Were still clearing up a motorcycle accident northbound 101 between trembel and de la cruz. 280 traffic this morning is slow as people are avoiding 101. It is jammed from 680 all the way up into the valley. Thats what is going on there. You can see traffic is slow in the east bay. The Altamont Pass. 680 heading south. 880 and the dumbarton and the san mateo bridge are all slow. 680 is recovering or highway 242 is recovering from earlier issues. A little bit better now. Highway 4 is still very slow. A couple of crashes on the way. And at the bay bridge toll plaza, we have about a 25 minute delay. 7 03. Lets go back to the desk. Thank you, sal. This morning, investigators federal, state and nevada and also las vegas investigators are looking for a possible motive in the worst shooting attack in u. S. History. Officials now say 59 people are confirmed dead. At least 527 people have been taken to the hospital with injuries. Most of the injured were shot. Although a few were hurt. The crowd panicked trying to get away from the gunfire. Some people who survived remain in critical condition. Doctors are warning that the death toll could increase. The people who died are being remembered by Family Members, friends, even people who never met them. There were several memorials and candle light vigils around the city last night, including this one on the campus of the university of nevada. People held candles and sang songs and prayed for the victims, their families and the survivors, some of whom are still fighting for their lives. Well over 500 victims in the mass shooting, it will take time to identify everyone who was hurt or killed. We do have a sad update on a bay area woman who has been missing since sunday night. Family members confirmed this morning that Stacee Etcheber died in the tragedy. Allie rasmus is in the news room to tell us what we know more about bay area victims of the mass shooting. Allie. Yes. As you mentioned the last hour we learned among the 59 people is Stacee Etcheber, a mother of two from novato and a wife of a San Francisco Police Officer. Her brotherinlaw made the announcement earlier this morning on facebook. It is with a heavy heart and deep sorrow owe that Stacee Etcheber has passed away. Pray for our family during this difficult time. She leaves behind two adorning children and a husband. Thank you for all of the support. We will dearly miss you. Etcheber went to the concert with her husband. The couple got separated in the chaos when her husband stop today help some of the victims. Stacy did not have her phone or id with her. The family now has confirmation that she was killed during the tragedy. Other bay area families also in mourning knowing their loved ones did not know. Michelle vo graduated from san jose in 2003 and attended uc davis before going to work in los angeles. They lost an angel who was always full of life. Another victim, a nurse from tennessee seen here on the right, its been reported that sony melton died shielding his wife from the gunfire. A go worker says the couple was in las vegas celebrating their first wedding anniversary. These are just some of the 59 people who lost their lives in this mass shooting. More than 500 others were wounded, many remain hospitalized. Some still in critical condition. Many families have gathered at the Las Vegas Convention center which has been a meeting and Information Center for Family Members and friends of the victims trying to track down more information on their loved ones. They found 42 guns in the hotel room and the home of the las vegas shooter. They found 19 guns were found at his home. According to the new york times, authorities found two rifles with scopes set up on tripods in front of two windows. One official said his arsenal included ar15style assault rifles. Buying fully automatic rifles is difficult but the atf says there are ways to convert a semi automatic rifle into a rapid fire firearm. Its not that difficult. You can go online unfortunately and find ways to modify it. Right now it is unclear what if any method that paddock used. The atf is tracking the guns found in the hotel room and resident to see if they were obtained illegally or modified. Back in february, paddock purchased a gun from a the store in st. George, utah. He says he seemed normal. No indication that he was going to commit such deadly violence. There was nothing that stood out. Again, we have lots of code words between the staff here at dixie gun works if there is something that stands out to us that we will throw up a red flag. We have denied purchases of firearms for people who are sketchy or something doesnt add up or make sense to us. With him, we didnt have that feeling. None of the staff had any red flags whatsoever. Paddock lived in nevada. It is unclear why he went to utah to buy the gun. Were learning more about the gunman. 