A lot of neighborhoods are still without power. Exactly one week ago was the last time Marlene Rosenberg went to sleep in her home. A friend of mine called me, otherwise i would know nothing. Back fire was approaching her home in the silverado country club. After that phone call her power went out. She and her husband had to physically push open the garage door to escape with their dog. There were solar panels there. And defense. And the pingpong table is burned. I dont know how it got there and left ours alone. Reporter their neighborhood is guarded by police and military. But when she was finally allowed in, she was shocked to find her condo standing unscathed. Mixed emotions. Relief, and survivor guilt. Reporter her neighbors homes are gone and she fears it may be more than one year before they can rebuild and move back. This weekend the city of napa lifted the optional evacuation notice for areas east of silverado trail. The county supervisors say the roads are blocked with pg e crews working to clear debris and restore power. It will be a few more days before she can sleep in her bed again. Today she is grateful for what she still has an for another change she has made. Signing up for the cell phone alert. I never use my cell phone. I bought it for an emergency. This is an emergency. I have learned to text a lot. Reporter the cal fire chief addressed the crowd sang the fire is not out. The atlas fire is still burning. However if the conditions stay the same, meaning the weather, they are likely to get a better handle and the fire is not going to spread. They were able to get bulldozers up without and create barricades around the fire. If the fire is moving forward its going to go up to that point did not further. Fire Evacuation Orders in Solano County have been lifted. Roughly 2500 residents were evacuated. The Sheriffs Office says 90 heeded the order. People with proof of residency returned. No one else was allowed in. No one died when the atlas our touched Solano County. Lets turn to Sonoma County where authorities are working on plans to repopulate neighborhoods. They say its a complex process and will be staggered. We go live to the lark field area. And Evacuation Order was lifted there moments ago. Reporter homes in the unburned area a few blocks from here will be available for people to return. You can see this neighborhood, its full of status devastation and pg e is continuing to work. They are exploring a gas main so they can better figure out how to make permanent repairs. This neighborhood, clarkfield estates were the first hit by the fire and little is standing in the subdivision. At the fire briefing there was optimism expressed about turning the corner on the fires. Improving weather conditions, more firefighters on the ground, containment lines are growing. But for more than 1000 households the damage was done in the first few hours. We talked to residents who lost their home including an assistant fire marshal who was working on smaller fires when the big one over the hill. Its something i see all over the state but something im not used to dealing with on my own. It felt easy the first couple of days. After day three when i realized the uniform i was wearing was the only thing i had, it finally started to set in. This is the only home my daughter knows. We have lived here 18 years. As we heard, in the last few minutes the Sonoma County Sheriffs Department is letting people come back into the unburned areas in lark field as gas is restored. You can hear and see crews working to continue repairs. As they do that they can let more people in. Back to you. The area where people can return, it does not look like where youre standing. But its close by. They have power and gas . Its interesting. I know you were up here. You can have burned areas and around them unburned. And vice versa. It can be a solid neighborhood like this one. Or it can be pockets. That is why its tricky getting the gas restored safely. And in a way that makes sense and doesnt put anyone in danger. This road up here and on the other side of old redwood highway, there are blocks and blocks of homes undamaged. Its a bit surreal when you drive little distance and see a completely different landscape. Those are the folks who can go home tonight. The massive nuns fire was throwing giant flames as cal fire worked to bring containment up from the 25 . You can see 100 foot flame links from the road. It was a spectacular show. The winds have been cooperating. The fire did not reach highway 12 where the homes and vineyards are. The nuns fire already swept the destructive path along adobe canyon world road earlier this week. The oakmont fire is also still burning near highway 12 just a few miles north of the nuns fire. It finally appears the weather is cooperating. Everyone is looking later in the week when it looks like we might get some rain. It looks like we might have some rain. At least between now and then we are trending in the right direction. No red flag warnings. Still a challenge for fire crews. This is the peak of fire season. You have noticed the warming temperatures. With that we are seeing fire activity in parts of the fires on. Above kenwood, it still a lot of smoke plume. All of this has an impact on air quality. Especially the northbay. In terms of extreme wind, its not in the forecast. In terms of warming temperatures that is in the forecast. The fire activity with warming temperatures, low to mid80s. Look at all the fires burning in the northbay. As i mentioned, talking about a warm forecast for tomorrow. Thankfully we dont have a red flag warning. Temperatures are close to 90. Warmest locations are very dry. We are seeing the moisture levels coming down from 10 . A bit of a change in the wind direction. Winds 10 i, 12 Miles Per Hour. Lets check in on some observations. More reports out toward sonoma valley. Winds are six Miles Per Hour. Look at the moisture level. 