Its such a big job, we noticed many lots are now being covered with plastic tarps and straw barriers to keep toxic ash from washes out of lots into drains during the months of winter storms ahead. Rebuilding is another matter. Its going to be three to five years for most of the rebuild. Reporter full recovery predicts keith woods of the north Coast Builders exchange will perhaps take a decade. Every contractor i know in the area was busy before these devastating fires hit us. And this is going to put a real strain on capacity of local contractors. Reporter making matters more complicated, theres a serious shortage of labor to work for those contractors. We do not have anywhere near the capacity, the number of contractors to even come close to rebuilding the homes that weve lost up here in the tragedy. Reporter licensed contractors from other parts of the state can work here as well as from a few neighboring states where we have reciprocal agreements. But illegal contractors as well as outandout con artists are already here. The next disaster for them is if they try to do business with an unlicensed contractor, whether its somebody from around this area or, even worse from outside of the state, and theyre coming in droves here. They are disaster followers. Reporter another major problem . Many of the contractors who live up here lost their tools in the fire. So the Builders Exchange is getting tools back to the builders. Everything is gone up and we are looking at 20, 30, 40 increase in rebuilding what a homeowner had before. And its sticker shock. They are going to need as much coffee as they can get because this is will be the all nighter and all dayer potentially for years to come. Tom vacar, ktvu fox 2 news. That was interesting what you said about so many of the contractors who live there lost their tools. At what point will i cant remember what you said the exchange or whatever it was, at what point will it be giving them new tools . Reporter as early as next week. They have actually contracted for the place that they are going to do this. And the details are being worked out. So that the contractors will know. But the thing thats really important here is that they have their tools because not only do they got to get, you know, some sort of replacement vehicle where most of their tools are kept; as you go around coffey park and you see the hundreds and hundreds of vehicles, many of which are contractor vehicles, you realize that this is just one microcosm of an entire area thats had this kind of problem. And tell us about how your experience was the night of the fire. For me, the night of the fire, my boyfriends mom woke us up and she was really alarmed. She said theres a fire going on. At the time, i didnt realize the severity of it. So we walked outside and from there, we could just see red all around us. And it wasnt, luckily, coming close to us, to our specific location. But i did call my parents and we found out that our house burned down so my brother he only left with, like, the clothes he was wearing, his pillow and blanket. It was definitely a rough couple of weeks but im happy to be here now. Reporter were a month removed from the fires. What are you looking forward to tonight . What does it mean to be here tonight . The First Baptist church in sutherland springs, texas, is expected to be demolished and turned into a memorial site for those who died in last sundays tragic massacre. Reporter they put up black tarps to cover most of the church in order to make some cosmetic repairs that includes covering holes that can be seen on the outside. Now, authorities dont want many people seeing whats going on. But what you can clearly see are the flags behind me which are flying at halfstaff to show the country is sticking together in honor of the 26 dead. Frank pomeroy told leaders of the Southern Baptist convention this week that it would be too painful to continue using First Baptist church as a place of worship. The plan is to have it demolished. He would like a memorial site in its place. Workers could be seen all day surrounding the church and making repairs. Texas dps says that evidence has been collected and that part of the investigation is complete which is why the state has turned the church back over to wilson county. For now, people can show their love and support down the street. 26 crosses have been set up in honor of the victims, something the community appreciates including friends and family. This is unbelievable whats happened here and these people are they all have stories. They all have lives. They all have families. And they matter to everybody. The woman accused of helping two Inmates Escape from the palo alto courthouse on monday is now out on bail. Mark ketaMarquita Kirk is said to have rented a uhaul to help them escape. The two escapees robbed a verizon last year. They escaped that waiting toyota camry which they ditched and hopped into the u haul truck. Authorities arrested Marquita Kirk and rene hunt on suspicion of helping the men escape. Tonight only hunt is behind bars. A man accused in the deadly shooting of a High School Student in concord was formally charged with murder today. Prosecutors say 20yearold man shot and killed Lawrence Janson near Olympic High School on monday afternoon. Authorities also said today that no charges have been filed against the other suspect identified in the case as 18yearold. Alyana gomez hasallie rasmus reports on lead testing at schools in the area. They were told they couldnt drink from the water fountains. So that was the first i heard of it really. So yeah, definitely concerning. Reporter a