The pastor is asking that the area be turned into a memorial site honoring the victims. As people in the small town continue to mourning, investigators are working to learn more about the gunman. As police put together information about the gunman area churches are turning to Law Enforcement and other Security Experts concerned about the safety of their parishioners and fearing a copycat shooter. And he didnt stand out in any way. Reporter kelley did pass a background check in colorado because the air force failed to report him to the fbi after a bad conduct discharge stemming from an assault on his wife and stepson. Lawmakers here in washington now asking how the air force dropped the ball. This was a breakdown of the system. All these people calling for background checks. Background checks are not perfect, especially the information on the background is not input. Reporter the pentagon is now conducting a Department Wide investigation to find out why kelly was not reported and make sure others dont slip through the cracks. Officers were responding to a welfare check on november 2 and when they found 48year old keith harris lying on the floor of his apartment on hayes street stabbed several times and he died at San Francisco general. Police had been called to the home by the victims apartment manager. I opened the door and there was a lot of blood on the floor and the walls and the bathroom door, immediately in sight. And i did not even step in the apartment. I knew it was bad. So i called the police. Police say the 26yearold suspect [ nonenglish language ] was taken into custody on tuesday. Investigators say he was being treated at the hospital for an injury at the time of the arrest. New accusations tonight of Sexual Misconduct involving highprofile politician. This time it is alabamas Senate Candidate roy moore. Several women have come forward claiming moore initiated sexual contact with them when they were underaged. Ken wayne live now in the newsroom with what we know so far and how this could affect next months senate election. Ken. Reporter the youngest accuser was just 14 years old at the time. She says moore was 32 and an assistant district attorney. The woman claims the encounter happened back in 1979 and was never reported to authorities. The Washington Post interviewed the woman and three other accusers who all say more initiated the sexual contact. Republicans in washington are reacting sharply to the allegations. Senate Majority Leader Mitch Mcconnell and other gop senators say if the allegations are true, the now 70yearold candidate must step aside. Its a devastating nasty story if the revelations are true. I dont believe there would be anyplace for him in the senate. Those stories are false. Moores campaign issued a statement saying the allegations are completely false and called the Washington Post story a base list political attack. The campaign went on to say the allegations are a last ditch hail mary by liberal organizations backing his opponent, democrat doug jones. The campaign added that, quote, after over 40 years of public service, if any of these allegations were true, they would have been made public long before now. The accuser who was again 14 at the time of the alleged incident says she told family about the two encounters she had with moore but nothing was ever done about it. Recently, somebody and i dont know how they did it drove through a fence. Reporter out of control drivers slammed into this fence twice. Neighbors complained and Lafayette Police responded with increased enforcement. We have done over 150 traffic stops on the road with citations. Reporter that was over two weeks. Lafayette police chief says the road is seeing a two pronged problem, safety is the main concern with speed violators, not to mention drivers have been caught going around school buses that are letting off children. And you have commuters coming from the north end of the county who have to get to highway 24. Three ways you do it, Pleasant Hill road, 680 or this valley road. A man accused in the deadly shooting of a High School Student in concord was formally charged with murder today. Prosecutors say 20yearold Kristhiam Uceda of concord shot and killed Lawrence Janson near Olympic High School on monday afternoon. They also said that no charges were filed against another suspect, 18yearold bryan sermenochachagua. Other suspects are juveniles. Police say they all targeted the 17yearold victim but theres no word yet on motive. A santa rosa june noor high College Football coach suspected of drunk driving is now facing murder charges following a crash that killed a sonoma state student earlier this week. Authorities say logo tamalatavsu was driving near petaluma sunday night when he crossed the double yellow line. Police say he collided head on with a car driven by [ indiscernible ] a 21yearold woman from oakley. She died at the scene. Three other drivers werent seriously injured. The suspect has a previous drunk driving conviction. The defense in the murder trial of Jose Inez Garcia Zarate has rested its case with closing arguments beginning in 10 days. Garcia zarate is on trial for the shooting death of kate steinle on a pier in San Francisco two years ago. As ktvus Tara Moriarty tells us, the final defense witness was an expert in Spanish Language interpretation. Marquita kirk is accused of renting a uhaul to help them escape. Investigate others say Tramel Mcclough and john bivins used a key to unlock their restraints and break free from a bailiff. They were being prosecuted for an Armed Robbery at a Verizon Store in sunnyvale. Investigators say the two men escaped in a waiting toyota camry which they ditched later and got into a uhaul truck. At this point they are still at large. Charges dropped against a former Bay Area Police officer. Three out of the six of them, all three of those cases have been dismissed. The republican tax bill in the house cleared another hurdle today as Senate Republicans released their own version of a tax overhaul plan. Republicans in both chambers of congress are trying to deliver on the partys promise of tax reform. The motion is agreed to. Reporter today the House Committee responsible for writing taxes took the next big step bypassing the gop plan, which includes cuts for most businesses and individuals thanks to last minute changes by chairman kevin brady. Helping american families, providing tax relief to main street startups and increasing american competitiveness. Reporter over in the senate, republicans are giving a glimpse of their own version of the tax reform bill. It