Moss beach at 60. Atherton, 60 degrees. Pretty close. Look for a lot of cloud cover. By this evening, the system will sweep through and there will be a dramatic change tomorrow. 60s and 70s on the temps today. 7 01. And sal tells us. Yes. We have the crash on the way to the bay bridge, steve. Okay. If you drive to the bay bridge, dont take the 880 ramp. It is getting crowded. The crash has been there for at least half an hour. A little north than that. 880 to the connector ramp to westbound 80. You can see the traffic will be slow on 880. Today would be the day to use 980 to 580 to get inform the macarthur maze and get to the bay bridge toll plaza from there. The crash is right there northbound 880 right where it splits off to the bay bridge toll plaza. For a lot of people, it will be a slow traffic. If you drive in the carpool lane, you can get off in the carpool lane before that, if that makes any sense there for you. But i still wouldnt use that ramp. It is too crowded. Lets move along to the bay bridge. You can see traffic here is going to be okay. In fact, check this out. Im going to show you this. Normally there are a bunch of cars here. Guess why theyre not getting there . Because of the accident that we just showed you. Thats what it is doing to traffic. Lets look at the san mateo bridge. Westbound 92, traffic moderately heavy out to the cloudy peninsula. The commute on the peninsula looks good. 7 02. Back to the desk. Thank you, sal. Following breaking news in oakland. A deadly Apartment Fire. It started around 4 00 this morning here on the 4th floor of a building on fairmont avenue just blocks away from harrison street and the 580 freeway. Firefighters put out the fire, kept it from spreading. But one person has died. At this point they havent told us much about the victim or how this fire started. Were going to get a live report coming up later in this hour. Across the bay, firefighters in San Francisco rescued a man whose home was on fire early this morning. Fire crews got the call just before 2 00 this morning of a fire. When they arrived, the two story home was engulfed in flames. A teenage boy who got out told firefighters that his parents were still inside. They were able to rescue his father who was taken to the hospital in critical condition. His mother got out on his own. The cause is under investigation. The search in mexico for survivors of the big earthquake yesterday is still happening. It was a 7. 1 quake. Has already killed more than 200 people and caused a lot of damage. It is likely more victims will be found. Allie rasmus is here to bring us the latest on search and rescue efforts. Yes. They continue with intensity this morning. At this point they know that the earthquake has killed 217 people. That number is expected to rise since there are a lot of people unaccounted for who may be trapped in the rubble. This video captures the terrifying moments of the magnitude 7. 1 magnitude earthquake yesterday. You see people running for the exit, diving under desks. It happened around 1 00 in the afternoon mexico city time. Theyre about two hours ahead of us. As people were out and going about their business. At least 40 buildings have collapsed in mexico city alone. A lot apartment and residential buildings like youre looking at in the video. A local resident who took this video for us says she and other neighbors rushed in to help, bringing shovels and first aid supplies to emergency responders. One of the devastating scenes is a Primary School that collapsed. You see a before and after picture that was given to us. The before is from google maps. The after was taken by a resident. All but four of the bodies found were children. It is about 75 miles southeast of mexico city. That area had casualties and extensive damage from the quake along with the nearby area. In an eerie coincidence, this struck on the anniversary of the 85 quake. It claimed the lives of 5,000 people. Right now the number of deaths from this quake is 217. But officials are worried, gasia and dave, that more people may be trapped. Thats why the search continues this morning. You see ordinary people using their hands to dig through rubble to find people who may be trapped in the buildings. It is not just the rescue crews doing this difficult work. Yes. People rushed out of their homes when this earthquake happened, which is, you know, normally the case when you have an earthquake there because of the concern that the buildings could collapse. Keep in mind a lot of the most of the buildings, especially the residential buildings in mexico are made out of concrete. Any time that you have concrete slabs, it can come down. When residents discovered there were buildings that had collapsed, a lot rushed in to do what they could. Thank you, allie. Here in the bay area, many people are desperately trying to reach their family and friends in mexico. Ktvu went to the Mexican Consulate in san jose and talked to a number of people who say it is difficult to be so far away. He says theyre okay but he fears his friends may be trapped in the rubble. And that is difficult. Because you dont know. I tried to call all, but some people dont answer me. Answer me. The Mexican Consulate has a 24 7 hotline number for people in the bay area trying to reach loved one. It is at the bottom of your screen. Once the damage in mexico city is assessed, the office will determine what kind of help the bay area can send. Seismologists are studying the quake. They say it was weaker than the quake earlier this month but caused