Westbound 80 traffic here on the east shore freeway is going to be okay if you are driving through with no major issues, although it is getting a little bit more crowded westbound 80 traffic is also going to be slow as you drive through vallejo. At 6 01, go back to the desk. Long standoff in san jose is finally over. Look at these pictures. The Police Search for a burglary suspect for 15 hours in the southern part of san jose. Ktvus Leigh Martinez is there in the neighborhood where it happened and, leigh, youre talking about people who live there, they could still be feeling the effects. Reporter yes. Well, this block is still blocked off because police say they have to do something cleanup efforts at this time. Now, the suspect had run into a couple of Different Properties. We dont know exactly how many. But this is the last house that he broke into and you can see that theres a brokenout window there. We have crews cutting boards right now. The suspect was taken into custody in the 4 00 hour after police entered with a bearcat and shot the suspect with nonlethal rounds. Now, this all began at 12 45 yesterday afternoon when police say they spotted the suspect in the neighborhood but he ran off when officers tried to make contact with him. Officers say he entered Different Properties trying to escape. Last night police kept people out of their homes in the two block area of ponca tell check each house for 28year old matt santos. Santos was wanted on a felony burglary warrant and police said yesterday they considered him armed and dangerous. Police say he entered this home with the homeowner still inside. Rescue is when we take someone out of the house who needs help and in this particular case there was a subject who couldnt get out on his own and our department was able to take him out without incident and rescue the person from possible future harm as the subject was inside of his house. Reporter demands to surrender. Police say santos didnt respond to the demands to enter so k9s and tactical officers were brought in. The standoff ended after 4 00 this morning when police entered the house with a bearcat and deployed tear gas. Police say he still resisted arrest but they shot santos with less lethal rounds and sent in a k9 to apprehend him. Youre taking another live look at the house. They are doing cleanup efforts here. We are told theres other cleanup efforts at other properties. At this time this entire block is still closed off to the residents here. Student at San Francisco State University is in the hospital this morning after a violent confrontation in a dorm room. University police were called to the dorm on font boulevard yesterday afternoon where they could hear someone screaming for help. They forced their way into the room and found an 18yearold man choking a 19yearold male student. The student was rushed to the hospital where he is being treated for serious injuries. Hes had surgery and is expected to survive. School Officials Say the alleged attacker is in custody and that he is not a student at San Francisco state. No word, though, on what led up to that attack. Time now 6 05. In oakland, despite protests from parents, students and teachers, the Oakland School board voted to cut 9 million from the budget. Ktvus alex savidge, youre in oakland now. So tell us about the impact of these cuts. Reporter well, dave, good morning to you. This move is going to lead to layoffs at the district level and schools all across oakland will be losing money here, but the superintendent says if the board had not voted in favor of these cuts, the district might not have been able to pay its bills moving forward. We have heard one proposal for how these cuts can be made. There are other options. Reporter teachers, parents and students voiced their anger and frustration over these cuts during a packed School Board Meeting last night at the elementary school. They are worried about funding being cut for student services, special education, School Supplies and libraries after more than three hours of public comment, the District Board last night voted 61 in favor of these mid school year cuts. The district will slash 9 million from the budget. That will include eliminating at least 26 jobs at the district level. The superintendent says theres simply no other choice. We are at this point of having to do a midyear adjustment as opposed to waiting until next year because we do not have a reserve as a district. We are still 1. 1 million short of our minimum 2 reserve. Reporter and the superintendent says the district is in this position because the district has overspent in the past and if these cuts are not made, then oakland unified will not be able to maintain an adequate Rainy Day Fund which is mandated by the state. We should point out the 9 million in cuts that are that the district approved last night, thats actually down from 15 million figure that had been discussed earlier. Now, we should point out there are no teachers losing their jobs. All of the jobs that are going to be cut are at the district level and those layoffs, dave, will be happening early next year. Meantime, San Francisco teachers will get a pay raise and a onetime bonus under a new contract approved tuesday night by the school board. 