Into the afternoon temperatures will warm over yesterday. Isnt that i glorious start over mount diablo . Winds are light. Once in a while we pick up the little bush, that tree on the side right there kind of playing around but no, its completely still and heres another view for you as we say good morning to saturday. 40 degrees right now in santa rosa. San francisco checking in at 52. Oh, livermore and san jose all in the 40s this morning. We have santa rosa in certain pockets in the north bay into the upper 30s. Right now, temperatures are down from yesterday. Down by 10 degrees in fairfield, down by 7 in oakland, and over portions of the north bay a little cooler over areas by santa rosa. Temperatures begin to warm today a little warmer for the back end of your weekend. Its not going to stop there. In fact, as we get into the extended forecast, inland communities nearing 90 degrees at some point. Ill show that you in extended forecast. Lets talk about today. Low 60s at the coast. Well go 64 in San Francisco. Mid to upper 60s around the bay. And low 70s expected inland. Areas like antioch, 71. 71 santa rosa. 71 san jose. In the extended forecast, as the warmup continues, ill have a look at what you can expect for your sunday and when those hottest numbers are expected to arrive coming up. We begin this morning with steady progress on the fire lines up in wine country. 13 days after this disaster began to unfold, cal fire says the rain we saw couple of days ago and the cooler weather may have helped fire crews move closer to full containment. Here are the latest figures from cal fire. The tubbs fire is now 93 contained. The pocket fire is 82 contained. And the nuns fire is at 85 containment. The atlas fire in napa county now stands at 89 contained. Those four fires alone have now burned more than 245 square miles. More fire victims living in santa rosas hardest hit neighborhoods are returning home today. Yesterday the city reopened coffey park along with the orchard park and journeys end mobile home parks. The Fountain Grove neighborhood reopens today and while there is so much devastation, people are finding personal belongings in the rubble that are impossible to replace. We found our ring in our ashes in our house. You found the ring . Yeah. Where did you find it . We just knew exactly where it was and we dug for it. Thats awesome. Well, People Living in the devastated Fountain Grove neighborhood will be allowed to return to their homes starting at 10 a. M. Meantime, Business Leaders in napa and sonoma counties are urging tourists from both near and far to visit wine country this weekend. Napa and sonoma counties and the entire north bay for that matter have taken a big economic hit since this firestorm erupted nearly two weeks ago. The owners of wineries, restaurants and resorts are hosting all sorts of special events this weekend to try to get more visitors to return to this popular tourist destination. Those events began with the Big Block Party in downtown napa last night. Its been a rough week, but were back and we want to let people know that, you know, were here and were welcoming everybody to come visit napa. We wanted to make sure that people know that were open, for one, that, you know, 98 of the wineries are going to be reopened by tomorrow. And that the Downtown Market is the restaurants that you come to napa for are here and anxious to have you back. A lot of businesses in wine country have faced a drastic drop in out of state tourists during the past two weeks. So local Business Owners are making an appeal to people in other parts of the bay area to come visit that area this weekend. And last night in downtown santa rosa, hundreds of people gathered to show their support for the fire victims. According to debora vallalon, the crowd was in a remarkably festive mood despite the devastating events of the past two weeks. You are here tonight and you are not going anywhere and were staying strong reporter a few hundred people gathered in downtown santa rosa to collectively exhale. I felt like we needed to all get together and have a big group hug. Reporter organized by a selfdescribed stayathome mothers. Im not a professional organizer. I just created an event on facebook and i ran with it. All these people came to help me. Reporter sunday will be two weeks since the tubbs fire blew in from the east and torched neighborhoods never thought to be in danger from wildfires. You wont find anybody here that doesnt know somebody that has their house burned down or lost somebody. Reporter this family evacuated, their home survived, theyre here like so many others to show support. A lot of healing and just got to work as a community to to hopefully build back what was there and stay together. Well make it, we are, right . Were strong. Reporter she says she noticed people connecting differently. Normally everybody is sitting in line on their phones and, like, not really paying attention though is around them but everybody was just talking and its been so beautiful to see all our Communities Join together. [ applause and cheers ] reporter songs