There are some returns showing up with lighter rain around northern napa county as well as calistoga. Santa rosa has had some rain but not a lot. The main system is about four days away. Forecast models are in agreements on the pattern changes but not with the intensity. We are mostly cloudy and we have 40s and 50s for temperatures. East bay temperatures in the 40s. 51 walnut creek, 52 lafayette and the winds are mostly from the southwest gusting up to 30 in some areas. Southern california has cooled off and that is the cloud coverage producing light drizzle and rain. We will have to wait until thursday and friday for the system but a more windy and clear pattern is setting up so highs today will be in the 50s and 60s. Look for little bit of sunshine this afternoon but a lot of cloud coverage with Cool Conditions in the upper 60s for many. What you have on the roads . Strike the crash from northbound 880 in oakland has been cleared. Traffic is going to be busy on northbound 880. I can show you on here you can see how much clearing has been done because the lanes have been opened. This will be giving relief to those traveling from san leandro to oakland. We also have some very tough commute on highway 24. Steve has been talking about the gusty wind so you might feel them on some of your drive especially in the flatter areas. Along the bay bridge we are backed up for the typical delay with no major problems getting into San Francisco. The south bay commute is filling in. Northbound 101 is very slow through morgan hill getting into san jose because of this crash on northbound 101. That one involves a big rig. 880 southbound we are slow from hayward to union city and westbound highway 4 is slow through pittsburgh and waypoint. The former Campaign Chairman for President Trump, Paul Manafort surrendered to authorities this morning. His former associate rick gates has also surrendered. These are the first charges in the rubber mold investigation into possible coordination between russia and the campaign for trump. Doug luzader from washington. This is the indictment, it is 31 pages outlining alleged crimes that Paul Manafort and rick gates committed. Investigators say that this ranges from moneylaundering to lying to investigators. Also not properly filing as a Foreign Agent. The important thing to note is the Trump Campaign and the election are not mentioned in these documents although some of the incidents alleged here which center around business dealings with ukraine to overlap with the campaign. The other thing to keep in mind, even though it is not necessarily related to collusion between the Trump Campaign and individuals in russia, this could be an effort to build pressure on Paul Manafort himself to fully cooperate with investigators. He may not be the ultimate goal as far as the special counsel is concerned, but nevertheless it is a big deal because he was of course the chairman of the Trump Campaign for a relatively brief time. Can you explain about these charges . Conspiracy against the us, moneylaundering, acting as an unregistered Foreign Agent. Can you give us some more information on the charges . This really pertains to the work that Paul Manafort and rick gates did in ukraine. In order to do that work you have to register as a Foreign Agent and there are allegations that false statements were made regarding that and it was not properly done. It is one of many charges in here. All of which have to do with ukraine. We have known for a long time Paul Manafort had dealings with ukraine and there were suggestions that they were not done right and this is investigators saying that this is the case and he will be facing charges. This is kind of an example of what the special counsel often does. Their job starts with one mandate in this case looking at collusion and then whatever crimes that are uncovered they pursue those as well. This could just be a sidebar but on the other hand it might help investigators get an idea of what transpired during the president ial campaign. Give us a feel about the reaction in washington after this has dropped and what President Trump might be saying about this. The president has not said anything about this. The Contra Costa County Sheriffs Department is asking for help after a deadly shooting at Discovery Bay yesterday morning. Deputies responded to the parts of cars doing donuts in a quiet area near our raven park. By the time police arrived, a 48yearold was dead. Neighbors say the man confronted the people in the speeding cars. Investigators are asking people in the area to hand over surveillance camera video. They hope this will help them identify the cars and drivers. San jose police made a number of arrests following some overnight sideshows. Christien kafton live from the Police Department where we have confirmed an officer was hurt. Reporter we are hearing that one officer was hurt. We hear that his foot was run over but he is expected to be okay. All of this taking place during overnight busts trying to stop these sideshows. We were able to Issue Citations and make arrests. We are working on the final numbers. We did have