6200 teachers, teachers aides, librarians, nurses and social workers are getting an 11 pay raise over three years, with another 2 increase if voters pass a parcel tax next year. However, the pay hike will mean budget cuts elsewhere. The deal came after nine months of negotiations. Republicans on capitol hill are closing in on tax reform. The g. O. P. Is in a rush now to get this done before the makeup of the Senate Changes next year. Reporter doug luzader has the story from washington. Reporter in broad terms, this is what republicans are settling on, the very top tax  bracket will come down to 37 . The Corporate Tax rate to 21 , not quite what the president wanted but still a big drop. The standard deduction would just about double, state and local Tax Deductions would be included on your federal form but limited to a total of 10,000 and the obamacare insurance mandate would be eliminated. The carpool lane is doing well. It should be okay. Theres about a 15 to 20 minute delay at the toll plaza. We have late running roadwork on southbound 880 between 23rd and 29th. The roadwork is out there. They are trying to pick it up. It was supposed to be gone a long time ago, but the traffic is going to be slow. Its getting through but its a lot slower than normal. This is a look at 880 northbound, that traffic is fine from the coliseum area up into downtown but its getting more crowded. If youre driving southbound from hayward to union city, you can see some little bit of slow Traffic Building there. We still have that problem in millepedes on southbound 680 near jacqueline road. It was an overturned vehicle and now a little bit more of a backup heading south. 880, some of the roads are another alternate for you. Another mostly clear morning, maybe a patch or two of fog out there. We had a lot towards concord and highway 4, bay point, pittsburg yesterday. Keeping an eye on that. That fire is the one burning in Santa Barbara and ventura counties, now about 30 contained. The officials are warning extreme fire danger still out there because its windy and dry. They expect the fire to continue to spread northwest towards several communities. It is already it has already burned 372 square miles and destroyed at least 700 homes. Evacuation orders for 100,000 people still in place. Theres no estimate on when the thomas fire could be fully contained. Today california utility regulators are considering tougher safety rules for powerlines, phone lines and utility poles in areas that are more likely to see wildfires. The new rules would call for tree branches to be kept farther away from powerlines and new lines to be spaced farther apart. Utility companies would also have to work on high risk areas before making repairs on lower risk zones. The Public Utilities commissioner started considering new rules back in 2007 after devastating fires in Southern California were tied to swaying powerlines. Time 6 23. More women now accusing music mogul Russell Simmons of sexual assault. Russell simmons cofounded death jam records. Hes denying what he calls, quote, these horrific accusations and he says, quote, all of my relations have been consensual. The New York Times reports three women say that simmons raped them during the 1980s and 1990s. Drew dixon says she was assaulted by simmons when she worked for him at his record company. A singer named tina baker says simmons raped her when he was her manager. And a music journalist who briefly dated simmons says he attacked her after they were no longer a couple. At least three other women have already publicly said that Russell Simmons assaulted them. Actress salma hayek has joined the dozens of women who have accused movie producer Harvey Weinstein of sexual harassment. In an account published in the New York Times salma hayek says her refusals of weinsteins advances led to a nightmare experience during the filming of the movie frita in 2002. She says weinstein would show up at her door at all hours of the night and she gave a detailed of what he allegedly put her through. She called him a monster. A uc davis administrator says he was sexually assaulted by a former conductor of the davis symphony orchestra. Danny gray, who is now 50 years old, says it happened when he was 19 and a member of the university symphony. He says d. Kern holoman assaulted him in 1987 when he was a music professor at uc davis. Holoman retired in 2014. The school says holoman has been banned from teaching on the uc davis campus. Holoman denies the allegations but he also issued a statement saying, quote, i am distressed and deeply apologetic for my role in any event that has harmed danny gray in any way and heart sick at the thought of harm that has festered for 30 years. More than 300 female staff members, lobbyists and lawmakers at the State Capitol signed a letter and complained that the political culture in sacramento is not taking harassment claims seriously. This Road Construction southbound 880 in oakland between 23rd and 29th has a couple of lanes closed and this is the backup. Our camera in Jacqueline Square facing up toward the Main Post Office and it stretches all the way down, it starts here before interstate 980 and you will be in slow traffic all the way down to 23rd, 29th. So as we are moving the camera to the left, you can see the traffic is beginning to slow on what they used to call cypress freeway, the new cypress structure there before 980 all the way down to 23rd. We are going to keep an eye on that for you. Northbound traffic is not affected. Northbound traffic is about the same driving up from the coliseum, up into downtown oakland. This is a look at the bay bridge toll plaza. You will see the traffic here is going to be moderately heavy, about the same, southbound traffic a little farther down on the nimitz freeway between hayward and union city is normal. Also want to mention that southbound 680 near scott creek, actually at jacqueline, traffic is going to be slow, if youre heading into millepedes, so you might want to think about using 880 or a different route. 