A problem to tell you about at westbound 237. Lets go to the maps. This is in the south bay near the milpitas area. There is a threevehicle crash that happened. You can see a lot of backup caused because of that. But solid red line there. The tow trucks are on the scene. Theyre in the process of clearing it out. Residual backup because of it. Going over to 880 northbound and southbound through oakland looks about. 880 north at marine boulevard onramp, there is something in the roadway in one of the left lanes. Be aware of that. The usual crowding that we see for this time of the morning. At the bay bridge toll plaza youre waiting 20 to 25 minutes to get on to the span. Thank you, allie. Just after midnight in washington, d. C. , republicans were able to get their massive tax overhaul through the u. S. Senate. There was a lastminute complication. Doug luzader joins us live from washington where the house will do a revote this morning. Reporter thats right. They did it once yesterday. They will do it again. It gets into senate rules. It didnt meet senate rules. They made changes in it. It requires that it goes back to the house today. This is an unexpected delay. There is every expectation that this will pass the house as it did yesterday. Probably by the same margin. Then it goes on to the white house where theyre already scheduling something of a celebration later this afternoon. Has a bill revote like this happened in the past . This is the first time that i have heard of it. It there is always the ping ponging that goes on between the house and congress. From that standpoint, this doesnt i am peril the passage. When youre dealing with something as big and complicated as tax reform, even making minor changes can set off unintended consequences. It looks like they figured it out and it will in fact pass the house later today. The implications of this are huge as well as the size of this tax reform. Talk about some of the implications. Who might be affected, good and bad. Reporter well, dave, its going to affect just about everyone. This really is a systemic change in the tax system. Corporate tax rates get cut in a big way from 35 all the way down to 21 . That is a permanent reduction. For individuals the story is more complicated. It depends what tax bracket you fall into. Initially it will be a tax cut for most people, the vast majority of people. But some of those tax cuts eventually expire. Theyre not permanent as part of this bill. Thats to make the numbers work out. Thats where democrats have raised a number of objections, saying that ultimately this will be a tax hike on some people. Republicans say no. That a future congress will decide to extend them. That may be true but nothing is certain about it right now. Doug, before you go, give us an idea of when that house revote may take place and when might the white house have the statement or some type of ceremony by the president . Reporter well, it looks like maybe in the next hour or two we could see action on the part of the house. It shouldnt be that complicated for them to take what the Senate Passed last night and move forward with it. And then they have to go through an enrollment process to eventually get this over to the white house to have the president sign it. We dont know when the president will actually sign this into law. It will probably do with a lot of fan fair. In the meantime theyre having a bill ceremony at the white house later today. The time is now 7 05. Here at home, san clemente drive is still closed. Police shot a man who was armed and threatened to kill himself. It happened at 8 20 near san clemente drive close to highway 101. The Central Marin Police Department Says the mans brother called police and said the man was outside of the home, had a gun and was suicidal. When officers arrived, they saw the man with the gun and told him to stop but he ran away. They say he then start today pull a gun started to pull a gun from the front pocket of his sweatshirt and thats when an officer shot the man. He was taken to the hospital. We dont know his condition. The gun has been recovered from the scene. Were learning more about the San Francisco Police Officer who shot and killed himself after being pulled over by richmond police. Antonio was being investigated for allegedly having sex with a girl under the age of 14 in las vegas. Reportedly this happened in 2013. The officer was off duty on monday when a richmond Police Officer pulled him over on a traffic stop in the parking lot of hill top mall near the officers home. Thats when he turned the gun on himself. People in his neighborhood tell us they are surprised and concerned. My mom actually runs a day care here. And my children go here. So, you know, by this happening and seeing all of this commotion last night, it kind of like drove me up a wall. San Francisco Police tell ktvu the nineyear police veteran was being investigated by San Francisco internal affairs for child molestation. He had not been charged with a crime. San jose police say a robbery suspect who was shot monday night by a Security Guard inside of a walgreens store has now died. The Security Guard says he got into a confrontation with the man and shot him. Police say the man had life threatening injuries and was rushed to a hospital where he later