That fire broke out this afternoon, at the height 50 homes were threatened. It took a couple of hours to gain control. It quickly reached for alarms in the area near interstate 580. Tom has been talking with homeowners affected by the fire. We begin with rob roth on an update with the containment. Reporter the good news is what you dont see. What you dont the are thick white plumes of smoke that we saw a couple of hours ago coming out of that hillside. You see that orange color. That is fire retardant that is a dropped. It is all clear. This place is filled with smoke like i a few hours ago. Firefighters are still working but they seem to have this well in hand. The fire broke out just after noon on steep terrain in the old oakland rock [ indiscernible ]. It sent clouds of smoke up into the homes. The response was quick and massive. The fire burn 20 acres of dry vegetation. Firefighter say airdrops from calfire was crucial in keeping the fire from spreading. They were dead on with their accuracy and putting the flames down and reducing the high flames to moderate and low and extinguishing it. They were phenomenal. In my opinion we could not have done this without them. Reporter on the ground 80 firefighters went on the attack with hoses and hand tools. When the fire broke out the first concern was for resident nearby. Authorities evacuated people from about 100 homes including campus a drive. The cause of the fire is under investigation. For now there is relief that the edwards fire did not cause injuries or damage to any buildings. Based on the terrain and the location we decided to request calfire and other assistance. It was a well coordinated incident. Reporter we are back live. We are awaiting word on the evacuation, people are still out of their homes. The fire chief says they will be able to go back when they are safe. He did not expect people to be away overnight. Hopefully sometime this evening people will be back in their homes. Rob, is that because there are Fire Equipment on the street and hoses crossing the street . Is that why they dont want people to return home . Some of that. It is just an abundance of caution. They want to make sure that there are no flareups, they want to make sure that people feel safe. You might as will keep them out for a while, when they are comfortable everything is safe they will let everyone back in. I know classes were canceled at Merrick College earlier today. If you take a look here you will see these firefighters down on the hill doing cleanup in the hotspot, noticed in front of them, closer to us is a whole group of foliage and trees and brush. This side of the canyon did not burn. That is a good thing because it was a fullscale assault to keep the fire in a heavily fueled canyon where i am standing surrounded by homes not from burning. Firefighters knew that the Oakland Hills can be brutally unforgiving once a fire get started. The First Responders are relentless, overwhelming ground and aerial response with choreographed with the position of a grand opera for an hour and a half. Chopper after chopper, tanker after tanker, jet powered large tanker after tanker dropped load after load after load of retarded avenue and water on the hot sometimes exploding flames. Some of the homes were evacuated while others were told to prepare to leave while others try to get home to retrieve irreplaceables. If you came over that ridge this canyon would have exploded and all of these houses will be gone. The way that the fire was heading towards the culdesac here, kind of threatening the homes in the area, they asked us to get ready to evacuate in case we need to. Campus side was blocked, i parked my vehicle and i went on foot. Their reaction to the response was unanimously positive. Stunningly amazing. I dont want to hear anymore critics of the Oakland Fire Department or the police department. They showed up when we were in danger. They did a good job and they controlled the fire. Reporter from sky fox you can see what we are looking at, you can see the burned area, to the left is an attenuation of this canyon which is loaded with fuel and surrounded completely by houses. These are very steep hills, once the fire get started in there it would be is be a tough fight. Instead of having a lot of open space you have home after home after home. That at the situation here. They are flying right over your head, darren white, the interim fire chief said that they were dead on, could not have done this without them. It was breathtaking to see at some point it look like the planes were barely above the treetops making these incredibly daring drops. I just wondered what your perspective was. Reporter that is what i thought. We had a couple of former airline jet doing this and they were literally below the tree level where i am standing going down the hill. Remember at the bottom of the hill is the freeway, the bay and a bunch of houses. As they would go down the hill, what would happen is they would have to do a sharp pull up to get out so they had enough altitude to go back and make another run. The other thing is, there was a lot and lots of aircraft in the area. There was also water dropping helicopters. There was all kinds of aircraft flying all over and there was a spotter plane making sure that there were no midair collisions or obstructions from other aircraft. It was a remarkable