It means the morning commute is going to have a lot of water on the roadways. This is an Atmospheric River coming from the Hawaiian Islands and its focused on us here it goes. Theres the Hawaiian Islands. You see it right up into here and over the next 12 to 24 hours, about 36 hours, well see heavy rain especially in the coastal hills. So thats the overview. The Sheriffs Department today revealed Additional Information about the gunman, Kevin Janson Neal. It also raised the death toll to 6 after finding neals wife shot to death inside their home. They say that her body had been hidden underneath the floor. Authorities now say nine people were injured down fromten yesterday. Zen of them are children down from ten yesterday. Seven of them are children. Ktvus alyana gomez reports from the newsroom with more on what we have learned about the gunman. Reporter new information being released from the d. A. s office in Tehama County tonight reveals that kevin neal shouldnt have had a firearm because of a restraining order and we are learning more about his behavior leading up to the deadly shooting and what his family had to say about his lifelong Mental Illness that recently escalated into rage. A mad man on the loose is how the Tehama County assistant sheriff describes 43yearold kevin neal and they say his behavior on monday indicates a ticking time bomb. First a concerned call from neighbors about gunfire near his home. Then he called his mother telling her its all over. Investigators say they believe he shot and killed his wife that same night. He cut a hole in his floor. Were confident that he murdered her shot her at some point, probably late monday and literally just put her body in the floor and covered it up. Reporter Tuesday Morning, neal set off on a killing spree. His first target was a neighbor who obtained a restraining order against him after he was arrested for stabbing her in january. He bailed out of jail immediately after that incident but remained on the Law Enforcement radar. Neighbors called the Sheriffs Office several times to report the sound of gunfire from his home. Deputies responded. He would not come to the door and on at least two occasions, officers put the house under surveillance hoping he would come back out. That didnt happen. Reporter the assistant sheriff said they thought neal could own firearms. But the District Attorney in Tehama County says he was not legally able to possess a firearm. According to california law, any guns are to be turned in to police on Law Enforcement can collect those guns upon serving a restraining order. Some neighbors wonder why the Sheriffs Office didnt confiscate his firearms. Term 7 specifically said he must not own, use, possess, obtain a firearm or ammunition and must surrender or sell any firearm in his possession, um, upon demand. It also allowed for the search of the defendants home if he failed to surrender such firearms. Reporter investigators say two semiautomatic rifles were illegally manufactured, likely in neals home. The handgun he used was reportedly registered to someone else. Neal had no prior convictions and was able to possess a firearm before that restraining order earlier this year. Now, another factor comes into play, though. Neals mental health. According to the washington post, neals sister says his family tried to get him treatment for years but he refused. She also said his uncontrollable temper and rerattic behavior had fractured their family erratic behavior had fractured their family and he should never have had any guns. Tonight we are learning more about the actions of the school staff at rancho tehama Elementary School. That quick thinking prevented the shooter from killing any of the children there. Ktvus Cristina Rendon tells us that the School District says the actions taken by teachers, aides, custodian and a secretary are nothing short of heroic. You can see the bullet holes through here. Reporter the maintenance supervisor wasnt here for the shooting but shows ktvu where Kevin Janson Neal took aim at four classrooms and school office. He said 80 children were playing in the quad Tuesday Morning when the school went into lockdown and the entire staff went into action including the janitor. Custodian, who is 64, 270 pounds, he took off, get into the classrooms, get into the classrooms and so at that point, he was able to get everyone inside so there was no one left on the blacktop. Reporter the superintendent says the custodian peeked his head around the building and taught and caught the attention of the shooter as he approached the campus. Neal reportedly fired a few shots at the custodian, then had trouble with his gun. The superintendent says that gave the school muchneeded time to complete the lockdown, roughly 8 to 15 seconds between the lockdown and the arrival of the shooter on the quad. They credit the teachers, staff aide and secretary for keeping the children safe. The reason im able to speak to you today without crying is because of the heroic efforts of our school staff. Reporter the superintendent says the boy who was shot was hiding in the desk in a k1 classroom. The bullet went through the wood walls and hit him in the chest and foot. The victims were artists, dancers and musicians and it lives on thanks to those committed to continuing their vision. We share their stories. Reporter they were video producers, artists and writers, free spirits who loved music and expression, although they lost their lives in the fire at oaklands ghost ship warehouse on december 2nd, their art still lives on thanks to friends, family, loved ones, even strangers. We had a really wonderful event and we had all of his stuff out there and everybody was invited to come and, you know, look through it and take what they wanted. The public is invited to interact with the piece, writing their thoughts about what happened and their memories to those who died. We want people to realize that this is one response of many wonderful responses that have happened over the course of the past year. You know, you go down to fruitvale you see the wonderful ghost ship mural there and popup exhibitions, so many people were affected. Oakland is such a vibrant Strong Community that we all kind of knew somebody, right . She opens up about oaklands art community, the fire, and what she wants the public to know about her family. The bay area air Quality Management district has approved new rules designed to reduce the cancer risks from breathing polluted air. The rule requires reductions in toxic air pollution at oil refineries, power plants and other businesses if the emissions significantly increase their neighborss cancer risk. The air quality district approved the rule at todays meeting. The agency says it will assess the risk for people who have lived near a polluting industry for decades if the increased