge. 4 55. The spca rescued a colony of bats. They were found by workers at a home in menlo park. They found 83 mexican free tailed bats nesting behind a loose panel of the house. The bats actually fell to the ground while the crew was Power Washing the house. The workers then called the spca. These bats are nocturnal so they were basically sleeping and they were being accidentally disturbed by these workers and the bats started sliding down the side of the house and falling on the ground. So they were asleep. The bats were taken to the spca, they were given oxygen, they were checked out and then they were taken back to their nests unharmed. The homeowner said they are fine with the bats being there because they are good at pollinating flowers and also they eat insects. Time 4 56. Happening today the city of San Francisco is helping people recycle those Christmas Trees. There will be a large wood chipper right in front of Civic Center Plaza where you can drop off Christmas Trees and starting on january 2nd you can leave Christmas Trees on the curbside to be picked up through january 12th.