of survival, some dancing, it was a night to burn off steam after so much stress and sadness. Just showing that were strong and resilient and even Something Like this isnt going to get us down. Reporter while a few miles away in coffey park, Curtis Martin searched his ashes in fading daylight. It was beautiful at one time. My wife and i bought it in 1993. Reporter he hadnt heard about the gathering, deep in his property and his thoughts all day. I have no more tears. Im dried up. Reporter he knows survival matters most. This is whats left of a lionel train set from the 40s and 50s. Reporter but in a family home, many things arent replaceable. My wife got me a long time ago king of the remote. Reporter and coffee mugs are all martin has been able to save. Clean them up and not that you maybe ever drink out of them again but you can save them and have a little memento. Reporter what happens next, Say Community leaders, will be a test that shapes Sonoma County for years to come. We had people in need even before this. Now we have an even greater need. Reporter recovery will go way beyond buying a tshirt because the region was critically short of rental housing before and now even more so. We have to be creative and bold as a community and make sure that we are thinking from all Different Directions and that we keep this amazing generous spirit we see here tonight. Reporter debora vallalon, ktvu fox 2 news. Meantime in the south bay, fire crews are continuing to gain control over the bear fire thats burning in the santa cruz mountains. New numbers just in within the last few minutes show that this fire has now grown to 391 acres and now stands at 50 containment. Evacuation orders remain in effect around Boulder Creek where the fire started four days ago. Cal fire says its gained the upper hand and has begun to release some of the crews from the scene. Of course, this weeks rains did help to slow the growth of the fire. Makes a big difference in the conditions that the firefighters are working under at that time. And so it makes it a lot easier to get a lot of work done when the moisture is high. And this morning we can tell you that three people are in custody in jail after a shooting that happened on thursday night in the area of this fire near Hartman Creek road. Two others also were arrested for being inside a closed disaster area. No further details on the circumstances of that shooting. And in the meantime, officials are hoping to allow more evacuated residents to return to their homes in the area today and tomorrow. More than 50,000 students are still out of schools because of the fires. State schools superintendent Tom Torlakson joined us yesterday and said at the height of the disaster, more than 400,000 students were out of school and 100 schools are still closed. To help students transition back to school, districts from around the state are offering counsels, school buses and portable classrooms. Many students will be in a whole new environment. We dont know where theyre all going. But again, with over 8,000 homes lost, many of those are students that will be relocated somewhere else. Its going to be a hard transition. But our teachers are up for it and ready to help. Voters recently passed a 9 billion measure for School Reconstruction and torlakson says he will be working with lawmakers to have some of that allocated to schools in the north bay. All right. And this is all for those firefighters, those Police Officers, who have been working tirelessly really over the past couple of weeks. They have been working long hours. They are worn out. When you sit and talk to some of them up in the fire zones, theyre worn out. It takes a toll so here you go. The boy scouts are saying thank you and what better way than with some pancakes early in the morning. This is in santa rosa. Other troops from around the bay area have gone up there to staff this so you have 1,000 volunteers coming and really such a great event. We are going to be peeking in more as those pancakes get ready to go. I believe it starts in about 20 minutes. So pancake ready to go. I think i can smell them from here. Happening now, hundreds of people are jumping off of the new river gorgeous bridge in fay yesterdayville, west virginia. Did in fayetteville, west virginia. Why did they do it so late in the game . But base jumpers are allowed to jump off that bridge in fayetteville just for today. Just for your amusement, claudia. Are you okay . [ crosstalk ] lets talk about the oroville dam in more serious news. When you talk about it, you have to talk about how quickly they need to get this work done and crews are racing to get it done before the rainy season arrives. You have the crews trying to meet this november 1 deadline and there are around 700 construction workers assigned to the project. Work is ongoing. About 22 hours a day. The main spillway is going to be about 3,000 feet long with concrete slabs thicker than an airport runway but the size of this project and the tight time frame are contributing to the growing costs. The original estimate back in february following the Mass