an officer injured in the process. It was just a couple of scrapes and bruises. Reporter as many as 400 participants may have been involved in over half a dozen sideshows. Investigators are confirming that there were arrests but they are not talking specifics. They have said that they need to stop these dangerous sideshows. When you are on the public street doing doughnuts or excess of speed you run the risk of losing control of the vehicle and crashing. We have video of a previous sideshow to show you how dangerous they can be. The cars can easily lose control. These sideshows are occurring with some regularity in the south bay. A 17yearold died at a circa to hospital last night. She is the 43rd person to guide because of the fires. She was a junior at ukiah high school. The fire started in mendocino county. Her 14yearold brother also died in the fire. Their parents are currently being treated at a hospital. Cal fire says the three remaining fires should be fully contained by tomorrow night. The latest report has the nuns fire, tubbs fire and pocket fires 98 contained. We expect an update on the numbers later this morning. The atlas fire was fully contained on. These four fires destroyed nearly 9000 homes businesses and other buildings. The cause of the fires is under investigation. Two people from Monterey County were charged with looting in a santa rosa neighborhood that was hit by the wildfires. John connor and christina marsh were arrested when Someone Called Police saying they saw them in a burnedout apartment building. The caller says the couple was driving a ford pickup truck. Police found the truck as it was headed toward a National Guard checkpoint but then the driver sped across the median and got away. Police received another call about the truck and later found it with other stolen items. The two people face charges of possession of stolen property vehicle theft and reckless driving. Connor also faces charges of conceiving his identity. There will be a town hall meeting in santa rosa about the agriculture industry recovering from the wildfires. Tonight the Sonoma County farm bureau is hosting the agriculture secretary karen ross. It will be a discussion about damage to land and agriculture. You will see some traffic and through quicker on the carpool lanes with highway 24 westbound slow going as it is crowded in lafayette that it seems to be Getting Better as you pass the bart station. Highway 4 is slow and i dont see anything drastic but it is not backed up to antioch. 680 is slow back to concorde creek. We are slow from 238 into union city and northbound 101 on san jose is okay but getting into this area in morgan hill is slow because of this truck accident. Northbound 85 is also very slow. We are slightly below seasonal averages by now. Cloud coverage is coming with 40s and 50s. All of the wind directions are on shore for the first time in a long time. Lets talk about the commute and on 880 we had an accident near 66 that was slowing down traffic. They have cleared the accident but now we are slow again because of the normal morning commute. 880 is going to be slow headed southbound. On 680 we are backed up in pleasanton. We have a lot of slow traffic in the south bay clearing from that earlier accident on northbound 11 adding from morgan hill to san jose and the other highways are crowded near the west valley. Lets get back to the desk. All Public Schools in santa rosa are Holding Classes today. They have been closed since the wildfires. Alex savidge is there at Santa Rosa High School where classes will be starting in the next halfhour. Reporter good morning to both of you. More students in the city of santa rosa are getting into their school routine. We are outside of Santa Rosa High School where classes will resume in about 30 minutes just after 8 00. You can see the cars with parents dropping off their students. 11 santa rosa schools are reopening today for the First Time Since the wildfires in this area three weeks ago today. Students will be returning to class at the Mark West Union School District and the town of geyserville. Many schools will have counselors on campus to help students traumatized by the fires and still recovering. On friday 13 schools reopened and that included Piner High School which was hit hard by this disaster when 100 students at the school lost their homes. It is nice to be back. It is good for the community to be together. Obviously we have struggled the last three weeks but coming together makes it easier to support each other. Reporter it is not just the students who are having difficulties with the transition. A number of teachers and staff have been left without a place to live after the fires. Piner high history teacher zoe miller spent her first day in class with her students talking to them about what it means to recover from a disaster like this. Maxwell was arrested saturday night in scottsdale, arizona. A woman says maxwell pointed a gun with her. He was booked on aggravated assault with a deadly weapon. Police do not know what led up to the confrontation. She said to the officers when she went to deliver food at an apartment in the complex the male subject answered the door with no shirt on and he had a silver handgun pointed at her head. Police say the officers say maxwell shown showed signs of being intoxicated. The oakland as have said we take this situation and Ongoing Investigations seriously. We are gathering information from the proper authorities. A proposed meeting between the nfl and a group of players to talk about taking a knee during the national at them has been canceled. The money is part of a 950 million bond measure called measure a. Voters approved it last year as it aims to provide housing for vulnerable populations and to help new home buyers. 