The mayor acknowledged the magnitude of the role that she steps into and the shoes she must fill. Mayor lee lived a life of service. The son of working class parents. The criminal complaint says the suspect carried out the attack, quote, for the islamic state. Federal Officials Say he built that bomb about a week ago and picked a time and place to cause maximum damage and injuries. But it went off prematurely. Three people suffered minor injuries. If convicted, he could get up to life in prison. She is among the many people praising ed lee. His colleagues choked back tears as they talked about his life and three decades of public service. Standing right here seven years ago swearing him in. They had Great Respect for ed lee and are remembering him as a supportive colleague. For me personally, a great friend, confidante, a mentor. Someone who was truly a regionalist, who not just in his words but in his deeds just constantly showed that we are all interconnected. Ed had a remarkable compassion for people. And he was while being the leader of a large and complex city, he also had a wonderful gift for demonstrating kindness. Even in the most difficult of times. Still ahead, three people in custody now after a highspeed chase ended with a crash into a peninsula country club. Ktvus Christien Kafton is in milbrae. Despite this crash, some people escaped the police. Reporter several people were able to get away this morning. Good morning to you. Authorities spent the morning several hours scouring this milbrae neighborhood, trying to find all of the people inside of this stolen car involved in a chp pursuit this morning. That car wound up crashing through the front gates here at the green Hills Country club. And then the car smashed through the back fence and into a persons backyard here in this neighborhood. The driver and as many as five passengers got out and ran after that crash. Authorities were out this morning going door to door, using k9s. A helicopter was searching from up above. Officers eventually took three people into custody. Everyone else who was inside of the car was able to escape. Now, this chase started at about 2 30 this morning nearby along highway 380 near 101. Thats where the chp spotted this honda sedan that had reportedly been carjacked at gun point. The driver of that car refuse today pull over and led officers on a highspeed chase that reached speeds of more than 100 Miles Per Hour. Everybody that we have in custody seems to be okay. Theres nobody injured at the residence. No one was injured along the way. Overall, pretty successful pursuit for us. Reporter along with the credit. Hp, milbrae police and the San Mateo County Sheriffs Office were called out here and they were involved in this large scale search in the neighborhood, trying to find the people in the stolen car. Authorities have not been able to offer more details on when and where the car was taken, only saying it was carjacked at gun point. Again, though, three people arrested after this pursuit and crash in this milbrae neighborhood. At least three others still on the run this morning. Authorities not able to track them down. And with that being said, the chp is something anyone in this part of milbrae, if they see anything suspicious, to immediately put in a call to 911. Alex, thank you. All right, alex. The time is 7 37. An investigation in san jose continues. A pedestrian was killed by a bta light rail train. It happened near the san jose airport during the evening commute. Witnesses say the victim looked like he was taking a shortcut across those tracks instead of using the crosswalk further down the street. The name of the victim has not been released. The tracks between Santa Theresa and alan rock stations were closed for several hours. This morning, all of the trains are running again. The man convicted of killing sierra lamar has been sentenced to life in prison without the possibility of parole. A judge handed down that sentence for torres yesterday afternoon. The decision matches a recommendation earlier this year. Sierra lamar was the morgan hill teenager who vanished in 2012. While her body was never found, forensic evidence pointed to torres as the killer. The sentencing was an emotional one for the family. You never have closure and the pain never goes away, unfortunately. But, you know, the world is going to be safer. One less cowardly person on the streets makes a difference. We got some justice. But what we really want is sierra. And we will never have that. Hear leer in the day, the judge denied a request from the defense for a new trial. Our time is 7 39. The first city in Sonoma County to allow the retail sale of Recreational Marijuana beginning january 1st. An ordinance was approved to allow the one medical Marijuana Dispensary in the city to sell Recreational Marijuana as well. Prop 64 which voters passed allowed cities to decide if they want to allow the sale of Recreational Marijuana when it becomes legal statewide january 1st. The San Jose City council has given its approval for a village of tiny houses for the homeless. It will have 40 units. The question is where will it be located. The villages must be a quarter mile away from schools and 500 feet away from any homes. The council will consider three possible locations at the meeting next month. City leaders hope to eventually have one tiny home village in each of the citys ten council districts. The cost of living in parts of the south bay have more families struggling to put food on the table. A study by Second Harvest food bank says 27 in Santa Clara County and San Mateo County struggle to buy food every month. It adds 22 of them are families with children. Second harvest says the tech boom and rising rents have left many people struggling as people who work outside of the Tech Industry get left behind. The time now is 7 40. Los altos is also in there. Union city down to 38. Foster city, 37. 