64yearold Stephen Paddock lived in a Retirement Community in mesquite, nevada. He was a Real Estate Investor and liked to play high stake poker in vegas and described her brother as a good person who never showed signs of violence. It doesnt make any sense that he killed those people. It makes no sense that he did that. Theres no my brother i talked to him on the phone two weeks ago. I am just it doesnt make sense that he could do this. Now, while Stephen Paddocks criminal record may have been clean, his familys was not. His father benjamin was convicted for several Bank Robberies in 1961. Benjamin escaped from a prison in 1968 in texas and made his way to San Francisco where he robbed another bank that june. He eventually settled in oregon and landed on the fbis most wanted list. He did change his name and ran a bingo parlor until 1978. Thats when he was captured by federal agents. San franciscos Arts Commission has voted to remove a historic statue at civic center after a public outcry over the way it portrays native americans. Part of the larger Pioneer Monument here on fulton street Near Civic Center in San Francisco. As you can see, it shows a nativeamericans man down on the ground with a spanish vicaro and missionary standing over him. Critics say this glorifies genocide, San Franciscos version of a confederate memorial. The San Francisco Arts Commission voted in favor of removing this controversial statue after hearing from many speakers who stay the monument is offensive to native americans. Now, the Arts Commission does not have the final say, however, on this issue. Citys Historic Preservation Commission Must authorize the removal of the statue. While momentum is building to have it taken down not everyone believes it should be removed. I think it is a part of history. It shows what what man did to the natives. Now theyre being pretty much well taken care of. So theyre, you know i think it is a nice piece. I think it should stay. Reporter if the citys Historic Preservation commission does agree to remove the statue, it is likely that one statue would be extracted from the large monument at a cost of about 200,000. I will mention that the south bay northbound 101 because of that motorcycle accident, theyre working to clear it, is very slow on 101 and 580. When youre leaving the house, approach is slow. Back to the desk. Las vegas police are trying to piece together what happened happened on sunday night. Federal, state and local investigators believe the gunman acted alone when he fired shots into a crowd at a concert on the vegas strip. There were 23 guns in Stephen Paddocks hotel room and thousands of rounds of ammunition. 59 people confirmed dead this morning. At least 523 others hurt. Many in critical condition. The death toll may go higher. Blood banks in Southern Nevada received an overwhelming response to their request for donors. There had been concern about blood banks running low on supplies because of all of the people hurt in the shooting. Hundreds showed up to help. Many waited in long lines waiting up to eight hours to donate blood. Authorities are asking people to make appointments or wait until later in the week to drop in to the blood bank. Tens of thousands of people are expected to be in San Francisco this week for fleet week events and the blue grass festival. Authorities are taking no chances. The deadliest shooting in modern American History has put all Law Enforcement on high alert. A solo shooter in las vegas killed so far 59 people and injured more than 500. Law enforcement believed the shooting was especially deadly because the killer positioned himself high above the Country Music festival goers inside the 32nd floor of the Mandalay Bay Hotel. Fleet week events are watched along the waterfront and thousands will gather at Golden Gate Park for the blue grass concert. Were accustomed to dealing with big weekends with multiple events. No time off is allowed for Police Officers. Every officer available will be working. Reporter the navy and the marine corps arrived on sunday to kick off San Franciscos fleet week events. Now local Law Enforcement will have a major Police Presence in the city this week. Police will have extra eyes and ears on the streets and help from outside and state and federal agencies. Extra private security will be provided by organizers at the concert. San Francisco Police also say they do need the publics help as well. Theyre trying to figure out what prompted Stephen Paddock to open fire on this crowd. At this point they say they have not been able to get much more information on this guy. They did execute a search warrant for his home. They said very Little Information was turned up there. Im going to show you right now you can see the Mandalay Bay Hotel behind me. You can also see those windows blown out. The stage down there below where there were some 22,000 concert goers. That is where the gunman was able to shoot down on that crowd. The latest numbers we have so far, 527 people injured. 