show of what you could do. It clearly proves that this aerial attack really works. Obviously from all of the stuff they brought they knew there was a lot at risk. Incredible choreography. They were all just very professional. Lets check in now with the weather. The biggest concern was the red flag warning. The red flag warning indicates that the weather is ripe for a fire. Once the fire starts it could spread fast and that is why the National Weather service issued the red flag warning. That is why emergency crews responded the way they did. This will remain in place for the northbay hills and the east bay hills all the way until wednesday afternoon. I want to go in closer to the east bay hills and zoom in closer because this patch of red right here is where the fire was this afternoon. Thankfully there was not a lot of fuel and thankfully the wind was not that strong because it could have been a lot worse. A look at the temperatures right now, what a warm day. Most areas are warmer than yesterday, 95 in santa rosa, that has been the afternoon highs and some of the warmest weather, you get inside the bay and it is hot as well, 91 in oakland, 83 in the city of San Francisco, 86 earlier today, the bay has cooled off a little bit at 78, here is a look at the 24 hour temperature change, up by 12 degrees along the east bay shore, up by eight near santa rosa. Temperatures will remain slightly warmer as we get into wednesday before we begin a cool down on thursday. Albeit it will be slow coming up first. A look at the wind, it is a variable, nevada reporting a southeast theories, napa reporting north breeze. If you look at the arrows most of it is coming from the north and northeast, that is a flow indicating dry weather in place. It is not just the bay area, Southern California firefighters are battling a fire on the Riverside County line. Flames have scorched 2500 acres a home and a big rig. The socalled canyon fire broke out yesterday afternoon near highway 91 that is the riverside freeway. It quickly spread along the anaheim border and it is threatening 300 homes. This came up quickly like a firestorm, came up over the ridge, it felt like a turbine engine when it came over. The fire is about 5 percent contained despite a dc10 air tanker and helicopters working overnight. More than 300 firefighters are battling the flames on the ground. The cause of the fire is still not known. In other news, Berkeley Police that a domestic disturbance led them to hundreds of pounds of psychedelic mushrooms. It happened at a home near alcatraz avenue near 10 00 saturday night. A 37yearold woman call Police Reported a domestic disturbance involving her 35yearold boyfriend. She apparently spoke in code on the phone pretending to order a pizza. When officers first arrived the couple refused to open the door. They later came out and they were detained. The police went inside to look for other victims. That is when they say they found 677 pounds of mushrooms in various stages of cultivation with a street value of 1 million. The apartment that was rated sits right across the street from a church and a childcare center. We expect Something Likely will come back maybe this year, maybe early next that could be on some of our minds. When you looked at the Graham Cassidy bill what had do most concern . It would have hit california hard. We are looking at 6. 7 Million People in the state losing healthcare coverage. Of those about 4 million gain coverage through the medicaid expansion, 1. 3 million had coverage through covered california receiving subsidies. Another Million People that were on traditional medicaid that either children, seniors, people with disabilities, this did not just repeal and replace obama care it also made cuts to traditional medicaid programs. Some argue in california where obama care is successful, you would be able to keep the status quo. Is that not the case with Graham Cassidy . Graham cassidy would have meant that by 2027 we would have been losing 53 billion a year to our budget. That would go to pay for healthcare. Just to put that into perspective, are entitled General Fund Budget is [ indiscernible ]. This would have been a huge bowl blow to healthcare coverage in california and a big blow to our economy. This legislation will not be voted on right now. What are you hoping that republicans were able to come up with as they most likely will try again to push forward with some sort of legislation . Prior to this there had been bipartisan discussion going on in the senate looking to fix some of the problems to help stabilize the market in those areas where unlike california where it is not stable. Those were pulled off at the table when Graham Cassidy went forward. I dont know how likely it is but we hope that those discussions would come back and start to work on fixing what problems exist. The other thing that congress has to work on immediately is reauthorization of the state Childrens Health Insurance Program which is also about to run out and that was put on hold for Graham Cassidy. That is a lot that you are asking a congress and when youre looking at a congress that has been unable to push forward with anything. What will happen if that does not happen . The medicaid covers half of our children in california and half of the birth. Reauthorization of chp is extremely important. Many states have money