Fifth avenue and foothill boulevard, hitched a ride and then ended up near ninth and international where Oakland Police took her into custody. We talked to the police about what happened. The Public Information officer told us that speed appears to be a factor in this case and he talked about the hazards of pedestrians and motorists alike on the roads. We want to take this time to remind the community of the rules of the road and to remember to adhere to those rules because it applies to it refers to the safety of the community as a whole whether youre a driver or pedestrian. Now, the girls name hasnt been released. She was taken to Childrens Hospital in oakland with critical injuries. At last word she is again in Critical Condition. Henry lee, ktvu fox 2 news. Henry, do you know anything more about that little girl . Do we know about how old she was and was she with anyone . Was she in the street . Was she on the sidewalk . What can you tell us about that . Reporter we asked police about her. They would say its a minor victim. They wouldnt say the age of the victim. They do not know if she is crossing the street or in a crosswalk or accompanied by anyone. Thats part of the ongoing investigation. All right. Henry lee in oakland, thank you. Cal fire now says it has almost finished its damage assessments of the Northern California wildfires and the amount of destruction is growing. Today authorities raised the number of structures destroyed in all the fires to 8400. At least 42 people have died in the fires. It started nearly two weeks ago. Cal fire says the cooler temperatures overnight helped fire crews move closer to full melissa caen. We are seeing new numbers today out of cal fire. The tubbs fire is 93 contained. Pocket fire up to 82 contained. The nuns fire 85 . And the atlas fire up to 87 contained. Those four fires have burned more than 245 square miles. And today many people who lost everything got their first up close look at just how bad the destruction was. Homeowners returning to coffey park, orchard park and journeys End Mobile Home Park have been spending the day digging through the rubble. Ktvus tom vacar was at all three locations today and joins us with some of their emotional stories. Reporter they had to see it to believe it. But what they saw was truly horrific. Today, 12 days after the horrific fire, santa rosas coffey park residents were finally cleared to legally go and see their incinerated neighborhood. Just to come up here is its just its devastating. Its awful. I feel for everybody. Everybody that has to go through this, this is just not this is not normal. Today were ready to dig through both homes. Father will be here later on after work, but right now were going to our house and start sifting. We dont know whats left. Insurance is going to cover the new toaster and coffee pot but that doesnt help you with the grandma collectibles you had for years and other mementos from past relatives. Thats the part you cant replace. Reporter for cory, the coming ordeal was preceded by a past ordeal. We went to my parents house in bennett valley. The next day they were evacuated. So wednesday we were gone from that. And then we went to Rincon Valley and had to be evacuated there. So its just been go, go, go, go, go. Reporter but cory says he means to stay and rebuild. Of course. Reporter of course. Of course. I love my neighbors and my neighborhood. We found our ring in our ashes in our house. You found the ring . Yeah. We just knew exactly where it was and we dug for it. Reporter evacuees from the scorched earth once known as journeys end were also allowed in. Entry was provided only to those who produced proper credentials. Thank you. I love you guys. Thank you for the support. Reporter others without a good reason were simply turned away. Were really trying to keep lookyloos they dont need to be in there during this period of time. You got to give people the space is to be able to process what happened to their life. Reporter once in, residents were allowed to sift through ashes and hoping against hope to maybe find a missing pet. [ calling a pet ] reporter the pain is palpable with everything already lost. [ crying ] my cat, my baby. I never had kids so he was my baby. I just pray that he didnt burn in the fire. Reporter if she finds that cat, well certainly let you know. Now, one other thing. Remember that diamond ring they found . Well, anthony and cristina wanted to use these sifters in order to find them but they were afraid it was going to destroy the ring so they put this stuff away and they started digging in with their gloved hands. And lo and behold, they found it right here at the site of their former house which will be their house once again. Tom vacar, ktvu fox 2 news. Tom, i its just astounding they were able to find it. Did they have a good idea i think she mentioned they kind of knew where it was in the house and they just started digging there . Reporter yeah. They started digging there and they were lucky because very often in a fire, things move around, walls fall in. Things can get scattered about. And in this case, it just turned out to be that this ring was heavy enough and protected enough from the heat not to have melted down. The metal. So they are very lucky. But they knew exactly where it was. And because