We do take hate crimes very seriously at the Oakland Police department and the city of oakland. We are a city that stands united against hate and hate crimes. We are investigating this particular crime as a hate crime. Reporter security guards and Oakland Police were stationed at the temple the whole day. Officers have stepped up patrols at other temples throughout the city. Temple members and visitors say they are repulsed by the hateful messages as they welcome in their new year. Its always sad to see, um, actions of hate, um, and hurtfulness and that theres always gonna be individuals who are acting in that fashion. I think, um, what causes Something Like that obviously is, um, lack of understanding, lack of empathy, not being exposed to other cultures, religions, ethnicities and races. Thats and xenophobia. The death toll from the earthquake in mexico is up to 273. Efforts continue to rescue anyone who may still be alive underneath quakedamaged buildings. At least 2 women and a man were pulled from the wreckage of one building in central mexico city. Today authorities backtracked on reports that a girl was still alive in the rubble of a school in the southern part of city. Officials say all the children there have been accounted for. Reporter well, julie, one firefighter from the sacramento area is named david padilla, he arrived in mexico city this morning and although he is used to helping in searching rescue or Recovery Efforts, he says this is different for him because mexico is home. We have some family that was unaccounted for. My cousin lives across the street from the main school that collapsed. He sent me a picture. So i knew i had to get down here and im happy because as soon as i got here, literally within two seconds, you know, they put me up on the pile and thats what i came here for. Its this is my town. Padilla isnt the only firefighter from california in mexico this evening. A task force from Los Angeles County arrived in mexico city this morning on an air force cargo plane. They are joining thousands of First Responders who are in day 3 of helping to sift through the debris and massive chunks of concrete. Workers are holding up their hands in a signal for silence so they can listen for signs of life. Tuesdays 7. 1 earthquake killed more than 270 people and mexicos president says the victims wont be forgotten. Meanwhile, dozens of shelters have opened to house the thousands of people whose homes were either destroyed or damaged. Rubber mats are spread across one rec center in mexico city families under blankets. Volunteers are helping those affected bypassing out water, food and medicine to anyone who may need it. Schools there have closed indefinitely. And millions remain without power as this rescue and recovery effort remains under way. A lot more work still yet to be done. A lot to be done. We havent heard of any local agencies collecting aid but the red cross is on the ground in mexico tonight helping the people there so thats where people should go if they would like to help. The university of california system says they plan to help the Berkeley Campus with security costs associated with the planned free speech week event starting sunday. Ucs president Janet Napolitano says the system will provide at least 300,000. Organizers from a group called berkeley patriot have invited conservative speakers including Milo Yiannopoulos among others. All the speeches will be outdoors at sproul plaza. A cal spokesman told fox news today that depending where the speakers actually show up, the costs for security will likely far exceed 300,000. Bart could soon have someone to oversee its finances, operations and plans under a proposal by a bay area state for. Ktvus tom vacar has been looking at the bart situation and other transit agencies around the nation and has more. Reporter in this case, the proposal boils down to just three words lack of trust. State senator steve glazer the senate in the bay areas chief bart critic proposed a bart ig, inspectorgeneral. If the governor signs it the bill will empower voters to raise bridge tolls. If they vote to raise tolls, the bart inspectorgeneral will be automatically approved. Glazer says an ig is necessary due to issues such as this bart janitor who in 2015 made 271,000 in salary and overtime. 706,000 over four years first uncovered by 2 investigates. Blazer trusts neither the bart management nor the bart bohr to shepherd the systems operations, contracts and finances. Whether its safety issues, whether its dirty stations, they cant seem to get Capital Projects to be done on time and their Labor Relations problems are clear for everybody to see. Reporter the fact is, other major city big transit systems already have inspectors general. The new York Metro Transportation Authority ig was created 34 years ago. L. A. , dc and chicago all have igs, as well. All have been involved in numerous cases of financial misdoings, hiring improprieties, overtime abuse and benefit abuse. The inspectorgeneral is going to provide us with independent eyes and ears on the operations of bart with Sweeping Authority on their performance and their finances. Barts ig would be fired with a vote of twothirds of the bart directors but only if the governor approves. Ultimately the governor is going to be a backstop for the riders and the taxpayers on the independence of that office. Tonight at 5 30, officials are now under fire for the citys emergency response. And developing news from the port of oakland. Several