That would be san pablo avenue. Closed just south of ashby avenue this morning. Thats because police there in berkeley are investigating a crash involving a pedestrian. A woman was hit by a car. A woman walking along the street was hit by a car there. So they have both directions of san pablo shut down just south of ashby avenue for this investigation. We will keep an eye on it and let you know when the streets in the area do reopen after that investigation. We will move on here and go south from there. And show you a live look at interstate 880. And traffic is still surprisingly enough moving along quite nicely in both directions past oracle arena this morning. Gasia, back over to you. Thank you, alex. A San Francisco Police Officer took his own life in the parking lot of an east bay Shopping Mall after being stopped by an officer from another department. San Francisco Police say the officer was the target of an investigation. Allie rasmus is here now. So tell us what we know. Good morning. Reporter well, good morning. According to San Francisco police, this was a nineyear veteran of the sfpd and also the subject of an investigation involving multiple jurisdictions but sfpd would not elaborate what he was being investigated for. He was a resident of richmond. Around 1 30 yesterday afternoon, Richmond Police pulled him over in front of the jc penney in the parking lot. After pulling over the vehicle, the officer heard a gunshot from inside of the car. He quickly retreated back to the police car and waited for help. Once help arrived, they werent able to see the interior of the car. Because the car had window tint all throughout the vehicle. It was difficult to see inside. So they ended up using bean bag ammunition to break the glass. Reporter and at that point, when Richmond Police approached the vehicle, they discovered that the driver, the man inside that sfpd officer, had died from his injuries. Even though Richmond Police never fired their weapons and it is apparent that the Police Officer shot himself, police are still investigating the circumstances surrounding this. They recovered a handgun within the officers car. The Contra Costa County d. A. s office is investigating as well. We are waiting for more information to learn what this sfpd officer, a nineyear veteran of the force, was being investigated for when he took his own life. Back to you guys. Thank you, allie. Federal investigators say excessive speed was one factor in the derailment of the train up in Washington State. At least three died, many more were hurt when the train came off of the tracks in the town of dupont. Many ended up on interstate 5 and others flipped over along the embankment on the freeway. Witnesses quickly jumped out of the cars to help the train passengers. So the trains, a lot of them were tipped over on their side. Some of them the roof had been ripped off or collapsed in. So first two trains that went through, fine. We just walked in. Second train, the wall had collapsed in. We had to actually belly crawl through whatever was there, glass, rebar, whatever was there. Made it through. And it i dont know. It is dark and eerie because there was some deceased people. So i dont know. It was like it sort of felt like war. Wow. There is still confusion over how many people died and how many are hurt. Authorities are still in the early phase of the investigation. It may be months before a final report is issued. In the meantime the nearby city of lakewood tried to stop the train line where the deadly train crash happened. A judge rejected the arguments and the project was allowed to move forward. Today some local Officials Say the idea of a train derailing was never raised. Amtrak operates all over the country, as you know. That includes several routes right here in california. That includes the capital corridor trains that run several days between the Silicon Valley and the sacramento area. A lot of people bimonthly commuter passes. Most of the people that we talked to at the Jack London Square in oakland say they feel safe on amtrak. Ive been riding it for 14 years. Nothing like that has happened. I dont feel anxious about that. You have to think about it. It has to be in the back of your mind all the time when youre traveling anywhere nowadays. The train is safer than driving to work or other means of transportation. Federal investigators looking into a crash last night involving an amtrak train and a semitruck in texas. Union pacific that owns the train tracks says it happened in san marcos. There were 150 passengers on the train going from chicago to san antonio when it hit the truck. A preliminary report from amtrak says no one was hurt. San Marcos Police are investigating. It is possible that the truck became stuck on the train tracks and the driver got out before the collision. It took almost two hours to clear the truck from those tracks. The republican tax overhaul will begin making its way through the house this morning. It is possible the senate could give its final approval early today, perhaps early tomorrow. A woman was hit by a car and taken to the hospital with serious injuries. There is a lot of Police Activity in the area. The intersection remains closed as the Investigation Continues. Tonight the Berkeley City Council will vote on whether to repel a law that allows Police Officers to use pepper spray. The City Council Approved the use of pepper spray by Berkeley Police back in september in response to several violent clashes by extremist groups in the city. But the citys Police Review Commission Says it is concerned that the spray could have, quote, severe and longlasting health effects. Both berkeleys mayor and police chief support the use of pepper spray. The white house took down a website that hosts petitions to the federal government so that website can be revised. And they say it will be back up late last month. The we the people website was launched