water fountain wrapped up and off limits to kids. An Elementary School in oakland is one of eight in the School District where tests done by the district showed specific faucets and fountains like this had signs of lead contamination. Oakland unified School District began testing the water fixtures at its 86 campuses for signs of lead contamination in august. Today, east bay m. U. D. Started its own round of tests as part of a state program. Lead may occur in old fixtures and old plumbing. So, like, old faucets that may contain pieces of the faucet will have lead in it. The water is great. Safety is paramount. We want to make sure the water is safe to drink. Reporter east bay m. U. D. The woman told the Washington Post that moore had a sexual encounter with her in 1979 when she was 14 and he was 32. Moores campaign issued a Statement Today saying the allegations are completely false but some Top Republicans are calling for him to step down from the race. Still, public defender gonzalez contends his client told police the shooting that killed kate steinle was an accident. It was not deliberate. He had no contact with the steinles. Many legal experts say zarate on trial for seconddegree murder could be looking at a sentence for involuntary manslaughter. We went looking for houses in that price range. What we found is coming up. California regulators decided that uber and lyft drivers dont have to be fingerprinted in order to drive. The move by the California Utilities Commission unanimously rejected a push by the taxi industry for stronger background checks. A spokesman representing the taxicab, limousine and Paratransit Association called the decision a, quote, mistake. San francisco taxi drivers are required to be fingerprinted. Those prints are then reviewed by Law Enforcement before the cabdrivers can take the wheel. North bay fire victims got relief today from the puc. Frank mallicoat is in the newsroom now with more on todays emergency resolution. Reporter frank, any relief is welcome, thats four sure. This comes from energy, water and Communications Utilities to lens the financial burden as the fire victims begin to rebuild. I think were all prepared to do more. These are the first steps. Reporter financial relief, welcome news for many that lost everything in wine country. Today the cpuc approved a series of protections that will help ease the pain of starting over. Utilities are ordered to waive deposits for affected residents seeking to reestablish service. They must discontinue billing customers whose homes are not capable of receiving utility service. Reporter in addition, pg e and other Energy Providers are barred from disconnecting service for victims who cant make payments. Water and teleCommunications Utilities will also be waiving connection and activation charges and working with customers on longterm payment plans. I would also like us to think how we take these protections and create a set of standard protections for states of emergency. Reporter the public will likely carry some of the financial burden of these new protections but the Utility Reform Network says, its a small price to help those that have lost so much. Some people are going to have to move four or five times until they find a permanent residence again. This will make sure that they are not required to pay deposits four or five times. Some north bay fire victims are in for a big shock. Thousands may be significantly underinsured and unable to rebuild their homes. Our 2 investigates team looked into the issue since the fires started last month. We found there will be underinsured victims but the number isnt known. After the san diego fires in 2007, state regulators determined that some insurers low balled policyholders often times to make a quick sale. Investigative reporter Candice Nguyen went to sacramento to get answers. Why should the public trust the Insurance Companies if they sued the commissioner for those regulations . That was just about the commissioner authority. Thats all it was about. Police in union city are investigating the death of a man who collapsed after being involved in an argument with family members. The victim is a man in his 50s. He was involved in some kind of dispute on lisa drive. Paramedics were called but the man was pronounced dead at the scene. Skyfox was over the neighborhood this afternoon where his body was in the middle of the street. Its not clear whether foul play was involved. Right now, police are interviewing witnesses and waiting the results of an autopsy to determine the cause of his death. Mourners said goodbye today to the three teenagers who died in an accident last week on skyline boulevard in san mateo. A funeral was held at the church of the nativity in menlo park this afternoon. Matthew cruz and andrew gonzales, both 18, and 19year old Ricardo Torres were killed on halloween night when torres lost control of his car, hit a tree and the car then tumbled 50 feet down a hill. Gonzales and torres were explorers with the menlo park Fire Protection district and were hoping to become firefighters. The overnight rain may be to blame for a deadly accident in the north bay. A big rig crash shortly after 10 00 last night on 101, the Highway Patrol says the truck hit the Center Divide and caught fire. The crash blocked all lanes in the northbound direction and three going southbound. All lanes reopened by about 3 30 this morning. Theres no official word if the Rainy Weather played a factor in the crash. But the chp reminded drivers to take extra precautions when the roads are wet. A dozen people are homeless tonight following an earlymorning fire