The safari west wildlife preserve in Sonoma County is reopened. It was closed during and after the wildfires. Alex savidge is live at safari west with more. Reporter good morning. We are here at safari west. It is an amazing wildlife preserve in Sonoma County that thankfully survived the fires. I am here with one of my new friends, this is a threeyear old servo. They look a lot like cheetahs. This is one of 1000 animals that they have on this property. He is excited because it is once again opening day here at safari west, one month after the fires the employees are back and the animals are here and ready to have some visitors. Lynette from safari west is with us. You talk about these animals, they miss the experience and interaction with the visitors. I think the animals are more excited than the people. To see the visitors it is very engaging and enriching. They are so excited to have people here and to be a part of the environment. Reporter we know that going back to the fire last month it was terrifying. Terrifying for all the animals and the employees. We know that the owner peter stayed behind using a garden hose to put out hotspots as the fire swept through a couple of buildings were lost. A couple of vehicles burned but overall safari west came through relatively unscathed and thankfully the animals are okay. We met some of the rhinos this morning and some of the red river hogs. When you look back on how bad this could have been, there is a sense of gratitude on the part of everyone who works here. We have a large group chat running where we were talking about people saying that we need to be prepared. We were prepared for nothing to be here. To see these other employees with a huge sigh of relief when everything was still standing. Reporter it is incredible and the tourers are Getting Started today. We already saw some members of the public getting ready to get loaded onto the jeeps and they will be cruising through the sonoma serengeti and they will get to meet beautiful creatures. Dont call this one a cheetah. He is not big enough. Not quite but a lot of people see them and think it is a baby cheetah so you have to tell them no. People walk away saying this is also interesting. Anything you want to add, buddy . He loves to put his nose in the rug. Anyway, this is a big deal for sonoma and for safari west to be opened. The other thing he has enjoyed are my shoes. In the time we have been waiting to go live he has really enjoyed whatever it is i have on or in my shoes. He will be opening up a shoe shining store soon. Great to see safari west back opened. The state insurance commissioner is warning companies to carry out their obligations to settle claims from north bay victims. The insurance commissioner will announce details this morning on a notice issued to insurers and claims adjusters. He says wildfire claims must be settled according to state law which is in place to protect wildfire victims after the disaster. Most of the Hazardous Waste left behind has been cleaned up. Officials say that nearly 7000 properties have been cleared. They say this is close to a 90 completion rate. Workers say that they are finding properties that were not even on the original cleanup list. The work to remove the Hazardous Materials started three weeks ago. Some survivors are also facing deadlines this week. Napa county owners have until 9 00 tonight to have a private company remove debris from the property. The deadline is wednesday for Sonoma County. These forms are available on the websites for each county. And let the deadline for fema to help out has passed. [ music ] the orchestra held a symphony relief benefit concert. It was a volunteer event including the musicians, the stage crew as well as box office staff. Nancy pelosi was on hand to enjoy the show and she says it is a symbol of the bay areas generosity. Love is what we see tonight. The orchestra giving their time and talent and that is a demonstration that love is in the air and it is thicker than smoke. Concert tickets have sold out and we will find out later this week how much money was raised. Investigators are back at the scene of a private plane crash in san jose. The crash happened moments after the plane took off from reidhillview airport at 3 00 yesterday afternoon. We heard a report of a system malfunction leading to them not making it back to the airport. Usually you can hear the engine when they go by. The plane and narrowly missed powerlines before crashing into a home. It ended up slamming into the garage and luckily nobody was hurt on the ground. All three people on board the airplane were taken to the hospital. Two with major injuries and the third is being treated for less serious injuries. 