by president obama in 2011. The white house says all of the existing petitions will be restored when the website is back up. The government is supposed to respond to any petitions that get more than 100,000 signatures. So far, the Trump Administration has not responded to any of them. The white house says it will start responding to the petitions once that website is relaunched. Well, President Trump has removed Climate Change from the list of worldwide threats. Russia and china are identified as rivals in constant competition with the u. S. Just trying to get over to the maze, westbound 80 is backed up solid from about richmond all the way over to the toll plaza itself. Fortunately once you get past the pay gates and on to the span, the bay bridge, the ride across the bay bridge actually looking pretty good getting into San Francisco. Finally we will head south here and show you a live look at the san mateo bridge where there is very slow traffic in the westbound direction just when you get past the toll plaza, its going to be bogged down all the way over to about the highrise. The first thing they found was the black box in the back of the train. Thats how they knew about the 80 Miles Per Hour speed that the train was going, in a 30 Miles Per Hour area. They need to do crew members interviews. 80 people they want to talk to them. What did they feel . Was there in i swaying to the left and right . Did it feel like they hit something . So many questions that they will be asking them as well as eyewitnesses from below. No one was killed on i5 southbound but they certainly saw this train crash. In fact, they jumped from their cars with their emergency kits and helped patch up the people who were kicks through windows, prying open doors, trying to get to safety. Caroline, this crash has reopened the debate over automatic speed governors on trains. Is that being talked about there where you are . Reporter absolutely. The ntsb has been hitting this one for years. The technology has actually been out there for 45 years, gasia. Since 2015, thats when it was supposed to be made federally mandated. Congress put it in place. The railroads pushed back. This will be 22 billion over 20 years. We simply cannot afford it. They pushed it back a couple years. Now it is supposed to be implemented in 2018. The ntsb after an enormous crash in 2015 says it could have been prevented if we had one of the speed governors. Were going to be in the same spot. Fatalities were caused because the speed indicator was not in place. Was that the case here . It is too soon to tell but it is one of the questions that theyre asking this morning. There is confusion about how many people died and were hurt. Can you give light on that . Reporter you got it, dave. This was a big question yesterday. I think the mistake came out. That number jumped to six in the afternoon, that six people were killed. That was a person who was briefed on the information. Came out yesterday afternoon. It appears that that number was wrong. They rolled back the number to three. Most people were hurt so badly that they were hospitalized. Some are in serious condition, in critical condition. I am afraid to say that we could see the death toll go up. It is certainly too soon to tell. Caroline, i know it was raining hard at the time of the crash early yesterday morning. It may be raining there now. Is there any chance that weather played a factor in this . Reporter thats a great question. Thats one of the things that theyre looking at. Its rainy seattle. A lot of people making that drive trying to get towards the maze. We will show you now a live look at highway 24 where im seeing things ease up just a bit. A lot of people hit the road about an hour ago headed westbound into the walnut creek area. Now things are easing up a bit. You will see a pocket of slowing coming through orinda. Finally in the south bay, this is a live look at the big picture down there. You can see slow traffic northbound 101 leaving downtown san jose and up into the sunnyvale area. Also the chp is working on a crash on westbound 237, right at matilda. An accident involving a motorcycle there. That could potentially slow you down this morning if you are heading into sunnyvale. 7 36 is the time right now. Gasia, back to you. Thank you, alex. After a series of freeway shootings, the chp will get a new tool that may help them from happening in Contra Costa County. Christien kafton, these cameras are aimed at catching the freeway shooters. Reporter thats right. The City Council Unanimously approved the cameras. People around here that we talked to say they like the idea. They should. Especially going through highway 4, theres a lot of theres a lot of shootings. You know. So we should get more cameras, more more Police Presence here. Reporter the system is aimed at providing officers realtime information as shootings occur. By late spring, early summer of next year, the new system should be up and running on interstate 80 and highway 4 here in Contra Costa County. Now, you may well remember that there have been dozens of shootings in the past few years. In all, eight people have been killed. The system will be installed along interstate 80 and highway 4 from Richmond Hercules and all the way to antioch. When a shot is spotted on the freeway, the camera will turn in the direction of the gunfire. And then shot spotter will send an alert to our task force commander. Reporter so as you can tell, theyre looking at an integrated system involving lots of different systems. The project received 3 and a half Million Dollars from the state to get started. Now supporters will be looking at grants to keep the program going. Thank you. Christien. We know the name of a Police Sergeant accused of firing a gun at a hotel over the weekend. We learned that Sergeant Phillip sanchez, a nineyear sanchez is accused of firing numerous shots inside of the hotel 5 00 sunday