Compared to yesterdays very tough commute in the east bay, today is much better. Lets start off with the east shore freeway and interstate 80 westbound. You can see that the traffic is going to be moderately heavy. Yesterday when we had the big accident on 580, it had a regionwide effect. Today is definitely a little better. The bay bridge toll plaza is backed up a little bit getting on to the span. I think it is better for the 08 split. And san mateo bridge looks okay. Steve has been talking about breezy conditions. If you look at the tv screen, you can seen the water on each side of the san mateo bridge is blowing around but traffic is okay. 85 has slow traffic getting up to saratoga. At 7 02, lets go back to the desk. Continuing our developing story overnight from london where police are searching for whoever set off a device on a subway. 22 people were injured. Christien kafton is monitoring the latest from our news room. Gasia, this still an active investigation. Police saying they suspect again, they suspect, there may be some kind of network behind the attack instead of a lone wolf. Officials not releasing any information about who they may be looking for. What they are saying is it appears to be some kind of explosive device that did not fully detonate. It still injured several commuters and caused public in the Public Transportation system. Just into the news room, british Prime Minister theresa may speaking out about the con going investigation. The police are working to discover the full circumstances of this coward leah tack and to identify all of those responsible. Theirs you can see that video floating around social media this morning showing the device and aftermath on board the train. The device appears to have been contained in some kind of construction bucket, wrapped in a foillined plastic bag. You can see the flames inside and outside of that bucket. At last report, as gasia said, 22 people injured in the incident. Most reporting flash burns. Passengers say it started with an explosion at 8 20 local time in one of the train cars during the height of the morning rush hour. Passengers rushed from the scene with burns to their faces and bodies. Witnesses described a frantic scramble to escape the train car. I turned. And saw remnants of the flash and the smoke. And then just hoards of people. A stampede had already started running running towards me. Towards me. As you might imagine, witnesses also telling investigator thats some who were injured were trampled in the scramble to get away from the device. There are reports that the device had some type of timer on it. And authorities are looking for more devices around london as well as searching for whomever is responsible. Counter Terrorism Law enforcement officers are on scene in london trying to gather more evidence. Meanwhile here in the states, President Trump has been active on twitter, addressing the incident in an Early Morning tweet reading, another attack in london by a loser terrorism. These are sick and demented people in the sights of the guard. Theresa may says that is speculation. Even though there is no direct threat in the states, we have confirmed that bart and local authorities here are on heightened alert this morning. That means additional presence on bart trains and throughout the station, particularly at the busier stations. Meantime in other news,uc Berkeley Police say there were no problems last night at the speech of ben shapiro. But there were nine arrests between those at the speech and protesters. You cant win an argument so you yell. This is some of what happened last night. Law enforcement included police from the city of berkeley, uc Berkeley Police and police from other uc campuses. A ktvu news crew saw a fight between two people and we saw police handcuffing one of them. Demonstrators appeared to taunt one man who came from the speech. We will bring you a live report from the cal campus. You can hear part of ben shapiros provocative remarks. Tensions continue to rise as north korea fires another missile over japanese air space. The longest missile flight so far. The second launch over the country in just a month. Doug luzader has the latest on tension theres and what it means for the United States. Doug. Reporter good morning. It is certainly a provocative act on the part of north korea, especially coming jut a week after the u. N. Security council tried to tighten restrictions on that countrys emoney because of the prior missile tests. We will see what happens next. The u. N. Security council has a meeting on this. The General Assembly has a meeting next week. We may see more action but it is not clear at this point what you can do to dissuade north korea from these twin ambitions of having Nuclear Technology and being able to mary the two together. I know the defense secretary james mattis called the move reckless. How is the president responding . Reporter well, the president has responded again and again on twitter, for instance, to what north korea has done. And beyond leaning on china and russia, for instance, it is not clear what the u. S. Can do short of military action. Of course that seems to be an option of last resort at this point because of the impact that it could have on neighboring countries, notably south korea. The options are not clear. Nothing seems to get the message clear to kim jongun. People on guam must be more nervous since this launch confirm thats in fact a