13 people live in the home and it is amazing that nobody were injured. A residential neighborhood on a sunday afternoon. There could have been 10 to 15 people under here. The plane has been removed and authorities are examining it. Investigators will let residents know if it is safe to return. Charles manson has died at 83 years old. He had been taken from a State Hospital in the Central Valley to the hospital last week. Manson made headlines in the 60s when he was the leader of a california cult that murdered nine people. Stacy siegel takes a look at his disturbing history. His name is synonymous with pure evil. Charles scott manson. He is one of the countrys most notorious criminals who will forever be a dark stain on american pop culture. Mansons mother was 16 when he was born on november 12 1934. He never knew his father, his aunt and uncle raised him after his mother went to jail for armed robbery. The only thing my mother taught me was that everything she said was a lie. I learned never to believe anyone about anything. His own criminal career started at nine years old. By the time he moved to california in the 60s he had already spent more than half his life in jail. Manson arrived in San Francisco at the height of the hippie culture. He preached on the streets claiming to be the Second Coming of christ. He attracted a devoted group who dedicated their lives to his religious teaching. They were known as the family. Mansons drug use pushed his paranoia further and he prepared the family for what he believed the beatles song helterskelter referred to. A race war destroying the country. He had complete control over his followers. When i stand on a mountain and say to do it, it gets done. This happened during a tonight rampage in 1969. On august 8 four followers killed. First pregnant actress sharon tate and five others at this los angeles home. On the front door, the word pig written in blood. The next night a businessman and his wife. What followed was a trial that gripped the nation. Manson and his followers faced firstdegree murder charges. They did this in an attempt to start a race war. They want to take over power in the country. They wanted to destroy society. A jury convicted all of them. They enjoyed killing. Manson spoke constantly of death. Their life was murder. Manson received a death sentence in 1971 but after california abolished the Death Penalty one year later it was changed to life in prison. He was denied parole 12 times and he died as a prisoner never taking responsibility for the murders. I never broke nobodies will. I never told anybody to do anything other than what they wanted to do. Casey steagall, fox news. President trump is taking strong action against the government of north korea. In the past 50 minutes the president said he intends to declare north korea a state sponsor of terrorism. The president pointed to the killing of kim jonguns half brother in a malaysian airport as one act of terrorism directly tied to the government. It is hard, they want to come home but they dont feel safe. He says i dont want to go back to school. Hernandez was shot when the gunman fired several rounds at rancho tehama elementary school. The white house request for 44 billion in disaster aid package for Hurricane Relief is under attack with critics saying it is not enough. It is one of the budget related issues facing lawmakers including the republican tax reform bill. Griff jenkins in washington with the latest. Protesters outside of the capital call for more federal support after Hurricane Maria pummeled the us territory. Critics say the white house request to congress for 44 billion is not enough. The quantity is 94 billion in damage. The puerto rican governor estimates the island territory will need more than double the amount requested and the spending bill is meant to provide relief to all hurricane hit regions not just puerto rico. 44 billion is not a low amount. If you ask any average citizen they would not feel that way. This measure arrives as lawmakers face budget issues. A california man and mexican woman got married between a door in the border fence. Agents opened up the gate for one hour yesterday. The couple had three minutes to say their vows. They were among hundreds who came out for the opportunity to briefly see and embrace their relatives on the other side of the fence. They say the ceremony is a statement that love has no borders. The gate opening took place 50 miles northwest for the prototypes for President Trumps border wall. President trump says he should have left three ucla basketball players in jail who were arrested for shoplifting in china. Coming up i will speak with an oakland chp officer about the plan for extra paroles patrols and when they will be hitting the road. This year the chp maximum enforcement period begins at 6 00 pm on wednesday and continues through sunday. During this time more officers will be on patrol looking for impaired drivers. For more on this i am joined by the oakland chp officer matt hammer. Thank you for coming in. So this enforcement period means you have more on the roads. This means everybody else is taking time off but you guys are ramping up. So, everythings sitting holiday millions of californians are hitting the roadways to see friends and family. This is some of the deadliest times on the road for the year. So we have a maximum number of officers on patrol to help prevent tragedy. What do you look for when you are on the road . I would hope a drunk driver is easy to spot. Yes, most of the time they are easy to spot, they are swerving or slowing down. Burying their speeds. These are things we want motorists to watch for. Now that the message is out for the last 20 years or so. You guys are out looking and we have the tv