In order to prevent wholesale contamination of the watershed you need do something very important, which is what this factory is doing. You need to manufacture tens of thousands if not hundreds of thousands of dams, called wattles, in order to prevent the watershed from being grossly polluted. Pretty much everywhere you look in the burn areas, you will see barriers placed around storm drains. They keep toxins from washing into the drains. That blocks debris flow into the storm drains and creeks. We are also adding compost rolls to add additional filtering to reduce the potential. Reporter nobody is sure what and how many toxins are in the ash but some think its a lot. We are planning to do Water Quality sampling to determine whats running off into our creeks and waterways. Reporter they will be looking for toxic heavy metals such as mercury and lead as well as for asbestos that can be a carcinogen. At the same time the Sonoma CountyWater District is concentrating on the coming winters big storms. The socalled atmospheric rivers. They can wash toxic ash into the sewers and waterways as well as cause the denuded land to break free. And so we really want to get a system in place to protect Public Safety and property. That will require sensors to warn the public and deploy crews to the areas immediately. They can issue watches and warnings for hazards such as, you know, flash floods, debris flows, landslides, et cetera. Reporter theres an effort to cap sewer pipes of the burnt properties so that toxic ash doesnt get into the septic sewers that could damage Sewage Treatment plants. Reporter Santa Clara Police captain said onlookers caught some of it on their cell phone last saturday night. Great america was packed for its tenth annual halloween fest but at 10 30 dozens of people ran through crowds robbing and assaulting 20,000 guests. At the same time sextons teenaged daughter and another girl who goes to the same high school got into a fight. Investigators say sexton then attacked her daughters rival with a taster. Youre left speechless at the end of that. The the, um, female victim did suffer moderate injuries. Reporter sexton is charged with three felonies including corporal injury to a child. Assault causing bodily injury. And assault with a stun gun. Great america officials decline to talk on camera about the crimes saying in a statement that the safety of our guest assist our top priority. I have absolutely no idea why she has a taser in the park or quite honestly how she got the taser into the park. Dozens of students from Dorsa Elementary School participated in a google Computer Science first workshop. The 4th and 5th graders learned the basics of coding. They used a visual program that allows them to assemble puzzle pieces instead of writing actual lines of code. The goal is to introduce students to science, technology, engineering and math, or stem, course work so they will be ready for the hightech workforce. We think its pivotal. If you see a lot of the kids get real excited about the coding they see this is something that relates to their lives. More than 33 of our population is latino. But less than 3 of our Tech Professionals are latino. We live in one valley but two worlds. And that world is too often defined by race and we need to ensure that these kids become the Tech Professionals of the future. Google has produced these types of stem intensive road shows all over the country. Yosemite park officials have closed two roads ahead of storms expected this weekend. Tioga pass road that runs through yosemite over the sierra will be closed along with Glacier Point road. Officials say this weekends storms could bring up to 2 feet of snow on some of the parks highest peaks. Both roads will be closed until monday when officials will reassess the road conditions. They just opened it. That was a short opening. How long has it been open . Just counting on my fingers, three months, four months . I think it was july because theres so much snow last year. And so now they are going to shut it down for this storm. A winter storm warning goes into effect this weekend for lake tahoe area and the areas in the mountains. Rain for us. Scattered showers. And yeah, its going to feel like winter and even tomorrow morning, might be a little bit of wet on the roadway for that morning commute. Just a very productive pattern. We have a little bit of subtropical moisture thats going to feed in. Basically heres your system up here. These are the dynamics. Down here you have these this subtropical or warmer moisture air that would tend to get pulled into that. You see this area in here getting pulled in. So that helped produce snow and rain and the whole bit. So this is not just your run of the mill early season system. Its going to have a pretty pop, especially up in the mountains where they could see two feet of snow also in northeastern california. Some showers in portland. Some showers showing up around gold beach up in oregon area. And you see all the clouds around here. And those clouds will coalesce as we head into tonight and tomorrow to bring us on friday perhaps a light sprinkle on the morning commute. And then maybe something on the afternoon commute. The main event is friday night into saturday morning. Is it a huge storm . No. But its, you know, its early november. And we are staring at some rain which for my money is going to put the fire season to rest. So thats good. Overnight lows will be warmer because the cloud cover tonight you knew that, right, 50 in napa. 51 in vallejo. Some sprinkles start to show up. You see mainly in the north bay at this time. And then you look outside and you can see sort of the vibe going. The clouds came in today and you see clouds back here, often an indication of moisture at lower levels, not fog but kind of the mid levels of the atmosphere so you see this is really whats happening, when you see that, when you see this is as a pilot, too, ken, youre bringing in moisture in. This is an indication that theres a weather system on its