cancer risk is determined to be 10 in a million or greater. Businesses will have to add filters, change manufacturing methods or cut back on production. Were tracking the rainfall. We have heard the term Atmospheric River. We mentioned it earlier. Noise of miles of moisture are pointed at the rest coast and it series in on us tonight. Some Atmospheric Rivers stay put and it rains and rains and we get massive flooding. This one will dip south a little bit so we wont see massive flooding or anything like that. Atmospheric river means its going to be a good storm but in this case its migrating south a little bit in the next 24 hours so that will give us a break from the copious a rain. Now, often times Atmospheric River will just stay focused and we have seen that in years past and it can be bad but in this case, its not going to stay focused on us. Its going to move south. Rain right now showing up in san rafael. Some rain on the golden gate bridge. A little bit of rain out at the cliff house in San Francisco. Santa rosa has had over a half inch of rain. The rain will continue to pick up tonight and tomorrow and the heaviest rain will be in the coastal hills. Maybe 3. 5, 4. 5 of rain in some places. Heres how the model goes. You can see tomorrow pardon me, tonight, 9 00, theres midnight. And then it starts to move around 1 a. M. And at 3 a. M. Its in san jose but then lingers in san jose. 4 a. M. This system is barely moving. I just took it through about 8 hours, 7. 5 hours or so and the system is just still clearing san jose. So rainfall accumulations with this slowmoving very moist storm will be significant. Maybe urban and small stream flooding advisories in the north bay. The storm thats bringing rain to the bay area is also expected to dump several feet of new snow in the sierra both tonight and tomorrow. A steady snow began falling on Donner Summit this morning and the storm is expected to get stronger tonight. The National Weather service issued a winter storm watch for the lake tahoe area until late tomorrow. The snow will let up on friday which should create ideal conditions at tahoe ski resorts. Four young men are arrested after a shooting and robbery at Eastridge Mall april 25th in the afternoon. The victim survived. They are also involved in other robberies in the area around the same time and police are asking anyone who may have been a robbery victim to call them an escaped psychopath who walked away from a State Hospital in hawaii and flew to the bay area is now behind bars after being arrested in stockton. San joaquin county sheriffs deputies got the call from an alert taxi driver who they say recognized saitos picture from the news. I looked up and recognized his face and i was like thats the guy who was in my cab yesterday. I told dispatch. Reporter he was arrested near highway 99 and waterloo road in stockton a place reportedly not far from where his brother lives. I am deeply concerned that such a dangerous person was able to escape from the hawaii State Hospital and remain undetected for such a long period of time. Reporter saito escaped from the hawaii State Hospital sunday morning. He had been committed there back in 1981 after he was acquitted of murdering a woman by reason of insanity. In Court Documents authorities describe him as a sexual sadist and necrophiliac. 10 hours passed before authorities were notified he escaped. By then he got a plane to maui and then a plane to san jose. There was a breakdown in communications in our safety protocols and our communication protocols. We dont know whether that was purposeful or not. We are investigating that. Reporter this Surveillance Video from a taxi company in hawaii shows saito getting into a cab on the way to the honolulu airport. You can see him looking at the contents of a backpack on the seat. Investigators say he used a cell phone to call the cab, then paid for it in cash. Authorities suspect he may have had had help hatching the plan. I can confirm thats part of the investigation. Whether thats help on the inside or outside, i cant go into detail. Reporter several Staff Members at the hospital have been relieved of duty while the investigation continues. And authorities have charged Randall Saito with escaping from the facility, something which could send him to prison. This is something that was not done by somebody who was a was suffering from any sort of mental defect or disability and we intend to press that argument with the court when he is brought back. His condition has been upgraded to fair and Law Enforcement Officials Say the gunfire at the school would most certainly have been much more tragic had the school not gone on lockdown so quickly. It is monumental that that school went on lockdown. I really truly believe that we would have had a horrific bloodbath in that school if that school hadnt taken the action when they did. Reporter a custodian at rancho tehama Elementary School heard gunshots and immediately notified administrators initiating the lockdown. Students sheltered in place inside classrooms and doors locked just seconds before the gunman tried to get in the building. Earlier on the four on 2 i asked jd nelson what he made of the schools swift response. Im sure they train for things like this. But when its happening and shots are being fired, seconds matter and it sounded like they had a very short period of time to make that decision. Nobody expects a crazed psychopath to come into their school. It could have had sandy hook ramifications if that guy had gotten into the school. Sergeant nelson says the school staff did an amazing job considering there is no set formula for how to react in these kinds of situations. He says here in the bay area many School Districts are practicing active shooter drills so they know how to react if staff have to confront a gunman on campus. The sheriff in Tehama County said today he is urging School Districts across the country to practice these drills. It really is incredible how fast they went on lockdown. Ken wayne, thank you. The legal filings are picking up after a mass shooting at a las vegas Country Music concert with lawsuits now filed on behalf of 14 concertgoers. They follow at least three other lawsuits filed since the massacre last month. Stephen paddock fired from him room at the Mandalay Bay Hotel overlooking the concert killing 58 people. The new filing names the concert organizer, hotel and makers and sellers of bump stock gun accessories which enabled him to fire rapidly. The lawsuits argue that all of those entities share the blame. The Berkeley Police Department Must now get approval from city hall before they acquire surplus equipment from the u. S. Defense department. Last night the Berkeley City Council approved a measure that gives it the power over the types of military equipment that Berkeley Police can accept.