commercials. Is the message finally getting out . Have you heard anything from the public . I believe it is working. People are coming up with a plan. Which is good. If you go out drinking get a designated driver. Just find another way to get home. When the chp pulls you over and you suspect someone is impaired, you will do roadside testing. Is it something that people tell you when they get pulled over . You ask them have you been drinking . Sometimes people out right lie, the most common answer is i had two. The fact of the matter is that if we suspect somebody we are getting them out of the vehicle and we will do the tests and determine from there. Someone in the newsroom said what if i refuse the breathalyzer . You are allowed to refuse the breathalyzer, but the rest of our dui investigation and all the other testing will determine if you are driving under the influence. When you get arrested for that you will have to submit to a chemical test. Okay, so then they will take you to the station. A south bay nonprofit is putting out a call for more turkeys. Sacred Heart Community service is in need of several thousand turkeys. Allie rasmus joins us live with a look at the numbers and the donations today. They hope to collect 4200 turkeys by thanksgiving. So they want to give these to everyone by thanksgiving. They have collected 2600. The first families have lined up already. They will be picking up these boxes with frozen turkeys, produce and other food items to get them through the next week and the holiday. Behind us what we have going on are a lot of volunteers. This is a massive undertaking that they do. There are volunteers hard at work asking some corn. This is the produce that will be going in the boxes. We were talking earlier, it has been a very active year for san jose and we have had some things happening increasing the need. Definitely. We began with the flooding at coyote creek and the Community Around sacred heart were hit. Next we had immigration tension and a lot of our members felt that. Finally the housing crisis is pretty bad with housing costs is rising. Everybody is in need. So you are calling out for turkeys. In an indepth oneonone interview Candice Nguyen spoke with the chief about historic hurdles that he and his department are facing. We want to get to know him, his connection to oakland and how he plans to pick up his department. When ghost ship happened where were you . I just arrived on the scene right after the order was made to go defensive. It was a day i will never forget. This past year construction fires and inspections are backlogged. Is your department overwhelmed . I would say that we have had to adjust to a new reality. We had to adjust to a variety of things i have not seen other agencies you with. We will have the full interview tonight at 10 00. We are joined by Candice Nguyen right now. It seems like he has experienced a lot as a chief already. Since we are in the holiday season, if there is a number one item on their wish list is it staffing or getting more inspectors . First of all, with the city of oakland they are understaffed. The Fire Prevention bureau has suffered. Not just firefighters but the Fire Prevention bureau and vegetation and things like that have been causing issues. They have a historic Staffing Shortage that has been ongoing for a long time. Now after the ghost ship and san pablo fire everybody is realizing this is not it. We cant just deal with this shortage. His number one goal is getting everyone staffed and trained. I imagine there are many emotional scars in the community. This has been a year where things have been tough. Did he talk about how his 30 years with oakland fire prepared him . He is an oakland native but in the last couple of months, 20 years for him have been very unusual. We were talking about the ghost ship and the last several months and he said things have been unusual and painful for everyone. He said at one point in the interview, my goal is to bring us back up. Did he talk to you about his feeling about ghost ship in general. When he arrived he said they had just gone defensive so they were not going in anymore but he knew there were people in there. I asked him and i could tell that he was careful about how he responded. Not politically, but it was just painful for him. He said when i first arrived without going into too much detail. Almost for him, he is still healing. This was only one year ago. He said it was painful but, he said it is time to move forward. Closing arguments in the trial of the undocumented immigrant from mexico accused of killing kate steinle. By this afternoon the jury could be deciding the fate of jose garcia zarate. The jury will decide if he is guilty of firstdegree murder, seconddegree murder, Involuntary Manslaughter or not guilty of anything. Kate steinle was killed july 1 2015 as she walked with her father on pier 14. Attorneys say that the gun that killed kate steinle went off by accident. One person was arrested by the Santa Clara CountySheriffs Office in connection with a deadly stabbing last night at a home on Fairway Drive near the san jose country club. Deputies arrived around midnight and found a 21year old man who had been stabbed several times. Another man