Evacuation of thousands of residents living below the dam was 275 million. But the States Department of Water Resources now says the final tab will be closer to half a billion dollars if not more. Rosemary was talking about this earlier. We are in store for a warmup. Big waves at ocean beach swells up to 20 feet on friday. High surf advisory ended last night. The National Weather service advises people to use caution and be mindful of the dangers being near these waters. The Weather Service warns you never turn your back on the ocean. Mother nature may have provided a preview yesterday of what this upcoming winter will look like in lake tahoe. The area got a real good amount of snow. Three inches at squaw valley. Temperatures will be 60 degrees today. Watch out for slick roads. Chains were required on friday as Higher Elevations of interstate 80 and some people returning from tahoe this morning were caught in the slipout and also we can tell you westbound on 50 was only one lane near pines. There are a lot of times of the year where you think, especially in the winter, when people go up there unprepared, flipflops, like come on. Its middle of winter. If someone is caught off guard right now, i understand. It happens. Its confusing. Heres the problem. What is this, winter, summer . Oh, my gosh, its going to be a great season. We dont know. We typically get a system between now and halloween. We are going to transition back to warm weather into the upper 80s here in the bay area eventually. Lets take a look at the weather this morning under mostly clear skies. Its a cold one out there. Upper 30s to 40s around the bay a few 50s. Well rebound as we get into the 9 00 hour. Today will be warmer than yesterday. Still not all that warm though and ill show you on the satellite view. Mostly clear skies and not a lot of fog to speak of. Well have low clouds and fog return eventually as early as tomorrow morning. But this morning, we have mostly clear skies and chilly conditions. 39 degrees right now in fairfield. The inner east bay in livermore, 44. San jose checking in at 49. And over portions of the north bay. Barely making it to 0 every 40 in areas like santa rosa, napa 41. Temperatures are cooler than where we were yesterday. As we slide along the peninsula, 47 outside your door, san mateo 49 in belmont and low 40s for menlo park. Getting into the afternoon, temperatures will range from the low 60s at the coast to low 70s inland. Well go 64 Stinson Beach, mid 60s in sausalito, upper 60s for novato, 71 in santa rosa, one of the warmer locations. How about the east bay . East bay will go alameda, 70 for danville, low 70s expected in brentwood. South bay 71 for san jose. 71 saratoga and 70 degrees in santa cruz. So you may actually need a light jacket. Its going to feel nice in the sun but if you are going to be in the shade it could feel cool. 66 san bruno. 64 San Francisco. Keeping in mind this is the afternoon high. Its going to take us a little while to get there and then its not going to last very long as sun begins to set before 6 30 these days. Going to tahoe, its a dry one mostly sunny skies but take a look at the temperatures. Below freezing in the overnight hours. 55 degrees the afternoon high for today. Mid70s expected for tomorrow. So the back end of the weekend is definitely going to be the warmer day. And that includes for us here at home, as well. Heres a look at your extended forecast. Temperatures will range again low 60s to low 70s for today. Bump those numbers up, upper 60s for the beach tomorrow. 70s around the bay nearing 80 inland and by tuesday, hitting that 90degree mark for inland communities. Mid to upper 80s around the bay and 75 degrees around the coast, beach like weather, warm inland. We are getting a little bit of everything here in october. Well go back and forth for a little while. Army corps of engineers says it could take longer to get electricity fully restored there possibly even up to a year. Puerto rico needs tens of thousands of new power lines poles and a power grid rebuilt and restored. They plan to bring power back 50 by december and the rest next year. The senate will vote on a bill to bring more aid to areas affected by the storm. A project is moving forward in puerto rico. This is a project created by google that uses balloons to help bring Internet Access to remote areas. They will enable texting, e mailing and web access to at t customers. The fcc has authorized to send 30 more balloons to the area. Google is warning this technology in these balloons are experimental but its been tested in other natural disasters. The police bike if is hospitalized in intensive care this morning. 