50s over by the coast. Moss beach. They still get that easterly breeze. The coast is definitely the warmest place here in this kind of a pattern. Truckee is at 10. Reno at 16. 29 up in redding. Ukiah and sacramento both 30. And even Santa Barbara aat 35 degrees. It is cold. What im trying to explain here, this is the pattern that were in. It is called a blocking pattern. They generally last a couple weeks, 18 to 21 days. We are well into that. It is called a rex block. There is an omega block. This one is not. This is a rex block. The slow cut off from the jetstream. It is very stable. You really need a pattern breakdown. You can see the flow coming around the high, the surface high, and wrapping back into the low down there. The combination of the two continue to give us an easterly breeze or easterly component. Not that strong on the surface. It is in the Higher Elevations, oakland and berkeley hills. An easterly gust for some. So isolated but it does make it over to the coast. Yesterday was the third day of testimony in the hearing for Master Tenant Derick Almena and creative director max harris. Each are charged with 36 counts of involuntary manslaughter. Witnesses testified that the warehouse where 36 people died last december was a death trap. An oakland fire captain testified that he worried about the conditions inside. Indeed it was a death trap that night when the people came to the party, they couldnt get out. There was no alarms. There was no smoke detectors. There were no exit signs. Now, when the preliminary hearing ends, judge Jeffrey Horner will determine if the two men will go on trial. The burden of proof is a lot lower during a preliminary hearing than during a trial when prosecutors have to prove their case beyond reasonable doubt. I still have optimism that once everything gets back on track, we will have a good day getting into San Francisco. Northbound 880 we have slow traffic here. And traffic will be backed up. Now, southbound 880 has been slow as well. Northbound 880 near fifth, right at the embarcadero exit, there has been a slowdown because of a stalled truck. It is one of several blazes that collectively have torched 237,000 acres. A blackened chunk of land larger than new york city. Hundreds of houses gone. Plenty more homes are in harms way. One of the blazes, the skirball fire destroyed or damaged homes near los angeles. The cause a cooking fire at a homeless camp. Investigators found the encampment near a freeway underpass. We do not know the number of people staying in the area. It appears that people were sleeping and cooking in that area. Reporter in the meantime, some people are getting to leave evacuation shelters. The ones still sleeping on cots are trying to stay positive. It has been like camping. It hasnt been bad. Its been fine. Reporter a different kind of atmosphere at the Ventura County fairgrounds, the home of thousands of firefighters for more than a week. It has sleep stations, mobile showers and food services. It helps you recharge, knowing that you have a few things, a hot shower, the ability to get your laundry done, which is nice, especially after a few days of wearing the same socks. Santa clara firefighters are mock the firefighters fighting the fires. They have been on the fire lines there for a week now. First responders took over the sonoma raceway last night for a good cause. The Sonoma County Sheriffs Department and local Fire Agencies teamed up to offer rides on the racetrack for an event called laps of appreciation. Here is how it worked. For 25, people got to ride with First Responders for three laps. After the devastating fires back in october, certainly this was a Welcome Change of pace for everyone. The speeds will get up there. The fire truck is a little slower of course. The chp, a little jump on it. We will give them space in between so they have fun. They like speed. Speed. Anything with lights. They love it. The event raised almost 75,000. That money will be used for two local recovery funds for sonoma and Mendocino County fire victims. Tomorrow the second benefit concert for north bay wild victims will be held in San Francisco. And the Red Hot Chili Peppers will be performing. And on 80 as well, getting to the bay bridge toll plaza. I will show you interstate 880 in oakland. It has been improving. A couple of stalled vehicles here. That is why traffic is pretty slow. Traffic will be a little better now that the stalled vehicles have been removed. But it is still having time trying to get out of that slow see, when you have Getting Better. When you have something up the road, it takes a while for the slow traffic to filter out. 580 by the way, i wouldnt call it a good alternate. Police say the victim is a man but they are not releasing any other