morning. The sergeant wandered around and spoke of spirits. He later surrendered peacefully. His Attorney Says the sergeant had a Mental Health episode. Sanchez was taken to a hospital to be evaluated and has since posted bail. He is facing four felony charges, including discharging a firearm. I believe the officer is doing okay. Considering what occurred. And were just happy or glad that relieved actually were relieved that no one was hurt in the incident. A former coworker and the sergeants attorney tell ktvu that the incident is out of character for him. He has received awards during his career. He could Face Criminal Charges in San Francisco and disciplinary action by Richmond Police. The time is 7 38. We have an update to a story from san ramon. Four teenagers were arrested on the suspicion of firing flare guns at homes and cars over the weekend. Homeowners gave Surveillance Video to police of some of the incidents. Right there. The four suspects are between 15 and 16 years old. They were booked into Juvenile Hall in martinez for identifying into occupied homes. Investigators also found a car used during the attacks and the 12 flare guns were inside. In the meantime 20 suspicious fires all of them along interstate 680 in san jose during the past week are under investigation. Authorities suspect arson. Almost all of the fires broke out in the corridor along interstate 680. On sunday, a shopping cart was set on fire, right near the capitol offramp. Witnesses saw someone on a bike carrying a torch. Police detained someone but that person was later release. San jose police are investigating a robbery at a walgreens store that ended with a security shooting a man inside of the store. This happened at the walgreens on south first street at santa clara street just before 8 30 last night. Police were called to the store after the guard fired his gun. When they arrived, they found a man on the ground with a potentially life threatening injury. He was taken to the hospital. Theyre not releasing his name or any information about his condition at this time. Police say the Security Guard is cooperating with the investigation. A teacher at a school in the south bay is facing even more allegations of sexual abuse. Coming up at 8 00, what we may find out today when another former student is expected to come forward. As soon as we get it, we will bring it to you. San franciscos Asian Community planning its own tribute thursday night to honor the late mayor ed lee. It will be held at 5 00 p. M. Thursday night at the square in chinatown. In the mean type, the San Francisco medical examiner confirms now that mayor lee died of a heart attack. He collapsed a week ago while shopping at a Safeway Store and later died at San Francisco general hospital. Ed lee was San Franciscos first asianamerican mayor. He was honored on sunday at a public memorial at city hall. His family, friends and colleagues described him as humble and full of integrity. A special election to finish out mayor lees term in office is set for june 5th. Ranting mayor london breed has not announced if she will run for mayor. If she does, she will be following mayor lees footsteps. He was first appointed mayor when mayor newsom game Lieutenant Governor. He went on to win two elections. Crews are at the scene of a two alarm fire. One person has died. This is the scene here. Still active on coventry road near clayton road. There are so many questions, including, number one, how did the fire start. And certainly were working to learn more about the person who died in the fire and perhaps if anyone else was inside of the home that was able to get out safely. It is inching to becoming the biggest fire in modern california history. The record 427 square mile. It is now 50 contained. It could take almost three more weeks to completely contain the flames. Firefighters say today will be a critical day because strong santa ana winds and the sundowner winds are expected to kick up again tomorrow. There could be new aid for the victims of the wildfires, including those in the north bay. Republican leaders in the house unveiled a new 81 billion disaster aid measure. Most of the money would help fire survivors and their families as well as victims of the hurricanes in florida, texas and the caribbean. Some of that would also go to prevent disasters, including flooding from even occurring. The owner of a San Francisco vintage Clothing Store has entered a plea deal for selling the fur of endangered animals. She pleaded no contest and was sentenced to three years probation. Back in march, undercover wardens seized clothing made from endangered animals. Every Single Agency wrote me a positive letter and said im not one of the bad guys here. And if anything, this is just ignorance of the law, change in the law, and unintentional. Crews are at the scene of a home in the 1400 block of coventry road, close to clayton road. One person has died in the fire. We are looking into the circumstances of the fire and anything that we can learn about the victim. We are bringing you the live pictures. It is a congested scene. There is smoke rising from the home. We dont see any active orange flames but the investigation is just beginning as we get more information on this deadly house fire in concord, we will bring it to you throughout the morning. Federal safety investigators say speed was a factor in the deadly Train Derailment in Washington State. At least three people of the 85 on board the train died. Many others were injured. This has been humming northbound overnight. On this side, it is still shut down. We have seen a little bit of movement. The crane moved at least one of the train cars since we have been here over the last hour. They are trying to get i5 back open but they also want to get to the bottom of why the train derailed early yesterday morning. Caroline, can you tell me i see the traffic is flowing on 5. What is the rail corridor