59 are dead. And, dave and gasia, the big thing today that lawmakers will be doing or excuse me these officials, these law officials here will be trying to find some sort of motive from a guy they really say who does not fit the typical gunman profile. As of monday morning, the everyone here was really in shock. Last night, it was a very somber mood. People out lighting candles. The make shift vigil. It was very quiet. Las vegas is not known for being a quiet city. It is just past 7 30 here in las vegas. Its still very quiet. To be fair, this area is roped off. Still blocked off by police in many of the directions. Much of this because it is still an active crime scene. They are still processing a lot of the evidence. Sadly last night they were still even processing some of the bodies. But people here coming to terms with what has happened. And of course banding together as a city. And of course they are you know, they have the full support of the country and much of the world behind them as well. Reporter well, guys, last night was probably excuse me, the night this happened, just talking with some of these people. I talked with two girls. One of them actually midnight happened when i was talking about them talking with them. It was her birthday. On the stroke of her birthday, she was recounting how she saw a bullet go through a womans head. You can imagine how that was like for a 25yearold girl who was here just for a good time. Talking with the folks and seeing the shock on their face and in some cases you see blood on their clothing, it is very surreal. And, you know, as journalists were in a lost these situations where we go where bad things happen. But you never expect it to happen where you are at that moment. Typically we go into these. Very, very surreal. You know, i like to think that we are trained to tell the story the best we can. But youre right, guys, it is hard to put some of that emotional feeling away and just do the job. The raiders who are moving to las vegas have made a 50,000 donation to the fund for victims of the shooting. The campaign has raised 3 million. It was started by Clarke County officials to help victims and their families. The time is 7 40. The rock and roll hall of famer had a string of hit singles with the heart breakers during the 70sand 80s, selling more than 80 million records worldwide. The grammys honored him with one of the highest honors. A music care person of the year award. He has been a huge impact. I think he has his own version of rock and roll. We had an accident at san pablo avenue. That is why traffic has been slow. And the traffic is going to be slow. In fact, the accident at san pablo avenue is now a sig alert. As much as i wanted it to go away, it is now actually going to be there for a while. This number, 65 minutes, might actually start creeping up higher and higher. Were going to watch it for you. The accident west 80 at san pablo avenue offramp. This is a look at the bay bridge. You can see this traffic is backed up for 25 to 30minute delay. San mateo bridge traffic is okay. And this is a look at 880 in oakland northbound. I also want to mention 4 continues to have its problems. Just in general. We cant mention all of them. We would be here too long. Highway 4 and 680 are very slow. 8 02, back to the desk. Thank you sal. They still dont know why the gunman opened fire on a crowd at a Music Festival, killing 59 people and injuring more than 500. Lauren blanchard is live in las vegas. You have been talking to people who survived the mass shooting that came at the end of a Country Music festival. Reporter good morning, mike and gasia. A search warrant has been executed at the house of this alleged las vegas shooter. However, it is still giving us very Little Information about why exactly this guy did it. [music] reporter Las Vegas Police are combing through evidence but have not established a motive for the shooting. Aside from nearly two dozen firearms, they havent said much about what was found in his home. Authorities know that the 64 yearold had literally thousands of rounds of ammunition on him when he started firing from his hotel room at a Country Music festival. The shots just kept coming. I saw people in front of me get hit by bullets. We ran over a mile to get away as far as we could. Reporter cell phone video captures the moment that people realize what had was happening and the confusion as many didnt even know what to do besides duck. Get down. Get down. [gunshots] reporter hundreds are wounded and dozens killed. Some of them from the university of nevada las vegas where a candle light vigil was held monday night. Many attendees were also at the Music Festival and tried to help. I was carrying as many people as i could, dead or alive. Reporter and President Trump is calling the shooting, quote, an act of pure evil. He is expected in this area tomorrow where he will be meeting with officials, First Responders and survivors. Mike, gasia. Investigators, lauren, they will remain there at the scene of that crime scene, the Music Festival specifically. Do you have a timeline, whether it will be a couple days, the rest of the week . Reporter yeah. Yesterday police said that they still needed at least a half day just to process some of this. Now, guys, i dont know if you can see you can see the window, that 32nd floor window up there. Early this morning when it was a bit darker, we could see the window lit up and people were moving inside there. We can only assume those are Law Enforcement officials going through that room, going through all of those weapons. 