He called on the un to do more to stop north Koreas Nuclear program saying it threatens the entire world. The United States has great strength and patience. But if it is forced to defend itself or its allies, we will have no choice but to totally destroy north korea. Rocket man is on a Suicide Mission for himself and for his regime. He also criticized the iranian government calling it an economically depleted rogue state. Its cheap export is violence. We will get reactions from our political analyst to the president s address this morning. Please identify the woman suspected of trying to rob a passenger bypassing a threatening note. We have Surveillance Footage of the incident. 32yearold julie dragon says the woman dropped a note into her lap on a train. The note said that two guns were pointed at her, and she should hand back her phone and wallet and not turn around. The victim then faked a seizure to get the attention of the other passengers and scare off the suspect. The suspect got off at the powell street exit. Carlos rojas has been bart still police chief for 100 days. We speak to him about policing the 46 stations. My wife and daughter will not get on bart by themselves. Reporter this man and his wife and daughter were riding when a mob swarmed and snatched anything about you. Now him and five other passengers who have been victimized have slopped slapped bart with a multimillion dollar lawsuit. He says bart still hasnt done enough to protect passengers in the months after the attack. Carlos rojas says he takes his role of improving Public Safety seriously. There are areas where we do need to improve. Reporter the chief was sworn in in may just as bart released data showing that Violent Crime is on the rise. There were 49 robberies systemwide in the beginning of 2016. That number jumped to 71 this year. Thats a 45 increase. As he puts his stamp on the department, his first big push to crackdown on crime takes aim at fair evaders. He argues fair enforcement leads to a safer system. They have warrants, they carry drugs, weve had folks that carried guns. Reporter now he says the top priority is filling his ranks. We have about 38 vacancies right now. In about 18 months, it is an aggressive goal. We want to try to hire the 38. I dont know if we will get there, but we will make every effort to do so. Reporter he is allocated more overtime and uses the officers he has to periodically flood high crime stations. Wheat institutes the with instituted a robbery detail that focuses on writing trades in the area where we have those types of incidents occur. Reporter passengers web been targeted Safe Enforcement and catching their cheats is a good start but still not good enough. There are multiple things that need to be done. The videos need to be released. Those pieces need to get out so that you start arresting these people. Reporter officials still have not released the video of the mob style attack despite repeated requests. But he says he plans to release other surveillance videos in the future. We want to make sure that we get those videos out or the picture out of the suspect so we can get the publics help. Reporter he says Public Perception coupled with lower crime stats may be a better measure of what success is going forward. I dont think there is one measurement that will say, hey, we are being successful successful because of a. We have to look at it with a holistic approach. Christian joins us. Lets go back to the fair evaders. If you go after them, thats the number one priority, because most of them are the ones committing the crime . As a twofold process, if you catch the evaders, you will catch people already breaking the law, so theres a possibility they break other laws. They may have weapons or warrants. You sweep them out of the system. 2, theres a small crime, big crime, if you stop the small crime and say this is where our line is, it sends a message and that message gets out that we wont tolerate more serious crime. Did it give you an idea of why in the last year or two hour crime has spiked . He said that it has a lot to do with all the different jurisdictions and socioeconomic factors. He said that because bart covers a lot of jurisdictions, it is like a jigsaw puzzle. You have to look holistically at bart as a system. But keep in mind, this is going through san mateo county, it goes to San Francisco, alameda, it goes all over the place. You have to figure out what each little station with each little area, it has a little niche problem or issue that needs to face, thats one of the issues that he faces as chief. Very different from his time as a city police chief in southern california. He could say these are my officers, i can tell them what to do. One of the things he has to do is work collaboratively with the other Police Department. Theres a lot of teamwork that he is working on. He mixture relationships are wellmaintained. Keep in mind, we have 112 miles of track through all the jurisdictions. Its a jurisdictional jigsaw puzzle. Criminals can just get away, they jump on a train, how are they trying to check these people down . Do they hold trains . Do they give you an idea . He says this is why he needs more officers. This is what he wants more boots on the ground. Then he could have more officers in the stations who are able to stop people immediately. He can also put more officers on trains so he can act as a deterrent. He also wants to go after the bad guys if they need to, if they are on the train, they can hop off and go after them. Thats the key. We may see start seeing a difference in how his strategy is going to unfold. Once he has more officers, i think we will have a better idea of where chief rojas wants to take the department. I think for him, certainly the idea is to have more officers out there. Thats one of the reasons he has the added enforcements where he goes after the evaders. He wants to have a sizable presence. He wants to have a show of force so to speak. Before he got here, the cameras were out work were at work. But we havent seen the mob style attack. No. We havent seen that. Bart says the reason for that is the believe those involved, the silence were juveniles. You can see how successful it is. In my piece, i talked about how it worked in august. Again, we saw how bart is starting to release more photographs. We had the threatening note. The threatening note where the woman described who it was. Bart worked hard to get the pictures off the train and get the pictures out in front of viewers trying to identify the woman and tried to say this is a possible threat. When