died. Investigators have not released his name. They are trying to contact his family. They also say the Security Guard is cooperating with the investigation. The fbi is asking for the publics help in identifying a bank robber that struck at least twice this month. He robbed a Wells Fargo Bank on padre parkway in fremont and a chase bank on El Camino Real in milbrae. He passed a note to a teller in both cases demanding money. He is described as a slender white man, 58. You can see in the pictures his orange facial hair and tattoos on his right hand are fairly distinctive. The time is 7 08. Welcome back to mornings on 2. Now 7 13. The wildfires in Santa Barbara and ventura counties, now the second largest in modern california history. It has burned 420 square miles and destroyed more than a thousand buildings, most of them homes. It is 60 contained thanks to cooler weather and weaker winds. They hope to have the flames completely contained by january 7th. But the forecast today calls for stronger winds again. That could spread burning embers into areas that are not threatened at the moment. Contra costa county authorities are looking for possible connections between several fires in the eastern part of that county. There have been at least two fires this week that are under investigation as possible arson. Investigators say someone set fire to a dumpster that was pushed up against the wall of a florist shop. The flames spread to the shop that has been run by the same family for more than 50 years. Sunday night at antiochs church on the rock, the Church Caught on fire. Homeless people had been living underneath it. I dont know if it was arson. But my suspicion is we have homeless folks who are trying to keep warm. You know, theyre finding places of shelter. And maybe lighting a candle. Fire investigators say they have arrested two Homeless People for fires set along the Railroad Tracks in the county. Blackberry is teaming up with ford. It will expand the operating system. That software is already being used for navigation and rear seat entertainment but moving into the driverless car. Youtube has announced a new global multiyear agreement with universal music group. It comes as youtube looks to expand the subscription business. The ceo says the agreement will allow the company to drive more value to the industry, introduce and support new artists. And deliver an incredible music experience to fans around the world. Universal rep says the deal with youtube will provide its artists with more flexibility and pay while strengthening the managing rights of the music. Facebook has a new facial recognition feature. If you dont like what you see, you can ask the person to take you down or leave yourself untagged. Facebook is adding a service that lets blind people hear who is in the photos. It is looking pretty slow and sluggish this morning. You can see the line of red. 80 westbound at pinole valley road east of the offramp, there is a wooden plank blocking the right lane. That may slow things down there. 37 minutes to get from the carquinez bridge to the macarthur maze. Slow going. No major issues to tell you about. At least thats the good news. It is the usual sluggish traffic getting to the maze and to the toll plaza. Lets take a look at 880 in the northbound and southbound directions going past the coliseum. 880 north at oak street. That is close to the ktvu studios. There is a large cooler blocking one of the middle lanes. Be aware of that. A lot of people are hitting the roads for the holiday. Make sure to secure your load and belongings so we dont have things like coolers out in the middle of the road. 20minute wait to get on to the span. 7 32. Back to the desk. Happening now, santa clara sheriffs deputies are at the location of a Home Invasion in los gatos. Christien kafton is there. Tell us what police are searching for and what the neighbors are saying about this, christien. Reporter yeah. Lets look at banter avenue. Sheriffs investigators say this was a Home Invasion robbery and five suspects are on the run. Investigators tell us that the robbery happened just after 4 00 this morning. An armed group described as four men and one woman all in their 20s broke into a home here near banter and red berry drive. Police are not saying what was taken but one person did require some medical attention. When deputy as arrived here following that robbery. We spoke with one neighbor who police told him few details about the Home Invasion. They just told me there was a home breakin and that the i told him i was concerned about my wife and 95yearold fatherinlaw up there. They said they left the area. Thats all i got. Reporter yeah. That is the last that we have heard from sheriffs deputies as well. That the five suspects, four men, one woman, left the area. We know that investigators were looking for them. We will trying to get a list of who was take own and who was tar taken and who was targeted. And we are trying to figure out how officers are trying to locate the suspects. In the meantime, the most sweeping rewrite of the nations tax laws in more than three decades is this close to being passed by congress. Just after midnight in washington, republicans were able to get the massive tax overhaul through the senate. There was a lastminute complication which