more damage. Mexicos quake was recorded in the Berkeley Hills by uc scientists at the seismology station. While the images that were seeing is something that the bay area can relate tox the faults moving in mexico are different than californias system. Our plates rub side by rub while what is happening in mexico, they dip one below the other. The earthquake thats we have here are usually as the technical terms go. These are in the zone where one plate dives under another one. Now, there is a risk that we share. Bay area baylands and landfill areas are not stable when a quake hits. Mexico sit see built in a geologic bowl where there was once a lake. Seismologists say it also shakes like pudding when there is an earthquake. As Steve Paulson has been reporting and showing us, port rick sew getting slammed by Hurricane Maria. It hit as a dangerous category 4 storm with winds close to 155 Miles Per Hour. It is the strongest hurricane to hit puerto rico in more than 80 years. The storm has already devastated parts of the eastern caribbean. Some people were able to catch the final flights out of the region. They say after hurricane irma, they were not going to stay for maria. My first hurricane was irma. I didnt want to stick around for this next one. People in puerto rico especially in lowlying areas were urged to evacuate. It is estimated some 11,000 people are riding out the storm in shelters set up across the island. The time is 7 08. Back here at home a veteran chp officer was killed in a crash that happened yesterday morning as he was on his way to work in the south bay. 44yearold James Brannick started his career in 2005. Yesterday mornings accident occurred just before 6 00 near san martine. He was an amazing person and officer. Now, he was riding his motorcycle southbound on monterey road when the driver of a pickup truck made a left turn right in front of him. Despite the efforts by First Responders, he died at the scene. Chp officer brannick is survived by his wife and parents. The driver of the pickup truck is cooperating with the investigation. The time is 7 09. Overcoming obstacles and stereo types. It didnt really matter what you do or not. No, you cant do it. Well, news flash. Yes, we can. Up next, how one of the first female firefighters in San Francisco rose through the ranks and the special anniversary that the department is marking. A lot of tough talk from President Trump yesterday at the United Nations, when it comes to north korea. Im doug luzader in washington. We will have more on that just ahead. Good morning. Traffic is moving along pretty well if you are driving in some areas and not so well in others. And we still have that accident on the connector ramp from 880 to westbound 80. We will tell you the progress on that. Low clouds are streaming in in advance of the system, dropping down from the gulf of alaska. In advance of it, it is on the mild side. But cooler weather is on the way. The timing is 7 12. British authorities have arrested two more people in connection with the london subway attack. Detectives arrested two mean yesterday in wails. That brings the total number of suspects arrested so far to five. A home made explosive device placed inside of a bucket injured 30 people when it partially detonated inside of a subway car last week. The time is 7 13. The largest agricultural Water District in the state is rejecting governor browns controversial project to send water from the delta through twin tunnels to southern california. The Water District is considered key to the 16 billion plan. The district covers more than 1,000 square miles of farm land in the Central Valley. If it agreed to sign on, it would have contributed more than 3 billion to it. We dont really know the cost of this project. We have been told 16 billion for many years. We dont think thats the actual cost. But even if that 16 billion, when you look at financing that over the course of 70 years, the cost gets quite high. No one i know has a 70year mortgage. It would feed water through tunnels to the Central Valley and southern part of our state. The governor says the tunnels would provide a more reliable water supply. Yes. The price tag keeps going up to build the bullet train. Several members of the board say the budget overruns are hurting the public image of the project. The work has started on the first 32 miles of tracks between fresno and madera. The goal is to connect San Francisco to los angeles by highspeed rail. A lot of people out in their cars. Gripping the wheel. Hoping to get to where they need to go. Sal, help them out. Im trying to help them out with this crash, gasia, that we have at the macarthur maze well, not really the macarthur maze. It is on the ramp from 880 to westbound 80. The crash has been going on an hour. They made some progress. We know the paramedic vehicles and the Fire Department left with injured people. They have a closure as they try to get the cars out of the way. It is causing kind of a big backup on 880 northbound trying to get up to the bay bridge. I can put it up on the map. If youre coming up to the bay bridge, you are seeing slow traffic coming up to this area here on northbound 880. Give yourself extra time or use 880 or use 980 to 580 to go this way around. Really i would just go with the extra time route. A lot of people are doing that. Give yourself more time. When you get to the bay bridge toll plaza, it is backed up for a 20minute delay. San mateo bridge could be an option. Were looking at that closely. Traffic is moderately heavy. You see the dumbarton bridge also has slow traffic approaching it on westbound 84, just after 880 theres a crash. And on the peninsula, we already have slow traffic on southbound interstate 280 coming out of daly city down into san bruno. 