250 million in bonds was sold last thursday. The remaining 700 million will be issued for the next 10 years. Water Officials Say no matter what weather we have this winter the oroville dam will hold. Wednesday is the deadline to have the 770 foot tall dam ready to release water. For five months crews have been reinforcing the structure and pouring concrete to improve the spillway. Thousands of people had to evacuate below the dam. Dam operators say they will face limits on how much water they can release until final repairs are done. Officials are looking at the damage that could be caused around the state capital if the levees along our local rivers fail. The aging levees need more than 20 billion in repairs and upgrades. Looking at the bay bridge commute some of the carpool lanes are getting slow which is not usual but it is so crowded on the bridge. We have these lanes that are typically moving but now they are slow. 880 northbound we had an earlier accident near 66 that has cleared but traffic is still slow driving into oakland. On the san mateo bridge it is windy. You can see those whitecaps on the bay so westbound 92 will be busy. Southbound 880 is jampacked as we move past this earlier accident into fremont. 7 for the five lets bring in steve with the forecast. We have a lot of cloud coverage. A couple measurable amounts of drizzle from north to the south. We will have some breaks in the clouds but those highlevel clouds are also coming. A puerto rican government owned Power Company has canceled a 300 Million Contract with a Small Company in montana that was supposed to be rebuilding the power grid. Is feeling like fall. Finally. We have been warm for a long time but now we are changing gears. We have had reports of a lot of drizzle with lower clouds in place. Tomorrow night is looking mostly clear but partly cloudy. The temperature will be dropping off fast but it is looking dry. Today we have the morning drizzle with the lower cloud deck with 50s and 60s. There is a lot of cloud coverage with Cool Conditions and some reports of rain. Especially into lake county and northern napa county. Santa rosa and Sonoma County with a little bit of drizzle. Also a little bit in the Oakland Berkeley hills with a little bit to san jose. Rain is on the way for the end of the week. This is early friday, these amounts could be more of a snow event. Looking at tahoe if they get 2. 64 inches of liquid that would be 2 to 4 feet of snow. A lot could change and these amounts could be decreasing but we will see. For us we have 50s with a few 40s but a lot of 50s. Around oakland, berkeley and San Francisco it is around 55 degrees. We have 20s for the wind and a cooler week has begun with subtle changes near average to slightly below equaling 50s and 60s with a few 70s. Okay sal i know it is still busy right . Yes, but we have improvements. Hopefully this hour will be improving. On 80 westbound it is more like 4 to 5 minutes instead of an hour between the carquinez bridge and the macarthur maze. Sometimes this gets up over one hour but today it is a little bit less. At the bay bridge it is 20 minutes on your delay before the span but we are getting signs that things are improving. This is a look at northbound 880 which is typically slow near the coliseum. We had an earlier accident that may have added to the slowing on 580 westbound. The san mateo bridge looks like it is slowing down. Traffic loads to barely be moving near the peninsula so we will get on that. I dont see anything here right now but we will investigate. Also the dumbarton bridge is looking very slow. Indictments against Paul Manafort. s former business associate rick gates as well. This is video of manafort arriving at fbi headquarters. Manafort and gates surrendered this morning and as doug luzader reports were getting a look at the charges. This indictment is lengthy, over 30 pages accusing Paul Manafort and rick gates of everything from Money Laundering to making false statements but it focuses on their work in ukraine. This may be just the start. We did not say much of Paul Manafort this morning as he was driven away but the Ongoing Investigation into the Trump Campaign and its ties to russia appears to focus on him. Both Paul Manafort and a former associate of his rick gates were ordered to turn themselves in. Manafort was an intimate so if anything wrong happened in the campaign he would know about it. Even if he was not directly there. Does that bring this closer