in the system, i think minnesota will be the first to run out. There is bipartisan support for reauthorizing chp. It is now time to move on. As i mentioned we have not seen a productive congress. Final question, hopes for what we will see with healthcare . I think in california it is important that along with the federal changes that could cut two, california has been on the forefront of how we reach universal healthcare, how do we feel those remaining gaps there is still a vibrant and important conversation in california with how we reach those goals. Basic necessities are hard to come by in most of the island and most of it is without power. There are not enough generators or diesel fuel to run them. We have no electricity, no water, we have people on roofs and without houses. Reporter there are long lines across san juan for the basic necessities like food, water and gas. It will be days before that help can reach some parts of the country. In san juan, fox news. Several bay area cities battling the rise of Violent Crime. The new fbi stats that show a spike in crime. New numbers from the fbi show a area Violent Crime rose faster than the National Average with several bay area cities experiencing a sharp increase in Violent Crime. Leigh martinez breaks down the numbers to explain which cities were among the worst. Reporter the cities of fremont and hayward fared the worst which showed sharp increases in violent and property crimes. The fbi found Violent Crime was increasing across the nation, four bay area cities surpass the National Average. Those cities are freemen, berkeley, hayward and san jose. Fremont top the list with nearly 25 percent increase in Violent Crime. Fremont has a population of a little more than 230,000 people. Last year the city reported 420 Violent Crimes. The Fremont Police say they have not had a homicide case in more than a year. Aggravated assault and robberys have increased. The fbi news on the spike of violence and property crime in fremont caught some locals by surprise. I dont notice the difference. Years ago when we moved we had something stolen from our home and our car broken into and i believe that was a result of a neighbor who had a drug problem and he is gone and i have not seen a difference. It is getting worse. Reporter across america the fbi reports murder rate is on the rise, san jose had a 57 percent increase after reporting 47 homicides last year, compared to just 30 in 2015. The city has been open about it need to hire more police. The Silver Lining to the report shows that property crimes are significantly down in the bay area particularly in walnut creek and San Francisco. We talk to a spokesperson with Fremont Police who said that they were surprised by the fbi numbers and they said overall crime had improved the last couple of years of fremont history and that burglaries are significantly down. In fremont, leah martinez. The east bay Better Business bureau is warning about a pet buying scam that is targeting people in the bay area and beyond. The agency says the investigation found criminals are luring victims with phony online ad often using photos of cute puppies. People are told to wire money for the animal and they never hear from them again. The bbb found most of these online puppy scams can be traced back to the west african nation of cameroon. They say the best way to protect yourself is to see the pet in person. If the individual is in another state, be willing to drive to that state to see the pets. If it is going to be a member of your family for years you want to make sure it is the right fit. If you buy a pet online you dont know what you are getting. The Better Business bureau found 80 percent of online ad for puppies and other pets may be fraudulent. They are also forwarding their findings to Police Departments across the country as well as to the fbi. A troubling new study shows the growing problem of Homeless Youth in Santa Clara County. New findings were released on youth homelessness. They found the number of Homeless Youth in Santa Clara County is significantly higher than in previous years ago the study found that in addition to 2500 youth sleeping on the street every night, thousands more are couch surfing with no permanent home. The youth are hiding in plain sight and not being counted in the number of homeless. 44 percent of young people ages 1825 are couch surfing in community colleges. We want to do something about that number. Many youth are crashing with friends and family regularly shifting from home to home. They include lgbtq use who have been kicked out of their homes and used to dealing with challenging situations at home. Also youth and families expensing poverty. In another round of sanctions expected towards north korea. That is not stopping the back andforth between President Trump and kim jongun. We are going to talk about the changes taking place at equifax. This is San Francisco filed a lawsuit against them over the massive security hack. San francisco is the First American city to hit Credit Reporting Company equifax with a lawsuit. The attorney filed it this morning accusing equifax for failing to protect the personal data of more than 15 million californians. This came hours after the equifax ceo Richard Smith stepped down. In his announcement he said he is retiring immediately. His his sudden departure comes amid