containers are in the water. Well tell you what happened coming up next. And tracking snow in the mountains, snack snacking tracking heat up around here for the bay area weekend. Well have the details on what you can expect through saturday and sunday. [ music ] [ there is developing news at the port of oakland where several containers fell off a ship not port of oaklands outer harbor this afternoon. The11 containers were empty. Four are five are still floating. They are now being secured. The remainder sank. There are no reports of leaks, contamination and no injuries. The coast guard will determine whether any containers are block the channel. Three women from the bay area are facing grand theft charges after allegedly leading officers on a 72milehigh speed chase. Officers arrested a 20yearold woman, a 21yearold woman, and a 22yearold woman late tuesday night. A Hollister Police officer tried to pull their car over for a vehicle code violation. During the chase, a hollister sergeants car hit an suv that pulled out in front of him sending the sergeant to the hospital. The chp ended up taking over the chase on highway 101. Authorities say the women started tossing stolen items out of the windows. They were throwing evidence or stolen items out of the vehicle during the pursuit. When the vehicle was recovered they found stolen identification from several people in the bay area. The three women are accused of stealing several thousand dollars worth of merchandise from a supermarket. They face charges of grand theft, burglary and obstruction of evidence. The injured sergeant by the way is now recovering at home. A san jose man who was walking across the street is dead and police are now looking for the driver who hit him. Ktvus Maureen Naylor joins us from Police Headquarters with the only clue they have. Maureen. Reporter julie, that clue is a description of the car that hit him. The coroner identified him as sal is mejia mejia. He was just walking over to repark his car. A minivan hit him. Ocala avenue near bermuda way in east san jose. The impact was so hard you could hear it sounded like a big bang. Reporter 59yearold sal mejia was struck at 10 30 p. M. In the street in front of his home next to the Overfelt High School baseball field. He was going to park his car in his driveway to go to the store and buy food. So when he was crossing, he got hit. We saw his shoe here and his body over by the tree. A 19yearold heard a loud bang and came out to find the bloody scene. Her neighbor was lying face down in the street and his wife next to him, hysterical. She was just screaming, crying. She didnt know what to do. She was beside the body picking it up. Reporter police havent confirmed a witness account but the driver turned off the headlights while driving away. Investigators dont know if a man or woman was behind the wheel, but they are sure the driver intentionally left the scene. No. This person knew that he hit another human being. Reporter police are looking for a minivan, Chrysler Town Country or dodge caravan, 2001 to 2007. Rapido reporter neighbors including this grandmother say cars here drive very fast and dont always respect the traffic lights. This marks the 14th pedestrian killed in san jose this year in an auto accident. A number which has been declining in recent years. At this point, the driver is facing a minimum of felony hit andrun charges. Police say if you have any information, you can contact them or crimestoppers. Thank you, Maureen Naylor. A 94yearold woman has become the tenth patient to die at a nursing home in florida that lost power during hurricane irma. Investigators say the facility turned into a deadly hot box when irma knocked out its air conditioning for three days. The patients families and floridas governor say criminal charges should be filed. But some prosecutors say it may be difficult to prove criminal negligence. The facility says it used ice, handheld fans and other methods to try to keep the patients cool but the families say there was actually a fully functioning hospital literally just across the street where those patients could have been moved. Hurricane maria is moving slowly toward the Dominican Republic tonight after ravaging puerto rico, flooding towns, crushing homes and killing at least two people. Maria hit puerto rico as a category 4 storm. 10,000 people are in investigators and millions more could be facing weeks or even months without electricity. Fema is sending rescue teams to prepare for the longterm recovery. Try to figure out where the damaged areas are. Get the teams out in the street and do as much good quickly because time is of the essence. President trump is going to puerto rico and promises to resupport reconstruction there. Hurricane maria is expected to hit the turks Caicos Islands tomorrow. Residents are scrambling to get out as the storm approaches. Lines formed at the airport and those who are staying are stocking up on fuel and food. Forecasters say the two islands will see worsening conditions tonight as the winds start to arrive. Im taking all necessary precautions. I actually just got back on the island. But i ran down to my house to make sure everything was safe down there. Came here to the gas station, fill up my tank, after here im going to the food store stock up on some food and ill be good from there. Maria is the second major storm to hit the caribbean this month. And it is slamming into many of the same islands that were in the path of hurricane irma. Lets go to chief meterologist bill martin tracking maria. So bill, turks caicos, the next on the list . They will probably be the last island to get hit as this storm wants to go offshore. Thats the forecast models. That would be good news. So we definitely saw what happened to san juan, Dominican Republic getting brushed by right now. And the turks caicos overnight into tomorrow morning will get a pretty good driveby as this system moves to the east. Its a category 3. It upgraded. It was a 2, it went back up to a 3. The models suggest thats where its going to stay a cat 3. You know, the numbers when anytime youre over a 3, 4, 5, it matters. But these storms are theyre big and very wet. They are still very windy and destructive. 