Before 5 00 this morning. It has burned about 150 acres near the 405 freeway. Authorities say that it has also destroyed as many as six homes in bel air where homes sell for millions of dollars. Mandatory evacuations are in effect for that area for some perspective this is not far from sunset boulevard and ucla. Despite the strong santa ana winds fire crews were able to use air drops to try to bring it under control. The latest fire is also threatening the worldfamous getty museum. These are days that break your heart but they also show the resilience of our city. Two other wildfires in Los Angeles County together have burned 118,000 acres. Then there is the wildfire burning in Ventura County. Nearly 2000 firefighters are on the fire lines. So far that fire is believed to have destroyed hundreds of homes and has burned 65,000 acres and as of tonight there is still zero containment. Cristina rendon is in Ventura County with more. Reporter good afternoon. It is hard to imagine but here in ventura and area roughly 100 square miles has burned. I want to show you the haze in the air. The wind shifted this afternoon and instead of heading over to the coast they are venturing over the cities of oxnard and camarillo. Much like the fires that we saw in october the thomas fire here burned sporadically burning some homes and sparing others. Flames burning on the hillside near highway 101 between Santa Barbara and ventura on wednesday. The thomas fire growing in size overnight to 65,000 acres. More than 150 structures have been destroyed and roughly 30,000 people are evacuated from the home. Some returning to find nothing but trouble. It is not as bad not that im used to it. I look at my neighbors and if you look around everybody has lost. I feel for them as much as i feel for myself. Reporter michael spent the afternoon with friends searching for family heirlooms and finding jewelry in what was supposed to be a fireproof safe. You have to be positive. The first time i was disappointed but you rebuild. Everyone in my family is healthy and we can buy new stuff. Reporter schools are closed the rest of the week in Ventura County as the Community Starts to clean up and rebuild. This is a live look at fire crews monitoring hotspots in this neighborhood in the city of ventura. The threat tonight is far from over. The winds are expected to pick up again and could reach 80 Miles Per Hour tomorrow. That is according to cal fire. They say any little amber can pick up and start another fire. They will be right back where with where they were on tuesday. I know that you made your way up there yesterday. Can you tell us what you encountered on your way to Ventura County. We came on highway 101 and as we were driving into Santa Barbara we could see the haze in the air. It was very smoky in Santa Barbara. We had to stop there for the night. Everything south of that area was hard to get to. This morning driving from Santa Barbara into Ventura County is when we really saw the flames on the hillside. We drove right through the 101 where the flames had jumped the highway. Very dangerous for some drivers but at no point was highway 101 closed. Being out here you can really sense how fast and widespread this is. We are just in Ventura County and looking off into the distance we cannot even see the other fires in Los Angeles County. The haze and smoke is just so thick. Sometimes its hard to get a perspective on how by the damages because we only show the damage. When youre driving through neighborhoods there in ventura how bad is it. Are we talking about hundreds of homes . Reporter in ventura about 150 structures have burned. That is including some homes. In this neighborhood i will spin around. This is exactly like the northbay fire. You see one home that is burned down and another one Still Standing. This fire is choosing where it wants to go. There is no rhyme or reason to it. One house to standing and a pocket of others have burned. That is what we are seeing all across the community here. This is a long hill boulevard. It borders the hillside here. That is what we are seeing and unfortunately for all these people they are coming back and even though their homes may be Still Standing they feel guilty for their neighbors who have lost their homes. It has been 150 acres but is in a highly populated area near bel air and brentwood. Thats where we find susan here is in a. Can you tell us the situation where you are mark reporter the acreage is much larger than what you just mentioned. We are by just one of the homes that has burned to the ground. Just for my Vantage Pointe alone we can see this house here. If you pan over to the south and the west there are two other large states that have burned to the ground. What you do not see is another large house that was burned by the fire. I believe they were able to save it. It was damaged greatly but not as dramatically as these two houses. To give you a sense of where we are we are on the eastern side of the 405 and the support for the past. If you have ever come to los angeles im sure you have been near this area. If you have been to the getty museum you can even see it. They closed it today not because they were worried about visitors. They were worried about the artwork inside because of smoke in the air quality. As