The dumbarton bridge looks good to the peninsula. In a few hours, and through the weekend, the city of San Francisco will officially say goodbye to the late mayor ed lee. The mayor died early Tuesday Morning from a heart attack. Christien kafton is that San Francisco city hall with how the city plans to honor the mayor. Reporter first, the latest developments out here from city hall. In the last hour, San Francisco police have moved us away from polk street where we were early this morning. They have started moving firetrucks into position. They will hold a banner. Part of the way they were honored the mayor this morning. The mayor will lie in state today. He is scheduled to be brought to city hall in about 45 minutes. The doors to city hall will open at 8 00. Mourners are being asked to gather on the polk street side of city hall to line up for the closed casket viewing. The mayor will lie in state from 8 am until 7 pm. A Memorial Service is set for sunday. At this point family and the city are finalizing details on that Memorial Service. The former mayor willie brown and House Minority leader nancy pelosi are among the leaders expected to pay their respects today and sunday. Many of my colleagues joined me in putting a statement in the congressional record about how proud we are to know him and the joy he was. He always was smiling. A beautiful and loving man. Its heartbreaking. Reporter the mayor will lie in state here at city hall from 8 00 to 7 pm. The Memorial Service is set for 3 00 on sunday. More details will follow. With republicans in congress within reach of passing a major tax reform bill, one republican senator has thrown a roadblock in the way. Here is more on that from washington. [ applause ] reporter at a photo op to highlight his drive to cut regulations and red tape, was asked about marco rubio, the latest senate to tie up the tax reform plan in the senate. I think we will be there. Hes been a great guy. Very supportive. I think senator rubio will be there. Reporter rubio had been making this pushing to make the tax credit refundable when the negotiations were done, republican settled on a refundable 1100 credit. Right now that is a dealbreaker for the florida senator. Unless they can figure out a way to add to the 1100 figure, i wont support the bill. Reporter he complex his muscle because he knows how crucial every vote is. Republicans have a 2 vote cushion but two senators missed votes this week due to health reasons. Gop senators knew each had a fair amount of leverage given how tiny the minority is. Now that it looks like the minority will be smaller starting in january if not sooner, each one is realizing they have more leverage and they will see what they can get out of this. Republicans can only afford to lose 2 senate votes and tennessee senator bob corker looks like hes on the fence. He opposed an earlier draft of the legislation because of the way it hurts the deficit. He said he will not decide where he stands until he looks at the compromise legislation. A federal Judicial Council will investigate a judge on the San Francisco based ninth Circuit Court of appeals for alleged inappropriate behavior. Judge Alex Kozinski is accused of Sexual Misconduct on the job. Six women including former law clerks accused him of engaging in inappropriate comments and behavior. Now the chief judge of the ninth circuit has ordered a formal misconduct investigation. President reagan and named the judge to the court in 1985. California Senate ProvidenceKevin De Leon is increasing the pressure on a fellow democrat. He wants state senator tony mendoza to take a leave of absence until an investigation is complete into alleged Sexual Misconduct. Mendoza has not agreed to it. In the meantime documents obtained by sacramento tv station kcra show big payout to state employees who filed claims against lawmakers in the state senate for Sexual Harassment and other wrongdoing. 89,000. We are pushing almost 100,000 here. The claims add up to more than 600,000 over a tenyear period. And the senate payments not include the 100,000 settlement that Kathleen Finnigan received from the state assembly following allegations of Sexual Misconduct against her boss, former assemblyman steven fox. There is a rare sea lion attack yesterday in the bay in San Francisco. This one bit a swimmer in his upper arm as he was swimming outside of aquatic park. Leigh martinez is at pier 39. Tell us what happened. Reporter sea lions are wild animals and sometimes they can be unprinted double. We are at pier 39 looking at some of them right now. Some are sleeping and some are making quite a ruckus. Sea lions are wild animals and they do have very sharp teeth and a strong bite. Witnesses told us yesterday the mans bite wounds look like a big dog bite and it was bleeding uncontrollably when he was brought to the dock. The swimmer was rescued by people on a sailboat who found him bleeding badly from the bite wounds. He pulled him from the water and waited for help. San francisco marine unit applied a tourniquet before taking him to the hospital. Police say the man told them he was swimming in the mouth of the aquatic cove when a sea lion charged him and to try to fend it off. The sea lion came up to