5 obviously is the strongest but a 3 can be just as destructive depending how it comes ashore. Into tomorrow, into friday, you see it brushing by the islands and going the turks caicos and moving off towards the north and east. Boy, i tell you what, thats exactly what you want to have happen. Irma did not do that. Irma did this which caused a lot of problems and then lingered up the coast. This system with all models in good agreement which is huge is like this. You remember when i would show you irma the different model runs you would see Something Like this. They were all over it. So its very heartening to see the models all pretty assertively going in one direction which would imply a break for the eastern seaboard of the United States. Theres snow up in the mountains. They had some chaining going up on highway 80. Im sure they are doing some chaining up on 50, as well. And its still snowing up there its very interesting. A lot of snow. Um, you see most of it is starting to die down now. You can put a pause on this and lets do see what this storm report says here. Um, three inches of snow, um, where is that doesnt say three inches of snow there and down east of mariposa we have. 10 of rain. So its not a heavy producing storm in terms of precipitation but snow definitely a novelty when youre still technically in summer. Not just snow flurries two to three inches of snow, maybe even more than that when its all over. For us, its dry. A little sprinkle yesterday if you remember. Current temperatures, 60s, low 70s. Temperatures tomorrow will be slightly warmer. Were in for a warming trend. Look at the air quality. Air quality just uses various ways to measure the atmosphere. We can look and see if i see the campanile here thats it. If i can see it from twin peaks which is what were doing, you have really good air quality. The breezy conditions have set us up nicely here. Tomorrow a warming trend back in the forecast and snow in the mountains will end. Well start to warm towards the weekend. When i come back well have the extended forecast. San francisco plans to step in and help Daca Recipients. What the city is now offering to pay before an important october deadline. [ music ] President Trump is considering reducing the number of refugees allowed into the u. S. Earlier is this year, the president issued an executive order limiting the number of refugees allowed into the u. S. Per year to 50,000. Now the department of Homeland Security is asking the president to reduce that number to 40,000. The agency says it has concerns about its workload and the ability to adequately vet people seeking entry into the u. S. S. Attorney general Jeff Sessions says he expects the administration will prevail in any legal challenge over the proposed border wall with mexico. Attorney general xavier becerra, California Attorney general, filed a lawsuit over the wall yesterday. He says the federal government is overstepping its authority boy waiving environmental reviews and other laws. The Sierra Club Filed a similar lawsuit last week with two other advocacy groups. San francisco is helping out Daca Recipients by offering to pay for renewal application fees before the october 5 deadline. The program shields immigrants brought to this country illegally when they were children from deportation. Earlier this month President Trump ended the program. This means no new applications will be accepted. Those whose documents expire before march 6th can apply for renewal. San francisco has previously subsidized application fees for the program. A new art exhibit at the Oakland Museum of california honoring the victims of the deadly ghost ship warehouse fire is set to open soon. Artists who knew the victims are creating the exhibits for the annual day of the dead exhibit. It features a ship mast with cards hanging from the sails. People are encouraged to write a message on the cards remembering the 36 people who died when the warehouse went up in flames back in december. Hopefully they will get struck by the piece itself. The goal is to take a look at what people are saying, to feel the emotions, but to add their voice to the piece whether its emotional response or to how maybe the city dealing with with um, some of these buildings now. The exhibit is set to open to the public on october 18th and everyone is encouraged to stop by and fill out a card. The medical examiner says three people died as a result of that stifling heat in San Francisco over Labor Day Weekend. And tonight, a San Francisco supervisor says the city could have done more sooner to help people cool down. And north koreas leader fires back at President Trump calling President Trump deranged. You have this record in San Francisco that goes back to 1874. Three people died in San Francisco