7 16. Lets bring in steve with todays weather. I will get to the weather in a second. We will start with category 4 hurricane that made landfall in puerto rico earlier this morning. It stopped communicating. You can imagine why. When you get 150 Miles Per Hour winds, thats going to do major damage. You could not place this any more squarely over puerto rico than what maria has done. Wind gusts again about i have seen 118 right around san juan. It looks like the eye is about ready to go past san juan which means some of the most damaging wind should be getting ready to move past them. Once it moves through, then it goes back out to the open water where 86 degree water temps will continue to fuel it. Still category 4 moving north northwest at 13 Miles Per Hour. Category 5 and then category 4. Still category 4 at last check. About to move back out into the atlantic. It is not stalling out. What is interesting though is hurricane now Tropical Storm jose is moving off of new england around 40 Miles Per Hour. This system has nowhere to go. It weakens considerably but there are signs it mayo omara will take the same path and there are some projections of maybe Hurricane Force winds off of new york city in about a week. We will see. They have a mind of their own. A lot can change but it looks to be taking a similar path. Mostly cloudy. Ment low clouds have come in. The cool air will spill in tonight and tomorrow morning. Significantly cooler by tomorrow. 60s and 70s on the temps under cloudy to mostly cloudy skies. In advance of that, we had rain moving up in Crescent City. Twothirds of an inch of rain the last two days. That is the cool air sweeping in. It is moving in. Late rain also made it into Mendocino County. Around ukiah to fort bragg. And it looks like some of that could make it down to about santa rosa. Santa rosa, calistoga and also lake county. The low clouds are being pushed in advance of it. Thats why we have these ramping up. They werent there a couple of hours ago. They are there now. Mid 60s for some. A lot of 50s. But mid60s with the south wind. On the peninsula, 60 at atherton, fremont. 62 for belmont. Very mild. But the cooler air is on the way. Viewer quibble west, north variable west and north. The delta breeze is cranking up a little bit. 58 and 59. The water temps will come down over the next few days as the cold air works its way in. If youre heading to the mountains, there could be a little snow down around 6,000 feet. So far okay there. It would be later this afternoon and into tonight. There is a Winter Weather advisory heading across 80 or 50. I know most arent but some may be. Be advised. You can see the leading edge of the system right there. The cool air settles in and then a slow rebound heading into the weekend. Today 60s and 70s on the temps. Did not put any 80s in the mix. I think for the First Time Since june 12th. Thats the first time that i can remember that we did not have any 80s. That was the last cool day that we had. Through friday morning. Cool lows and warmer on the weekend, gasia. Thank you, steve. This weekend the San FranciscoFire Department is marking 30 years of women serving in the department. In 1987, two fire academies included seven women. Sheila hunter was one of those women. Today she is a lieutenant at station 33 in San Francisco. In the early years, shifts were long and lonely and there were time thats some men clearly wanted her out. The San FranciscoFire Department now has 272 women serving in the department, making up almost 16 of sf fire. Coming up this morning on the 9, mike mibach will bring us more from lieutenant hunter and we will have an interview with the fire chief, joanne. An unlikely find inside of an suv. How an owl got trapped in her dashboard and what it took to get it out. At Stanford Health care, we can now repair complex aortic aneurysms without invasive surgery. If we can do that, imagine what we can do for varicose veins. And if we can precisely treat eye cancer with minimal damage to the rest of the eye, imagine what we can do for glaucoma, even cataracts. If we can use dna to diagnose the rarest of diseases, imagine what we can do for the conditions that affect us all. Imagine what we can do for you. Category 4. There are incredible rainfall rates coming in. 145 Miles Per Hour. Came in southeast puerto rico. Just sliced right across. I mean right through there. Moving northwest at 13. I would think i have seen some river stages and they have absolutely blown past record levels. So we will be hearing about severe flooding among many thing. Even the radar is out from the two sites. So catastrophic damage. I would imagine for most of the island. Mostly cloudy and mild. You get a south wind in advance of this system and cooler. I doubt much makes it to the south. This is not a system with a lot of moisture. But it has cool air coming in behind it. In advance of that, we are getting a south wind for some. It may feel muggy. Tomorrow morning, we will have really cool air in here. The low clouds have been pushed in advance of the system. We went from clear to cloudy. 50s and a lot of mid60s on the temps much the breeze picked up for some. Gilroy at 52. Scotts valley at 59. So for some, it is cool. Others it is on the mild side. Next time we will look at contra costa county. 