information about him. We do know that he died at the scene. Police are asking for help from anyone who saw anything suspicious in the neighborhood around 2 30 yesterday afternoon. The man who killed sierra lamar has been sentenced to life in prison without the possibility of parole. The judge handed down the sentence for torres yesterday afternoon. It matches the jury hes recommendation earlier this year. Sierra lamar was the morgan hill teenager who disappeared back in 2012 and while her body has never been found, the jury still found torres guilty of the crime. The sentencing hearing was an emotional one for sierra lamars family. You never have closure and the pain never goes away. But the world will be safer. One less cowardly person on the streets makes a difference. We have got some justice. But what we really want is sierra. Sierra. And we will never have that. Nearly two months after it started, fire crews were called back to the bear fire in the Santa Cruz Mountains because of a small flareup. Crews were able to quickly contain the fires and no damage to structures. Fire Officials Say these flare ups are common as fires can continue to burn underground. It slows all the way down to up to, i should say, spencer, which is really near the top of the waldo grade there. Two lanes are blocked. Here is a look at highway 4. Things are Getting Better here. This commute a little lighter than usual. Just a little. Not a lot. We had a lighter commute going until there was something on the other side. Now there is a backup getting on to the macarthur maze. 880 we had an earlier stalled vehicle. Things are improving but traffic is slow. A minor in africanamerican studies and a masters in Public Administration from the university of San Francisco. That stolen car went barreling right through the front gates at the green Hills Country club in milbrae. With officers in pursuit, that car end up crashing through the back wall of a home that sits just off of the golf course next to the 7th green. We saw some of the damage to the back wall which has large panes of glass. After the crash, the people inside the car jumped out and ran off. And the chp worked along san mateo sheriffs deputies to search the area with k9s. The home where this wild chase came to an end belongs to larry and his wife. They heard a loud crash coming from their backyard at about 2 30 this morning. Very loud. Very loud. Almost almost like an earthquake. It was yeah. My wife was still up in the living room. I was in bed. And scared us. Yeah. Reporter you can imagine. The chp says there were up to six people in the honda sedan that crashed. Officers took three people into custody after the search. But everyone else inside of the car was able to get away. This all began with a pursuit at about 2 30 in the morning near highway 380 and highway 101. Thats where the chp spotted the honda sedan that had reportedly been carjacked at gun point. The driver refuse today pull over and led the chp on a High Speed Pursuit that reached speeds of 100 Miles Per Hour. It came to a crashing end right through the back wall of a home here next door to this country club in milbrae. Thankfully no one was seriously hurt in the crash. The search early this morning wound up with three people being taken into custody. But the chp believes there may have been three other people inside of the car who were able to escape. Gasia. We will move to the east bay where happening today a group of oakland parents, teachers and students will march to the School Board Meeting to protest 9 million in proposed cuts to schools. This is video of a previous gathering and march on the subject of massive budget cuts. The district says it needs to cut that money from its budget after overspending the last few years. Parents teachers and students say the cuts should be made to the administration, not the schools and classrooms. Recent School Board Meetings have been packed, with people speaking out about the cuts. The board will make a final decision on the cuts at the meeting today. Golden gate bridge officials are rolling out plans for the final phase of the retrofit of the iconic bridge. It includes installing more than three dozen custommade shock absorbers and the replacement of steel bracing. The work is expected to take five years at a cost of 660 million. Officials say it is not that the bridge is in danger of falling down but without the retrofit, it could be significantly damaged in a big earthquake and the bridge would not be usable for a very long time. Right now the bridge is in pretty good shape. If a big earthquake rolled around, the bridge would not fall into the water but it could be significantly damaged. As a lifeline structure we have to make sure that the bridge is available to First Responders soon after a major earthquake. Thats what were working towards with the retrofit. The republican tax reform plan changes how much tax should be withheld from paychecks as well as changes in income tax brackets. San Jose City Council has given its approval to create one village of tiny houses for the homeless. They voted 92 to build a village of 40 units. The big question is where it will be. The city requirements says it must be a quarter mile away from schools and 500 feet away from any homes. The council will consider three possible locations at its meeting next month.