of that, theres at least one happy part to this story. That rebuilding effort will be a long haul well into the future. What a keepsake to get back. The fire destroyed the schools classrooms, the main office and library as well as the soccer and baseball fields. Father brown says they plan to resume classes there next week. Obviously, well be making use of the internet. Well be putting some content online. Well also be through the generosity of other churches in the area using some of their sites also to hold physical classes. There are also plans to put portable classrooms on the campus to hold more classes and on monday night, the Cardinal NewmanFootball Team will play its rival rancho cotati a game that father brown says everyone is looking forward to. That is going to be a huge game for the school community. Its special and dear to our hearts particularly the fact that were able to get to a game so quickly and that our students are so willing to participate and play and it brings us into normalcy and something that everybody likes. The Cardinal Newman went into the school to retrieve any equipment that wasnt destroyed. The team has been practicing for the past week. The tubbs fire is now the most destructive wildfire in california history. Cal fire releasing this graphic here showing the north bay fires and where they stand in the list of 20 worst and the tubbs fire as of this morning had destroyed 5300 structures and its right on the top number one. The nuns fire is sixth with 1200 structures. The atlas fire at tenth at 741. And the redwood complex fire in Mendocino County is 16. These numbers still expected to go higher. We had some muchneeded rain last night. Meteorologist mark ibanez is in the Weather Center for bill. Are we done with the rain for now . Yes. But it was a nice burst to welcome the rainfall last night into the bay area. There wasnt just a few sprinkles. Reports of heavy downpours late last night. And today for the most part we had a mixture of sun and clouds and a few isolated showers. So take a look at the numbers. San francisco. 31. San jose. 22. Up in the north bay right around santa rosa. 21. And napa. 19, livermore a tenth inch. Most of the rain out of the bay area but nice to have some measurable amounts here in the bay area to help the fire crews in the north bay down toward the Santa Cruz Mountains and looks like we are going to be drying out for the weekend. Eventually we could have fire danger on the rise once again. Looking towards San Francisco, we have clouds. Theres mount tam left portion of the screen. So still a mixture of sun and clouds out there. But heres the system moving across the bay area earlier today. A few clouds rolling through the area and out to the north and west. You see those clouds beginning to arc up to the north. Thats an area of High Pressure that will continue to build in leading to a dry weekend and warmer weekend, as well. Well talk more about the overall weather change and eventually some neighborhoods could be 90 degrees and with that fire danger on the increase once again for next week. Well talk more about that coming up in a few minutes. Now to the Santa Cruz Mountains where cal fire commanders report steady progress in the battle against the bear fire. They say improving weather is helping but gunfire in the fire zone last night created a scare. Ktvus south bay reporter jesse gary live now in Boulder Creek with more on that and efforts to get full contaiment. Reporter the skies are clear and free of the haze that hung over the Mountain Range for much of the week. Officials say that while the skies are cleared out, they are still watching carefully for an increase in temperatures which could lead to a greater fire danger. Reporter the fourth day of the bear fire is a day for thanksgiving. Winds are down. Humidity is up. And a quarter inch of rain fell overnight. Makes a big difference in the conditions that the firefighters are working under at that time. And so it makes it a lot easier to get a lot of work done when the moisture is high. Reporter why so . Because the fire just kind of lays down and things get really calm. Reporter that calm was shattered late thursday afternoon. By the sound of gunfire in the 100 block of Hartman Creek road. Deputies in the area provided security for folks who had been evacuated from the bear fire. Reporter three people accuse the couple sitting in the car near their property of stealing marijuana from an illegal grow operation at that site. They were arrested after one grabbed a shotgun and fired blasts at the car. Jason dixon and nicole, the targets of the shooting who say they were just looking for a lost dog, were arrested for being inside a closed disaster area due to firefighting operations. That area in and around there obviously the safety of the firefighters is a concern. And you know what im saying, wanting to keep them safe and thats why we had to come in to try to figure out what was going on there. Reporter while the five people from the case were booked into the county jail, firefighters say the gunfire didnt impact overall firefighting operations. They gained the upper hand in this firefight and began removing some personnel. The bear fire is holding at 320 acres but containment is up to 40 and growing. Rains overnight have helped