32yearold elia lewintankel is in Critical Condition at San Francisco general. The man accused of running him down is behind bars. 50yearold marquise johnson faces a long list of charges including attempted murder and felony hitandrun with injury. Yesterday a judge set bail at 10 million. Many sfpd officers attended that Court Hearing as a show of unity with officer tankel. It is very difficult for these officers because they know it could have been any one of them. Officer tankel is a 32year old newlywed. Those close to him say he is a fighter and Strong Enough to pull through this very difficult time. As for the suspect, he is due back in court on november 7th. The founder of a tech startup in jail after being charged of assaulting and sexually abusing his 3year old son. San mateo county records show the man was arrested sunday in San Francisco. He is charged with child abuse an assault to cause bodily harm along with several other charges. A charge was dropped previously. He was fired from his company. He is held on 300,000 bail in jail. He will be in court november 1st. An investigation is under way this morning after a small plane crashed last night in san carlos. The faa says the plane was a singleengine cirrus sr22. It ran off the end of the runway while trying to take off. The plane crashed through a fence and wound up on skyway road near holly street. Skyfox over the scene a short time after this crash. At first, First Responders were there at the scene. The faa says that two people who were on board the plane only had minor injuries. A growing number of Police Departments in the bay area and across the nation are equipping their officers with body cameras in response to highprofile police shootings. But a new study published in the Washington Post found they will have no effect on officers behavior. The study involved more than 2,000 Police Officers from washington, dc. Researchers found officers equipped with body cameras used force and prompted civilian complaints about the same rate as those who didnt have them. The findings reject the contention that body cameras improve accountability and transparency among Police Officers. A scary moment here caught on camera in a houston suburb. Surveillance video captures four gunmen as they carjack a Young Mothers minivan. But about 20 seconds or so after this crime begins to unfold, one of those suspects fires his rifle across the street, killing a man and then injuring another person. This all happened on monday. Before the gunmen take off they throw the woman and her 11monthold baby out of the van. Police are still searching for the three people involved. One was caught. A mothers dispute with a teacher turns violent and now that parent is in jail. Pittsburg Police Arrested a woman on thursday after they say she attacked her daughters teacher with a brick. Police say williams and another man followed a woman as she left school earlier this week. School official says williams tenyearold daughter bit the teachers as she was trying to take away her cell potential. Williams is facing charges including aggravated assault, stalking and terroristic threats. A bay area woman survived the mass shooting in las vegas only to come home to wildfires here in the north bay. Ktvus ann rubin spoke with her about how she is handling these two life changing events. Reporter two horrible tragedies in two weeks. And Michella Flores survived them both. Something i certainly wasnt planning, yes. I dont wish this upon anybody. Reporter the Flight Attendant happened to be in las vegas october 1st when a shooter opened fire on a concert crowd killing 58 people. She was there listening to the music when she heard one round of gunfire, then another. It wasnt actually until the second round that people were running out of the venue screaming, shooter. And i turned around. Reporter flores hid in a Hotel Conference room. Until the commotion died down. She says she was still shaking hours later. Thats all i could think about. I need to go home. I need to go home. I need to go home. Reporter home is santa rosa. As i was driving home, i saw the glow over the ridge. Reporter flores made it back in time to help her parents and dog evacuate from the north bay wildfires. But despite their best efforts, their house could not be saved. As a former firefighter, she has seen a lot of tragedy but nothing quite like this. You wake up and, no, theres more evacuations, theres more fires going. Thats when it was like okay, i can only take so much of this. This needs to stop soon. Reporter through it all, she has done her best to hold it together. I still have to function. I cant go off in a corner and flip out or cry or whatever. Theres things that needs to be done. Reporter she and her family spent a few days at an Evacuation Center and are now in a new rental sleeping on donated air mattresses. She says this month feels like a nightmare that wont end. I have no idea when it will feel normal or better or i have no idea. I hope its soon. [ laughter ] reporter flores lost everything including the Flight Attendant uniform and luggage she needs for work. Her family has set up a go fund me page to help them get back on their feet. Free animal care supplies will be handed. They will have dog and cat food, crates, leashes and collars and other things. All supplies are free and will be available on a first come, first served basis. The pet supply fair is at the Sonoma CountyAnimal Services warehouse at aviation boulevard in santa rosa. A lot of pets impacted by the