7 46. Lets bring in steve. Sal, a lot of low clouds and drizzle from bodega bay all the way to santa clara and maybe where you are as well. Some drizzle also up to lake county. A couple hours ago, this was clear. Not now. The system coming in in advance of that low cloud deck is getting a little bit of a south wind. On the mild side for some in the 60s. Very cool air is on the way for late tonight and tomorrow. First of all we can take a look at what were the radar sites in puerto rico. They got obliterated. No more are coming in. As you can imagine when a category 4 hurricane comes in southeast. It just wiped everything out. It looks like it is about ready to exit go back out into the atlantic. But 175 to 140 Miles Per Hour. There are some intense rain bands in there. Over land, the eye wall collapsed as you might imagine. We will see if it reforms once it gets over the atlantic and warm air. This system is now moving north northwest at 13 Miles Per Hour. The track it looks like it wants to take the place of what was hurricane now Tropical Storm jose which produced gusts of 40 Miles Per Hour in new england. The track of this, in six or seven days, these things change, could take the place of that and put it close to new york and boston next week. Well see. Well see. There are signs of that. For us, we do have mostly cloudy skies and a lot of low clouds. Mild first and then cooler. Many reports of drizzle. People stuck in traffic in walnut creek and highway 4 is slow. At the toll plaza telephone s the payout point for a lot of people, a 15 to 20minute delay. And 580 is also slow. We also have slow traffic on the peninsula. It caught my attention. Highway 101 the bayshore freeway slowing in burlingame. Back to the desk. In oakland, an Apartment Fire killed one man early this morning. It started around 4 00 this morning blocks away from harrison and 580. Firefighters were able to keep the flames from spreading to other units. Neighbors tell ktvu that the victim is an elderly man who lived alone. His name has not been released. At this point investigators are trying it find out how the fire started. Across the bay, firefighters in San Francisco rescued a man whose house was on fire early this morning. Crews got the call just before 2 00 about a fire on harvard street. When they arrived, it was a two story home fully engulfed in flames. A teenage boy got out and told firefighters that his parents were inside. Crews were able to rescue his father who was taken to the hospital in critical condition. His mother got out on her own. The cause of the fire is under investigation. The death toll from the earthquake in mexico yesterday has increased again. They are seen a huge turnout of volunteers. People willing to help survivors buried in rubble. Allie rasmus is in the studio with more information and video and accounts from people who rode out the earthquake and turned around to help. Yes. Were hearing a lot of accounts of heroism and solidarity after the devastating quake. At this point they know the earthquake killed at least 225 people. That number is expected to rise as there are many unaccounted for that may be trapped in the rubble. The quake happened around 1 00 in the afternoon in mexico city time when people were out and about at work and school. This video shows at this video shows one of the at least 40 buildings that collapsed. I have family in mexico city. Her neighbor says after the quake she and regular people in the neighborhood rushed to the scene and brought shovels and first aid supplies, anything that they could think of to help First Responders there. My aunt and uncle live less than a mile away from the Elementary School that collapsed. These are before and after pictures. The after picture was taken by my familys neighbor. It is pancaked on the bottom floor of the school. 25 bodies have been recovered from the rubble. All but four of them children. My aunt and her neighbor also sent me photos of a nearby shopping area. This is a Movie Theater that is a few blocks away from the home. The pedestrian bridge not even connected to the building anymore. I have personally walked over that pedestrian bridge hundreds of times. Again, this is just a few blocks away from my familys house. We cover a lot of natural disasters in this business. It is strange when you recognize some of the damage from the areas that are so heavily impacted by this. You have had more conversation about the situation there. What are they saying. Yeah. When i immediately when i found out this earthquake happened, i texted my aunt briefly. She said were all okay. I didnt really understand or get a sense how bad the damage was because my communication was limited because the power was out for her and a lot of other folks. It wasnt until she was back online this morning that i was able to text back and forth with her. There are still neighbors still people going out, regular people going out and trying to help, trying to do what they can, you know, with shopping carts to push away the rubble, bringing water to help people there. Just a lot of concern for their fellow neighbors who have been impacted by the collapsed buildings. In those Text Messages did you get a sense how powerful it was and the description of the shaking. Yes. From your family members. Yes. She and my grandfather said it was one of the strongest quakes and one of the scariest experiences they have endured. She said it felt like it lasted for a really long time. It kept shaking and wouldnt stop. It was very strong shaking. People who live in mexico city are used to earthquakes. But obviously none like this. That coincidence that i pointed out earlier, this 7. 