situation there in Washington State . Reporter you can see this is thats a great question for the rest of the state. They have the this is a new chunk of it. The rest of it goes by puget sound. The older slower way is still open. This was a reroute around it. That is an old train up there. It had been retrofitted for the heavier trains, the speedier trains. They are not traveling through this chunk of railway right now. I have a couple of questions. One about the train engineer. Has that individual been interviewed by federal investigators . If not, maybe how injured the train engineer is . And that could be a possible reason for the delay in being interviewed. Two, when airplanes crash, we talk about the black box. Has there been a data recorder retrieved from the crash site there . Reporter also great questions. The ntsb when, i interviewed them this morning, as of two hours ago, they had not talked to any crew members. There were five crew members there on board. They hadnt talked to the engineer yet. Big question, was he was he trying to decelerate . Was he accelerating . We know that the speed was 80 Miles Per Hour at the time of impact, when the train derailed. 50 Miles Per Hour faster than the speed limit on the curve. They hadnt talked to him as of two hours ago. I dont know if it is because of injuries or why that had not taken place. I would think that you would ask him questions immediately. There were two black boxes on the train. They were able to get to one in the back of the train on the locomotive that had not derailed. You can see movement behind me as we speak, guys, some of the bigger engines, the bigger trains coming backwards on the southbound lanes. Were not sure where theyre headed out. But as we speak, the black boxes, one has been recovered. Thats where we found out about the speed. The second black box is on the front of the speed. As of this morning, they had not pulled that one out yet. I sat next to the man who is in charm of looking at the data recorders. He said there is much to be learned once he gets his hands on the data and he can learn more on what assed the derailment. Thank de he can more learn on what caused the derailment. Officers investigating a hit and run crash involving a pedestrian. It happened at san pablo avenue and folgers avenues south of ashby. A woman was struck by a car and had to be rushed to the hospital with very serious injuries. Police are now looking for the driver who hit the woman. That person left the scene here. That road we can tell you san pablo avenue, that is, it was reopened after being closed for a number of hours this morning. Both directions of san pablo aof are now back open to traffic. We should also point out that ac transit buses are no longer being detoured through the area. We will move on and show you a live picture of interstate 880 in oakland where traffic is beginning to build. Especially in the northbound direction. This is a shot right next to oracle arena. Slow traffic from this area. Right about hagan burger northbound to 27th avenue or so. Then it frees up into downtown oakland. Here is a live look at the south bay, interstate 280. A San Francisco Police Officer took his own life in the parking lot of an east bay Shopping Mall after being shopped by an officer from another department. San Francisco Police say the officer was the target of an investigation. Sources tell us his name is antonio. Ktvus allie rasmus explain whats we know about what happened. Reporter well, according to San Francisco police, the man was a nineyear veteran of the sfpd. Police also confirm that he was being investigated by multiple jurisdictions. Although San Francisco police would not elaborate on what this officer was being investigated for. However, he was also a resident of richmond, which is why 1 30 in the afternoon yesterday, Richmond Police pulled the man over in front of the jc penney store in the parking lot. After stopping his vehicle, Richmond Police heard a gunshot go off from inside of the car. They were not able to see the interior of the car. The car had window tint all throughout the vehicle. It was difficult to see inside. They ended up using bean bag ammunition to break the glass. Reporter at that point, when Richmond Police approached the vehicle, they were able to see that the man inside had died from a selfinflicted gunshot wound. Even though Richmond Police did not fire their weapons and it appears that the officer shot himself, police are still investigating the circumstances surrounding this. They recovered a handgun within the vehicle. Contra costa County District Attorneys Office is investigating as well. We are waiting for more information about what this man, this sfpd officer, nine year veteran of the force, was being investigated for. The gop tax overhaul will make its way through the house this morning. It is possible that the senate could give its final signoff today or tomorrow. Doug luzader has the story from capitol hill. With a few days to spare, it looks like republicans in congress will meet their christmas deadline to deliver tax reform. The victim was not hurt and the two suspects are still at large. Back in july, a photographer was shot and killed while taking pictures at the twin peaks outlook. A 19yearold and 20yearold man are facing murder charges in that case. Debris was found at the crash scene that came from a black saab. It could be the car that hit and killed the victim. It would be a year 20042007 model years. Damage to the front passenger side and the front bumper and passenger side mirror. R. San franciscos aquatic park will stay closed to swimmers until thursday following two sea lion attacks last week. Two men were bitten while swimming in the bay. One attack happened thursday. The second the very next morning. Marine mammal experts say it is possible that the same sea lion is responsible for both incidents. There is an outbreak of a highly