him. He said he splashed water it does add it and that did not work. He yelled at it. Than the sea lion came up and bit him on the arm. Reporter sea lions are known to be territorial and sometimes aggressive toward each other. Attacks on humans are rare. A veterinarian says researchers only found 11 cases in the last three years of attacks on humans and there was no clear pattern or common cause for the attacks. Sea lions have been getting sick and dying from acid that builds and their bodies from toxic algae blooms. Some swimmers also suspect the poisoning disorient them and causes erratic behavior. Mating season cuts also factor into their unusual behavior. Police are not issuing any specific warnings about swimming in the bay but say as a precaution, its best to stay away from wild animals. Two workers were hurt in santa rosa after building under construction collapsed. One worker had a cut on his face, the other hurt his leg. A third hurt his back but did not go to the hospital. The Trump Administration says that the Current System is ill conceived, dangerous and damages american workers. Several states are threatening to sue the fcc over its decision to end Net Neutrality. Yesterday the fcc voted along party lines to overturn the obama era regulations. It means providers like verizon and at t will not be able to slow down apps or websites run by their rivals. The companies could also block sites or charge certain websites more for faster speeds. Under Net Neutrality, Internet Service providers how to treat all online content equally. Congressional democrats say they plan to introduce a resolution to overturn the decision. State senator scott wiener also plans to introduce a bill that would guarantee Net Neutrality in california. He said states should have the right to protect internet access. He said he would introduce the legislation next month when the state legislature is back in session. Santa clara county also plans to sue the fcc over Net Neutrality. The reversal of Net Neutrality is arbitrary and unjustified and it is therefore unlawful. Santa clara county is not going to let the fccs actions stand. We will file a lawsuit to challenge the repeal of Net Neutrality, protect fair and open access to the internet, and preserve the countys ability to provide Crucial Health and safety services. County leaders say libraries, Law Enforcement and the Health Department all depend on the internet for communication and to release information to the public. They say the lawsuit will move forward after the fcc officially repeals the regulations. The state Health Department is again warning about the Health Dangers of using cell phones. The state department of Public Health says cell phones can increase exposure to radiation. Some researchers say the radiation can cause longterm health problems. Hundreds of scientists signed a petition calling on lawmakers to put tougher regulations on cell phones. The Health Department says dont carry your cell phone in your pocket and keep it away from you when you sleep. Okay. A lot of us use that for the alarm clock. We do. Just keep it away. Two men charged in the case will officially stand trial on Involuntary Manslaughter charges. A judge ruled there is enough evidence to go to trial against Derrick Almena and max harris. They went to the converted warehouse that caught fire last december. The fire killed 36 people attending a music party in the building. Yesterday was the last day of preliminary hearings. The victims relatives cried in court when prosecutors read the name of each person killed in the fire. They believe there was sufficient evidence of the guilt and responsibility of these defendants for creating the ghost ship and making it, as the judge stated in his final words he called it a death trap. This was not a death trap. It was orderly. It was clean and wholesome and in many respects, my client did everything humanly possible within his financial means to make it that way. The San FranciscoFire Department has used two ladder trucks to hoist this large American Flag above polk street outside of city hall. This is part of a tribute to the late mayor. The procession carrying his body is heading to city hall right now and he will lie in state throughout the day. Even as the city and community continues to say goodbye to the former mayor, the late mayor, there is already talk about who will hold onto that seat until a permanent mayor can be elected next june. There is talk about installing a caretaker mayor with the goal being to avoid giving anyone candidate a leg up in this race. Mainly that would be the acting mayor, london breed, who took over the office earlier this week. According to a report from the San Francisco examiner, some supervisors are considering a caretaker mayor. Some of the names being floated include former mayors art agnes and willie brown. Those people would pledge not to run for the office. The mayors death has sped up the election cycle and some believe london breed has the inside track. The acting mayor was asked earlier this week about whether or not she will run. So, i havent even thought about that. Its, again, i am here to do this job and do it well and that is at the forefront of my thoughts. Reporter