intensifying scrutiny of the Security Breach that affected 143 Million People and how the Company Handled all of it. How does that affect all of the consumers who had their could 30 Security Breach trying to get restitution. I dont think that Richard Smith retirement is going to change anything. Equifax is on the hook for any liability that they may have or may not have. It has been an abomination that he is guaranteed 18 million in pensions and he conveniently gets to retired the week before he is set the testify before the congress and senate. The timing i think is very convenient. Can he dodge testimony and say im not going to do it and be forced to go with the subpoena . With the subpoena he could go. I dont think he is obligated because i was think it was equifax asked to send a represented. Should congress subpoena him personally he would have to go. What about the news that the City Attorney of San Francisco is filing a lawsuit. I think it is great. It will be separate and apart from all of the class actions that are being brought. I have not had an opportunity to look at the complaint. The City Attorney of San Francisco bringing a suit is that they get to bring action that normal attorneys cannot where there is no private right of action. Where certain attorney general [ indiscernible ]. You are a Consumer Protection attorney, what are you recommending to people, there are so many of us who have been affected and are information has been compromised. There are hearing in washington, so we wait for the dust to settle as we as a consumer take action, what should we do . It is a several tiered issue. One into americans have been affected by this. The very first thing that you have to do is monitor your credit report. You have to sign up for the free equifax monitoring, obviously. The problem with this issue is that you are not going to know if you are a real victim until it has actually happened. The problem with the class action in my personal opinion, is that people who opt into the class action if there is a settlement is that they may be waving away rights before the actual harm has happened and then you will not have the ability to sue after the fact. I am telling my clients to opt out of the class action in case something does happen in the future. Just to be clear if you sign up with free protection from equifax initially they said you could not then sue them but that has changed. I dont think that they said you cannot sue them, they were trying to say you are bound by an arbitration agreement. They have now come out and said that they will not enforce that. They will be held to that as a contractual issue. I would utilize that monitoring. What about the Senior Executives that sold stock before the public realize this had taken place. This is troubling. Equifax internally knew about the data breach in july. They did not disclose it until august 8 of this year. That means for over a month they were sitting on this information. A day or two days after that they knew three executives sold about 1. 8 million worth of stock. There is certainly insinuations of insider trading. The lesson is keep track of your credit right now, keep an eye on it. Definitely good advice. Now to the latest on the situation with north korea. President trump said today that the United States is prepared for military options against the communist country. [ indiscernible ] is at the pentagon with the president s remarks. Reporter President Trump thanking spain for joining into the International Efforts to contain north korea. It is time for all responsible nations to join forces, to isolate the north korean menace. Reporter china says a war on the Korean Peninsula will have no winner and hopes the imposed sanctions will deescalate the situation. Given are consistent opposition toward chaos on the peninsula, we totally disapprove of the escalation of the war of words between the u. S. And north korea. Reporter the nations top military officer says there has been no change in north koreas military movement despite the charged political environment between washington and pyongyang. We have not seen a change in the posture of north korean forces. We watch that closely. We clearly have watched our forces to respond in event of provocation. Rex tillerson also commenting on the backandforth rhetoric with President Trump tweeting the north korean leadership will not be around much longer. North koreas top diplomat responding by saying the tweet was a war declaration and gives his country the right to shoot down u. S. Warplanes. We will continue to pursue diplomatic efforts and hope that is the way we solve this. Reporter President Trump says he will issue new sanctions on any country that does business with north korea. Continuing coverage now on the crash in [ indiscernible ] that we talked about at the top of the show that left at least two people with severe injuries. We are on the scene now with new information. What have you learned . We are getting an update on the injuries. Eight people have been transported to the hospital, according to chp all of them are in stable condition including the driver. We will show you how this happens. The driver was in a black pickup truck with his wife, his wife was sleeping, they were on 101 north chp think he had a medical condition so he came plowing through the fence. He also ran through