It doesnt seem like a month ago. Reporter for families who lost everything, this is an ongoing disaster. One month later this family is still trying to figure out how to move forward. The biggest hurdle is the uncertainty. Reporter today they returned to their home on Espresso Court trying to save some of what this fire took from them. Even one month later, they missed the Little Things they had to leave behind. Jeff called those aha moments. Three or four times a day you do those. That funny jacket or my sons toy, it is fresh every time you think of Something Like that. Reporter not everything was lost in the fire. Jeff was able to save this classic petal car that belongs to his twoyearold sons. Twoyearold son. It has been passed down for generations. For now, they are staying with family nearby while they look for a place to rent. Even though it could take months just to clear the debris from the property, their plan is to both rebuild here in coffee park. We lost our house but we didnt lose our home. Reporter the tubs fire which caused so much destruction in the city of santa rosa was the most destructive fire in state history. Now we are entering into the most extensive cleanup effort in the history of california. A big part of that its going to be the army corps of engineers. They are working with fema and working with contractors to begin the process of removing the debris from these various properties here in coffee park and other areas in sonoma and napa counties. Im joined by rick brown with the army corps of engineers. How do you figure out where to start and how long will this take . This is a two phase process. Phase 1 is the epa has come through and cleaned out all the hazard waste like stuff under the sink and in the garage. Once we receive the epa clearance and right of entrance we will step onto the property and assess what needs to be removed and what can stay. Then we begin the debris removal process with heavy equipment and that will take two or three days and then the county will notify Property Owners it has been cleared. You are removing debris from peoples properties, with no outofpocket cost to the homeowner. Youre telling me that not everybody is opting to go this route and have the army corps of engineers clear their property. Why is that . I think Property Owners have a lot of questions and rightfully so. Theres a deadline set of november 13 and there is a lot of Unanswered Questions for Property Owners. They want to learn as much as they can and make an informed decision. We are trying to let them know everything that we know. Where hitting Community Meetings just about every night talking to Property Owners and answering their questions. Reporter we were just talking about the landscape here. It seems frozen in time, even one month later. It looks exactly the way it looks one month ago after the fires. From your perspective, in terms of the cleanup effort, its an incredible effort and how important is it to clear some of these neighborhoods out of the way to begin that rebuilding process. I believe its extremely important to the Property Owners to come through and see this work is all ready begun. We started over the weekend in this neighborhood and by monday we were on five sites doing the heavy lifting with a heavy equipment. Five on monday and today were on 24 sides. As the residency this happening and see what her cleared and clean property looks like, that will help answer a lot of questions. Reporter bank you for your time and good luck. There were restrictions in place but now the coffee park neighborhood is open to anyone who wants to come in here. Earlier today we were live from wine country and spoke to the Sonoma County sheriffs and the santa rosa mayor about Recovery Efforts so far. Today were doing good. The Sheriffs Office is back to the new normal. Its not going to be what it was before. We are back to normal staffing and the county is doing a great job to recover and our job is support. Our role was big in the beginning but not as big now. Overall, weve had a chance to catch our best our breath, and 29 people in the Sheriffs Department has lost their home. This community was hit hard. So everybody is adjusting. I think were just getting to the slow down point. They were joined by the board president of the Sonoma ValleyVisitors Bureau and the mayor of santa rosa who talked about the state of the city today. The state of our city is strong and resilient. We have a huge problem as well. We lost 3000 houses which is 5 of our housing stock. We had a housing shortage one month and one day ago and now we have a huge housing shortage. So we are working toward rebuilding as fast as we can. We enacted some ordinances that will get people back on their feet and get the bureaucracy out of the way. Permit relief, allowing people to put second units on the property, temporary units as they build. You can put an rv on your property as you are building. We need to find a lot of places to live for the people who have lived here and for the people who will be coming here to work. We all ready had a labor shortage before this started. Weve got complication upon complication regarding this fire. We are moving to work on those complications and get things rebuilt as fast as possible. Hundreds of people lost their jobs because of the fire and took part in a job fair. So far they