do we get the next new numbers . Hopefully next month. These are crime numbers. We want to get the new numbers next month. The new numbers will reflect the period right before chief rojas really stepped in. We may have to wait another three months after that to get a real sense of his imprint on the department. Want to see what direction he takes and how it may affect the crime. When you get them, bring them to us. We are asking you how safe you feel on bart . Is 26 say very, 50 say somewhat, 64 say you dont feel safe at all. The safety factor varies. I have no problem using my laptop to work for instance. A big al says ive never had any problems. I feel perfectly safe. Another viewer says i feel uneasy. I used to take it all the time, not only when necessary, i feel safer and a strangers car. This is the fourth year in a row that commute times set new records, the experts say it is because the bay area economy is booming. It is rough for the people who have to sit in traffic especially in the worst places. For the second year in a row, this worst commute is on highway 101 in San Francisco heading to the bridge. The second worst is westbound interstate 80 between hercules and San Francisco. And that applies to both morning and evening commutes. Next is the afternoon commute on southbound 101 between Mountain View and san jose. The fourth is northbound interstate 680 from mission boulevard to on jati road during the evening road commute. And rounding out, is northbound 880 from maui avenue in fremont to about winton avenue in hayward. What did you think of the 41 minute address . It was unique. You havent had american president s address the General Assembly with such sharp rhetoric. He laid out a very trump the and type speech. We hear it in the United States, but internationally, that is different. Did he write that speech . It was an amalgam of speechwriters and other people in the white house. Not to criticize the president , but when he is ad libbing, its, its different. He didnt go off script very much. Sometimes you see him ripping. He kept the script. He really laid out for the world what hes been saying in the United States. Korea is a problem, iran is a problem. The chinese are probably for not raining in the north koreans. We heard all of this in the nine states, this was now to the whole world. We know the president writes his own tweets, right . Right. In my mental rolodex, im thinking kim jongun, oh syria, hes used similar language, so in a sense, was there anything new in this address . Two i dont think were citizens of the united dates or residents of the United States. Weve heard a lot of this before. But you havent heard a president really lay out the lines in the sand in the sense of hey, this is what america is about. He called out radical islamic terrorism which we havent heard laid out on an International Stage in the same way as President Trump said. He criticized obama for not using that rhetoric. Just to be accurate, all of these folks that were in that room are diplomats who live in the United States. Theyve all heard it also. But this is a message that really goes out to the rest of the world. He laid out a lot of policies in the speech. You were listening to it while he was doing it. It was almost like a complete document of what he is going to do. And what he has done. He has taken on the stock markets better, the un employment is being squared away. He talked a little bit domestically which i found interesting. One of the first things he said was about 700 billion budget for the military. He said that right out the gate. He said by the way, this is our investment in our own military. Im just letting you know. One of the things he did that i think the United Nations needs to hear more of his that this country has made a huge commitment to the United Nations. He said 22 of the budget. He said hey, we have expectations for that. We expect that you will act according to International Norms and that sort of thing. Its a very interesting speech. If that number never changed, what is the value . For years, the people in washington dc, outside, and on all the debates about the effectiveness of the United Nations, i think at the body, it puts people in one room. But it also puts a lot of people in the United States who are spying on us quite frankly who dont have the International Best interest at heart. They have their own agenda going. As the president said today, there are people sitting in this room, essentially, is what he said, that are sitting on committees dealing with human rights who have an abysmal record on human rights. Whats up with that . He was calling out the un today on their behavior and the need to reform. And i go back to north korea . I tweeted out while he was delivering the speech, the part where he says we will destroy north korea if we have to. Most of the reaction i got was typical President Trump, but i got some tweets saying we wouldnt be in this position if it wasnt for other prior administrations who couldve had a chance or may have stopped the nuclear program. What you say to those who believe that . Sadly, its a should have, wouldve, couldve. Sadly, through republican and democratic demonstrations, north korea has been dealt with for many years. We were well aware of the north koreans buying missile parts and things on the open market for a long time. We did nothing. Its a problem, and now its a huge problem. The trumpet ministration has been clear about his agenda, so our biggest fear is that we will be used as a bargaining chip to advance the anti immigration agenda. Theyre going to a bank that has no money in it. They dont have the Political Capital to carry out the kind of political agenda that will be necessary to meet the demands. The democrats dream bill will have a better chance of becoming law if republicans didnt control but both houses of the government. People will stand in solidarity with immigrants. For many of the islands, this is the second category five hurricane this month. The bahamas is in the process of recovering from three devastating storms and is now preparing for another. And just about 30 minutes, a funeral procession is set to begin for San Francisco fire battalion chief terry springdale who died on the job earlier this month. We are just outside Saint Ignatius church on the campus of San Francisco where the service is held. Reporter we are right across the street from Saint Ignatius church and you can see the impressive display behind us. Two separate cisco fire letter trucks on Parker Street and fulton with the giant American Flag draped