The analysis of this memo concludes that accepting that twoyear deal could lead to the elimination of 188 full time positions in the city of oakland, having devastating Service Impacts to our residents as well as real impacts to the workers who potentially could lose their jobs. They are having to move outside of oakland just to be able to continue working here. And they say they have been working hard. But again, those numbers entail some serious risks. We talked about 188 fulltime employees have been to be cut over the long run and according to the city, the two year deficit, if they agree to that twoyear proposal that the unions have said, it would require a staff reduction and, of course, a 19 million deficit. At market and 8th streets near the orpheum. Skyfox flew over the crash scene. Once we were there, the bus and the street car had already been separated from each other. What happened is the street car apparently rearended the bus. Police say nine people were complaining of pain and minor injuries. Eight were taken to the hospital. The crash also impacted bus and street car service in the area. The thomas fire in Ventura County has now jumped the 101 freeway and is burning down to the coastline. Cal fire estimates 65,000 acres have burned along with an untold number of homes. This picture is being brought to us by a helicopter down there, covering the fire. People who live on sky view terrace in the city of ventura say dozens of homes have burned on the street alone. Ventura residents say the fire that started monday evening exploded with strong santa ana winds. This is where the fire came from. Right there. We were walking over this ridge. The fire came over the ridge, and it stopped for a while. We thought we were okay. And then two hours later, boom, it was right here. The homeowners say his son stayed behind and saved the house in part using a budget and water from the jacuzzi after the water pressure from the garden hose gave out. What youre looking at behind us on the horizon is smoke making its way towards the cities of oxnard and camarillo and those homes that have been destroyed and much like the north bay, some were spared, others are not. Reporter the thomas fire burning 65,000 acres jumping 101 on wednesday between Santa Barbara and ventura. This resident used a waterhouse to douse flames before firefighters arrived. Cristina, when you were driving to the neighborhood, was that the only neighborhood that was affected or did you see other areas that the fire impacted, as well . Reporter there are many other areas that the fire impacted. We came in from Santa Barbara off 101. And we saw the flames burning on that hillside there. This is along foothill boulevard in the city of ventura and if we keep moving east, many of those neighborhoods are destroyed near st. Paula. We havent made it that far yet. It burned as many as six homes in bel air neighborhood of los angeles near ucla and sunset boulevard. We are told that the fire has burned about 400 acres and shut down part of the 405 freeway. Anybody who has been to los angeles may be familiar with the sepulveda pass. That was the part of the freeway that was shut down early this morning when fire raged on both sides of the freeway. It was frightening indeed for a lot of our morning crews that came down in the area. Now, you mentioned the houses burned. We were in an area where we could see with our own eyes five houses that were damaged by fire. Three of them were burned to the ground and that was devastating to say the least. This is in the exclusive Bel Air Estates area. Clearly, these are Larger Properties and also very expensive properties, homes that have been damaged beyond recognition to be sure. So the situation now is just to make sure that whatever is burns doesnt flare up. I havent seen any air support at this time. But again, the concern is the winds will kick up. And there are always a lot of, um, film shoots around town that are permitted and that include having people like the Fire Department or the lapd nearby to help with them and those were all canceled today. So no filming today. All resources all focused trying to get rid of this fire in the bel air area, skirball fire. At one point the fire shut down i5 near the Magic Mountain amusement park. No serious injuries there. About 12 miles away the creek fire burned more than 11,000 acres since 3 a. M. Yesterday. Its threatening hundreds of homes. Two firefighters have been hurt battling the flames, and more than 100,000 people have been ordered to evacuate. The fire is driven by erratic wind and they are expected to pick up tonight and into tomorrow with gusts of up to 50 miles an hour. Its visiting focus for profit instead of public education. Reporter the oakland as issued a statement saying it was, quote, shocked by peraltas decision to not move forward. All we wanted to do was enter into a conversation about how to make this work for all of oakland, laney the peralta Community College district. We are disappointed that we will not have that opportunity. The as have wanted to abandoned the rundown Oakland Coliseum for years. Now that their 15acre field of dreams has been quashed, the team could reexamine other sites including the Jack London Square waterfront. The as president said the current coliseum site is off the table because it wouldnt bring in enough revenue. But the as cant win this fight. The site had a lot of appeal not only to the as but to its fans because of its proximity to bart as well as the beauty of the backdrop of the Oakland Hills and lake merritt. The plant was built nearly 40 years ago. Its used when demand is high on hot days to keep the grid reliable throughout oakland. The old plant is powered by an old jet it your by engine thats not energyefficient and pollutes the air. Eliminating this plant will reduce the emissions to zero which is good for the health of People Living and working in the area. We want to bring clean local resources to the area to meet local needs in oakland. We are going to solicit ideas in the marketplace and suggestions and we are going to get the resources for our customers here in oakland. Pg e will draw on local investors as well as Renewable Technology such as solar to come up with enough energy to completely replace the plant by the year 2022. It really was nice around here and in watching the winds in Southern California because thats the big concern now. Red flag warnings in effect. They had a break from the strong winds today but tomorrow, the winds and late tonight the winds get going again, maybe up to 80 miles an hour and, of course, thats going to cause problems. The area of concern is from Santa Barbara to the