in order for a caretaker mayor to be put into office until election day next year, 6 of the supervisors would half to vote in favor of that idea. Its unclear whether the votes are there. If someone is appointed to that position to become a caretaker mayor for the office, that would not happen until january. Obviously there is a lot of political wrangling potentially happening behind the scene. This morning, the mayors body will lie in state and the ceremony will get underway at 8 am here at city hall. Sal, you know this area so well. This is dolores street just past 30th. This is a street that is lined with nicelooking palm trees. Its one of my favorite street in San Francisco. Im beginning to get a sense as to why they are taking him this way. They are taking him on a scenic tour of some of the best parts of San Francisco. Just about to pass the majestic churches and mission high school. Lets put it this way, they did not take the quizzes quickest way to city hall. They are taking a tour of San Francisco. This may be a tradition for some to drop the mayor past some of the best streets. I think they often allow as many people as possible to come out and pay their respects as well. Its certainly going to be very crowded and busy around city hall. Maybe this affords people on the way to work to stop for a moment and pay their respects. And he was so intimate and integral in his interaction with people. Its important for them to see him going by one more time. Right now that in front of Old Mission Dolores church, one of San Franciscos iconic churches and heading down toward market. Im sure they are going to make a right turn on market and then you will be downtown at city hall. You can see the San FranciscoPolice Motorcycle detail is very much well ahead and blocking streets. They call these Motorcycle Unit the four boys. A point of pride for guys who do these things. Especially for occasions like this. You can see on the split screen , at city hall, outside, the dignitaries that are waiting for the arrival of the procession bringing ed lee. Nancy pelosi flew in last night. She made some comments yesterday in washington, d. C. , on the floor and flew here last night to be here. We have heard from former mayor willie brown. Im sure gavin newsom will be there. The lieutenant governor. A number of dignitaries, as you can see on the righthand side of your screen. As the camera pulls back, you can see the giant flag that has been unfurled outside city hall. That is very dramatic looking at both sides of your Television Screen at whats happening live, right now, at San Francisco city high San Francisco city hall. They are making their way into the castro district. Any minute they will make their turn onto Market Street. This is now getting closer to city hall. Obviously they will get there in maybe five minutes if they continue to drive at the speed. Maybe 10 minutes. If you are coming up on Market Street, you will see it. Traffic is light enough that i do not think this will have a major effect on the morning commute. Im surprised that they dont make their way through chinatown. I know the construction has been tough and ive heard several people comment about how he was so intragoal in the subway system and said that he wont be around to see it completed. I would not be surprised if they made their way in and around chinatown. You never know. This could be what they are doing although they are getting close to city hall. I dont know the route ahead of time. They are getting much closer to city hall. Its unclear if they will go to city hall right now or if they will do something else. Sal, as far as traffic did they block off many streets to allow this procession . Or are they just moving through in clearing things out. They are just moving through and clearing things out. Once it passes, the streets are open again. Its not like they blocked off a large swath. Thats what these Police Officers do. As you can see the officers are moving well ahead, blocking intersection so the motorcade does not have to stop. Once it goes through common its over. That is a minimal impact to traffic. Im looking at one vehicle moving really fast at the head of that procession to help clear the way. And this is so sudden. Its not like something that was planned for weeks and months in advance where they have a detailed map they sent out to all of us. The sudden loss of the mayor on Tuesday Morning and then scrambling to make this happen in that short amount of time. The Motorcycle Unit is very practiced at doing this. They do this for president s. Theyve even done it for us and the Chinese New Year parade where they know how to block streets off. They have the lead unit that goes ahead and starts planting officers at intersections. Then they have the two officers in front of the motorcade. They do this all the time. They are good at it. Its something the officers dont have to have a lot of planning. They know how to do it. And we want to point out again that beginning at 8 00 this morning, the body of the mayor will lie in state in the rotunda of San Francisco city hall. Also pointing out the casket will be closed. It will not be open. The viewing will be open to the public to come by and pay