means that congress will be back at it this morning. Personal income rates will be lower but the bill retains the same number of tax brackets. It doubles the deductions and scales back the deduction for state and local taxes. Per Child Tax Credit has been doubled to 2,000. And the limit on deductions on interest paid on a home loan will be 750,000. The current limit is 1 million. Corporate taxes are being slashed from 35 down to 21 . This bill will also end Tax Advantages for company thats move overseas. It repeals a requirement in the Affordable Care act that forced people to pay a tax penalty if they didnt buy health insurance. And the tax bill opens the Arctic National wildlife refuge for drilling. Lawmakers up in alaska have been pushing for that for decades. Now, the house will likely pass the bill this morning. President trump is expected to make a statement about this from the white house later today. The berkeley Police Department is having some serious staffing issues and says the high cost of living is mostly to blame. The department is down to 176 officers. The goal is to have 200. Starting pay is 95,000 a year. But the city is having a hard time holding on to its officers because many cant afford to live in berkeley and other departments are paying more. A few months ago, we had to suspend our bike operations, officers on bicycles. As we approach march and looking what our staffing is, pragmatically we will have to suspend our motorcycle officers. The Police Union Says officers are leaving because of the citys failure to support specialized units. In the meantime, the Berkeley City Council voted to continue to let Police Officers use pepper spray for crowd control. Back in september, the City Council Approved an ordinance that let Berkeley Police use pepper spray to deal with clashes by extremist groups. But the review commission wanted it repealed because it was worried about the spray causing severe and longLasting Health effects. At its meeting yesterday though, the city Council Voted again to let police use pepper spray. Three suspects are in custody in connection with a shooting of a man yesterday in morgan hill. It happened about noon time near east main avenue and el toro elementary. Morgan Hill Police Say the victim was shot in the chest. He is expected to survive. The suspects were taken into custody a short time later. Police say a gun was also found. Investigators say they believe the shooting was not a random act. The time is 7 36. The city of San Francisco being sued in connection with a Deadly Police shooting earlier this month. Civil rights attorney john baris is representing the family of oneil. He was unarmed december 1st when he jumped out of a stolen state lottery van and was shot and killed by a rookie Police Officer. He had only been on active duty four days. The body camera video that youre looking at shows that he and his Field Training officer were in their patrol car when oneil ran past the passenger side. The officer shot him through the patrol car window, hitting him in the neck. It is most shocking that a that the shooting occurred from inside of the car. When the officers were both the Training Officer as well were in a position of safety. The lawsuit claims that the officer did not give any warnings or commands before using deadly force. Police say oneil shoved a state lottery worker to the ground, grabbed her keys and then drove off with the lottery van. The former archbishop of boston has died in rome at the age of 86. Law was the after shall bishop from 1984 until he resigned in 2002 over accusations of covering up priest sex abuse. He was named in hundreds of lawsuits, claiming that he failed to protect children from pedophile priests. After leaving boston, he took a post at the vatican where he worked until 2011. Critics say he was essentially rewarded with the post instead of facing punishment. He died after a long illness. The investigation into the deadly Train Derailment in Washington State earlier this week is focusing on the possibility that the engineer was distracted as the train was going too fast heading into a curve. The ntsb investigators say a conductor in training was in the cab with the engineer when the derailment happened. It is a common practice but Safety Experts say it can also be a distracts for the engineer. All of the train crew members are hospitalized. They have had alcohol and drug tests. It shows that the trains brakes were activated by an automated braking system, not the engineer. Were hearing at least one american was among the 12 People Killed in mexico after a bus carrying Cruise Ship Passengers overturned. It happened on the yucatan peninsula south of cancun. The bus was carrying passengers from two Royal Caribbean cruise ship thats were on an excursion to tour the mayan ruins. At least 18 other people were hurt. The passengers were from two of the ships, the celebrity equinox and serenade of the sea. Still no word on the cause of the crash. Happening today, there will be a new appeal to solve a deadly hit and run crash that happened on the peninsula a year ago. Carly flynn was hit as she was walking in the crosswalk from the bay hills shopping center. A white suv hit her steps away from the curb at san bruno avenue and cherry avenue. Officers say they have exhausted