during record breaking heat over Labor Day Weekend. And now San Francisco officials are under fire for how they handled the citys emergency response. The city failed to open any cooling centers until the day after the heat wave started. The Fire Department ran out of ambulances and had to request mutual aid. Ktvus Tara Moriarty tells us how Department Heads have met now to discuss their shortcomings and what they could do differently in the future. Reporter friday of this years Labor Day Weekend labor day the hottest day in San Franciscos recorded history, an unprecedented 106 degrees the medical examiner says three people died as a result of the stifling heat. We could have done more sooner. Reporter supervisor aaron peskin called a meeting this week among city officials responsible for responding to an emergency like a heat wave. Our heat Response Plan actually says that when the mercury goes as high as 94, um, we should have actually been opening cooling stress,. Reporter but the cooling centers didnt come until a day later. The department of Emergency Management records obtained by ktvu show that on september 1st at 8 25 a. M. , dem tweets a heat advisory to 8,000 followers. A few minutes later it asks the dpm about cooling centers. At 901 they advise dem that the public should visit a community center, Movie Theater or shady park. 9 21 they press the issue on cooling centers and the at 10 47 a. M. , dph confirms, no cooling centers. Were not in the blame game. I mean, we learn from every every incident, every activity. So i mean, were going to take a hard look at, you know, what we did right, what we could improve on. Reporter a dph spokesman said, the department of Public Health executed its extreme heat Response Plan as a part of the overall city response. We serve the people of San Francisco in an organized planned and efficient fashion. [ sirens ] reporter the city called for mutual aid when it ran out of ambulances. Our call volume increased from, you know, typically 1900 to 2900. We were still able to meet, you know, the county goals for response times. Reporter but San Francisco Fire Department records show that on friday, september 1st, First Responders received 11 code three or lifethreatening calls where it took the ambulance 20 minutes or longer to respond and on the following day on saturday, 27 code three calls. The good news is, um, everybody is now very, very aware of what they should do the next time this happens and there will be a next time. But San Francisco did drop the ball. We were caught a little flat footed. Reporter the next meeting on the issue will be september 29th. In San Francisco, Tara Moriarty, ktvu fox 2 news. The Palo Alto Unified School District Board is receiving a longawaited report into its handling of Sexual Assault cases on campus. A draft of that report was compiled and released by outside law firm. It found the districts response to an october 2016 Sexual Assault in a bathroom on Palo Alto High School did not comport with key aspect of title ix, state law, board policies and administrative regulations. In may, a series of 2 investigates reports found the district did not launch a title ix investigation after a 14 yearold girl reported the assault. Her attacker was convicted in Juvenile Court of having oral sex with a minor. But he stayed in school and was still playing sports until our investigation into the case. School board critics say the law firm report cements the need for change starting with the superintendent. This is absolutely unacceptable that they allowed this to happen and that the board would allow the person they hired to behave this way and keep him in power. Its at this point, it goes beyond breach of fiduciary duty which is clear they are breaching the duty by keeping him around. This past spring, the federal office of civil rights completed a fouryear investigation that found the district failed to take appropriate steps in a prompt manner in cases of alleged Sexual Assault dating back to 2013. The school board is meeting at this hour with at least two members who are already saying publicly there needs to be change in leadership there. Facebook now says they will turn over 3,000 ads linked to fake accounts from russia and will take steps to block future questionable ads. I dont want anyone to use our tools to undermine democracy. Thats not what we stand for. The integrity of our elections is fundamental to democracy around the world. Facebooks Ceo Mark Zuckerberg outlined a list of steps that facebook will take including cooperating with congress. Facebook refused to turn over copies of the ads to congressional committees previously saying that would require a search warrant. In the future, Mark Zuckerberg says political ads will have to link to the Facebook Page that bought them. North Korean Leader kim jongun is calling President Trump deranged and promising to tame him with fire. This comes on the heels of President Trumps announcement of new sanctions against north korea and his recent comments that the u. S. Would totally destroy the country. Caroline shively is in washington with more. Reporter President Trump moves to widen sanctions against north korea as the u. S. Pushes to limit pyongyangs Nuclear Missile program. Foreign banks will face a choice, do business with the United States or facilitate trade with the lawless regime in north korea. Reporter following try lateral meetings with japan and South Carolina in a show of solidarity on the sidelines of the