13 . That is dry. Over the next few hours, we will add more moisture. That will slow down the fire behavior. For the east bay hills, a bit of a breeze to oakland. 50 Miles Per Hour out of the north and east. Looking north across the golden gate bridge, there is the haze from the fires burning, a chance to put out some haze and smoke, drifting closer tomorrow. The main focus will be in the northbay. As far as rain chance is, nothing showing up for monday, tuesday, wednesday and thursday we start out dry. But later in the evening on thursday, rain showers to the north. This will move in to the fire zone. It looks like we have increasing confidence the by late thursday into friday it could be a big help to the fire crews to help cool things off and add moisture to the air. In the form of rainfall. Tomorrow elevated fire conditions with the warm temperatures and heat. Will talk more about the temperatures and dry conditions coming up. They had at least one local leader that has one local leader hopeful that the nightmare may soon be behind us and people can start focusing on the future. We have a long road ahead of us. But the day that we had hoped would come, one week later we are here. Back in the last scheduled press conference, napa county leaders say they are optimistic on how things are going. The nuns fire is a top priority because atlas is looking good and the progress we made, we are putting our resources exits from the atlas fire to the nuns fire. Reporter Officials Say the nuns fire has destroyed 47,000 acres. Currently burns on the west side of highway 29. The hope is by adding crews to the west side of the valley it will help them get the upper hand. Cal fire plans on having some crews at hand lines. The nuns fire is responsible for this damage on castle road. Overnight the containment increased by 10 . Although there are mandatory evacuations in this area, they hope to lift as soon as possible. After all the devastation we are lucky. We have a house to come back to. Reporter dan says the nuns fire came dangerously close to his home. He evacuated on two separate occasions. He is thankful that cal fire is getting things under control. Cal fire says is in part due to the change in weather which has reduced the need for red flag warning. Youre going to see Good Progress on the next couple of days on the west side of the valley. At this point i dont see a threat of highway 29 corridor. Reporter after a week full of tragedy and heartache, local leaders are looking for the Silver Lining in hopes they can start rebuilding soon. The Berkeley Fire Department was called to the northbay to respond with mutual aid. One of the firefighters had a camera rolling as they were driving north. Its dramatic stuff. They thought they were heading to a brush fire and then they were stunned at what they saw. That looks like houses burning. Look all of this. Their structures burning. Oh no. The state legislatures or local officials can extend that. Up to 180 days are beyond. It particularly applies to emergency reconstruction or debris cleanup. It doesnt seem fair for anyone to profit off of Something Like this. But one can understand theyre going to be certain things in demand. And then to come here day after day and report on this and see the devastation and destruction, but still being able to go back to my own bed at night, i cant imagine what people here, who live here, have to look at, think about. I am also seeing behind me airplane after airplane coming through for one final pass as the sun sets to try to get the fires contained and eventually out. It was one week ago that there were frantic moments that people had to think about how they would get out of their homes. Tonight, despite this rubble and metal and everything left behind, very little, there are two signs of resilience. Two american flags. A reminder of what happened here week ago. Some saying they will never they were never notified to get out of their homes. A battle against time. Fire shooting like a blowtorch. Licking house after house. We were behind before we got started. Reporter the mayor is focused on helping his neighbors rebuild. But we are questioning the response playing out when we could go. And those who say they received little or no warning. We had no time. There wasnt even an evacuation. It was that fast. The Fire Department said i see fire. Do we need to evacuate . He said we dont. Within 20 minutes of being told you dont need to evacuate, she was driving through fire. Multiple Alert Systems were activated. Multiple alerts without. Reporter the sheriff explained in a town hall that alerts were sent out shortly after the fires began for the dash through the socal and nix Alert Systems. The problem is you cant receive them unless you sign up. Only a fraction did. Why not everyone in my community got that call . It was confusing. Within 45 minutes our community was on fire. Officials couldve sent an emergency siren like alert vibrating and lighting up any cell phone in a certain geographical area. Its a system developed by fema for this sort of thing. Lake county used it on sunday in addition to the nixle alerts. Homes were evacuated and so far no one has died there. We wanted to reach those visiting the area who didnt want to be bothered with the everyday notifications. Why not send that sell alert to 500,000 people in Sonoma County . We asked the sheriff. I dont know that that works here because of our geography and population and our roads. Reporter fears of a logjam, panic and preventing First Responders from battling the flames. Officials say nearly 80 cell towers were destroyed. Lines down, stopping additional medication. Even if everything went perfectly im not sure every person wouldve gotten a notification. Reporter now there is a review plan to look at the system and response. What would you say to the people who dont feel they were alerted . I would encourage them to sign up for nixle alerts.