way. And so theres just some environmental clues there. Love that shot. The oakland zoo is debuting its newest resident the pair of young male zebras that came as a gift from safari west in santa rosa. Oneyearold being ever and 2 yearold beetlejuice arrived in september before the north bay fires. Officials say the two are getting adjusted to their new home and are gradually being introduced to their new herd mates which are two female zebras in their 20s. In the wild a natural herd consists of four or more zebras. The zoo lost two to old age recently so officials brought in two more. 12 cats were transferred from the bay area today to Washington State as part of an effort to keep animals that have been displaced by the Northern California fires close to home. Oakland Animal Services has been serving as a clearinghouse of sorts for animal shelters in the fire ravaged areas. Those shelters needed to make spe so they could take in animals found after the fires and make it easier for victims to be reunited with their pets. The oakland Animal Services has been housing cats and dogs that were at those shelters prior to the fires. And today they have sent a dozen cats to shelters in washington so it can continue to help north bay shelters. We recognize that the last thing that people would want to do when they are trying to find their pet is to try to go all over the bay area to the other shelters to try to see what shelter took it in. So we try to keep the pets local to their communities. Officials say the transferred cats will be in less crowded shelters and also have a better chance of getting adopted. The cats were placed on an Alaskan Airlines flight out of oakland airport. Cute little kitties. Id say hundreds if not a few thousand people are out here outside of it and you can actually hear some of them booing in the background as some city workers and leaders have been coming through. They have been driving through the gates to the center to get ready for the state of the city address tonight at 6 30. Just behind me here, as you see, you can kind of see the chief of police for Oakland City Police is here shaking hands with some people and talking with Union Workers about their concerns and their issues and why they are here tonight. You can see the chief there. And if you are taking a look at some. Signs, you can see what they are talking about. Our children deserve clean streets. City workers and residents united for a better oakland. They are here to send a message to mayor schaaf and the city of oakland that they want a safe and clean and fair working condition. Over 2,000 Union Workers out here protesting. They went on strike. Libraries, Senior Centers, recreation facilities today. They walked off the job at 2 00 forcing buildings to close early this afternoon. Again, you know, many of these workers are saying, they just want to send a message. They want to hear what mayor schaaf has to say. They are fed up without a contract. Before 2008, the union had fulltime workers with Health Benefits and fair wages. After the recession, they say more than half of the workers dropped to part time with no Health Insurance or stability in their positions. One of the workers we spoke with today has been with the seiu since 1999 a fulltime worker and says many of them are working long hours struggling to keep up with the work because they are short staffed. Last month, our people in Police Dispatch had to work 80 hours each of mandatory overtime and thats in addition to their regular shift and in addition to voluntary overtime. Reporter he says working under those conditions is a safety issue saying sometimes those calls to dispatch are not answered quickly so when you work that much you tend to make mistakes. He is picketing in oakland saying we want safe and fair wages and fair labor. They are on strike because of unfair labor practices in the city of oakland. They are hoping mayor schaaf will deliver them. They have looked at the 1. 1 billion budget that mayor schaaf has proposed and they dont see enough being done for homelessness and Illegal Dumping and issues they have to address daily. We spoke with mayor schaaf today. She is sharing some of the same concerns and they are hoping to come to an agreement. As far as the state of the city address tonight, at 6 30, mayor schaaf hasnt gone into many details about her talking points but will address the homelessness and the ongoing issue. We can expect to hear more about hiring the new fire chief and how the city is working to make sure another tragedy like the ghost ship fire never happens again. As for the as stadium, thats something thats come up quite frequently. A lot of people wondering whats going to happen to the as stadium. We have heard back in september that they have chosen a location. We havent heard much more about that. I reached out to the raiders and the as today for comment to see if they have spoken with mayor schaaf about her plans and what she might discuss tonight. Im still waiting to hear back from them. Well have the latest on an incident at a Bay Area High School thats sparking a conversation about race. House republicans release their tax reform package today. What supporters say the average middle class family will save if the bill is passed. A student was assaulted at Dublin High School after she is told classmates to stop using a racial epithet. Our Crime Reporter henry lee is live at the campus with what happened and what was said to the girl who was attacked. Henry. Reporter well, ken, developing information just heard from police a few minutes ago that a bomb threat here on campus was made most likely by someone disappointed in how the school handled this attack on the girl. Now, the girl said she heard someone near her use the n word and when she told them to stop, she was punched in the mouth. The victim a black student at dublin high alleges that she was attacked on campus a little more than a week ago. She told School Officials and police that she overheard a group of students using the n