People say that people requesting money knock at the door. They knocked on pie door. Security is definitely an issue here. And they had to take down one of the atm machines because people got robbed. Its just really its almost its not safe. Reporter this neighbor became emotional hearing one was killed. You know, shall here, they are very neighborly and very hard workers. And i dont even know what to say. Im really shocked to know that someone was shot right across from where i live. Reporter san jose crime scene investigators took over the investigation into the deadly shooting. At this time, they have not released a motive. The victims identity has not been released. Oakland police are continuing to investigate the death of a man. That happened while he was in the custody of police. That suspect later died after being tazed by police. Christien kafton is in our newsroom with what we know about this case so far, christian. Reporter yeah. Lets start off with what we herd from Oakland Police. We have received two updates from Oakland Police this morning and we are still trying to work out all the details of exactly what happened. At this point, Oakland Police are confirming that they used a taser on a suspect and that suspect died in the hospital hours later. We need a medical. That is radio traffic here in oakland at about the time of the arrest where officers say they used that taser and almost immediately called for medical assistance. Now, ktvu was in the vicinity as that incident was unfolding. Police confirmed it all happened near 41st avenue and foothill boulevard. At the time, there was a report of multivehicle collision. This all happened around 2 20 thursday afternoon. Now, Oakland Police say that a man involved in that crash tried to flee the scene. Officers encountered the man and say he resisted arrest and thats what at least one officer used a taser and that suspect was taken into custody. The suspect was trying to board the taboos flee the scene but was not able to get on. A speaksman said that officers requested Surveillance Video from that bus. We have video of man on a gurney being loaded unto an ambulance. We have asked Oakland Police if anyone else was transported by ambulance from the scene and we have not heard back. Oakland police have not confirmed if the man on the burney is the man taken into custody who subsequently died. Oakland police have told us that this incident is under investigation by homicide investigators and internal Affairs Officers and that Alameda CountyDistrict Attorneys Office is running a parallel investigation. Meanwhile, the Coroners Office is trying to determine the cause of death as can you see, there are a lot of details to uncover. He was caught exposing himself at an all girls private school in sacramento in 2006. Authorities are asking people to call police if they see brailsford on or near a school ground. A Santa Clara County probation counselor is due in court suspected of having sex with two teenagers while they were incarcerated. 36ryearold Tricia Caparra is accused of having sex with a 17yearold and an 18yearold. They were being held at a juvenile deception center. One of them reported the sex last year. Caparra is facing 15 felony counts of Sexual Assault and one count of unlawful access to privileged information. She is suspected of accessing information relating to one of those teenage boys. The chief probation officer issued this statement. We are appalled to learn of this employees alleged abuse of a minor in our care. This employee violated the trust placed in our department. This will not be tolerated. Caparra was arrested in her home at socal yesterday. Shahabi says the landlord kept him on a month to month lease and on tuesday served him with eviction papers. The governor is signing a package of more than a dozen bills using an Affordable Housing complex in San Francisco as the back drop. He was joined by local leaders including San Francisco mayor ed lee and oakland mayor libby schaaf. This package centers on three main bills. The first puts a 4 billion Affordable Housing bond on next years ballot. The second bill imposes a new 75 fee on real estate transaction documents. This is expected to raise between 200 and 300 million a year. The third measure streamlines regulations to speed up stalled housing construction. We have 15 good bills. Yes. They are good. They move this forward. Had they ended the need, unfortunately not. Analysts doubt these measures that will put an end to the housing shortage. Money from the bills is expected to help build up to 90,000 affordable rental homes over the next decade. To redwood city where an investigation is underway that gutted a twostory home.