u. N. General assembly, President Trump announced new executive action that would target additional north korean entities. For much too long, north korea has been allowed to abuse the International Financial system to facilitate funding for its Nuclear Weapons and missile programs. Reporter the president says the order allows the Treasury Department to target individuals and companies who provide goods, services or technology to north korea. Mr. Trump stopped short of going after north koreas biggest trading partner, china, and praised its central bank for ordering chinese banks to stop doing business with north korea. This action is directed at everyone. It is in no way specifically directed at china. Reporter on thursday, south koreas president says sanctions were needed to bring north korea to go to the negotiating table and force it to give up its Nuclear Weapons. Doctors studied his brains and the test showed former nfl tight end and convicted murderer Aaron Hernandez had a degenerative brain disorder linked to football. New medical tests show former new England Patriots star and convicted killer Aaron Hernandez had a severe case of the degenerallive brain disease known as cte. He killed himself in april in a massachusetts prison. He was serving a life sentence for firstdegree murder. Cte can be caused by repeated head trauma and leads to symptoms like violent mood swings and depression. The attorney for the Hernandez Family says, this tragic case reflects a major problem in the violent world of pro football. I will say for lawyers representing athletes of contact sports, um, that this is something you should definitely consider having your clients take some of the presumptive tests that are available. Hernandez was 27 years old at the time of his death making him one of the youngest former nfl players known to have this brain disease. Lawyers for hernandez are suing the nfl and the new England Patriots over his death. An army veteran from the sacramento area and her three boys are in for a big treat next week. Volunteers from home depot and Veterans Association of Real Estate Professionals spent the morning landscaping the home that will be given to 36year old Ndiaye Holmes a single mother on disability after serving as a military police officer. Home depot donated 25,000 to the project and today volunteers were replacing the sprinkler system, building a new fence, and pulling weeds. When i first came out here, the whole garage was burned down. There was literally nothing there. So he had to do a lot of rebuilding, going inside the house. There was a lot to do. So its a brandnew home inside and out. This remodel will be revealed to the family next week. Home depot employs over 35,000 veterans. And some of them as you see here were out giving back today. Hm. Visitors to San Franciscos Fishermans Wharf will soon see a once familiar sight at the busy tourist destination. The sale of fresh fish off harbor boats. Those sales were banned almost 20 years ago but last week, the city approved a oneyear Trial Program to allow San Francisco fishermen to start selling directly to consumers again. There have been delays as officials work out insurance liability issues. It should go into effect by the end of the month and under the program, sales are limited to whole fish that have been caught that day. An undefeated olympic Gold Medalist and world titleholder. I want to be clear, i am leaving because my body can no longer put up with the rigors of the sport and therefore, my desire to fight is no longer there. It was here ward was introduced to boxing when he was just 8 years old and trained here for years. Hes smart and hes dedicated. But hbo says it plans on using ward as an analyst on its boxing broadcasts. In oakland, rob roth, ktvu fox 2 news. Snow is falling now in the sierra on this last full day of summer. This was the scene in South Lake Tahoe earlier today. Snow levels dropped down to about 6500 feet which meteorologists say is very unusual for this time of the year. The steady snow and light rain is expected to continue until late tonight but so far, right now, no chain requirements on the major highways linking the bay area and the tahoe area. This wasnt the case earlier today on interstate 80 in the sierra. The chp says a deadly 16car crash shut down the westbound lanes for more than three hours. The accident was reported shortly after 11 a. M. Near Crystal Springs in placer county. One person was killed. Several others were hurt. Its still not clear what caused this crash. The chp reopened the westbound lanes shortly after 3 p. M. Thats one of the things that you always worry about, bill, with that first snow, the first rain that people arent used to it and sure. Unfortunately, Something Like that happens. On a day like today, you come around the corner, up 200 feet, and theres snow. It really is just around the corner. So you could see where it would be a problem. And there is significant snow in the mountains for this time of the year. We get snow up there. But, you know, flurries in the summer months are unusual. And in this case we have snow sticking on some of the higher elevations. So we had a few sprinkles yesterday. Checking out hurricane maria, it is a category 3 and the path looks like its going to stay offshore of the continental United States so theres good news there. We can look on the west coast and this is why its snowing in the mountains. This low pressure center, the jet stream is far south for this time of year.