respects. That is until 7 pm tonight. Today the memorial at the rotunda is open to the public. Sunday there is another event planned. That is also open to the public which is so telling of the mayor. Very open and active with the community. Very involved. We have so many pictures of him out and about in the community. This is Market Street heading down toward city hall. You can see they are getting closer to city hall. Sal, thank you so much for your insight. You know that area so well. We will check in with you and a moment for the other traffic in the area. This is something that is certainly a trapping affecting traffic. Lets check in with steve for weather this morning. A lot of people will be at city hall today. Very quiet. A little bit of fog but we are starting in the 30s and 40s. Upper 40s and 50s in the city. The fog is mainly north and east. Its not an issue and its drive. This is the inland variety of fog. Highway 4 and also some toward the napa airport. Weak system may give some rain to the north. It will give a little snow to northeast california and the sierra. A quick dusting. The end result is this will form a low in Southern California and that will pick up our wind. That starts tonight into tomorrow. Everybody is involved in a red flag warning. We have a fire weather watch for mid december because we have not had any rain and the humidity will be very low. 30s, 40s and 50s. 51 in the city. Highway 4, concord and buchanan, a little fog. There is the easterly breeze. That brings some of that fog back in from pittsburg and maybe bay point and toward the napa airport. Except for high clouds, this is a pattern where we expect the wind to pick up later tonight. 60s for the temperatures. Even with higher clouds coming in. At 6 56 right now where are we . We are turning off of mcallister onto the polk street side of city hall approaching polk street. Those steps are where they had a lot of speakers and demonstrations when the politicians in San Francisco want to make an announcement. They make it on the polk street side of city hall on the steps and that is where the mayor is pulling up. You can see two Truck Companies have lifted a flag high in the air at the big crosswalk in front of the polk street side. You can see the large memorial on the streets of city hall. The mayor ed lee has arrived at city hall and right there that is is parking spot. He always had a parking spot in front. He is arriving at his spot. You can still see on the steps of city hall. You can see that there are flowers and all of the mementos people have been placing there since he died so suddenly. They are sitting there. They have moved them to the left so that they could have room for the casket to get up the main part of the stairs. You can see they have arrived and a lot of reporting crews including we are there showing us the mayor in this parking spot at city hall. Everything is going orderly as it should. You can see the many people who are gathered. I am assuming there are many City Government employees and we know dignitaries will be there beginning at 8 00 this morning in San Francisco city hall. The body of San Francisco mayor ed lee will be lying and beginning at 8 00 until 7 00 tonight you will have a chance to go and pay your respects to the memory of ed lee. Im sure the mayor would have loved this. Watching the Truck Companies. He really loved San Francisco and i think he would really enjoy, he might not admit it but i think he would really like all of this pageantry surrounding his last trip to city hall. Sal, you would know better than i as a native san franciscan but something that i enjoyed about ed lee was how much he really enjoyed being the mayor of San Francisco and going and knowing people intimately in his city. You know, many times as i have said, many times that is where his parking spot is. He would get out reporters would wait to ask him a question and he would always make time for us. He would stop right about there before running into his office. We would chase him down for whatever story and many times i have stood there trying to get a soundbite and it reminds me of his legacy. For any mayor here on the polk street side of city hall. Now, as his casket has arrived at San Francisco city hall there are many people waiting to greet and acknowledge his arrival and also the giant flag right outside of city hall. A fitting honor and tribute that has begun for the life of ed lee the mayor of San Francisco. Needless to say now is not a good time to be driving. Polk street is completely shut down and probably will be for some time as there is high security and some of the bus lines running through could be rerouted. If you are going down you may want to participate but the best way to get there is to use bart or muni. I am not even sure if you can get into the garage at this point because of the streets being blocked off. As we watch a live the casket of mayor ed lee is being taken out of the hearse, we are joined by gasia mikaelian. I have been watching these pictures in the newsroom throughout the morning and here we are one of the most somber moments of the day as we see the casket that carries the San Francisco mayor ed lee about to enter city hall for the last time.