23 weapons found in just that room alone. We know there is so much information of course. This crime scene is so large and it will take some time. Lauren, back to the civilian response. We saw people waiting eight hours to give blood. Do you expect that scene to play out again today . Reporter yeah. There were so many people that they said, guys, we have we have met our need at this point. Try to come back tomorrow afternoon. That would make that today. Later on this afternoon. And try again because they said there was such an outpouring of people trying to donate blood. That was great because there is a great need but they were overwhelmed by the number of people trying to help. We expect to see that again today as people are really, really banding together through such a horrible tragedy. Lauren blanchard live in las vegas. Thank you for that report. The woman of a bay area family confirmed this morning that was she killed in the tragedy. Allie rasmus is in the studio to bring us more on that update. Allie. We learned that among the 59 people killed, it was Stacee Etcheber, a mother of two and a wife of a veteran Police Officer in San Francisco. Her brotherinlaw made this sad announcement saying it is with a heavy heart and deep sorrow owe, stacee has passed away. Pray for our family during this difficult time. She leaves behind two children and an amazing husband. Thank you for your support. We are dearly miss you. She went to the concert sunday night with her husband. The cup the got separated in the chaos when her husband, an off duty San Francisco Police Officer stopped to help victims. Stacee did not have her phone or id with her. The family did not have any contact with her since sunday night but they have confirmed this morning that stacee was killed during the tragedy. Other bay area families in mourning knowing that their loved ones did not survive. Michelle vo graduated in san jose in 2003 and went to uc davis before moving to los angeles. They lost an angel full of life. Another victim was a nurse from tennessee. It was reported that sonny shielded his wife from gunfire and died. A coworker say the couple were in vegas celebrating their first wedding anniversary. These are some of the 59 people who lost their lives in this tragedy. More than 500 others wounded. Many remain hospitalized. Some still in critical condition. And a lot of Family Members out there still trying to get information and going to that Las Vegas Convention center which has served as a gathering point inform get information on loved ones that may have been at the concert. Thank you, allie. The weapons used in attack appear to be fully automatic weapons. Laws make buying those difficult with the slow application process. It is legal in nevada to own fully automatic weapons produced before 1986. The atf says there are ways to turn a semi automatic into a automatic to provide rapid fire. Stores say that paddock passed all background checks. Now they are calling for stricter gun laws on the federal law. Those that monitor gun laws say nevada are among the loosest in the country. No waiting period and no restriction on the number of purchases per month. The wait house says now is not the time to talk about gun control legislation. I think if you look to chicago where you had over 4,000 victims of gun related crimes last year, they have the strictest gun laws in the country. That hasnt helped there. I think we have to when that time comes for those conversations to take place, then i think we need to look at things that may actually have that real impact. The white house went on to say that right now its focus is on the shooting investigation and helping the victims and their families. Right now President Trump is traveling to puerto rico to see the relief efforts firsthand to see the devastation left behind by hurricane maria. In the 5 00 hour we showed you the president and first lady boarding air force one in puerto rico. The president is scheduled to get a briefing from federal officials and visit u. S. Troops distribbing aid throughout the island. He will meet with puerto rican whos Puerto Ricans impacted by the hurricane. The president said that progress is being made. The roads are cleared. Communication is starting to come back. We need their truck drivers. Their drivers have to start driving trucks. We have to do that. On a local level, they have to give us more help. Its not clear if President Trump will meet with san juans mayor. He went after her in a series of tweets over the weekend after she criticized the federal response to the pushing hurricane. The mayor has indicated she will attend a briefing for the president on rescue and relief efforts. A new focus on security at events across the bay area. Alex savidge is live in San Francisco to tell us what is next in the controversy. Alex. Reporter yeah. This is not a done deal just yet. But the city did take the First Step Towards removing the early days statue. Part of the larger Pioneer Monument here on fulton street Near Civic Center in San Francisco. A tribute to california history. But you can see this statue shows a nativeamericans man sitting on the ground with a spanish vicaro and a missionary standing over him. Critics say this this glorifies genocide. Now, they spoke out, opponents did, at a packed meeting yesterday in front of the San Francisco Arts Commission. That commission eventually did vote in favor of removing this controversial statue after hearing from a number of speakers, many of whom said the monument is offensive to native americans. The Arts Commission does not have the final say. The citys Historic Commission needs to authorize the removal of the statue which was first erected back in 1894 here in San Francisco. There is momentum building to remove the statue, i asked people this morning in San Francisco about whether it should stay