you can see it is extremely smoky here. A lot of things are still smoldering. The good news is the wind and weather have been fairly cooperative for the firefighters. They have been able to do water drops here but as we get closer to sundown there is the concern that we will have a kick up of the wind and firefighters will have their work cut out for them for sure. Right now it is really devastating to take a look at what is going on here in bel air and these Beautiful Homes have been burned to the ground. Right now as many as 11 structures four of them that we can see were dramatically damaged or completely devastated by this fire. That is the situation here at eller estates. Back to you. That is not far from Sunset Avenue where there are more Beautiful Homes. Also ucla is that in any danger . Reporter the school is not but they shut down the campus so there are no classes. Apparently some students recognized that it was finals week anyway so the took the opportunity to stay home and study. A lot of the schools have closed for the day and probably tomorrow as well. Chances are there will be at least one more day off for students. Thank you susan. Lets talk more on the weather conditions in Southern California with our meteorologist mark. The wind has backed off for today. Thats the one piece of good news. We have flood warnings the winds are going to be into early thursday morning. We could have winds gusting 50 to 60 Miles Per Hour. Around 4 00 tomorrow morning we could have isolated gusts approaching 70 to 80 Miles Per Hour. That is the big problem with these fires earlier this week and that will be a challenge for fire crews tonight with the wind pulsing up. Lets take a look at these fires in Southern California. Keep in mind it was just in november a couple weeks ago we had temperatures in the low to mid 90s. That kind of set the stage for this extended period of fire danger to the south. The National Weather service is calling this is the strongest and longest santa ana wind event so that will be a challenge for fire crews. If you can see this closer to ventura that smoke plume we are showing you the observation with the temperatures. Thankfully the wind is not too strong but temperatures are in the 70s with relative humidity. We have some stronger wind on these panels here from Santa Clarita to the malibu hills. We have winds gusting 34 to 37 Miles Per Hour. As we talked about those winds are expected to pick up tonight. Here is the forecast model these yellows oranges and reds represent stronger wind speeds. Look at what happens as we had tore tonight and tomorrow morning we are expanding the coverage. That is the dry wind direction and the one that really increases the fire danger. These winds are not going to drop off. They will stick around 27 to 22 Miles Per Hour until thursday 8 pm. The red flag warning is in place friday at 8 pm until friday at 8 pm. Its for a good portion of Ventura County through San Diego County as well. We will talk more about the weather pattern and let you know if we have any rain chances. Nine people were injured when a streetcar collided with the bus on Market Street about 90 minutes ago at market and eight street. We flew over the crash scene involving one of the historic streetcars. You can see it there and you can also see the bus. The nine people injured were complaining of pain and minor injuries. They were taken to the hospital as a precaution. An abrupt halt to the oakland as plan to build a new park near Laney College. The surprise decision came from the board of trustees. The building was described as a beautiful space and a stay there was going to disneyland. A man who said he was there when the fire broke out barely escaped. An attorney said that he testified that there were objects brought into the warehouse for that party including a bubble projection screen that locked people from moving about. Employees of the Oakland Unified School district are noticing that their last paycheck is missing from their bank accounts. The problem is being blamed on a computer glitch that reversed recent direct deposit paychecks leaving many teachers and other workers in a financial bind. The Oakland Unified School district says it does not know how many employees have been affect the districts look for synthesis is a significant number it is cut across all employment groups including teachers administrators and support staff. Teachers are saying check your account. It happened to them i checked my account and 2700 had been moved from the account. A mild weather pattern by lunch time and still more sunshine by 3 00 tomorrow afternoon. Most areas just like today are back into the 60s for afternoon highs. Around 60 to 65 degrees. It has been a dry december so far. We had some showers early saturday morning. Look at this we could have extended period of dry weather. We will investigate the fema fraud coming up next. The fires raging in Southern California are drawing comparisons to the fires we saw in the north bay. Those who lost their homes are continuing to work to move forward. We have learned that some people are taking advantage of the help that is available in the rebuilding process. Suspects are preying on those who are affected by the northbay fire. So much so that the task force is looking