and have not produced a risk of mudslides. When i was at mass on sunday, always nuns were praying for rain. I think our prayers were answered. I hope well get more. Reporter officials hope to allow more evacuated residents to return to their homes over the weekend as 40 containment eventually turns into a tap out of this fire. They are hoping that happens sooner not later as you heard in the weather forecast. The temperatures are expected to go up over the next couple of days. Temperatures into the upper 80s if not the 90s and that could bring back the risk of a high fire danger here which is something they dont need right now. Two East Bay High School students accused of Sexual Assault were formally charged today. One student is out of de la salle, the other in Ignacio Valley High School accused of raping a carondelet student an allgirls high School Across the street from de la salle. Authorities say earlier this week, that female student came to them and told them she had been sexually assaulted late last month by two male students. Two suspects were arrested wednesday evening and booked into Juvenile Hall in martinez. [ music ] wow everything that is gone, my wheelchair, my prosthetic, everything. The north bay fire took everything including this girls prosthetic legs. Today though she got her mobility back. Hear her inspiring story coming up. Reporter a strong show of support for officer Elia Lewin Tankel in Critical Condition after being running over by an suv while on bike patrol during a police chase wednesday. Its difficult for the officers because they know it could have been any one of them. Reporter no cameras were allowed inside the courtroom but the defendant 50yearold marquise johnson spoke to me yesterday from jail. Were they chasing after you . I dont know what they were doing. I know the Police Version of events are to be questioned. Reporter johnson faces a slew of charges from attempted murder to evading police to felony hitandrun with injury. Undeniably and unequivocally a terrible tragedy. Our hearts go out to the officer who was injured. Reporter the judge set bail at 10 million to which johnson yelled out, isnt that extreme . Who can afford that thats homeless . When the judge refused to lower bail, johnson again numbered her saying, thats racist we do have the presumption of innocence and the rights to fair trial in this country. I think its hard to keep that in mind especially as information comes out in dribs and drabs but i hope people can reserve judgment. Ultimately criminal cases are about intent. Reporter but for the fellow officers whether johnsons actions were intentional or not, they say it doesnt help their friend, a newlywed only 32 years old. Its heartwrenching to sit there with the family, the parents, see them struggle with their emotions and having the officer in the icu ward. Reporter while in court, johnson also blurted out that he thought the fbi and Justice Department should be involved in his case. Based on our jailhouse interview, his defense may center around his claim that he suffers from ptsd, fallout he says from an alleged Police Beating in 2014. His next Court Appearance is november 7th. The Oakland Fire Department has a new fire chief. Darin white was sworn in as the oakland fire chief today. He is a 20year veteran of the department. He took time today to acknowledge the tragedies the department has faced in the past year including how the department responded to the tragic ghost ship warehouse fire. We had a very challenging year like none i have ever seen in any other organization in the state or in the country having to endure. And im really proud of the men and women of this organization. White said his priorities include a toptobottom review of the Department Operations including how the Department Responds to investigations. Okay. Lake tahoe got its first measurable snowfall last night. Take a look squaw valley, yeah coming down. About three inches of snow in the valley. Truckee got about an inch. If you are heading to the sierra this weekend, drive safely. Chains are required early this morning on highway 80. But a little bit of a dusting. It changes quickly up there. Rain in the bay area meant snow in the mountains. Big time. Is that early or about on schedule for them to get so if like that . About on schedule. Actually have an episode a few weeks ago up in the sierra but in fact, all that snow will probably melt next week because were talking about 90 degrees. We cant make up our mind weatherwise with the temperatures back up at least here in the bay area approaching 90 degrees. It will be a few days away. Theres that well defined front that moved across the bay area late last night into early this morning scattered clouds and sun cloud mix on the first half of saturday. Saw nice reports of snow out in the sierra and a few more observations with some of the storm reports as you can pick out scattered around the lake right around truckee. Theres one inch of snow reported this morning. As we check out another observation, two inches in the truckee area, as well. So nice job with snow reports. Concord in the mid60s right around 65 degrees were low to mid60s out there. With wind speeds a bit of a breeze out there toward novato gusting to 20 miles per hour. Concord 15. Oakland winds