6 32. Back to the desk. We are going to be talking about the internet. Today will be a major day, federal officials are due to make a big change in how the internet is regulated. A vote on whats called Net Neutrality is expected by the members of the fcc at 7 30 our time this morning. Ktvus allie rasmus is joining us now to explain what this means for the internet and people, all of us who use it. Yes, the way federal communications rules are written now, Internet Service providers are not allowed to block or slow down your access to specific websites because of content. So, for example, providers like at t, comcast and others cant slow down or block your access to sites like facebook or youtube or potentially charge you a fee to access specific sites but that could change after this fcc vote today. The Net Neutrality rules which were put into place in 2015 under the obama administration, now they plan to repeal that rule led by the chairman of the agency who was appointed by President Trump. Broadcast Companies Say they do not plan to any make Service Changes once this Net Neutrality rule is repealed. Providers can prioritize which sites you have access to, they eventually will if theres no law to stop them from doing it. Republicans argue that forcing internet providers to treat all web traffic equally discourages investment and improvements to internet infrastructure. But they predict without Net Neutrality your web experience westbound much like how we use internet and data on our phones and mobile devices with extra fees added to stream video. Advocates say they plan to challenge this expected repeal of this rule through a lawsuit and potentially asking congress to review the change so todays vote will not be the end of this debate. Back to you, pam and dave. Thank you. 6 34. Happening today, the man who was found not guilty in the shooting death of kate steinle in San Francisco will be back in court this morning. Jose Ines Garcia Zarate remained in the San Francisco jail because he was convicted of being a felon in possession of a gun. Today in court its expected a sentencing date set for that conviction. Two men charged in the oakland deadly ghost ship warehouse fire in oakland will soon find out whether they are going to trial. Master tenant Derick Almena and max harris are charged with involuntary manslaughter. 36 people were killed in last years fire. During yesterdays preliminary hearing an atf agent, whitney hamas testified during an interview with harris before his arrest, he described himself as the warehouses creative director. According to the agent, harris also told her that his function was to make sure that the, quote, ship kept sailing. Defense attorneys have not called any witnesses in the preliminary hearing but say they are taking apart the d. A. s case. We were successful completely at changing the narrative as far as whether max harris was second in command, he was not. Whether he promoted the party. He didnt. Whether he blocked an exit. He didnt. Also testifying the assistant fire marshal who confirmed that investigators cannot confirm the cause of the fire but suspect it was electrical in nature. That hearing is expected to wrap up today. Time now 6 36. Outreach workers in San Francisco will offer medical and social services to sex workers in the Mission District starting next month. Now, this Outreach Program will be operated by saint james infirmary, its a clinic thats worked with sex workers in other parts of the city since 1999 and they will operate out of a van between midnight and 5 00 a. M. The program is intended to help deal with some of the Public Safety concerns around sex workers in the Mission District. Police say people who live in the area often call them saying they have seen women being verbally and physically abused. Senator Dianne Feinstein is asking the head of the i. C. E. To look into several complaints about the west contra costa jail in richmond. The immigration and Customs Department oversees the facility where about 200 immigrants are being held while they wait for deportation hearings. The senator says many of the women report they are not allowed to use the rest rooms and in some cases people are asking to be deported rather than pursue their claims in immigration court. Time now 6 37. Its been five years now since the Sandy Hook Elementary School shooting rampage in connecticut. 20 children and six teachers and administrators were killed. Some of the parents, they are trying to prevent even more gun violence. Reporter Lee Gabrielle reports. Reporter it was december 14th, 2012, a seemingly normal day that turned to horror when a gunman stormed Sandy Hook Elementary School in newtown, connecticut. Parents say even a half decade later, its still difficult to process. Jeremy richmonds first grade daughter was one of the victims. There are answers. We just need to start turning over the rocks and looking under them. Reporter richmond now studies Mental Health and Science Behind violent acts at a Company Founded in his daughters name. Gunman adam lancer suffered by Mental Illness and fascinated by mass shootings. Some families are suing the semi rifle maker to the attacks. The case has been dismissed but the families are appealing to the connecticut supreme court. Gun violence has become an important issue to many of the parents. They will often rally in solidarity with relatives with People Killed in other shootings like the attack on a las vegas Country Music festival. It wasnt just parents affected by the tragedy. Caitlyn was a first grade teacher at sandy hook. I couldnt answer all the lies. There are so many and there werent any answers. Reporter the former educators teamed up with a group that teaches schools how to respond to active shooters. That was Lee Gabrielle reporting. Sandy hook at the time was the nations second deadliest mass shooting in modern history. Over the past five years there have been two rampages that have been worse than sandy hook. In the months after the shooting in newtown, many people believed congress would take action on gun laws. An act was defeated. In the meantime the house recently passed legislation that allows people to carry concealed guns across state lines. The family lost two loved ones in the sandy hook shooting released a powerful video this week urging people to help prevent another School Shooting. The psa shows a reporter covering a School Shooting before it happens. He told some of us his dad kept a gun in his closet and he always talked about using it on, you know, people that bullied him. Now, the group claims most mass shooters take six to 12 months to plan their attacks. Here at home, there will be a candlelight vigil tonight to honor the victims of the sandy hook shooting, a group called peace novato in marin county will be meeting at city hall at 5 30. The