offers cuts for individuals and corporations and like the house bill also eliminates deductions for state and local taxes. But Senate Leaders say their plan will also have its differences. Leading democrats disagree. That like the house bill, it will favor the big wealthy corporations, wealthy individuals and do harm or nothing much for the middle class. Reporter democrats on capitol hill are criticizing the gop for pushing the tax bill through the house despite their protests. House members were given less than a halfhour to review a lastminute 29page amendment to the plan, less than a minute a page. The gop tax scam isnt written for the middle class. Its written for the wealthy donors and corporations shipping jobs overseas. Reporter republicans are hoping to pass tax reform in both the house and the senate by thanksgiving. That will give them a little bit of time to work out the differences between the two plans and to be able to have a final version of that bill on the president s desk by christmas. Thank you. The california Public Utilities commission took steps to protect people impacted by the north bay fires. During a meeting the state puc approved a series of protections for. Utilities such as pg e, at t and Water Companies wont be allowed to charge deposits to establish service for customers whose homes were destroyed by the fires or who lost their jobs during the disaster. The resolutions approved today also bar utilities from disconnecting service for fire victims who cant make their payments. The utility reform network, a consumer advocacy group, pushed for the protections. Some people are going to have to move for or five times until they find permanent residence again. This will make sure theyre not required to pay the deposit four or five times. They wont pay any deposits. This resolution provides real relief, real cost savings, to people who need it the most, to people who lost everything in the wildfires. Mark tony says the rest of us will probably have to pay more in order to provide the protections for fire victims, but he believes the public will be okay with modest rate increases in order to help their neighbors after the disaster. The new rules will likely benefit tens of thousands of people who lost homes or jobs because of the fires. The consumers protections will stay in place for the next year as people continue to recover. North bay fire victims may be in for a big shock. Some survivors will likely find themselves under insured by hundreds of thousands of dollars and that would make them unable to rebuild. 2 investigates Candice Nguyen has been looking at the issue since the fires and discovered that this seems to happen after every disaster. Frank, sadly, it does. Inadequate coverage was a problem after the Oakland Hills fire and the san diego wildfires. Insurance companies were accused of deceitful advertising and lowballing policyholders. Is it a problem now after the north bay fires . Yes, although the extent of the problem is not yet known. It can take months for people to track their losses. And most of the victims are still in the process. After past disasters, homeowners reported being underinsured by hundreds of thousands of dollars. Many of them unknowingly. State regulators found some insurers were leaving out key components of home replacement estimates. Insurance companies then sued the states insurance commissioner when he adopted a regulation to require them to provide thorough estimates. 2 investigates went to sacramento to get answers. Why should the public trust these Insurance Companies if they saw that they sued the commissioner for those regulations . That lawsuit was just about the commissioners authority. Thats all it was about. Reporter california state commissioner told me this time around, he is having Insurance Companies expedite claims. Insurers are also sending staff to fire sites to directly work with victims. Whether or not you have lost your home, a big question here is how do i know if my home is underinsured . New as 6 00 tonight, a warning about the popular Fidget Spinner toys after a group found high levels of lead. The Calpirg Education Fund says it contacted the bulls eye toy company that makes the spinner and target stores where the spinner is sold. But no action ended up being taken. The two Companies Say the Consumer Product Safety Commission has declared Fidget Spinners are not childrens products, therefore are not subject to legal limits for lead. Officials with east bay m. U. D. Spent today testing the water at oakland schools. This comes after recent test results revealed lead contamination at several school campuses. Allie rasmus has more on this new round of testing that got under way this morning. They were told they couldnt drink from the water fountains. So that was the first i heard of it really. Thornhill Elementary School in oakland is one of eight schools in the Oklahoma School district where tests it be in the oakland School District where tests done by the district showed specific faucets and fountains like this had signs of lead contamination. Oakland unified School District began testing the water fixtures at its 86 campuses for signs of lead contamination in august. Today, east bay m. U. D. Started its own round of tests as part of a state program. Lead may occur in old fixtures and old plumbing. So, like, old faucets that may contain pieces of the faucet will have lead in it. Today we spoke with officials from san jose unified. Officials there told us they test for lead twice a year in october and in april. They say there is not a serious lead problem at san jose schools in the past 5 years. California regulators today decided that uber and lyft drivers dont have to be fingerprinted. The move by the california Utilities Commission unanimously rejected a push by the taxi industry for stronger background checks. A spokesman representing the taxicab limousine and Paratransit Association called the decision a mistake. San francisco taxi drivers are required to be fingerprinted. Our area could be wetter than average. Last year was a la nina year. You saw the percentages at mount shasta and lake or slow shill. This year will be the same. Perhaps another bumper year in rainfall in the Northeast Quadrant of our state. You want the rain in the northern mountains. It mike work out this year. Well see. It is officially a la nina year. Thats what we are seeing already, based on aleutians and whats happening in the storms, i think the northern part of the state will do real well for rainfall and that matters for us because of the reservoirs.