all the leads they have and need help from the public or for the driver to step forward. Yesterday marked one year since flynns death. Our time is now 7 40. We told you earlier about westbound 237 just east of matilda. That is still causing sluggishness up there. Westbound 280, another problem where 280 intersects at 101. Actually this one is westbound central expressway east of de la cruz. If you get just west of that, 280 in this part of san jose in both directions moving along pretty nicely. No problems there to report. San mateo bridge, once you get on the bridge, it is moving. It is a little sluggish. There is a report that just came in east of the toll plaza here at the san mateo bridge, there is a twovehicle collision. Both vehicles have now been moved to the right hand shoulder. Did i ducks for interest paid on a home loan will be limited to loans up to 750,000. The current limit is a million dollars. Corporate taxes are being slashed from 35 down to 21 . The bill will end Tax Advantages for companies that move overseas and repeals the requirement in the Affordable Care act that charges a penalty if they dont buy health insurance. It opens up the wildlife refuge for oil drilling. I want to get to a developing story we have been following this morning. A Home Invasion robbery early this morning in los gatos. Sheriffs deputies are still at the scene of a home near banter avenue and red berry drive. Theres a map. Thats where ktvus Christien Kafton is this morning with the latest on who police are looking for and what neighbors are now saying in the neighborhood. Christien. Reporter yeah. Lets tell you first off and give you a live look so you get a sense of what is going on out here. Santa clara sheriffs deputies still have traffic going towards red berry closed off at this hour while they continue this investigation. Sheriffs investigators say this was a Home Invasion robbery. And we are working right now to see if police have any of those suspects in custody at this hour. Now, investigators tell us this robbery happened just after 4 00 this morning. An armed group described as four men and one woman in their 20s broke into a home near panter and red berry drive. At this point, police are not saying what was taken but one person here, one of the residents did require medical attention when deputies arrived following the robbery. We spoke with one neighbor who say police told him few details about the Home Invasion and also tells us that this is the first time that he knows that Something Like this has happened. Its rare. Yeah. I mean, theres little break ins around somewhere. But rarely in this area. Reporter now, at this time, investigators not releasing a vehicle description or talking about why the robbers may have targeted this home. Again, coming back to the live picture, you can see some vehicle activity here. These are residents who live beyond the police tape here inside the area that officers have been trying to close off. So these people are being allowed out. At this point were not being allowed to see the home in question. Were hoping in the next half hour or hour that we will be able to get access to continue on up banter to the scene where it unfolded. We are hoping to learn more from sheriffs deputies as the morning progresses, including a better description of any suspects in the case and if any of the suspects may have been apprehended at this point. San clemente drive in corte madera is close this had morning as Police Investigate an incident where a man was shot who was armed and was threatening to kill himself. You can see the map there. Not far from the Village Shopping Center and highway 101. The Central Marin Police Department Says the mans brother called and said that the man was outside of his home and had a gun and was suicidal. Police say when officers arrived, they saw the man with the gun, told him to stop. But he ran off. They say he then started to pull a gun from the front pocket of his sweatshirt. And thats when an officer opened fire. The man was taken to the hospital. We do not know his condition at this point. The mans gun was recovered from the scene. Now to the south bay where new this morning, police in san jose have swarmed a neighborhood to crack down on a recent outbreak of carjackings and took one juvenile into custody. This came after a sudden increase in carjacking and Armed Robbery cases. Police served the warrant overnight. Officers say since november, they have made arrests in connection with some of those cases. Most of the suspects are teenagers. One person arrested is just 11 years old. All right. 