nasdaq and the s p 500 up as well, one of the big stories today, disney and fox, disney stock is up, disney announced this morning it is buying a large part of 21st century fox in a 52 billion deal. If the stock deal is approved by regulators, disney would acquire foxs movie and television studio. Foxs 22 Regional Sports channels, and Cable Entertainment brands, fx and national geographic. Our time is now 6 46. The city of Mountain View approved a huge redevelopment plan. It calls for increasing its Housing Stock by about 30 . Ktvus ann ruben tells us some people like the idea. Others are worried about what the growth will bring to their city. Reporter mountain suge is getting a Mountain View is getting a make over, approving a redevelopment of the North Bayshore area. This is the spot google, microsoft and linkedin already call home and now thousands of new residents will too. This project in and of itself was taking a very industrialized office park and we are now creating a brandnew community. Reporter this community built in phases by multiple developers will include retail, entertainment and nearly 10,000 new units of higher density housing, about 20 of which will be designated affordable. Google is the biggest landowner in that area. Google released a statement saying they are looking forward to collaborating in order to create a complete neighborhood for the community to live, work, play and stay. Their employees are asking for it, the Company Wants it, and we have been working hand in hand ever since. Reporter the project will increase the Housing Stock in Mountain View by about 30 , and the mayor says it may even create a second downtown of sorts. But some residents have concerns that big growth will bring big problems. Traffic, traffic, lots of traffic, its going to be worse and worse. This is not good. Im not happy at all. I think its going to be a nightmare. Reporter still housing advocates applaud this plan and say it will actually take cars off the road. They are trying to get housing in there to cut down the amount that people drive to and from North Bayshore. Reporter and they hope neighboring communities will see the project and follow suit. And we are really helpful that Mountain View is showing the way last night will encourage a lot more of these sorts of like leadership moments and saying, yes, just saying yes to housing in a big way. Reporter city officials expect about 3500 of the Housing Units to be built over the next two to three years. They say they will start accepting proposals from developers early next year. You can see it here. Its backed up before 980, backing up big time, so if youre trying to get to the airport from downtown oakland, it would be behoof you to perhaps not use 880 heading south. San Francisco City hall was filled with the holiday spirit last night. The united way merging Leaders Program allowed young people to enjoy an evening of food, presents with their family. Many of those at city hall also reflected object their memories of the late mayor ed lee. Tonight we took a moment of silence for ed lee. We just want to thank him for his leadership, his service and his heart. I think everybody in this room knows that everyone took a step forward under his leadership and we will always remember him. Some of the survivors of the north bay wildfires are getting early holiday gifts. An emryville company is offering free photo shoots to the families that lost their home in the fire. Many of the families taking portraits say that they raced out of their homes without anything, including irreplaceable family photos. One of the photographers describes the portraits that he has been taking as unreal. Just the amount of hope that everybody has. Everybody that has come through has been so positive. For me, it represents the kindness of our community. Nearly all of the families we talked with say that they finally have new homes. These photos when they have new homes, the photos will be among the first things that they will put in place. Thats right. Tonight in 6 56, the second benefit concert for north bay wildfire victims will be held. And the Red Hot Chili Peppers will perform. There are still some tickets left. 100 of ticket sales will be donated to the Tipping Point emergency relief fund. The first concert, by the way, raised 17 million. The San Francisco spca is now using a security robot to try to cut down on car break ins and vandalism. The robot patrols the campus in San Francisco. The robot uses cameras, laser 3d mapping, gps and microphones. There was one incident where someone attacked the robot and restrained it and put Barbecue Sauce on the sensors. If somebody is messing with it and trying to keep it from moving and doing its duty, it will send an alarm and an alert back to the operations center. The spca says since the robot has been on the job, crime has been greatly reduced. Oakland public work crews carried out a cleanup of many homeless camps. Heavy machinery was brought in to remove large structures along with tents and debris at 6th and brush streets in west oakland. People set up into new temporary housing near the 880 980 interchange. They are just feet away from the camps and have cots and hand washing stations. They are meant to be Short Term Solutions as the city works out a way to get people into more temporary housing. Another delay for the crab season on the north coast. There is just not enough meat on the crabs to make the harvest sustainable. So now the crab season north of the Sonoma County line will not start any earlier than new years eve. And it could be pushed back until january if the quality is still low. The demand for crab in the bay area is so strong that sellers are no longer accepting orders for christmas. Nasa released new data yesterday showing that the Sierra Nevada mountains grew almost an inch taller during our record drought. Researchers used gps stations across the Mountain Range to make the calculations. Water weighs down the earth like a bathroom scale. When the water is gone, the earth rises.