to President Trump . That is not clear and trump has long maintained there was no collusion with russia. Over the weekend he suggested investigators are ignoring those who should be the real targets. He says they should be looking at clinton instead of phone me trump russia collusion. The president is not under investigation. Chris christie says the president is not a target but some democrats wont say that. The president is not under investigation . I cant comment on that. Some lawmakers are pushing for a new authorization reflecting current threats. The death toll has increased to 43 in the wildfires after a 13yearold died at a sacramento hospital last night after seriously being burned in the fire. Her family was overcome by flames as they try to escape the redwood fire in mendocino county. Her 14yearold brother also passed away in the fire and their parents were both burned. Cal fire says the remaining fires should be contained by tomorrow night. In the past 30 minutes cal fire told us the remaining three fires are at 99 containment. The atlas fire was 100 contained on friday. The combined fires destroyed nearly 9000 homes, businesses and other buildings. Also they burned 250 square miles. The cause of the fire is under investigation. Two from Monterey County are under investigation for looting a neighborhood that was ravaged by the fire. The two were arrested after Someone Called Police when they saw them inside of a burnedout apartment complex. The caller said they were driving a ford pickup truck. Police located the truck near the National Guard checkpoint but the driver sped across the median and got away. Investigators later found the truck with several stolen items. The two are facing charges of possession of stolen property. Habitat for humanity is holding a resource day for everyone who lost their homes. Evil from sonoma, napa, solano, mendocino and lake counties are invited. They will be showing victims how to recover their losses. The open house will be held at the Culinary Institute of america near the Public Market in napa running from 5 00 until 9 00 tonight. We have put information on this on ktvu. Com. All santa rosa Public Schools will be opened today, 11 schools are Holding Classes for the First Time Since the fires started. The mark west School District and schools in geyserville will resume class. Cleaning crews have been decontaminating classrooms to make sure they are safe. Two schools, shaver and wrigley will not reopen yet. Students who attend those schools will be sent to others within the district. In the south bay police have made several arrests following overnight sideshows. Christien kafton is in san jose to show us the evidence left behind. Reporter we are on greenwood in north san jose. If you look at the road you can see these fresh tire marks left over from last night or a sideshow as recent as last week. San jose police have confirmed there was a sideshow last night. A series of sideshows and an officer was injured by a car running over his foot. He is expected to be okay. This was part of a crackdown on multiple sideshows. As many as 400 participants showed up at six sideshows in san jose. Multiple agencies are involved and investigators confirmed there were arrests made but they are not talking specifics. They have said these sideshows need to be stopped because they are dangerous. When you are on the public street doing doughnuts or excessive speed you run the risk of losing control of the vehicle and crashing. Reporter we have video of a previous sideshow to show you how dangerous they can be. These cars can easily lose control and hit other cars or spectators. The sideshows are occurring with regularity. Social media is being used to coordinate these meet ups. You can see this is not very busy but it does have businesses in this area like the granger across the street. This is westbound on the bridge and we are looking at the dumbarton bridge with a little bit of slow traffic. The south bay commute has filled in driving on the 101, 85 and 280. Lets bring in steve. We have a lot of cloud coverage with partly sunny skies this afternoon. A lot of drizzle this morning across the area. Would have a lower cloud deck which was enhanced by this system in Southern California. There will probably be a 40 degree difference between game one and game two in los angeles. The Contra Costa County Sheriffs Department needs help after a deadly shooting in Discovery Bay. Debbies responded to reports of cars doing doughnuts in a quiet area. Moments later shots were fired a few blocks away. A 48yearold man was killed in the shooting. We have not located any kind of party. The victim has been identified as bradley christian. Neighbors say that he confronted people in the speeding cars which were a red mitsubishi eclipse and a gray sports car. Investigators are asking people to turn over Surveillance Video in the area to identify the cars and drivers. A gas tax goes into effect this week as prices will increase wednesday. Governor brown signed the bill earlier this year generating more than 52 billion over the next 10 years to pay for transportation improvements. One of the goals is to have 98 of highways in Good Condition by 2027. There is an effort to create a measure in 2018 to repeal the new tax. The official city bird is almost extinct. The radar is picking up some rain from sonoma to lake county around the Russian River. Also into the Oakland Berkeley hills there are reports of precipitation. Rain is on the way for everybody by the end of the week. We will probably have to wait until friday or saturday. The most will be in the mountains like shasta and tahoe. Tahoe is projecting 2. 