at the home believed to be the victims roommate was arrested. There is no word on what led up to the stabbing. Russell simmons, a giant in the music and movie industry is the latest figure accused of sexual misconduct. A former model claims simmons forced her to engage in a sexual act while a filmmaker watched and did nothing. This happened in 1991 when she was 17. She says she went with simmons and the director to the apartment to watch a music beauty video they had produced. That is when simmons made sexual advances. Now a second woman is accusing al franken of sexual misconduct. A woman from texas says that he put his hand on her backside as they posed for a photo in 2010 at the Minnesota State fair, two years into his first senate term. Cnn identified the woman as lindsay mentz. Last week Leeann Tweeden accused the senator of forcibly kissing her during a uso tour in 2006 before he was elected to the senate. So, youre going minute to minute in this movie. Indeed, that was a number that was researched and we can back it up. I believe it is around the same period of time depending on the state. We felt as the writers and producers and of course to play the role we needed to accurately represent some of the average wait times that our veterans are waiting to receive care. How much did you rely on allison for the film and also how involved were you and how involved did you want to be . We only met when the film was completed. There was no meeting before hand. We were following the work that allison was doing and we reached out to them when the film was completed. When you see the film is it accurate to think of what female veterans are going through . The most important thing for everyone to know is that every veterans experience is different. One reason why we are partnering with the filmmaker is because there is not enough awareness of the issues especially of women veterans. Women veterans are dying by suicide at the rate of 250 of nonveteran women. People are not talking enough about that. That is sort of what the gist of the film is. When we completed filming and we were following the work of the va we knew we wanted to partner up to create a film and release it theatrically for people to see and have the movie experience but to also create impact and see if we could create conversation around areas of reform. They recently launched a campaign to raise awareness around female veterans and potentially improve the care they are receiving upon their homecoming so it has been a very good fit. We only know your character as r sergeant. Im guessing that is purposeful. That was the idea. We wanted her to stand in that iconic warrior figure like Clint Eastwood did with the man with no name. We are feminizing the warrior archetype. We wanted her to stand in in a way that people can protect their own experiences. Maybe they have a Family Member who served and they can apply the story. We can see the scars but we dont know exactly what took place in the film. It is really a meditation in the study of how we can help these people come home. Some of the veterans are carrying certain wounds you know we want to help them come home and transition so we were less interested in talking about the war and recreating images that we all carry as a culture and more interested in the study of the impact of war. We want to help facilitate the transition back into civilian life for some of these veterans. There are some silent moments in the film and i am wondering, because sometimes silence is powerful, did you have silent moments when you came back from war and are those important moments people need to realize and say we need to talk. So one thing, i think we were dancing around it, but the reality is you dont think of a woman who looks like me when you think of a veteran. That is something that is communicated in the film and is help for for the public to learn. The other thing is you do not realize what the war has done to you when you are over there. You learn coping skills and you dont realize until you get home. Everybodys experience is different. We have some vietnam war veterans who are learning about ptsd 20 years later. Simple things like driving down the street in baghdad, youre looking for trash and four cans that could potentially be explosives. When you become hypervigilant you come back and you drive on american roads looking for that. It takes a while for that to wear off. For those of us who might see the movie and think i couldve been a better citizen, we all say things like this like thank you for your service. How do we go beyond that . I would tell anybody who asked me that, take it one step further. Unfortunately the civilian military divide is so much that we are not connected. Take it one step further and learn to value our expense. Understand the sacrifice of myself and of my mom who was sick to her stomach every single night. I knew if i was in danger more so than my mom. If we can challenge ourselves as a nation to really understand the experience of those who are serving, we would be much better off. And maybe when we close our eyes and we think of people serving overseas, we also see a woman. Our warriors are women as well and that is important that they feel recognized.