wildfires. Now you can see the new oakland mural. It lights up the front of the stork club on telegraph avenue near 23rd street. The mural is titled, full circle, the fox and the stork. The inspiration for the mural is based on on a fable. Do unto others as would you have them do unto you. Head to San Franciscos ocean beach. The father of the person started the Love Life Foundation which inspired new signs in oakland. As Jana Katsuyama reports, this is heartbreak to healing. Reporter on a stretch of sidewalk in oakland, ordinary pavement became a place of prayer. [ music ] this is a very bittersweet horrible day. Reporter donald lacy still remembers october 20th, 1997, when his 16yearold daughter was caught in the crossfire of bullets never meant for her. She would have been 36. And i know she would have had children. I would have had grandchildren. Reporter her childhood friends now grown women with children of their own joined hands at the corner of 26th and myrtle right across from Mcclymonds High School where the girl was killed. I couldnt believe it. You know, i was crying and you know, went to the hospital and when i got there, they said that she was gone. She was gone. So that was really rough. At 16, i was 15, she was 16. Whenever she walk in a room she was just, like, full of life and just made everybody smile just a happy person. Reporter from grief the girls father said he started the Love Life Foundation an idea that his daughter had shared with him just months before she was shot. Friend of hers was killed and she said she wanted to start an organization to speak out against violence. Reporter her father tried to keep her spirit and love of life alive and this week, the city of oakland embraced the words love life as its motto with new welcome signs in oakland, a reminder of the girl named from birth for her love of life. On the way to Highland Hospital she came out in the car so i figured she was so eager for life that i gave her the name loeisha which is two languages combined which means love life. Reporter a young girls Legacy Living on a reminder that for every light lost to darkness, others continue to shine. A judge decided to toss out a womans more than 400 million award against Manufacturing CompanyJohnson Johnson in a cancer case. The judge on friday will now grant the company a new trial citing the previous case that had several errors. The woman in the case claimed that Johnson Johnsons baby powder gave her ovarian cancer. And that the company failed to warp the public of its potential risks of talcum powder. The woman died but her Attorney Says they will be appealing the judges decision. The latest jobs numbers show a trend in the bay area. 4700 jobs were lost in september making it the worst unemployment month locally since february of 2010. We are now in a slowdown. The east bay lost 2600 jobs last month. San francisco and san mateo counties lost 1700 jobs. And Santa Clara County lost 13 hp jobs. This was the second straight month of cuts the bay area lost 2400 jobs in august. Economists say one problem is companies are having difficulty filling job openings because prospective employees dont want to move here to the bay area because of the high cost of living. Aaa reports that it responded to more than 450,000 emergency calls last year from people who didnt have a spare tire. 28 of new cars are sold without a spare tire and many of those run [ indiscernible ] automakers have eliminated spare tires to reduce car weight and improve fuel efficiency. Target is changing the way it does business. Target has announced plans to expand sameday delivery. They are also remodeling many of their old stores and they are opening up Small Format Stores in urban areas. Also on the agenda, merging its brick and mortar operation with its ecommerce efforts. Target is also planning to start Curbside Pickup for Online Grocery customers soon. Walmart currently offers the service in many stores and plans to expand Curbside Pickup to more locations in the next year. A big donation towards north bay wildfire relief. First well talk about some of the big stories were following this morning. We are learning now about an officerinvolved shooting that happened in the south bay early this morning. This all happened during a traffic stop at around 1 00 in the morning. We have new picture and details about the situation. And police are saying the officers felt like they needed to shoot the firearm. Well talk more about that as well as the condition of the person who was shot. In just a few hours more fire victims will be allowed to return to their santa rosa homes. Yeah. Well have more on that return home a very emotional return home for thousands of people who were evacuated from their homes during the firestorm. Plus, right now, live look here inside this is a scene where they have a pancake breakfast going on in santa rosa this morning. This is all for First Responders up in the north bay. They are getting a meal from the boy scouts of troop 232. Pancakes were on the griddle an hour ago. Now the work continues. More pancakes for all those who want to attend. Anywhere from 6 degrees in napa, 8 degrees in oakland. 