The firestorm melted the storm drain pipe weakening it. Continuing to the road downhill where there once was a pipe and undermine a portion of this court. Reporter there are 28 miles of pipe in Fountain Grove much of it in need of replacement. Santa rosa prepared for a heavy storm overnight and they were concerned these fire scarred heels would begin to slide. There was gravel bags Erosion Control measures. Continually monitoring the hillside. We did really well. Reporter and coffee part they were dropping cameras into water pipes checking for damage. The wattles held their ground and there were no major floods. And heavier rainstorm last night wouldve been a better test for the winter readiness. We want to make sure the work we did is going to work and hold. We did not get the rain which is good. We have to wait to see what happens heading into the winter months. Reporter the recent rains should encourage vegetation to grow. That should help with Erosion Control. Lets check in with to find out where the storm is what is meant right now. Some more showers redeveloping over the past half hour out to oakland outside the station. Scattered rain for daly city. Closer to san bruno. Up in santa rosa not much rain right now. It is starting to move out of the northbay and moving to the south. We will continue to scale back on the coverage of the rainfall. Especially after 6 pm. The connector ramp from 101 onto the central freeway was closed for a couple hours while caltrans prompted two feet of pending water off the highway. Coyote creek in san jose and how likely it is to flood again. Santa clara is using money set aside years ago to do the repairs. To both the flood walls and to deepen the channel. In february days of rain and the release from the anderson dam led coyote creek to overrun the bank flooding the three different neighborhoods in san jose. Thousands were forced to evacuate. Others had to be rescued. A new plan to warn residents about the potential of flooding has been adopted. An agreement to keep water levels at anderson dam lower has been reached. Construction of the berm in the rock springs neighborhood will be the last line of defense. On monday when we spoke with the mayor he told us anderson dam is a big problem that will cost hundreds of millions to fix. He is pushing the Water District to make that investment. Contra costa county damage from 20 months ago is repaired. Officials in moraga held a completion server ablation celebration for repairs to a sinkhole. The 15 by 20 foot sinkhole appeared after a week of heavy rain. This morning the city and contra costa officials were on hand for the ceremony. A man armed with a gun was shot and wounded after an altercation with bart police. It happened last night at the richmond station. That normal patrol turned into a confrontation with a man armed with a shotgun. A station agent saw a man armed with what she believed was a rock rifle a rifle. Officers were already there. They spotted a 21yearold man a block from the station in the citys jurisdiction and saw him with a shotgun it in in his pants. During a conversation during a confrontation officers opened fire wounding the suspect. Attempted to contact the subject. Unfortunately the end the event unfolded quickly. That is when the officer involved shooting occurred. The shooting comes as bart police are trying to crack down on crime while dealing with officer vacancies. They are still 40 officer short. The mayor who witnessed and attacked at the bart station earlier this year says both the richmond and barclays are working together and that things are improving. They have gotten a lot better. I think this incident this morning is an indication that bart is on top of security at the richmond station. Apparently they arrived immediately. On the house side people have said that would not jive if the senate sends a plant that does not have a compromise. We have seen with a compromise there are see it. There are still people in those high tax states that have a problem with it. There is a lot of gaps that need to be filled. It is questionable if they can get it done by christmas. The president seems optimistic. We will have to wait and see. We havent even talked about the individual mandate with obamacare. All week we have been talking about the future of humankind and Artificial Intelligence. One concept being discussed and practiced in some areas is this idea of universal basic income. The more i am joined by scot santos. Thank you for joining me. Explain universal income and how it might work in the u. S. Universal based income is an amount of money provided unconditionally to citizens without conditions universally. It is provided as a floor. This is an earnings floor that everyone starts with. Month to month. All earnings from work are added on top of the base income. Is this something that is currently used in other areas . Universal based income does not exist anywhere in the world yet. The closest example is in alaska. Everyone has received a dividend on an annual basis since 1982. That is not large enough to be considered a basic income. It is about on average 1000 a year. If it was 12,000 a year that will be considered basic income. With that be enough to allow people to meet their basic needs . Imagine if you were asked if 1000 a month would be a good enough raise to be helpful to you for meeting your basic needs. It is a floor. Everybody received zero dollars. This would be lifting that to 1000 to start with. The income from work is added on top of that. It doesnt really work that way. If you look at welfare systems essentially those give you money only on the condition that you are not earning income. You are punished for working i losing that income as you work. This changes that. It removes incentives for work. All work pace and you are always better off working the not working. Isnt the idea because of Artificial Intelligence everything will be robotic . There isnt going to be the need for humans to do the work. Therefore putting more people out of work. And other way to look at this if we are looking at a world with half as much work then we can all be just as employed if we all worked half as much. We have to really redefine the way we work. It is odd for decades or centuries we reduce the work week and now we are at 40 hours a week and we consider that full time. There is no reason to consider that full time as machines are doing more work. There will always be work we can do. The nature is changing. It has been changing for decades. We need to actually reform the way we go about our safety net. They are designed around this 20th century notion of work where you have a career for 30 years. It is full time and you get benefits. The new work we are doing has become available as part time work. It is temporary work. It is without benefits. We have to really rethink the way we have designed our safety net to enable this new work to actually for us to benefit from this new work and benefit from technology. We should be sharing the benefit of technology instead of all being worse off except for the few at the top who owned the machines. Is this really a viable option . Yes. It is going to be considered country after country. Already it is being experimented with in places like finland and the netherlands canada is working at this. The u. S. Is looking at this too. Hawaii is looking at it seriously. The first experiment is starting in stockton california. There is also going to be another experiment as well we dont know the details. There are experiments all over. This is a serious thing that will happen. More conversations to be had on universal basic income. Through each of the causes of action what the defense and the city did the mayor said there was no case. We have a complete defense. We have government immunity. The judge said you are right not here though. Mandatorily you knew about it. You did not do inspections. Fire department went in there. Police department went in there. You knew about it and should have taken care of this. I am going to let the plaintiffs in the case go after the city on that one count. There is more litigation to go. 36 families this could be financially disastrous for oakland. It could hurt the city tremendously. Will it affect the criminal .