1 quake happened 32 years to the day after that devastating 1985 earthquake in mexico city. That was an 8. 1 quake. Back then, 5,000 people died in that quake. And so yesterday morning a lot of people were doing the earthquake drills to commemorate the anniversary of the devastating quake. A couple hours later, another one happened. Allie rasmus, im glad your family is okay. Thank you. Thanks for the pictures and the information. We will bring you live pictures from a rescue attempt. Apparently there are rescuers working to free a girl who may be stuck in rubble here. You see dozens and dozens of people in hard hats. We are understanding there is a little girl trapped in the rubble of this building here. One of many who is reduced to almost nothing. And we will say a lot of police officers, firefighters are in those hard hats. But so too as alley mentioned through her conversations with family members, so are volunteers digging frantically. Not just at this scene, but at collapsed homes and Apartment Buildings throughout mexico city. As well as a lot of attention on that one particular school where we know that children have died but also children remain missing. There is a hope that those children are alive and will be rescued. We will have a live report from an l. A. Based report. We will have that on the 9. Here in the bay area, many people desperately trying to reach their family members and friends in mexico. Yesterday ktvu went to the mexican console at in san jose and talked to people. He says his family is okay but he fears that his friends may be trapped in the rubble. That is difficult because we just dont know. I tried to call all but some people dont answer me. The Mexican Consulate has a 24 7 hotline for those trying to reach loved ones. The number is on the bottom of your screen. Once the damage is assessed, that will determine what kind of help the bay area will send. The quake was weaker but caused more damage to the other earthquake just two weeks ago. It was recorded in the Berkeley Hills by uc scientists at the seismology station. The fault thats are moving in mexico are different than the ones in california. The seismologists say our plates rub side by side and mexicos are one under another. These are earthquakes in the sub ducks zone or in the zone where one plate dives under another one. Ask there is a risk that we both share. Bay area wailands and landfill areas are unstable when an earthquake hits. Mexico city is built in a geological bowl where there was once a lake. It shakes like pudding when there is an earthquake there. If youre driving to the bay bridge, we have been watching it extra closely because of the accident on the access ramp. It is gone now but the damage is done. The carpool lanes have improved trying to get to the bay bridge. On 880, this commute in the last ten minutes is slower than it used to be. Getting up to oakland. And you can see the east bay commute in general is beginning to fill in. Not only is it slow on 880, as i just showed you, but slow on 580 out of san leandro all the way to the lake shore curve. Alex savidge has been at the scene throughout the morning. He is live now on more what youre learning about the man who died, alex. Reporter good morning to both of you. Neighbors knew this man quite well. He was an elderly gentleman who lived by himself in one of the top floor units here at this Apartment Building. It is that corner unit there. You see the smoke damage on the outside of those windows. There fire just tore through the place early this morning. And for some reason, that man was unable to escape his burning unit. The fire started about 4 00 this morning at this complex that is on fairmont avenue. This is right off of interstate 580 at the harrison street exit. Oakland firefighters say they got here this morning after getting the 911 calls. And when they arrived, they found the victim of this fire out on the floor, just outside of the door to his apartment. And fire firefighters say he was unable to be saved. The building was evacuated as crews put out the fire quickly. They were able to keep it contained to that one building of origin. I spoke with one neighbor who didnt want to show her face but she described the disturbing scene this morning as fire raced through that mans apartment. I heard a lot of yelling. Like not normal argument yelling. So i opened my door and he was engulfed in flames. And i went and got my fire extinguisher, woke my mom up and told her to get up. I tried to go spray it. It was too hot for me to get close. I commenced to get my mom and dogs out of the house. Reporter now, there was another neighbor, a woman who did have to be taken to the hospital and treated for smoke inhalation this morning. But she is expected to be okay. Now, according to neighbors, the man who died in this fire was in his 70s. Again, he lived alone. He has not yet been officially identified by authorities. Firefighters do tell us that there were working smoke alarms in the building. Part of the reason that everyone else was able to get out. Obviously a full investigation is now idea way by the oakland Fire Department to try to figure out exactly what caused this fire and then to try to get a sense of why it was that this gentleman was not able to make it out. Alex savidge live in oakland. Thank you. San francisco sheriffs deputy has been fired after his gun was stolen from a rental car over the weekend.