into dozens of cases of Identity Theft. In some cases it was homes that never suffered any damage. Reporter the problem is this none of the homeowners have replied. We have just learned that the fbi has launched a federal investigation in hopes of finding those behind the fraud. I came home and i got this letter. Reporter dated november 3 nearly one month after the northbay wildfires. It says that somebody applied for a loan in my name. Reporter it reads dear applicant you recently registered first with fema for assistance in your disaster losses. I was very suspicious. Reporter her home was not even affected by flames. No homes were within a mile but letters and fema inspectors were showing up. It happened to several of my neighbors. Reporter her friend kathleen lives around the corner. It is really scary. We went to fema and it said yes somebody has apply for funds with your husbands name. Reporter with limited information they say that fema will send out an initial 500 check. Fraudsters can get the money by opening up a new bank account using a green dot money pack card or just stealing mail. These people are not local. They could be out of the country. Reporter Patrick Collins says if you think you are a victim check or freeze your credit, file a police report. He also warned that skimmers posing as fema inspectors going doortodoor. We are aware of what is going on and we will do our best to find you. Reporter the fbi has set up a task force to investigate and prosecute potential scammers. There has already been an Alarming Number of duplicate claims. We have seen hundreds. Reporter thomas said the personal information could have come from Previous Data tax. Fema applications are often submitted electronically or obtained by somebody pretending to be an official government worker. They will have a uniform and proper debt identification. They should not be asking for Social Security numbers or bank information. Reporter for many the first sign of Identity Theft is this letter from the u. S. Small business administration. We did not know what we were looking at. Reporter the sba said it is important that homeowners report potential fraud. Somebody was trying to cash in on people who live in napa. It is very hard to steal from the government. It is easy to try but it is difficult to go through the process and get your hands on the money. Reporter the fbi would not say how much money, if any, has been divided. They did say that an investigation is now open. It is scary how many people can have their identity stolen. Reporter neighbors in napa are desperate to get the word out. It hurts my heart to the core. They hope those responsible are brought to justice. Reporter they are not only looking at duplicate claims. The task force will also look at that charities and fake advertisement for housing and jobs. Specifically those directed at fire victims. It is such a disgrace to know that these people have been taken advantage of. Do we know how their information is being accessed . That is the thing. It could be one of the data hacks or there could be other ways they are acquiring the information. The big take away message here is that people who live in napa or sonoma counties had better get their credit checked. Many times people do not know they are a victim of Identity Theft. It is just despicable. I imagine for people if something does not seem right do not ignore but call fema and call your local government. Double check. We will put all of those numbers on ktvu. Com. One of the things that is quite interesting is that a lot of times people just believe that they are immune from this and will not be a victim. The truth is all the federal Government People say we are ready for this. We expect it each and every time. It is almost routine for them. When a disaster happens people know there is a lot of money at stake. Even though of course the israelis and the Prime Minister have been in west jerusalem for many decades the palestinians are really hoping that they could have a capital in East Jerusalem but with this announcement it appears that trump is prejudging the outcome. He said he will move the us embassy from tel aviv to jerusalem but that could take a couple of years. Is that going to be a real problem . Remember of all the companies countries that recognize israel every single one of them including the United States has had their embassy in tel aviv. That is only about a 45 minute drive from jerusalem and in announcing the move of the embassy is making it look a lot more real and as a result even though it may take a few years to build a structure and move everything over the crisis has already the process has over the weekend. A lot of people think this could lead to violence. Do you think that could happen. It is quite possible. It obviously represents a more extreme islam side of the palestinian nationalist movement. I am concerned about the modern palestinians and modern muslims that this kind of move is going to be fodder that will encourage and grow the hard line extremists. We have these reactionaries that are looking for any excuse to stir up violence and hatred and given that jerusalem is the third holiest city in islam for the United States to take this kind of move is a demagogue and they want to create a situation