8 15 is the time. Calls for change following the Train Derailment near seattle, washington. More on the Safety System that could be headed to the bay area as early as next year. Also a busy travel week for people across the bay area. What you need to know if youre getting ready to hit the road or take to the skies. The time is 8 12. The investigation of a deadly Train Derailment in Washington State this week is now focusing on the possibility that the engineer was distracted as the train was going too fast as it headed into a curve. The National Transportation safety board says the conductor in training was in the cab with the engineer when the derailment happened. It is a common practice but it can also be a distracts for the engineer. All of the train crew members remain hospitalized. They have not been interviewed but had drug and alcohol tests. Early results of the investigation show that the trains brakes were activated by an automatic braking system, not the engineer. The system that could have prevented the derailment is on the way to the bay area next year. The ultimate corridor express will test it next summer. Ace is one of three operators required to use positive train control. Cal train expects to have the plan in place early next year to finish testing the system. That accident is also being cleared. You can see from the red on the map that it has left lingering slow traffic in the area because of it. Taking a look at the san mateo bridge. You can see brake lights there. Traffic is moving. Just east of here, we have a twovehicle collision east of the toll plaza. Vehicles have been moved off to the right hand shoulder. Be aware as approach the bridge there may be slowing because of it. Northbound 880 at the coliseum all the way to downtown oakland there is slowing. District court in San Francisco will hear arguments today on a lawsuit filed by Santa Clara County and the labor union against the trump administrations repeal of the daca program. The union filed a joint lawsuit after President Trump said the daca program would end in march of 2018. Westbound 84 before the dumbarton bridge at thorton, there is a tow truck on the way to the scene there to take care of the crash there. The san mateo bridge is clearing up. Once you get on to the bridge, a lot less traffic and fewer brake lights this morning as people head over the peninsula. 880 northbound is clearing up a little bit past the coliseum. As you head into downtown oakland. Just the usual traffic heading towards the macarthur maze. Lets show you the bay bridge toll plaza. Also slow in the fast track lanes. If youre driving in the cash lanes, not too much traffic there. And the carpool lanes, traffic is moving along nicely. No problems to tell but there. Back here at home the berkeley Police Department is facing a Staffing Shortage and says the high cost of housing is mostly to blame. The department is down to 176 officers. The goal is to have 200. Starting pay is 95,000 a year. Many officers make almost 100,000 with overtime. But the city is having a hard time holding on to the officers because many cannot afford to live in berkeley and other Police Departments are paying more. A few months ago we had to suspect pend the bike operations, officers on bicycles. As we approach march, we will probably have to suspend our motorcycle officers. Now, the Police Union Says officers are leaving because of the citys failure to support specialized units. The Berkeley City Council also vote today continue to let Police Officers use pepper spray for crowd control. In september, the City Council Approved an ordinance that let Berkeley Police use pepper spray to deal with several violent crashes by extremist groups. But the council was concerned that the spray could have severe and long Lasting Health effects. But the city Council Voted to allow police to continue to use the spray. We are learning more about the San Francisco Police Officer that shot and killed himself after being pulled over by richmond police. He was being investigated for allegedly having sex with a girl under the age of 14 in las vegas. Reportedly this happened in 2013. The officer was off duty on monday when a richmond Police Officer pulled him over on a traffic stop in the parking lot of hill top mall near his home. Thats when he turned his gun on himself. Police in his neighborhood say neighbors say they are surprised and concerned. My mom actually runs a day care here. And my children go here. So, you know, by this happening and seeing all of this commotion last night, it kind of like drove me up a wall. San Francisco Police tell ktvu the nineyear police veteran was also being investigated by San Francisco internal affairs for alleged child molestation. He had not been charged with a crime. We are also learning now gasia. Eight miles per hours are among the 12 People Killed on a bus that tripped over. Reporter a day long trip by passengers, the bus flipped over 30 minutes into the drive, killing at least a dozen people, including americans with many more injured. The injured are being looked at at two hospitals at this time. They have been moved for medical attention. Reporter it is not clear what caused the crash but the bus ended up on its side, pushed up against trees off of the twolane road it was traveling on. There were no other vehicles involved in the crash. Mexicos Civil Defense agency is now investigating. A u. S. Embassy spokesman in mexico city says Embassy Officials are on the scene and providing assistance to the injured americans. The bus was carrying 31 people when it crashed. Nearly all were passengers on two Royal Caribbean cruise ships. Theyre both 7night caribbean cruises based here in the port of miami and ft. Lauderdales everglades. 27 of the passengers were from the ships and credit Royal Caribbean with a Quick Response and taking responsibility for their passengers. The company is taking care of all of the expenses and all of the legal and Economic Issues derived from the accident.