or go. I should definitely stay. You have a bunch of tourists come out and take pictures of the statue. You take that away, what are they going to replace it with . With something that doesnt make sense. I think they should keep it there. It is right next to a library. It has a lot of history to it. Keep it or remove it. Its one of those things when youre not paying attention. But otherwise i would have to give it more thought. Reporter now, if the citys Historic Preservation commission ultimately agrees that the early days statue should come down, it would be extracted from the larger monument at a cost of potentially 200,000 for the city. In the meantime, the San Francisco Arts Commission also decided that in the interim period, theyre going to put up a sign here next to the early days statue, letting people who stop by here know about the controversy surrounding this particular monument. And i can tell you that while we talked with a lot of people who say they walk past here every day on their way to work here in San Francisco and never notice this particular statue or what it depicted, now that the story is coming to light, people are stopping by and looking at the statue and taking photos as well. More and more people paying attention. And momentum is building to have the statue be taken down. Thank you, alex. Will put more people on 680 through concord and walnut creek. As a result, the bay bridge is a little lighter. Not as many people getting through. And united offering waivers through friday. The city council will vote on the nominees for the police commissioner. They approved an Oversight Commission in the last election. They will be able to make recommendations on the budget, investigate Police Shootings and even fire the police chief. These are the nominees. A Selection Committee nominated the other commissioners. They are the following. A new federal judge is weighing in on reforms in the Oakland Police department after a sex scandal involving Police Officers. An independent investigator had criticized the department for its investigation into officers relationship with jasmine abuslin. They concluded there was no need to discipline Police Officers who dismissed the allegations. Now a federal judge says he agrees with the departments decision. This has been a huge issue for us in terms of having systems in place so that so that command officers who engage in misconduct and dont make good decisions about investigations will be held accountable. And so we have to accept the judges decision and were going forward. The federal judge plans to hold another hearing in february about Oakland Police reform. Jury selection now underway for the trial of the man charged with shooting and killing kate steinly in San Francisco two years ago. The 54yearold undocumented immigrant hoe says garcia says that he found the gun and it went offer accidentally, killing steinly. Yesterday attorneys called the first of 750 potential juries to the courthouse to fill out questionnaires. Attorneys need to find 12 jurors that can sit through what is expected to be a long trial. A Surveillance Video was released in the beating of a cal student. Police are looking for information on these three individuals walking out of the Residence Hall on durant avenue. There was some kind of altercation and they attacked and beat a male student outside of the Residence Hall, knocking him unconscious. The student was taken to the hospital and has since been released. We continue to follow the latest developments from las vegas. The new information were learning about the victims as Police Continue to piece together their investigation. Plus, remembering a rock legend. This is what we know. Over 500 people were injured sunday night. The victims who are in serious condition are here. Over 100 people were brought here. Now, were hearing as of this morning that 12 people are still in critical condition. Four people did pass away while they were in route here. On a good note, 40 people were discharged yesterday. And just to give you an idea of the range of injuries, the people brought here are not just people who were shot but people trampled done the stampede. Were also told that some people were hit by cars as they ran out from that concert area. Back out live just to give you an idea of just how widespread the impact was from the shooting, as my producer and i were driving up to las vegas, we stopped in bass store and the two girls we saw there were distraught in a haze. As we started talking to them, it was clear that they were very emotional, in tears. They knew someone who died who worked for the Manhattan Beach Police Department back in southern california. And you know, they could barely get the words out. Incredibly painful event for them. They were eager to get back home to los angeles to their own loved ones. We will send it back to you in the studio. I saw marquees outside of big Hotels Offering prayers to the victims. Have you seen other spontaneous displays like that . Reporter you know, theres been a lot of help in this community. I mean, just if you want to give blood here, theres a six to eighthour wait just to give blood. A city hall prayer head by the mayor as well. A huge outpouring from the community here. An emotional community. Serene, it seems that doctors and nurses there at that hospital are very organized, very efficient when it came to handles the dozens of patients, more than a hundred there. Do they drill or practice for similar incidents prior to this and that was one reason why they were so efficient . Reporter you know what, just last summer, they practiced a drill for this exact type of scenario. 