6 degrees livermore as well as concord. But well begin a rebound as we get into the next hour or so. And temperatures will range from the low 60s to low 70s depending on where youre going to be this afternoon. A little bit of cloud cover now pulling into areas over Half Moon Bay but you can see, mostly clear in the way of fog. Could see those low clouds and a little bit of fog return to the coast as early as tomorrow. But for today, we have mostly clear skies. Outside now the winds are light and variable into the afternoon, becoming primarily from the west. We have San Francisco at 10. Oakland at 7. Santa rosa 8, napa 10, as well. We begin our 8 00 hour here with breaking news out of the south bay. Santa clara police are right now investigating an officer involved shooting. This happened just before 2 00 this morning at El Camino Real and scott boulevard. Police there in santa clara say an officer fired at a suspected car thief after that man intentionally backed his car into an officers patrol car. The man was shot and wounded and is now listed in stable condition. Police say there were no officers hurt during the shooting. Progress in the wildfire wildfire wildfire. The rain and cooler temperatures have helped the containment. Heres the latest numbers on your screen those four fires alone have burned more than 245 square miles. Incredible. More fire victims will later today return to some of the hardest hit neighborhoods in santa rosa. This is going to happen in just a couple of hours. Now, you remember yesterday that the city reopened certain neighborhoods that had been block off to anybody for the last couple of weeks. People returned to this neighborhood the coffey park area. They also went back to the orchard park neighborhood and the journeys end mobile home park, as well. Later today, people who live in the Fountain Grove area of santa rosa, that neighborhood, they will be allowed to return to that area. Many people are coming back looking for personal belongings that are impossible to replace. We found our ring in the ashes of the house. Where it did you find it . We knew where it was and we dug for it. Thats great to see. More People Living in these devastated santa rosa neighborhoods are going to be returning to their homes starting at 10 00 this morning. Hundreds of people gathered in downtown santa rosa last night to show their support for the fire victims. You are here tonight and you are not going anywhere and we are staying strong whoo the large crowd was in a remarkably festive mood despite the devastation in wine country during the past two weeks. This stayathome mom created the event on facebook. All these people have come out of the woodwork to help me. You wont find anybody here that doesnt know somebody that has their house burned down or lost somebody. There were songs of survival and even dancing in the streets. It was a night to heal after so much stress and sadness. Meantime, Business Leaders in napa and Sonoma County are urging tourists from both near and far to visit wine country this weekend. The owners of wineries, restaurants and resorts are hosting special events this weekend trying to get visitors to return to the popular tourist destination. Rob malcolm reports it began with a block party in downtown napa last night. Reporter as the hills in napa and Sonoma County still smolder there was reason to celebrate in downtown napa. Napa is strong, brother. Thats it. This is why people come out is for the community and to show the respect to our First Responders. Reporter the wildfires devastated some of the picturesque terrain. This Party Tonight put together in three days was intended to send a message. Its been a rough week before were back and we want to let people know that, you know, were here and were welcoming everybody to come visit napa. Reporter and by the number, they did. Downtown napa was never evacuated during the fires. But businesses like this hotel took a hit during the height of harvest. We wanted to make sure that people know that were open, for one; that, you know, 98 of the wineries are going to be reopened by tomorrow; and that the Downtown Market is the restaurants that you come to napa for are here and anxious to have you back. Reporter miller says its too early to tell how much money was lost, but everyone has a memory. One person was working a wedding as flames worked to the hilltop venue. I had to call the wedding and saying we are out of here. We were going to do the cake cutting, father daughter dance and the fire was coming at us. Reporter the businesses are back with Everything Else that makes this region first class. If you look at the pictures and the scenery, its still beautiful. Its still gorgeous. Reporter rob malcolm, ktvu fox 2 news. Well, more than 50,000 students are still out of school. Thats because of the north bay fires. State School SuperintendentTom Torlakson joined us yesterday and said the height of this disaster, there were more than 400,000 students out of school, 100 schools still closed. To help students transition