word. When she told them to stop, a male student who was white hit her in the mouth. I seen her lip was busted. And i think that that is absolutely unacceptable and he should definitely be expelled. Reporter School Officials say disciplinary measures have been taken but wouldnt elaborate. The word on campus is that the student has been suspended. Consequences in this case were assigned to the student that is were involved in the incident. And, in fact, we continue to work and were having conversations with the families of all the students involved. Reporter School Officials say they may expand their Anti Bullying Program on campus where the student body is 13 black. We have no tolerance for behavior for racial language, for harassment. Certainly for physical violence. Reporter the incident has reignited conversations about race at school. I was really shocked that a girl would get, um, hit in the first place. Um, i feel like she was just defending a racial slur that shouldnt be used at school or anywhere. Its just overused, like, in i would say about 85 of the people that do use the word are not black. So its rude and insensitive. Reporter so adding to the tension on campus, a bomb threat led to the early dismissal of students. Dublin police searched the area with a dog and drone but gave the all clear within a couple of hours. Again, i just learned that Police Believe whoever made these threats called in a bomb threat to the campus was upset at how the school handled the attack on the girl. The report said they were on their fifth call that day to the home where 24yearold jesus montes lived with his mother an stepfather. He stabbed himself and threatened to shoot police. Officer Colin Stewart reasonably believed his life was in danger when he opened fire after first using a taser on the man. A knife was found in the bushes. The family has filed a civil rights lawsuit against the police department. A San Francisco torney representing families in the ghost ip warehouse fire says pg es gross negligence contributed to the deaths of 36 people in the fire last year. Mary alexander says the utility installed smartmeters in the warehouse even though they had no permits. There was trouble with the equipment because of a large drain on electricity. They failed to do anything about it, to investigate, and there are a contributor because of their gross negligence for those 36 people who died. The company filed a motion asking the court to throw out the case. But that was denied. Pg e said today it has no evidence that its to blame for the fires. The company says it is fully cooperating with the investigation. House republicans unveiled their tax bill today saying it would save the average family about 1,200 a year. The critics charge it mainly benefits the wealthy and big corporations. Fox news Mike Emmanuel has the details. Reporter after months of negotiations and delays, republicans officially unveiled their tax reform bill on capitol hill today. They say it will simplify the tax code and allow taxpayers to keep more of the money they earn. We are getting rid of loopholes for special interests and we are leveling the playing field. We are making things so simple, we are making things so simple that you can do your taxes on a form the size of a postcard. Reporter the house package would seat number of tax brackets reduced to five double the standard deduction eliminate most special interest deductions, and lower the corporate rate to 20 down from 35. But its not a done deal yet. There are still Major Concerns about the elimination of deductions for state and local taxes with lawmakers from high tax states worried their constituents could be hit hard. We have a spending problem and we should look at what were spending on instead of putting it on the backs of new yorkers. Reporter other objections among song the price tag. But tax reform has been a major legislative priority for the president and he is already signaled his support for the house bill. He says he wants to sign it by the end of the year. If you drive on van ness avenue in San Francisco, things are starting to look different. The southbound lanes of traffic have been reconfigured for an ongoing construction project. Ktvus alex savidge shows us how the new setup might be confusing for some drivers. Reporter there was a lot of confusion during the morning commute along van ness avenue in San Francisco. [ beep beep ] reporter this driver swerved into the other lane at the last second nearly sideswiping another car. Time and again, we watched cars nearly crash this morning because of a new lane configuration on this busy corridor. As you drive south, the two lanes split apart to take traffic around the center medians. But at times, it can feel as though youre heading into oncoming lanes. Its confusing. Van ness is a street i try to stay away from obviously because with one lane obviously gone its only two lanes you cant make any left turns but yeah, i noticed this morning, with that narrow lane, its challenging to drive through it. Reporter all morning southbound traffic along this stretch of van ness seemed to funnel down to one lane with many drivers hesitant to drive in the left lane. Clearly thats going to be an adjustment period. Whenever you make a change to the street like this its going to to take time for people to get used to it. You should be aware on van ness that even though it appears to be one lane it splits into two and theres two lanes going in each direction. Reporter the southbound lanes of van ness have shifted between sutter and mcallister, all to make room for an ongoing construction project. Crews are replacing aging underground sewer and Water Systems and installing a new Rapid Transit center bus lane. This overhaul will include new lighting, wider sidewalks and other safety improvements. Mta spokesman paul rose says the inconvenience for drivers will eventually be worth it. A shortterm pain for long term gain some of the work were doing now will make San Francisco and this corridor much better. Reporter