104 patients were brought here. I asked the spokesperson, the hospital spokesperson about that a few minutes ago. They said they were absolutely prepared. They did have to bring in other doctors from elsewhere but it was seemless, she said. They were very well prepared for that. Thank you, serene. This morning, a Family Member confirmed that the wife of a San Francisco Police Officer was killed in the las vegas shooting. Stacee was attending the concert with her husband when the shots rang out. She got separated from him when he rushed to help some of the shooting victims. Her phone and id were left in the hotel room. Her brotherinlaw confirmed this morning that stacee had passed away. The time is 8 32. We will turn our thoughts to bay area weather that changed significantly from when you woke up this time yesterday. No kidding. As much as 20 degrees for some. A lot of 30s up to the north. Happening today, the Santa Clara County board of supervisors ends a twoyear process that could pave the way for statewide reform of the criminal justice system. Bail is money that a person who is accused, not convicted, just accused a crime pays to assure that they show up for Court Appearances and trial. For low risk offenders, that is just another added cost they cannot afford so they sit in jail waiting for trial, court appear notes, et cetera. Joining me to discuss what the board will do later today is district 2 supervisor cindy chavez. Tell me about the reforms, the three points that you have put together. One of the hallmarks you say is public safety. Good morning. Yes. Our highest obligation is making sure that we are as safe as we can and we have the best and most fair criminal justice system. One of the proposals is making sure that people who are low level offenders, not violent, indid i gent would have access to bail. You have Pretrial Services and posting bail. One of the things that you talk about is having Community Groups kind of come together and post bail for some of the folks. Were looking at the community being able to post bail. Not just that, being able to manage and make sure they come back to court. What the court wants to make sure is that they show up to finish the process. We dont want them to miss work and be away from their families. Every night that someone spends in jail is between 120 to 190 a night. 120 a night it costs the county. Thats what it costs the public. Okay. And an ankle monitor and a Community Group would be less expensive. And still safe. Let me play devils advocate. You have some bad people out here. Dont we want them some kind of bail or system to make sure that theyre not out doing other bad things . Absolutely. So this is not intended for any of those folks. As a matter of fact, one of the other reforms is adding an additional screen for people who are alleged to committed domestic violence. We want to make sure that thorn a danger to the families. The board meets at 3 09. You expect passage. Im hoping for passage. I think it is the fair, smart and safe thing to do. Other counties could look at this and say its not a bad idea. Sure. He wrapped up a tour celebrating 40 years of tom petty and the heart breakers. Reporter 66yearold rock icon tom petty passed away monday. He was rushed to a santa monica hospital after being found unconscious in full cardiac arrest at his malibu home sunday night. He was put on life support until monday afternoon. [music] reporter petty along with his famed band the heart breakers had just completed a threeday soldout run at the famed Hollywood Bowl celebrating the bands 40th anniversary. The rock and roll hall of famer had a string of hits during the 70sand 80s, selling more than 80 million records worldwide. The three time grammy winner hip knot i can eye debuted in 2014 and in 2017 the grammys honored him with one of the highest honors a music care person of the year award. In a prepared statement, he apologized and said human error and Technology Failures allowed the data breach. He was forced to resign last week in the wake of the attack. And wells fargos chief executive will face lawmakers today saying that the bank remains deeply sorry for its previous sales practices. The prepared comments from tim sloan he will appear in front of the banking committee. More than 3 million accounts were opened, many without permission between 2009 and 2016 as employees tried to meet some pretty ambitious sales targets. Wells fargo paid 185 million to regulators and settled a Class Action Lawsuit for 142 million. Facebook admits roughly 10 Million People saw ads purchased by russian groups trying to influence the 2016 election. It is the first time that the social media giant has shared the potential impact of russian ads posted on facebook. The company also says if possible, there are more ad thats it has not found yet. Today they were in the 30sand 40s because the wind turns more westerly and the upper level low doesnt have a lot of moisture but a lot of cool air. It has settled in.