this busy intersection here through this parking lot, you will see all of the trees and the shrubs the damage. They came through here and this is the first vehicle that was hit in this parking lot of in and out. This is a van. The family was inside the van they literally just got into San Francisco today from canada. They are here for a wedding. They will be here for a week. They just went on a goldengate tour and now they are getting a bite to eat. There was a woman a motherin law was taking out a suitcase, when this truck came plowing through and took the suitcase out of her hand and hit several other vehicles. His motherinlaw was transported to the hospital she is one of eight there now. There was also pregnant women of all. We were told by chp that none of the victims were actually on foot other than the documents motherinlaw and also that gentleman here. The pregnant woman was in a truck here, got out of the truck and was lying on the ground and that is with chp found her. There was confusion about whether there was a pedestrian hit but everyone that was hit was inside a vehicle. I am told there were seven vehicles involved eight people transported to the hospital including the driver and chp talking about that driver here. We have received multiple calls of a collision that started on northbound 101 here in the valley. We were advised that a truck traveled off of the freeway through a chainlink fence and ended up in this parking lot that we are in right now which is the in and out parking lot. As the vehicle traveled out of the freeway it struck multiple vehicles. Right now we are looking at about six vehicles involved within the parking lot, fortunately no one on the sidewalk or know when on the frontage road was hit. It appears that the driver of this truck behind me might have suffered from some type of medical episode as he was driving causing him to lose control and exit the freeway. Chp is telling us that the driver was conscious when they arrived here on the scene and they were able to speak to him. The wife was also conscious. He was taken to the hospital with chest pain. They are evaluating his medical situation. Chp saying it is miraculous that nobody was killed in this incident because of the sheer force coming off of the freeway. You think about having a medical condition, you lose control of your vehicle and you come during a very busy time when there are a lot of cars on the roadway. Obviously there are eight people injured and we are hearing that they are all said to be stable. We are on the hospital right now on our way to the hospital to see how those conditions are. We are hoping and praying at that everything is okay with the woman who was carrying a child. She also had some passages in her vehicle that we were told were injured. We hope to get an update on them. We noticed in the aerial pictures from sky fox that there were no visible skid marks indicating that the person who was a driving hit the brakes or try to stop in anyway. That medical condition suggests that he passed out, blacked out, lost consciousness for a moment but drove right off of the freeway without hitting the brakes. He hit six other vehicles, is that your impression . Reporter exactly. That is why chp is saying the sheer force of the vehicle. You do not hear about skidmarks, although the victim we talked to said he heard tires screeching. We are not sir if it was from a truck allowing the vehicle to pass through or if it came from the truck. It is Pretty Amazing that nobody was killed in this incident given how fast he may have been going, we are hearing at least 35 miles per hour. Again it is a busy time. We are learning more details about how long the raiders will likely stay in oakland as they wait for construction of their new stadium in las vegas. It may be longer than they thought all because of a huge a few hiccups in vegas. Reporter we knew the raiders would stay in oakland for at least two more years before moving to las vegas. Now it turns out they may be hanging around longer than that, possibly playing here through the 2020 season. The teams current contract allows them to play at the coliseum through the 2018 season. According to a report from the San Francisco chronicle, the raiders are in the process of negotiating a possible twoyear lease extension with the oakland Alameda County Coliseum Authority. The raiders are waiting for the 1. 9 billion stadium to be built in las vegas just off of the strip. According to reports out of nevada there have been issues with the construction project centered around parking and transportation. I talked by phone this morning with the head of the Grassroots Group save oakland sports. The oakland fan base is committed. We know that they are going to leave. For me it is agonizing to know that. Its like getting involved in relationship that you know will and. Reporter under the current agreement they pay 3. 5 million a year in rent to the city and county. If the Coliseum Authority works out an extension it is possible they could ask the raiders to pay more especially since the Team Obviously needs a place to play during this interim period before the new stadium is finished in las vegas. We should also point out that some local lawmakers in the bay area including oakland city councilman larry reed are opposed to extending the raiders lease here at the coliseum.
