Then, came word from the senate that the bill contained at least three provisions that violated senate rules. A revote in the house is scheduled for wednesday. For all those millions of men and women in america living paycheck to paycheck, struggling to get ahead, help is on the way. Reporter but democrats, including our own representatives in california called the bill a middleclass tax scam that favors the rich. This is the worst bill to ever come to the floor of the house. With stiff competition for what some tried to do, the worst bill in history. 2 million in california stand to lose their state and local deductions if the republicans succeed. This is truly a slap in the face of the American People. Reporter dozens of House Republicans voted against the bill including two from california who said that the bill would raise taxes on their constituents. By virtue of the democrats block voting against, that is going to be one of their key issues. You know, the president and his people in congress did not do the American People he could turn here. At least 18 others were injured including seven americans, and two people from sweden. Still no word on what caused that bus to overturn and crash. Now to the amtrak crash in washington state. Investigators are looking at the train speed, reportedly 80 miles an hour in a 30 mile zone. Reporter the event data recorder, or blackbox, has started to provide the first clues as to what possibly caused amtrak train 501 to go off the tracks. As damaged cars are removed, federal investigators are looking into a variety of factors, including why the train was going more than double the speed limit for that area. They will be looking at operations, the track itself, the mechanics of the train, survival factors, human performance. Reporter the team will interview the conductor and other crewmembers who were on the trip from seattle. It was the inaugural day for the route, and they were on the bypass tracks from where they used to go around the water. But when we go to check out books, there is no librarian. Reporter for many children, libraries are a safe place, the only place where words come alive. I started reading, and after that i fell in love with books. Reporter without libraries i just stay in my house playing games. And i never experienced the books. Reporter california has the worst librarian to student ratio in the country. Oakland Public Schools have it even worse. District documents reveal at the high school level, 80 of School Libraries are closed. Across the board, at least 30 of oakland unified School Libraries are closed. Think the number is way higher. I would think most schools do not have a functioning open library like you see here. I think the majority of schools do not. Reporter she is the principal at youth impact academy. Students are not going to read unless they have access to text. Reporter volunteers keep some libraries afloat but even others are at a level not the district which is the district is not proud of. Reporter are you okay with this number of closures . Im not. I dont think anybody else in leadership would say they are satisfied with that number. Reporter a stark contrast to the bay areas other Largest School district. At san jose unified, none of its School Libraries are closed. In San Francisco, also none. When 80 of your kids are not reading on grade level, and you dont have access to text, the outcome is not going to change for kids. Kids have to read to get better at reading. Reporter she says it is the district a priority to reopen School Libraries. But, at a recent school board meeting, Board Members approved a 9 million budget cut, and in doing so, they laid off the head librarian. According to several librarians, this is the first time that position has been eliminated in decades. If we dont have her, i dont know whats going to happen. Am i happy about it . Not at all. The current state we are in is just very difficult. Reporter do you see that contradiction, though . Saying that the goal is to reopen libraries, but the cuts are to the head of the library. I absolutely do. Yeah. And, that is the challenge i face as a leader in this situation. I am sometimes forced into decisions that are very contradictory. What i intend and what i believe we should do. Reporter students are addressing the issue themselves. We are part of a club called a Student Library improvement. Reporter knowing they deserve better. In terms of how oakland unified got to this point, the district said among other things, for nearly 1 decade, it was giving schools money for libraries without guidelines on how to use it. That recently changed, and schools are now required to apply for the funding. And, at our website, we created an interactive map showing which schools have libraries that are open and closed. Look for that story on the front page, under the investigates a banner. The Old Sears Building is being bought in downtown oakland. Hoover bought the building in 2015 for a reported 123 million. Hoover was planning on moving their headquarters there, but in march, they changed their mind, and instead, hoover is moving to an Office Building near the warriors planned arena in sentences go.