Mexican Border with big winds off the hits. The downsloping winds are heating and drying as they go and, um, yeah, its a long time event. These events usually last a few days. By the time this is over, its going to be up to six days. So thats a lot of, um, a lot of wind and a lot of fire danger for this whole area. So right now, the winds lets look what happens tonight. Um, they start getting going and then overnight, thats where they start peaking. Tomorrow morning, these are the winds. You can see the areas in purple representing the strongest winds. Malibu is in the bulls eye, st. Paula again, santa ana, um, basically everywhere, um, in those next to those hills and then you see thursday morning, it slows down a little bit. And then as we get into friday night, things start to back off a little bit and the smoke plume a significant smoke plume extending hundreds of miles out into the pacific and, of course, causing air quality issues as well, um, for folks around ojai and even around Santa Barbara. You can see the winds blowing towards Santa Barbara towards carpinteria and ventura, as well. So yeah, just a bad bad situation in Southern California with the weather creating this sort of the High Pressure creating these offshore winds. This big High Pressure ridge this is an Atmospheric River going the wrong way up to the aleutians across the continent moving down through the the dakotas basically. In that area. So you see were in a dry zone. High sits here. Thats why the winds are really focused right down there in Southern California. Our winds are offshore, too. But they are just not as robust as what were seeing in Southern California. And what were seeing in Southern California is going to really get going late tonight, early tomorrow morning and then hopefully backs off by thursday night. Reporter we heard from two men from the warehouse, crying. Derick almena and max harris have each been charged with 36 counts of Involuntary Manslaughter in the fire last december. One count for each of the victims. A musician who visited the warehouse on the day of the fire testified. Aaron marin described the building as a beautiful space and compared his stay there as like going to disneyland because of all the artifacts. He was there when the fire started during a party and barely escaped saying, everything was pure panic and chaos. I accepted the fact that it was over for me. Almenas Attorney Says marin testified that there were objects brought into the warehouse for that party including a bubblelike projection screen that blocked people from moving about. Serra argues that testimony helped the defense. It has nothing to do with my client or the codefendant. Thats these people who came up and placed these items there. That wasnt part of the warehouse. So i think that helps us. Reporter warehouse attend jose avalos testified. He cried as he testified against his friend max harris. He said he paid rent to harris and that he heard from many people that harris hosted the party the night of the fire but that answer was stricken from the record because of hearsay. We went to fema and they said, yes, someone has applied for funds in your husbands name. Reporter with limited personal information, the napa County District Attorney Says fema will send out an initial 500 check. Fraudsters can get the money by opening up a new bank account using a money card or stealing mail. They do difficult cases because these people arent local. They could be out of the country for all we know. Reporter the d. A. Patrick collins says if you think youre a victim, check or freeze your credit and file a police report. He also warns of some scammers posing as fema inspectors going door to door. They should never show up unless you apply. What would your message be to those fraudsters . That we are aware of whats going on and that we will do our best to find them. Reporter the fbi has setted up a task force to investigate, root out and prosecute potential scammers. Theres already been an Alarming Number of duplicate fema claims. In this disaster in california we have seen hundreds. Reporter Thomas Kempton says personal information could have come from Previous Data hacks and fema applications are often submitted electronically or by someone pretending to be an official government worker. All those agencies will have a uniform of some kind and will have a proper identification. But an inspector should not be asking for Social Security number or Bank Information . Reporter the fda says its important homeowners report potential fraud. Now they know they were cashing in on neighbors who live in napa. Its hard to steal from the government. All right. Scary stuff. It is. And once someone gets your information, its hard to clear it up. Right. Just the idea of preying on some of these people who lost everything is just despicable. Report it. If you dont report it then this task force thats looking at this isnt going to know so they cant establish those patterns and hopefully bring whoever is doing this to justice. Mayor lee says the legislation strikes the right balance for San Francisco residents and businesses bringing the cannabis industry out of the shadows while addressing safety and Public Health concerns. Mayor lee went on to say that the city officials worked together to develop the system that allows for a measured rollout of the new rules. California voters approved the legalization of Recreational Marijuana use last year. And los angeles will become the nations largest city with recreational pot after the city Council Voted today to license marijuana sales next month. Businesses that want to participate in the marketplace need local permits before they can apply for state licenses required to operate in 2018. Under the los angeles regulations, residential neighborhoods would be largely off limits to pot businesses and buffer zones would be set up around schools, libraries and parks. State wildlife officials recommend canceling the upcoming abalone season due to environmental threats. The study found that the population of red abalone has continued to decline. That survey found a High Percentage of it in certain areas of the north coast were starving or dead. Abalone feed on kelp which has a massive dieoff due to warmer waters in the pacific. The nations Homeless Population increased this year for the First Time Since 2010. Officials say the uptick is being driven by a surge in the number of people on the streets in west coast cities. The u. S. Department of housing and urban Development Released a report today showing that there are nearly 554,000 homeless across this country. That figure is up nearly 1 from 2016. The number of homeless