They have no plans to deal with the health crisis. Reporter another morning in oakland. And another homeless camp awakened by the rumbling equipment of city crews here to clean up this mess. Once you start going through the rubble, you know, all the things are going to pop up. Reporter things like syringes and dirty needles, human waste, bottles of urine, or dead animals like this rat nearly as big as a rabbit. This isnt safe. Reporter the Union Representing these workers just cents this letter to oaklands mayor concerned about safety accusing the city of being completely unprepared for a looming Public Health crisis and worried about a dangerous hepatitis a outbreak among the homeless. Reporter this doctor is pushing for prevention, suggesting Homeless People in the bay area need to be vaccinated now and have better accessibility to clean water, soap and bathrooms. The Department Says there are no cases of hepatitis a among homes here and it is taking extra precautions at hospitals. So are workers safe if they get vaccinated . California task force 3 went there last week to assist in Hurricane Relief efforts but their services were never needed. Recovery efforts are under way in key west, florida, in the aftermath of hurricane irma. Local businesses are starting to reopen as residents strive for normalcy. We have the story. The miami heat helped get the animals out of the shelters in florida so they can make room for some of the animals that were stranded during hurricane irma. Most of the animals will be at the marin humane society. It already passed the state assembly, its on to the senate and recently the governor. California could soon become a sanctuary state. Plus, north koreas leader makes a new pledge today just a day after the countrys latest missile launch. The new threat to finish off its Nuclear Program when we come back. By the end of the day, california could be a sanctuary state. The assembly passed an amended version of the sanctuary state bill this afternoon. Senators are now debating over it. The governor had concerns about a previous version of the bill. The amended version still restricts how much local Law Enforcement are allowed to cooperate with federal immigration authorities. But local authorities can hold people convicted of violent felonies, felony drunk driving, illegal possession of a deadly weapon, drug crimes and other lesser crimes. Sanctuary cities already have one win today, though. A federal judge in illinois ruled the Trump Administration cannot withhold money from sanctuary cities. Ktvus jesse geary has details about the ruling and some reaction out of the south bay. Reporter chicagos Court Success is a victory enjoyed by other cities and municipalities such as Santa Clara County. Late friday, a Federal District judge in chicago ruled the department of justice cant withhold grant money to so called sanctuary cities. District 2 supervisor cindy chavez. I think it just reinforces that were following the law and that the president and attorney general Jeff Sessions are trying to get counties across the country to violate the civil rights of the people who live in their communities. Reporter Santa Clara County is one of the municipalities suing the federal government over its plan to withhold funding to cities that dont cooperate with immigration agents. The courts original injunction this year was granted because of vagueness over the term sanctuary city. Justice Department Lawyers argued lifting the injunction was appropriate since the term was now more narrowly focused. But opponents responded by saying, the order was still broad and could include all federal funding. Irrespective of what the attorney general is saying, the courts arent buying it. And i think thats very important because what the courts saying is that there are processes and procedures you have to go through. Reporter officials such as chavez charge only congress can control the spending of federal funds, not the president or the attorney general. Fire crews continue making progress on a wildfire burning near woodside. The socalled skeggs fire is now 80 contained. The fire started after a Lightning Strike on monday night off skyline road. No homes are burned and no structures threatened. San jose Police Detectives are reaching to the public now on a puzzling case on a woman who disappeared a month ago. She was last seen a month ago, the 30yearold was headed for a hike in the hills of saratoga and has not been seen since. Neighbors telling ktvu they thought she moved out because her White Mercedes 250 is gone, as well. Awful bad actors, ex boyfriends that kinds of thing . Of course were look into all of that but we dont suspect foul play at this time. Detectives say the womans car hasnt been found and believe she was driving it at the time of her disappearance. Louis after missouri judge acquits a former Police Officer in the Fatal Shooting of a 24yearold black man. [ screaming ] Jason Stockley was acquitted of firstdegree murder in the 2011 shooting death of Anthony Lamar smith. In 2013, the smith family settled a lawsuit with the st. Louis police commission. But charges were filed after new evidence was revealed including a dashcam video where stockley is heard saying he planned to kill smith. He waived his right to a jury trial leaving the decision up to the judge. Scientists believe the move was necessary to keep the spacecraft from crashing into saturn and perhaps damaging one of the planets moons. The spacecraft took off from earth way back in 1997 and over those 20 years it flew around saturn hundreds of times beaming thousands of images back to earth. Fox reporter gina silva was at Nasas Jet Propulsion Laboratory in pasadena where the space Agency Signed off on the mission today. Reporter oh, its been quite a day here at jpl. Take a look. This is the modeled of cassini half the size of the real thing and as you said, 20 years of work, 13 years of orbiting saturn, bringing back valuable information. Lets go inside to mission control. Congratulations to you all. This has been an incredible mission, an incredible spacecraft, and youre all an incredible team. Im going to call this the end of mission. Project manager off the net. [ voice shaking ] [ applause ] reporter a truly Successful End of a longterm mission. Cassini plunged into saturns upper atmosphere about 3 30 this morning at the speed of 70,000 miles an hour. The spacecraft worked until the very last minute sending back new information about saturns composition. It finally disintegrated in the heat and the High Pressure of the atmosphere. For years, cassini transmitted thousands of photos of saturn, its moons, scientists discovered 6 new moons and water. Listen to how the Program Manager described the mission. There are times in this world when things just line up, when everybody is just about perfect. A childs laugh, a desert sunset, and this morning. It just couldnt have been better. And if you think about that moments that we have been waiting for, for this entire 7 years, everything clicked out just right. Reporter take a look. I feel great it was a good beginning and a most spectacular ending. Reporter 20 years. 20 some years since launch but we started building it five years before that. That was where my involvement was during the design, construction, building and getting it launched. So then the operators have taken a machine and done marvelous things with it for 20 years. Some overcast kind of regrouping at the coast. We have a good onshore wind bringing patchy fog into the bay late tonight and tomorrow morning. San francisco right now 63 degrees. Fremont 70. Tonight fair skies, patchy fog developing. This weekend it will be warm inland. Next week looks like lower temperatures especially by monday. Good onshore winds. We have some chop on the bay water. Heres the big picture out here in the pacific. And this is our old system that produced the clouds, the rain showers, the thunderstorms, earlier in the week. It will be a mild saturday, temperatures really not changing too much from today. And then into next week for monday, were tracking this, the cold front, this will move into northern california. The chance of maybe a sprinkle or a few light showers, not here in the bay area, but up toward eureka, toward portions of cape mendocino as well so that will be into early next week. For us, the main impact a few extra clouds and cooler temperatures by that time frame. Heres our forecast model showing you this.