westerly at 18 miles per hour. And some more reports for you. San jose 18 and sfo winds westerly checking in 16 miles per hour. Heres a look ahead. First well show you before we show you the fiveday, scattered high clouds out there will gradually move out of the bay area. Hopefully well get a little more soaking rain over. Next few weeks. Thank you. Well, they escaped the north bay wildfire but a young girls prosthetic legs were left behind and lost in the fire. I dont feel that confidence anymore but when i get my legs, i get it back, like, immediately. We were there as she got fitted for her new legs and watched as her confidence returned. Among the losses in the devastating north bay fires were the prosthetic legs of a Young Santa Rosa girl who had to leave them and did not get them back. But as ktvus rob roth shows us, that young girl is walking again tonight thanks to workers who came forward to help. Reporter there are gifts that truly are priceless, and this is one of them. You want to walk down a little . Reporter lily, aged nine, is about to get her legs back, her prosthetic legs. Can you go up and down . Yeah . Okay. Reporter lily visited the Hanger Clinic in San Francisco friday to see if her new legs fit. They do. I can walk now. I can do everything by myself. I can run and i can do everything. Reporter up until about two weeks ago, lily and her mom lived in the coffey park enabled. They escaped the late night firestorm by car. I couldnt believe, like, fireballs were coming at us, and i was super scared. I couldnt even believe, like, how scared i was. Very blessed when we did actually see a Police Officer directing us another direction. I knew i got down the hill quickly and it was safe. Reporter this is what their house looks like now. Among the rubble are lilys prosthetic legs. Everything that is gone, my wheelchair, my prosthetics, everything. I couldnt even believe, like, i see i had no words. Reporter but words have not failed her as much as her body has. She has a congenital condition where her joints wont bend from the waist down. At the age of 6, she decided to have both legs amputated, wear a prosthesis and be active rather than keep her legs and be wheelchairbound. Lily could be a poster child for prosthetics. She rides horses, runs track and has a doll with prosthetics. But when the fire claimed her legs, it also claimed some of her spirit. That is, until Hanger Clinic, San Francisco, stepped in and made her a new pair of legs for free. She is just such a beautiful light knit world to start with. So to be able to put to put that smile back on her face is priceless. We are shoal but surely putting Humpty Dumpty back together again. Reporter the difference between having and not having legs can only be measured in lightyears. I dont feel that confidence anymore but when i get my legs, i get it back, like, immediately. So well spoken for nine years old and smart. I love how she got her confidence back immediately. Riding horses and running track. Also ahead, she dodged bullets during that mass shooting in las vegas. And then one week later ran from flames in the north bay. Coming up next, well talk to a woman who survived backto back tragedies and talk to her about how she is coping. She was running from bullets in las vegas one week, then fire in santa rosa the next. Michele flores has survived two of the countrys worst tragedies. Ktvus ann rubin spoke to her about she and her family are coping. Reporter two horrible tragedies in two weeks. Michele survived them both. Something i certainly wasnt planning, yes. I dont wish this upon anybody. Reporter the Flight Attendant happened to be in las vegas october 1st when a shooter opened fire on a concert crowd killing 58 people. She was there listening to the music when she heard one round of gunfire, then another. It wasnt actually until the second round that people were running out of the venue screaming, shooter. And i turned around. Reporter flores hid in a Hotel Conference room. She says she was still shaking hours later. Thats all i could think about. I need to go home. I need to go home. Reporter home is santa rosa. As i was driving home, i saw the glow over the ridge. Reporter flores made it back in time to help her parents and dog evacuate from the north bay wildfires. But despite their best efforts, their house could not be saved. As a former firefighter, she has seen a lot of tragedy but nothing quite like this. You wake up and, no, theres more evacuations, theres more fires going. Thats when it was like okay, i can only take so much of this. This needs to stop soon. Reporter through it all, she has done her best to hold it together. I still have to function. I cant go off in a corner and flip out or cry or whatever. Theres things that needs to be done. Reporter she and her family spent a few days at an Evacuation Center and are now in a new rental sleeping on donated air mattresses. She says this month feels like a nightmare that wont end. I have no idea when it will feel normal or better or i have no idea. I hope its soon. [ laughter ] reporter flores lost everything including the Flight Attendant uniform and luggage she needs for work. Her family has set up a go fund me page to help them get back on their feet. Ann rubin, ktvu fox 2 news. Warriors star Klay Thompson made