between them. This is all part of the tribute to honor San Francisco fire battalion chief. You can see unfolding, there are hundreds of San Francisco firefighters in formal uniform lined up outside the church waiting to enter and pay their respects. He died on september 10 when firefighters discovered him unresponsive at one of the stations after he returned from an Early Morning call. Officials say it appears he died of natural causes. In order for all of San Francisco firefighters to attend this service, they had to call in some other departments from the bay area to help them help staff the stations and be available to respond to any calls that come in throughout the afternoon. Fire and paramedic crews from oakland, san jose, san mateo, and even further south from monterey bay have come into help. If you call 911, you may see an Engine Company from salinas or from hayward for example showing up to your emergency. There is a paramedic on that engine, there they are trained and proficient, and they will care for you just as we will care for you. Reporter San Francisco fire officials want to reassure the public that even though many of their members are out at this funeral today, they want to make sure everyone knows him of the public knows, that they will be well taken care of in case any emergencies occur. Flags were at halfmast. After the funeral mass which is again supposed to start at 10 00 at Saint Ignatius church, you can see all the firefighters lined up outside getting ready for the mass to begin. After that mass is over, the procession will begin. They will be heading down Parker Street to fulton. Eventually they will end up at the great highway over to 280 and they will and at holy cross cemetery. The procession we are told is scheduled to begin 12 00, 12 30 but it depends on when the funeral mass wraps up. We have seen people out here with bagpipes. Shortly, we may hear some music as the funeral mass begins here at Saint Ignatius church here and said lets go in honor of battalion chief terry springdale. Some good friends from that department tell me that he was a wellknown man and a good man. He will be missed and we are all thinking about his family. For some other headlines, lets go to dave clark. There were protests again in st. Louis last night, but no vandalism. Protesters outside the jail in downtown st. Louis chanted free our people calling for the release of more than 80 people arrested sunday night. Protesters say they raised bail money for most of them. Since last friday, st. Louis has been rock by protest after a white former Police Officer was acquitted for fatally shooting an africanamerican man. Tonight after 6 pm San Francisco residents will speak out over whether Police Officers will be allowed to carry stun guns. The cheap ones his officer to carry stun guns and there are less and they are a less lethal option to deescalating confrontation. Critics claim Police Officers need better training, not another weapon. Tonight the Public Meeting starts at 6 pm and will be at city college of San Francisco. Separate cisco plans to spend 6 million in state money to help people stay off drugs and out of jail. The separate cisco examiner reports the money comes from proposition 47. It really reduced penalties for some crimes in order to lower the prison population. It also gave money to programs to provide an alternative to jail time. The examiner says San Franciscos Public Health will be working with the Salvation Army on residential treatment for people with drug abuse problems. The board will vote next week on the funding. Those are just some of the morning headlines, hey mike, cell, i will send it back to you. Uc berkeley is helping saying they will accommodate a proposed schedule of events. But more than 200 faculty, staff, and students have signed on asking for a boycott. Reporter the faculty letter to the campus and Berkeley Community say that they feared this recommended this. Therefore, as faculty committed to safety of our students and our canvas, we are calling for a complete boycott of all classes and campus activities while these all the right events are taking place at the very center of uc berkeleys campus. So many faculty here at berkeley want to shut down their classes and stop the ability of so many students to learn. Thats just to make a political statement. Reporter they suggest that students stay home and cancel the classes. They want the buildings to be closed and the staff to stay home. They want to say that if some faculty hold classes that students do not attend, they will not be penalized. Ive spoken with so many peers and they are under the honest impression, they earnestly believe that right wingers are going to come here and attack them, they will deport them, reveal their immigration status, etc. Reporter we know a lot of people here are very much against the rightwing, but we also know that when you just ask some folks on campus what they think, they say they are here for business, the business of education. When i hear that instructors and professors want to shut campus down, im a little disappointed. I feel like they should be encouraging learning even amongst these times that are very trying. Reporter some feel that Holding Classes any volatile situation does not aid education. Its a real hassle to maneuver through all the security. It makes you feel like a sense of theres some danger. I feel as a student, you shouldnt have to experience that at a campus where you are coming to learn. There might be violence, but it wont be against liberal students, it wont be at doctorate students, it will be against conservative students. It is connected to six branches currently. It will rotate through. It is one day a week for two hours. Kids can come drop and. It really serves also as a place for creativity in building literacy but as a safe space. A lot of the kids are in very challenged neighborhoods. Kids know that they can go there and build relationships with teaching artists, and they get to do art and be in the library at the same time. At the preschool and kindergarten age, every children child thinks he or she is an artist. When you check back in a middle school, a lot of kids say i cant draw, im not an artist. How do we keep this going . We dont define ourselves as artists by our ability to draw. We see everybody is an artist. Maybe your artist cooking or gardening or maybe it is messing around with paint. That is how we define it. It is about being a creative thinker and looking at the world with a different set of eyes. That is what we try to encourage kids to do.