64 inches of precipitation. It is looking promising but we will see what the forecast thinks. Watch for those advisories in the mountains friday through sunday. We have this big low across Southern California pushing these clouds in. The cooler week has begun with temperatures in the 50s and 60s today. 50s and 60s expected across the area. Things have been busy but now they are improving . A little improvement as we look at this commute near the bay bridge toll plaza. 25 minutes on the commute and we have some improvement in some of these lanes. The carpool lanes are moving great and even the left lanes are not looking bad. On the san mateo bridge we were stopped a little while ago but we have now started. We do not have any crashes reported at the actual span. 880 is slow from san leandro toward 238 driving into downtown oakland. Southbound traffic is slow near fremont, northbound 101 is way behind schedule coming from morgan hill to san jose. When you get there that commute is very slow getting into sunnyvale. For the first time in weeks all Public Schools in santa rosa to be Holding Classes. Alex savidge is live with more on how the district is helping those students. Reporter this is no easy transition for many students. Keep in mind a lot of these students lost homes in the fires or were evacuated. This morning we are here at Santa Rosa High School, this is one of the schools reopening today for the First Time Since the fires. This is one of 11 santa rosa schools that are now back open today following the disaster. 13 other schools resumed on friday. Counselors are on campuses to talk with students who may be having difficulties. At least 80 students in Santa Rosa High School no longer have homes. I lost my house so i feel like it will be emotional today because we will be talking a lot about it. Reporter students will be returning to class in the neighboring Mark West Union School District and in the town of geyserville. Not just the students are struggling as they return to school. A number of teachers and staff throughout the city were left without a place to live. Of course this is anything but a Normal School year for everyone. Deep in mind students missed three weeks in the classroom but the district says because there was a disaster declaration that schools will not be adding any additional days to the calendar. It will just try to make it up in other ways. Investigators are searching for the cause of a deadly house fire from early yesterday. Crews were called to a home near Mount Davidson at 4 30 yesterday morning. One person died in the fire as flames raced through the home. The fire was kept from spreading. No more new information on the victims. Hundreds of millions in bonds in santa clara have been sold. The money is part of the 950 million measure called measure a that was approved last year which aims to provide housing for vulnerable populations and to help new homebuyers. 250 million in bonds was sold thursday the remaining will be issued over the next 10 years. More police than usual at the closing night for the Great America halloween haunt. 100 young people robbed and assaulted a number of visitors and employees. There were reports of fights raking out. Lets look at the video from saturday night from what they call the Great America halloween festival when the park is decorated for the holiday. Thousand a park goers ran for the exits and one juvenile has been arrested. One adult has also been arrested. Officials say that patron safety is their top priority. They will plan to beef up the private security which was overwhelmed by the incident and Santa Clara Police will increase patrols for the final night of halloween festival tonight. Did you point a gun at the woman . What happened . Maxwell was arrested saturday in scottsdale. A woman delivering food to him claims maxwell pointed a gun at her. He was booked on charges of aggravated assault with a deadly weapon. Police do not know what led up to the elected confrontation. She says when she went to deliver food at an apartment in the complex the male subject answered the door with no shirt on and he had a silver handgun. Police say that officers put in the report maxwell showed signs of being intoxicated. He was the only Major League Baseball player to meal during the National Anthem this passes in. The oakland as have issued a statement that reads we take this situation and Ongoing Investigations seriously. We are now gathering information. A proposed meeting between the nfl and a group of players to talk about National Anthem protest has been called off.