estimate 3000 to 5000 people lost their jobs in the fires. Hundreds of people worked in hotels that no longer exist including the hilton which burned to the ground. Others worked in real estate in communities that are now in ruins. A lot of my clients have moved out of the area. They dont want to rebuild here and theyre moving elsewhere. I am just looking to work for a respectable company that can utilize my talents. Organizers say theyre hoping to rebuild the communities slowly but surely. Gray skies over the bay today and the fall like weather is here. And a little bit of rain to too. Rainfall rates will be picking up as we head into this evening. Were looking up to the north with mostly cloudy skies. The organize rainfall is not here yet, its many up to our north. But here is a frontal band that is still approaching our clothes line. I pointed out to you right here. This is the main source of the rainfall that will pick up into the evening hours. We have clouds in place and some green showing up on the radar. A little bit of moisture in advance of the main system. A few scattered light showers and portions of the north bay. Possibly a bit of a shower closer to haywood and closer to the san mateo bridge. So rainfall expectations are about one quarter of an inch in the south bay and maybe up to go one inch in santa rosa. The coastal hills could be up to two winches. By 3 00, the main action will be into portions of the northbay by 3 00 and then things gradually begin to move to the south. This is 10 00 tonight. This could include moderate to heavy rainfall for tonight. Watch out for this especially in the burn zones possibly heavy rainfall to the burn zones for tonight and into tomorrow morning. Authorities have recovered the cell phone of the gunman but havent been able to gain access because its locked. Were learning about some of the people who died. One man said his mother tried to hide under up you when the shooting started. She said she could hear the gunman looking up and down the aisles looking for people to shoot. She was on the ground the whole time and watched his boots. He eventually did a circle and ended up at her pew which is the very first pew to the front door. The lady to her left he started shooting her repeatedly. So she held her hand and the lady was crying and she told her , youre going to be okay youre going to heaven. Police are searching for two or three people who hijacked the taxi that night near the shooting scene and then ditched it and got away. In the meeting last night the Police Provided Photos of two guns they say were recovered at the scene. One used by the suspect and the other to the officer shot by the suspect. The incident unfolded during a hollowing night patrol. The officers broke approached a suspicious vehicle and told the documents to get out of the car and thats when the suspect started firing. One suspect was hit. The entered officers body camera was not on. The second officers camera was on and caught part of the incident. The g told the community theyre not releasing that footage. There are key witnesses that have not been interviewed including the hit officer. Releasing that footage would jeopardize the integrity of the investigation. Reporter the suspect has been identified as caesar valdes, a 32yearold vallejo man. Attempted murder and possession of a firearm by a felon have been the charges. In the south bay two people are under arrest accused of helping two and makes inmates escaped from the courthouse. They were booked on suspicion of conspiracy and accessory after the fact. Investigators say hunt was in a longstanding relationship with tramel mcclough. He and john bivens escape from the courthouse. They ran to a getaway car waiting for them outside and drove around the corner to a waiting uhaul. Escapes happen regularly. They plot and plan escape as soon as they come into custody. Its what they do. The escapees are facing charges and if you spot these men, call 911 immediately and do not approached them. And concord, five people have been arrested in the deadly shooting of a 17year old student. A memorial is growing outside of the campus. Getting the first of the new cars approved was a major hurdle. The state said they can put that car on the tracks if the agency takes care of some problems. Muni plans to rollout the first new car one week from today and hopes to have five more of the new trains in place before the end of the year. San francisco is placing too many roadblocks in the way to allow the cannabis industry to flourish. Legislation that would not allow cannabis buildings to be within 1000 feet of schools are childcare areas. And the city of cataldi approved its cannabis tax and will impose a tax of five dollars per square foot for growers and a process for retailers and distributors. The vote was a 79 yes. California could be offering marijuana Business Owners to put their money into banks. The federal government still considers it a prohibited drug meaning all transactions are done in cash. It marijuana businesses try to deposit cash in the bank, it is typically flagged with a suspicious activity report. Californias treasurer is proposing a way for the state to help out. Armored cars will pick up the cash from marijuana businesses and transported to a secure county facility where the state would deposit that money and a financial institution.
