This is the worst bill to ever come to the floor of the house with stiff competition from some of the things they tried to do. The worst bill in history. The fight continued on the floor. Nearly two million californians stand to lose their state and local deductions if republicans succeed. This is truly a slap in the face to the american people. Bay area democrats say the bill unfairly harms californians by limiting the deduction for state and local taxes to 10,000 and they say more than 80 of tax breaks will go to the top 1 . We are giving the wealthiest in this country the money and taking it from the poorest. Republicans dispute it will be a windfall for the rich and cheered as the bill passed the house. This is a tax break for those who pay taxes. There are other forms of relief for those who pay no taxes at all. Former chair of the California Republican party says the middle class will get 23 of tax cuts and believes it will lead to economic growth. What you are going to find is a burst of Economic Activity next year. Tax revenues are actually going to rise because the economy is expanding and it will do so much. Revenues will run so high compared to estimates that i think in 2019 youll get another round of tax reform this time concentrating on the personal side. The lie bryan harsin is one of the most libraries is one of the most essential parts of school because we go to check out books every day. Theres no librarian there and we cant check out books. For many children, like edgar, lie bryan harsin are a safe place libraries are a safe place, the only place where words come alive. I started reading them and after that i fell in love with books. And without libraries i just stayed in my house playing games so then i never experienced books. California has the worst librarian to student ratio in the country. Oakland Public Schools have it worse. At the High School Level 80 of School Libraries are closed. Across the board, at least 30 of oakland unified School Libraries are closed. I think that the number is way higher. I would say most schools do not have a functioning open library as you saw here. I would say the majority of schools do not. Shes the principal at the academy. Students are not going to read unless they have access to text. Parents and volunteers keep some of the libraries afloat. Others are not at the level even the district is proud of. This number here, 1 3 of the school lie libraries closed, libraries closed, are you ok with that . No. I dont think anybody in leadership or at sites would say theyre satisfied with that number. A stack of contrast to the bay area other two Largest School districts. At san jose unified, none of its School Libraries are closed. In San Francisco, also none. When 80 of your kids are not reading on grade level, and you dont have access to text, the outcome is not going to change for kids. Kids have to read to get better at reading. Its the district ace priority to reopen districts priority to reopen. At a recent school board meeting, Board Members approved a 9 million budget cut and in doing so led off the head librarian. According to several librarians, that is the first time that position has been eliminated in decades. If we dont have her, i dont know whats going to happen. Am i happy about it . Not at all. The current state that we are in is as a result of just very difficult funding decisions. Do you see that contradiction though saying that the goal is to reopen libraries, but the cuts are to the head of the library . I absolutely do, yeah. Thats the challenge i face as a leader in this situation that i am sometimes forced into decisions that are very contradictory of what i intend and what i believe we should do. Students are addressing the issue themselves. We are part of a club called student improvement. Knowing they deserve better. In terms of how oakland unified got to this point, the districts says among other things for nearly a decade, they were giving individual schools money for libraries without tbiedlines for how to spend guidelines for how to spend it. Theyve changed that and now schools have to apply for the funding and give more information how you are going to spend it and go towards the direction of opening these libraries. If the libraries are closed, is the door just locked but all the books are still in there . It depends school to school. In a lot of places, the doors are open and theres books and you cant check them out. You cant check them out because there is no librarian. It is different definition of a functioning library, but a lot are not at the standards the schools want them to be at. Thats a shame theyre there and the kids cant have access to them. They retrieved the two black boxes from the train that crashed yesterday morning and determined quickly that train was going way too fast. Crews removing the amtrak train which derailed monday morning here in Washington State, the train falling off an overpass sending cars on to the highway below. A total of 13 coming off the tracks in the deadly crash. This is very careful, delicate operation. Weve got weather in the area today, wind and rain. That can complicate these big moves with these cranes were doing. The tragedy happened on the trains inaugural journey on a new by pass route. 85 passengers and crew on board at the time. Federal Officials Say the eventdata recorder in the rear locomotive shows it was traveling at 80 Miles Per Hour, 50 Miles Per Hour over the speed limit at that location. Once we get it removed from the scene, ntsb who is taken over as the primary for the investigation of this will be able to conduct an investigation to document everything that occurred in those cars. We do know that positive Train Control Technology which can automatically slow a speeding train was not in use on this part of the tracks. Back here on the scene, crews have been working around the clock to try to reopen all the southbound lanes of i5 that have been closed down since yesterday morning. Of the 14 cars that were on the tracks, 12 cars and two engines, 13 left the tracks and many of them went down an embankment over the tressel down on to the highway. Crews have been working to remove all those cars and put them on flatbed trucks and get them out here. We still have a few to go, so this stretch of highway will be closed down for at least another couple of days. Frank . Its hard to imagine, dan, the train was traveling more than 50 Miles Per Hour above the speed limit there at that particular junction. Do we know anything more about the three people that were killed . We do. We found out the names of two of them. One is still unknown, but the two that we now know their names, one was a county worker who worked in transportation. Both of them belonged to a rider association. They were advocates for train travel. Its ironic and sad they wanted to be on this inaugural trip and live for moments like that and were killed on the inaugural journey.