the mta will look at adding extra signs to make things a little more clear for drivers. But in the meantime, anyone coming southbound along van ness should remember that these two lanes split apart taking traffic around those center medians. And you can expect shifted lanes and slower traffic in the area for the next few years. The van ness Improvement Project is not expected to be complete until the year 2020. In San Francisco, alex savidge, ktvus fox 2 news. There is a plan to change another busy San Francisco street into a pedestrian promenade. Its for the two blocks of powell street between ellis and geary streets. Instead of traffic, the area would be filled with planters, 22footwide sidewalks and increased lighting. Supporters of the idea hope it will encourage shoppers to visit. Some Business Owners say the promenade would make traffic problems worse on surrounding streets. San franciscos muni board will vote on the plan in january. I guess the cable cars are still be able to go through. Got to do that. Got to be able to do that. So we still had some low 40s in cold spots last night. Tonight low 50s for the most part in the cooler spots. Most us in the mid50s because of the cloud cover and the incoming opportunity for showers. And then more scattered showers saturday and into sunday. So thats the plan. As we go through time here ill push it forward, friday the rain accumulations arent massive. They increase significantly as you get into saturday afternoon. But mostly around a quarter inch or less. Its in the lake tahoe area i think well see the most prolific moisture if you will in the form of snow and the form of maybe 2 or 3 feet of snow. So this type of system theres moisture with it. Theres dynamics here. But its not well organized so its going to happen, its going to organize really nicely on the west slope of the Sierra Nevada which thats why thats such a cash cow for us the Sierra Nevada in the winter months because it focuses storms and it creates more its called orographic lifting but those hills create the the Sierra Nevada create more precipitation, drains a lot of the moisture out of the clouds so when you get over to the nevada side, you see how dry nevada is. The napa valley Film Festival starts next week but after the devastating north bay fires, the organizers almost called it off until they checked in with their partners. Are the screen venues intact . The wineries . All the venues . We found out they were all still alive and kicking and asking to us please lets do this together. Its the best time we can do this for the community. More than 100 films from documentaries to features to shorts will be featured. There will be 50 chefs and 100 wineries showing off the food and wine. Some of the films will be screened in barrel rooms. Festival organizers say this is the first major event to happen in the napa valley since the fires and they hope it plays a big part in helping the community recover. Some of the proceeds from the festival will go to fire victims. The napa valley Film Festival kicks off on november 8th. A growing problem blamed on the wine country fires. Coming up next tonight, homeless advocates in the north bay say they have seen this homeless encampment grow since those fires started three weeks ago. The north bay firestorms are expected to cause an increase in the Homeless Population in Sonoma County. Many are low income people who had been renters. As ktvus rob roth found with more people in need of a place to live, some homeless encampments in santa rosa are growing larger and larger. Reporter Darla Anderson says she has been homeless in santa rosa for months and she says since the firestorm, she has noticed a difference. I sleep in the parks every night. And theres, like, 25 people around me. Before there wasnt so many . No, no. There were only one or two. Reporter housing advocates say the population of the homeless encampment on sixth street has grown to about 75 people because the fire claimed other smaller tent cities forcing people here. Before the fires people were moving people out. Theres a growing feeling of despair and hopelessness a little bit. There was already a big struggle and a big fight that people thought they had to get housing and now they feel like its going to be even harder. Reporter she heads the Homeless Services program for catholic charities, the largest Homeless Service provider in Sonoma County. She says that a big priority are people who had housing but were on the edge of homelessness. People who were low income, undocumented, were looking at individuals who were doubled up, tripled up in their homes and then the fire came. Reporter housing Officials Say they expect to see higher income people looking for rental units forcing lower income people out with nowhere else to go. We are going to see people entering homelessness for the first time and its going to be quicker than the foreclosure crisis. Reporter Darla Anderson wasnt directly affected by the fire but she and many others like her are affected indirectly. She says its been even more difficult to get help. Its a sixhour strike that started at 2, 2 30 today when they left those libraries and Senior Centers and rec facilities they worked at to come out here and strike at a time when, you know, mayor libby schaaf is set to unveil her plans for the city of oakland. They are calling out unfair labor practices and calling on the mayor and the city to do something about it. They have been in negotiations for about 6 months now and they say its been too long. They said they have not been getting very far in the bargaining process and they are hoping that mayor schaaf will come through for them in her 1. 1 billion budget that she is proposing. We spoke with a parttime union worker for a couple of years and she says they are hoping to send a message to the mayor that they want clean, safe, fair working conditions, something they feel they are not getting now. They also say because most of the workers are part time, they could be fired at any