an announcement on twitter about how he is going to help the fire victims in the north bay. Hey, everyone. As we all know, california has been tragically affected by these wildfires for the past few weeks and i will be pledging 1,000 per point i score for the next three home games. And that could add up because klay is pretty good as you know. Over his career, thompson averaged more than 19 points a game. And back in december in 2016 he had a 60point game. Fire alarm delayed flights at Mineta San Jose International airport this morning. It happened around 8 a. M. A spokesman for the airport says contractors were working on the new gates in terminal b when smoke from a welding project triggered the fire alarm. Tsa was able to open the screening lines quickly and we worked with the airlines and all our partners in order to get that happening very quickly and get everybody back into the terminal for boarding as soon as possible. Airlines held flights for passengers who had to be rescreened. In all, only about 7 departing flights were impacted. Politics now. Republicans in congress are celebrating the Senate Passage of a 4 trillion budget blueprint which lays the groundwork for a future tax cut bill. Under rules, passage of the budget allows republicans to pass a tax measure with a simple majority blocking the democrats from a filibuster. The statehouse expected to take up the budget measure as soon as next week. President trump says he hopes his tax plan will get through congress before the end of the year. It is tax reform also but i call it tax cuts. It will be the biggest cuts ever in the history of the country. There are already some signs a compromise may be difficult. Republican lawmakers from several large states including here in california say they oppose moves such as eliminating the deductions for state and local taxes. And theres growing debate over the number of tax brackets and what income levels they will cover. As the president prepares to declare the opioid epidemic, a National HealthEmergency Commission on combating drug addiction held its Fourth Meeting today. Garrett tenney has more now from the white house. Reporter President Trump is inching closer to calling it a National Health emergency and ahead of that, the president s commission on combating addiction is meeting at the white house to discuss Health Insurance issues related to the crisis and ask why Addiction Services arent more broadly covered by big Insurance Companies. If we had 64,000 americans being killed in some other way, i think that the reaction would be significantly different. Reporter the drive to get more Services Covered stands in contrast to republican efforts to repeal obamacare and replace it with a system that would make secondary Services Like rehab optional in most plans. But that would also make those plans more expensive. Critics say its all part of a system that rewards doctors for prescribing opioids and pharmaceutical and Insurance Companies with huge profits. Lack of education is not a reason why things happen. An agenda is why things happen. So we were incentivized to push more of these expose more of the population by writing more prescriptions. Reporter they would reinstate payments to help low income americans pay for insurance. Not clear whether those plans would cover Addiction Services but lawmakers acknowledge the need for a shortterm fix. We need a shortterm agreement so people dont get hurt between now and the time we repeal and replace obamacare. Reporter Senior AdministrationOfficials Say the president will make his announcement about the National Health emergency sometime next week. At the white house, im garrett tenney, fox news. Attorney general Jeff Sessions made the case for President Trumps immigration policies in texas today. During a speech in austin, sessions said, he believes the immigration system is broken but believes the Trump Administrations plans can fix it. He says the president s reform plan includes hiring thousands of i. C. E. Workers and continuing the planned border wall. The president is determined first and finally to build a wall at the border. This will make it harder for illegal aliens to enter the country but more importantly, the wall will send a message to the world that we enforce our laws. Eight prototypes of the border wall are now on display in san diego. The prototypes are between 18 and 30 feet high. Experts say the president s border wall will cost around 22 billion and could take more than 3 years to finish. Almost double the price tag. We are talking about the repairs to the oroville dam. Whats causing the spike in price and how the People Living downstream say its worth it. Also, 2,000 people gathered to remember and honor a hero from the las vegas massacre. The Las Vegas Police department laid one of its own to rest today. Officer Charleston Hartfield was one of the 58 People Killed in this months mass shooting in las vegas. The 34yearold was off duty while attending that concert. More than 2,000 people gathered at his funeral today. Officer hartfield was an elevenyear veteran of the force and also served in the u. S. Army in iraq. He leaves behind a wife and two children. Las vegas airport officials have drained a jet fuel tank that was targeted by the gunman in that mass shooting. A spokesman