at a townhouse complex in san jose. It started shortly after 6 a. M. At Don Seville Court not far from highway 85. Firefighters say the flames raced through three townhomes. But nine adults and three children were fortunately able to get out of the burning homes safely. Fire investigators spent most of the day talking to residents as they tried to figure out the cause. The cause is still under investigation. The residents were saying that the fire appeared to have started outside the building and then maybe got up into the attic through the vents but were still going to confirm that. Firefighters say the fire broke out while most of the people in the townhomes asleep. They say its fortunate that no one was hurt. It shows the need for Affordable Housing in the bay area. They got more than 4500 applications even though they only had 52 units. The new sweeney lane apartment complex on Mission Street was built on a former car dealership lot. The complex has one to three bedrooms. The rents range from about 590 to 1,700 with the amount depending on the residents income. Developer midpen housing says the overwhelming response from applicants speaks to the tremendous need for Affordable Housing in the bay area. Community leaders say this is an example of ongoing efforts to help low income residents find housing. We are dedicating millions and millions of dollars to make sure that there are projects like this that continue to be in transportation quarters throughout the county. The developer says the new residents were chosen from a lottery. All the units are now occupied and the waiting list is closed. Obviously buying a home in the bay area has become more and more difficult over the past year. In fact, if you are looking to buy, you better be ready to spend more than 500,000. While there are still bay area homes for sale at a half Million Dollars, those numbers are decreasing. Ktvus Maureen Naylor has the story. Reporter if you have the traditional dream of owning a home with a white picket fence in Silicon Valley, your options in the 500,000 range are dwindling. Its rare. If you do find one it will need a lot of work. Reporter south bay realtor leland lowe says home buyers used to be able to find a house for 500,000 in east san jose. But its not 2015 anymore. In this particular area you will find listings in the 600s. Its up into the 600s. Its definitely gone up. Reporter like this 1400 squarefoot home near king and story just put on the market for 690,000, more than twice the amount it sold for in 2000. In my 31 years of being a real estate broker, supply and demand more than any other single issue has affected the prices of property throughout the 30plus years i have been doing this. Reporter according to the California Association of realtors, San Mateo County has zero listings in the 500,000 range. Santa clara county has three. Alameda county has 96. And Contra Costa County has 282, including there 1200 squarefoot martinez home listed at 499,000. This is one of only 3 listings in Santa Clara County in the 500,000 range. Its listed at 525,000, one bedroom, one bath, 440 square feet and said to need major repairs. Take another look. Its less than 500 square feet in central san jose and on the market for slightly more than half a Million Dollars. Newly released numbers show in Santa Clara County last month, the median price of a Single Family home sold was 1,220,000, up 17 from a year ago. If you are going to be on this side of the bay, san mateo, Santa Clara County, if you want to be under 500,000 youre looking for a condo or townhouse. Its such a great place to live and prices reflect that but like julie said, you feel bad for the kids that are up and coming out of college and how are you cracking into that . How do you get your first home . Theres Nothing Available for 500,000 or less. When you get one its 440 square feet and needs repairs. Its just mindboggling. It is tough. I know. What are you going to do . Maybe rent. A lot of the kids now are living in doing this kind of van life thing. Have you seen this . Reporter an immigration deal is shaping up on capitol hill with Senate Republicans ready to work with democrats on new legislation to fix the deferred action for childhood arrivals known as daca. Every day that Congress Fails to act, every Time Congress kicks this can down the road, people, people, real people, are hurt. Reporter the Obama Era Program provided deportation protection for hundreds of thousands of young immigrants illegally brought into the country as children. In september, President Trump ordered an end to the program by march 2018 unless congress could present him with legislation to resolve the status of the socalled dreamers. At this point, lawmakers believe the quick push to grant them deportation protection could easily pass the house with several republicans willing to back the democrats on the bill. But there are still challenges getting House Speaker paul ryan on board will be one of the biggest hurdles for the nearly 2 dozen lawmakers working on the legislation. Ryan saying the new law should stand on its own and not be lumped in as part of the larger government funding bill, which some lawmakers are pushing. I think it should be considered separately after discussions are under way with our members about how the daca solution should occur. But i dont think we should put artificial deadlines in front of the one we already have. We will not leave here without the dream act passing with the daca fix. And i have made that very clear. I wont go into the mistake that the president made what a disservice, a slap in the face to the dreamers.