that could indeed lead to increased violence and terrorism. Will we ever see peace in our lifetime . There is really no other way. The is really juice and palestinian arabs have a different claim to the land. And jerusalem is the center of that. The same panel heard the second travel ban and the representative of the state of hawaii to set all you have to do is follow your previous opinion and even the third ban does not have adequate findings which are statutorily required to demonstrate why this is required to protect people in the United States. The u. S. Justice Department Said we reviewed information from various sources and we believe that allowing for people to come in from these majority muslim countries does do direct detriment to the United States. You are saying in these arguments that they have to be able to prove that. Have they done so . That will be the question that we see answer. What the state of hawaii was saying is we already have a process in place from countries like this that you cannot come in automatically. Canada and the United Kingdom you just go to the border and wave your passport and they ask you two questions and you are in. Countries like chad, libya you have to go through a huge and detailed process. You have the burden of persuasion. Coming in closer here to give you a rough perspective based on the satellite here you can see just how wide the smoke plume is. It is over 14 miles approximately along the with of that. That just gives you an idea of what they are battling in Ventura County and also toward Southern California as well. High fire danger all week long. The santa ana wind event and the longest at least of the season. This is until 8 pm on friday. Once again, tonight into tomorrow morning we can have gusts approaching 70 and some isolated gusts approaching 80 Miles Per Hour. You can see this in the pacific that does not look like december. This is our can weigh up to the north. It could be here but it is way out in the pacific. We are locked in this dry weather pattern and a sunny weather pattern as well. We are looking for rain and clouds but nothing is showing up on the satellite. We will check in on the current members out there showing you some upper 50s and some 60s. San francisco is 60 degrees. Santa rosa started out near freezing but a nice recovery into the afternoon hours right now they are 63. Here is life, looking toward the Golden Gate Bridge and San Francisco. We have some hazy air. Santa rosa for tomorrow morning will start out the day in the 30s and they are on track to reach the upper 60s by the afternoon hours. It is one of those days where you are bundled up for the morning but by 11 00 or 12 00 you could go for a nice walk outside and enjoy the temperatures. 30s and 40s to start up the day and that includes san jose at 7 00. 38 degrees. Still lots of sunshine in the afternoon 67 on track to reach the upper 60s and maybe flirting with 70 degrees by about 3 00 tomorrow afternoon. Here is the headline. The city opened a village of 20 tuff sheds setted up on a vacant lots on west oakland open to anyone who has been camping nearby. But only one person moved in yesterday. That was the first day the shelters were available. He didnt want to talk with us. Another man says he is considering the possibility of moving in. I dont like people telling me what to do or where to go or or having to check in. This is a gooden closure to get out of the rain. I good enclosure get out of the rain. I know its a good transition. They are insulated but not heated. There are cots, hand washing stations, security and counselors who can help the homeless find programs to get them off the streets. The city expects to clean up the sidewalks in homeless camps before christmas and hopes to set up more sheds like this early next year. For the first time in seven years the nations Homeless Population is up. According to new numbers from the u. S. Department of housing and urban development, the report shows there were 554,000 Homeless People all across the country during tallies that were conducted last january. Thats up nearly 1 from 2016. Good evening, everyone. Im frank somerville. And im julie haener. The Oakland City Council met for several hours this afternoon. But it appears an agreement could not be reached in time to get the nearly 3,000 city workers back on the job. Ktvus alyana gomez spoke with the mayor libby schaaf a short time ago. Does it appear the two sides are any closer to an agreement . . Reporter after three hours of discussion this afternoon, we hoped they are closer to coming up with a resolution. But again, it took a break for recess saying they need more time. We saw several City Council Members walking out of the meeting not having much to say, saying, hey, let them tell you, or, you know, its up to the unions. They were frustrated and disappointed in the decision on nondecision today. But again we are talking about one pot of money, about a budget which mayor schaaf says is very limited and they are trying to find ways to reallocate or rearrange some of the funds to give the union what they want. They have been in negotiations for more than 7 months. The city council says they truly hope to have a resolution by the end of the week. So we may not even see a decision tomorrow.