living in vehicles, tents and on the streets is also up by more than 9 compared to two years ago. A scare for teachers and other employees for oakland schools when they looked at their Bank Accounts today. Imagine having your paycheck in the account and its suddenly deleted. Thats what happened to almost 3,000 employees of the Oakland Unified School district most of them teachers. Ktvus rob roth spoke to some of the teachers and School District today to tell us how it happened and whats being done about it. Reporter some 28 other team offers and other employees of the Oakland Unified School district got a surprise this morning. Their last paychecks were no longer in their accounts. Among them this Skyline High School social sciences teacher. Teachers are saying check your accounts to see if this happened to you. I checked my account. And then 2,700 had been removed from my account. Reporter the Oakland Unified School district says an employee in the Central Office accidentally deleted the december 1st direct deposit paychecks for many teachers, principals and staff workers. We had some kind of human error here at ousd where someone, um, hit a button, checked on something that they shouldnt have clicked on and it in the end reversed the payment for all these employees. Reporter the district had initially blamed a bank for the mistake. Now theres the question of how a payroll system could be so vulnerable to one persons mistake. Theres some sort of lack of oversight. If theres one keystroke that one employee can do that can create this, what were going to ask for is a Third Party Investigation about it. Reporter the Teachers Union president says she has been besieged by calls from nervous teachers. When you have an account that says its minus 2,000, 3,000, it puts our members into a panic. Reporter the School District is facing a budget crisis but says that has nothing to do with what happened. But the problem puts employees in a financial predicament. 3,000 paycheck you paid 1,000 in rent and they take 3,000 out, guess what, you are now in the red. And so this could have, like, major consequences with our own financial institutions. Even if its corrected . Even if its corrected. The winds are coming up tomorrow morning. I spoke with a friend on the coast around the water and smoke is so bad in these areas and you can see whats happening. Danny lives i went to school with him back in the day and he dannys right about here. And he is saying the smoke is wear masks and its just very you know this time of night the air sinks because its cooling off so the smoke is settling down over people. You can see the smoke offshore. This is from the ventura fire. Its still blowing. It will blowhard tonight. That not be the fire we have to worry about most. I think the one in brentwood and that area because its the one in ventura has burned basically all the major fuels in that line of winds the way the wind has been blowing it so its running out of fuel as it moves to the ocean but this one up in brentwood has a lot of fuel. If you have ever driven between, um, westwood and, um, the connector to 5, thats that five off the 405 and its very narrow facing north northeast so it will have strong gusts tonight. We are dry through december 17th most likely and that means more cool nights and it also means more probably high fire danger for Southern California. That High Pressure pattern this time of year creates their most robust in many case santa ana winds. And thats what we are experiencing now. This is unusual, the santa ana winds, in my experience because usually it comes on it ramps up, gets windy and ramps down. This one ramped up today, got there, another day and a half ramp down, another day, and now its ramping back up so we are looking at two events back to back. Usually its over in three days. This will be about a week. The ventura fire is still no containment. Because of these winds. They keep pushing things out of control. They cant get a handle on it. And eventually those units will house the homeless. Ktvus ann rubin tells us that the developer was looking for a way to save time on the construction to get help to the people more quickly. Reporter these 30,000 pound modular Housing Units are constructed in boise, shipped here and stacked on top of each other. The end result a fivestory Apartment Building for the homeless constructed in a matter of days. Its like legos big blocks that you pick up with the crane and put in place. Reporter its that simple. In fact, the units arrive with the kitchens and bathrooms already complete. We are going to go from a podium to full construction in three weeks. Reporter and Developer First Community Housing says with the housing shortage in san jose, time is of the essence. So they were looking for ways to build quality Sustainable Housing for the homeless quickly. They say this style of construction can shave months off the timeline and millions off the price tag. When its finished, the 2nd Street Studio apartments will have 135 units and be the largest permanent Supportive Housing project of its kind in san jose. The reason that the project like this is so important is that we can reduce the time that it takes to get Homeless People who are enduring really cold nights off the streets. And thats really the key thing for us. First Community Housing invited other nonprofits to watch the process today and the hopes the modular idea will catch on. Regina williams who used to be homeless hopes it will be. Somebody said affordable housing. Developing news out of oakland where city workers have decided to continue striking for a third day while the mayor argues the Union Proposal could have repercussions. It collides to the elimination of 188 full timings it could lead to the elimination of 188 full time positions in oakland. Reporter leaders met this afternoon but no deal tonight. Several hours of discussions just wasnt enough time for the city council to come up with a resolution that not only works for the Union Workers but also works for the city. So again they took a recess today just before 4 p. M. Many of those Council Members coming out of that meeting feeling and looking very defeated and frustrated saying, well have to see what happens or talk to the unions or talk to mayor schaaf. Many of them just looking very disappointed because again, they will reconvene tomorrow at 1 p. M. To continue discussions and hope to have a resolution by the end of the week. Now, right now, it seems like the city and the Union Workers are hung up on a cost of living increase. Workers tell me a recent study found that oakland Union Workers are paid 10 less than other city workers in the area