back to school, there are counsels, school buses and portable classrooms. Many students will be in a whole new environment. We dont know where they are all going. But again, with over 8,000 homes lost, many of those have students that will be relocated somewhere else. Its going to be a hard transition but our teachers are up for it ready to help. Torlakson will work with lawmakers to have money allocated to schools in the north bay. Fire crews in the south bay are continuing to gain control over the bear fire which burned in the santa cruz mountains. New numbers just in here. That fire has grown to 391 acres and now stands at 50 contained. Evacuation orders do remain in effect for people around the Boulder Creek area. Thats right around where the fire started four days ago. Cal fire says it has now gained the upper hand, though, in this fight and has begun to release some of the crews. The rain that we saw this past week did help to slow the growth of that fire. Makes a big difference in the conditions that the firefighters are working under at that time. And so it makes it a lot easier to get a lot of work done when the moisture is high. And this morning we can also tell you that there are three people who are in custody this morning after a shooting in the area of that wildfire. The shooting happened thursday night near Hartman Creek road. Three people arrested in connection with the shooting. There were also two other people arrested by Law Enforcement for being inside that closed disaster area. In the meantime, officials hope they will be allowing more evacuees to return to their homes today and tomorrow. Republicans have a plan for tax reform that could mean an even larger budget deficit. Well have more on how much larger it has grown in the past year. And the outlook ahead. Plus, let it snow. Tahoe already getting an early start on winter. Work crews are racing to repair the oroville dam spillway before the rainy season arrives. Crews are trying to finish by november 1st. There are 700 workers on the project. The work goes on 22 hours a day. The main spillway will be 3,000 feet long with concrete slabs thicker than a runway. The costs are going up. The original estimate in february was 275 million. But the States Department of Water Resources now says the final tab will be closer to 500 million if not more. Rosemary has been telling us about a big warmup in store for later on this week. And surfers have been out enjoying the big waves and the nice weather at San Franciscos ocean beach. The swells reached 15 to 20 feet on friday and that meant there was a High Surf Advisory that was in place. It expired last night. These conditions come as surfers are gathering for the 2017 red bull heavy water surf competition. The National Weather service is advising people to be cautious and very mindful of the dangers of being at the beaches. The Weather Service says never turn your back to the ocean. Mother nature gave us a winter preview in lake tahoe. They got snow. Squaw valley got 3 inches. Truckee got an inch. And while the temperatures are expected to get up near 60 degrees today, drivers are told to bring your chains and watch out for slick roads. Chains were required friday at Higher Elevations on 80 and some folks returning from tahoe this morning were caught in a slipout. And then if you look to the north, theres actually some rain over the north corner of california all the way down to mendocino county. We are going to remain dry, have a little bit of an onshore breeze in the afternoon. Expect the low clouds and fog to return into tonight. But for today well be mostly clear and temperatures begin to warm today over yesterday. Sunday is going to be warmer. With that warmup, are we going to see any wind, possibility of winds coming along with that, fire danger . Right now, the winds dont look too strong. Okay. They dont look too strong. No advisories at the moment but that could change. Thank you. Now we want to turn to the ongoing disaster on the island of puerto rico. The u. S. Army corps of engineers says it could take longer to get electricity fully restored on the island possibility up to a year. Puerto rico needs tens of thousands of new power line poles and power grid rebuilt and restored. Engineers are planning to bring power back to nearly 50 of the island by december and will continue to work through the next year. On monday, the senate is set to vote on a multibillion dollar bill to bring more aid to areas affected by the storms. And in the meantime, something called project loon is moving forward in puerto rico. This is a project created by google which uses balloons to bring Internet Access to remote areas. Those balloons enable texting, email and web access to at t customers. The federal Communications Commission has authorized google to send 30 more balloons to the area. Google warns the technology in the balloons is still experimental. But it has been tested in other natural disasters. Government is spending millions on the prototypes and while the final price tag varies it will probably in the tens of billions of dollars.