for mccarran International Airport says officials will hire an expert now to inspect the tank. Clark county sheriffs says the gun, stephen paddock, shot the tanks to create a diversion after he fired into the crowd at the Country Music festival. And a new poll finds the Las Vegas Shooting may not have changed americans opinions about gun control laws. Survey from the Associated Press conducted about two weeks after the shooting found that 61 said that the countrys gun control laws should be tougher. And about a third of republicans are for stricter gun laws. The Associated Press says the numbers are about the same results survey had just last year. Hundreds of construction workers planners and engineers are working to get the oroville dams Flood Control spillway repaired before the rainy season begins. The project is going to be costly. The original estimate for repairs back in february was 275 million. Just this week, the department of Water Resources said the real figure will be closer to 500 million if not more. People living in oroville say the investment is worth it. If they are going to do it right, they are going to have to spend the money. For the extra 225 million, Officials Say the dam will be stronger. Concrete slabs will line the spillways floor. The state hopes to recover up to 75 of the Construction Costs from the federal government. Employment is 5. 1 the same as august. Down from 5. 3 a year ago. Employers added more than 52,000 nonfarm payroll jurors,. The tv academy says it has voted to begin Disciplinary Proceedings against disgraced film mogul harvey weinstein. This afternoon the army corps of engineers announced its timeline for getting power restored. Caroline shively. Reporter nearly 80 of puerto rico is still without power and today we learned it could take a long time for the rest of the island to be restored. I certainly hope that im wrong and we can go faster but what i dont think its smart to do is give false hope. Reporter the head of of the army corps of engineers warned it could take a year before puerto rico has power. The island needs tens of thousands of power lines poles built and a power grid rebuilt and restored. This is a massive logistics challenger. Reporter in a meeting this week with puerto ricos governor, the president said his administration deserves a 10 for its hurricane response. Conceding the destruction of the islands power grid remains a challenge. You have to rebuild the power plant. Reporter the senate will vote on a bill to bring more aid to areas impacted by disaster. Some say it doesnt go far enough. I have serious concerns that the current Disaster Relief package currently being considered by congress falls far short. Reporter they plan to restore power to 50 of the island by december and will work next year to restore power to code. The bigger question is, whats the longterm plan for puerto rico . Reporter none of the funding approved for puerto rico has been offset by cuts or revenue increases meaning it will be added to the federal deficit and the total national debt. In washington, caroline shively, fox news. Ocean beach is seeing huge waves today with swells up to 20 feet. The high surf is coming as surfers gather for the red bull heavy water surf competition. A High Surf Advisory will end tonight but the National Weather service says dont turn your back on an angry ocean. Is that the mavericks competition or that a different its different more of the stand up paddle board and all that. But yeah, they are trying to target the bigger waves and that happened today. 15 to 20. Yeah. Big one. I its such a unique area. Still the High Surf Advisory thats set to expire at 6 00, still some sizable waves as we head into your weekend especially for saturday. So just be extra careful if you are visiting the coastline. Overnight lows to start out your saturday morning will be in the 40s to right around 50 degrees. And at 7 00 in San Francisco, well go 52. Partly cloudy skies and then overall we increase the sunshine throughout the afternoon hours. Tomorrow probably a little bit warmer than today. Just some minor changes for your saturday forecast with fair skies out there. This area of low pressure is responsible for the front that produced the rainfall last night into early this morning. That will kick out of town. So for tomorrow, we are going to start out with clouds but some fair skies. The developing weather headline is this. An area of High Pressure building in. This will generate warm offshore winds that will also increase the fire danger, as well. So were warming up. We could have a fire warning as early as monday up and down the state. So fire season not over just yet. Very nice to have the rainfall but we are still looking for some rainfall that should stay dry all the way throughout the period. This started around 1 30 this afternoon when the girl was struck on east 15th street near Franklin Elementary School where she was in the fourth grade. It started about 1 30 when the 10yearold girl was hit by a toyota camry near 8th avenue and east 15th street. Oakland police say the woman driving the camry did not stop. Instead made some turns and hit a ford mustang near fifth and foothill blocks away. The impact sheared the bumper off the mustang. She got out of the camry and got into a minivan.