contagious respiratory disease at an east bay high school. They have had more than ten cases of whooping cough. Last year there were 77 cases of whooping cough reported in all of alameda county. Nearly 2,000 reported across our state. It has been fairly rare here in california until 2010. Thats when there were nearly 10,000 cases across the state. Federal investigators remain at the scene of a deadly Train Derailment in Washington State. Investigators are focusing in on a number of factors, including the speed of the train. The Investigation Continues into the Train Derailment in Washington State. Caroline shively is live in dupont, washington near the crash scene to bring us more. Caroline. Reporter hi there, mike and gasia. The ntsb investigators are making some headway. The cause of the crash right now the best theory is excessive speed. Survivors of the crash describing a chaotic scene as the amtrak commuter train careened off of an overpass in pierce county, about 40 miles south of seattle and fell on to a busy highway below. The train just started to it seemed like go off on its side and then and then all of a sudden it went dark and stuff started flying around. Reporter First Responders immediately rushed to the scene, including at least one soldier from a nearby military base, eventually pulling more than 70 people from the wreckage, many seriously wounded and still hospitalized. It was wet, it it was cold. We had downed power lines. Our responders were climbing up and down the hill trying to get to the victim snooze the crash happened during the Maiden Voyage of a new route which amtrak touted as more reliable. The ntsb says they recovered the data recorder there the rear locomotive showing that the train was going 50 Miles Per Hour above the speed limit when it derailed. The preliminary information shows it was going 80 Miles Per Hour. We dont know exactly why that is happening yet. Reporter one of the things that the investigators are battling is the terrible weather. It is just above freezing and driving rain very tough to continue their investigation. Here at home this morning, civil rights Attorney John Burris will hold a News Conference to demand criminal charges be filed against a San Francisco Police Officer who shot and killed a carjacking suspect earlier in month. Police have released body cam video of the incident itself. Thats what were showing you now. The officer who fired the shot had been on the force for four days when he fatally shot 42 yearold oneil following a chase. Police say oneil had shoved a state lottery worker to the ground before he grabbed her keys and stole her minivan. Burris is holding the News Conference this morning in San Francisco. To the south bay where San Jose Police are investigating a robbery at a walgreens store that ended with a Security Guard shooting a man inside of the store. This happened at the walgreens on south first street at santa clara street just before 8 30 last night. Police say they were called to the store after the guard fired his gun. When they arrived, they found a man on the ground with a potentially life threatening injury. Police are not releasing his name or anything about his condition. The Security Guard is cooperating with the investigation. The Highway Patrol will be getting a new tool to help prevent freeway shootings in Contra Costa County. Christien kafton has more from pittsburgh where a plan has been approved to add a network of cameras. Reporter pittsburgh City Council Approved the use of the freeway cameras. It is an idea that people here in pittsburgh like. It is a great idea. Yeah. Why is that . Yeah. It will help stop criminals, you know, from doing bad things, you know, and shooting people. Reporter pittsburghs City Council Unanimously approved the network aimed to provide realtime information as shootings occur. By late spring or early summer of next year, the system should be up and running along interstate 80 and highway 4 in Contra Costa County. As you well may remember, there have been dozens of shootings in the past few years. In all, eight people have been killed. The cameras will be installed all the way to antioch. Im ecstatic that finally we will have tool thats help the chp. It is a deterrent. We cant expect Law Enforcement to be everywhere. But these cameras now will allow the chp and otherrings to agencies to get a picture of what is occurring. Reporter many other communities are participating in this threeyear pilot project. Supporters hope to get grants to keep the project going. In pittsburgh, christien kafton, ktvu fox 2 news. Tonight the Berkeley City Council will vote on whether to repel a law that allows Police Officers to use pepper spray. The City Council Approved the use of pepper spray by Berkeley Police in september in response to several violent clashes by extremist groups in the city. The Police Review Commission Says it is concerned that the spray could have severe and longlasting health effects. Both berkeleys mayor and police chief support allowing officers to use the pepper spray. San franciscos Asian Community is holding a special tribute to the late mayor ed lee. The vigil will be held at 5 00 thursday night in chinatown. Now the San Francisco medical Examiners Office has confirmed that mayor lee died of a heart attack. The 65yearold collapsed at a Safeway Store one week ago and later died at San Francisco general hospital. Mayor lee was the citys first asianamerican mayor and remembered at a public memorial at city hall on sunday. Friends and colleagues described him as humble and full of integrity. A special election to finish out mayor lees term in office is set for june 5th. Acting merlon dan breed has not announced if she will run. If she does, she will follow mayor lees footsteps. He was first appointed to the position when then mayor gavin newsom left to become Lieutenant Governor in 201. Lee went on to win two mayoral elections.