missile could reach their land. Eir land. Reporter well, thats right. And the threat has been pretty explicit on guam. You know, there is a line of thought that it would be almost suicidal for the north korean regime to attack guam. If they did, that would likely be the end of the regime. That seems to be the ultimate goal of what kim jongun does, to ensure the survivability of his leadership. From that standpoint, guam may be safe. But you never know. And especially with the threats that we have heard come out of north korea, guam seems to be in the cross hairs. Some are question why the u. S. Didnt shoot down the missile. Does it have that capability. There is a question of how effective it would be and whether you should demonstrate that capability during what is after all just a test. In the meantime, more people are getting the power back, electricity back, but theres still a long way to go. Three quarters of the state of florida still in the dark. Lauren blanchard has the latest from sarasota. Reporter people who decided to stay in their florida homes in some of the hardest hit areas during Hurricane Irma is sharing their stories. The recurring theme, it was a terrifying experience. If you looked outside, it was like the ocean was sidewise. Reporter incredible accounts of what it was like to be in the middle of Hurricane Irma. Youre standing in the house and your feet were vibrating. You hear this deep, deep, just like roar of wind. Nonstop for hours. Reporter theyre in the florida keys where irma caused some of the worst damage when it made landfall as a category 4 storm. Teams are handing out supplies to help folks get through the lack of power and water. Eight people died there. And officials are still searching for possible victims. Another eight people died near ft. Lauderdale at a nursing home that lost its airconditioning. The tragedy has led to a criminal investigation and prompted other assisted living facilities to ensure that their patients are doing okay. Over in the naples area thursday, President Trump met with storm survivors and helped give out sandwiches. He praised First Responders and rescue teams for their work and the people of florida for their resilience. You see people immediately getting back to work to fix up their homes, like bobby and so many others. We want to tell you were there for you 100 . Reporter naples was in the southwest of florida that was hit harder than the east coast which is why power crews say it could be another week before power is fully restored. The Golden State Warriors are taking part in the campaign to find new homes for animals displaced by Hurricane Irma from florida shelters. Several warriors players will be helping out in the rescue. The warriors are teaming up with the miami heat and the Delivery Service fedex to help more than 100 cats and dogs. Miami heat players put the animals on to a fedex cargo plane earlier this morning from florida. The warriors will greet the plane when it lands at Oakland International airport this afternoon. The bay area humane societies will take care of the animals and prepare them for adoption. All this week, we have been really digging into the area of the bay areas growing homeless issues. Today were highlighting laws meant to protect renters that may be forcing people out on to the streets. Attorney james cook says many of the laws were written years ago. Some current rent control laws actually prevent landlords from keeping up with rising maintenance costs over time. He says just cause eviction laws make landlords afraid to rent to low income tenants because the eviction Legal Process can be so difficult. These were written two decades ago. So theyre written before we experienced the intensity of this crisis. No one predicted there would be such there was going to be such intense activity with respect to evictions and landlords and tenants fighting each other. Cook says Big Developers are more equip today thrive under current laws than small homeowners. If the laws are rewritten, it could be a step to helping out with the rental crisis. There are alternate routes that you can use like the montague expressway or 105 instead of 101 at the moment. Lets bring in steve and talk about the wind. That is right, sal, northwest breeze. It is mainly on the coast but also parts of the bay. It is windy and chilly, cool, if you will. There is a beautiful sunrise. Patches of fog around napa county. Around the city. But also on the san mateo coast. But jonathan says lows in the in the 40s up here in alexander valley. You had fog and rain and now lows. In San Francisco the real we built this city clear downtown. Lows in San Francisco are between 55 to 59. That is the coolest they have been in a long time. And the humidity, like that, is gone. Observations around oakland, 53, 53, 54. Alameda, 57. Thats cool. There is 56, 56, 56, 57 and 59 in San Francisco. These temps are much cooler compared to 24 hours. So the humidity is lower and temperatures are running three to 14 degrees cooler than they were at this time yesterday. Got rid of the fog. The higher clouds came in from a weak front. That scoured everything out. Some of that fog was barely holding on. Now it is popping up a little bit. Some in the north bay and towards the santa clara valley. Just patchy. Here is a look at the san mateo bridge which will be moderately heavy driving out to the peninsula which hasnt had a lot of problems. Were looking at highway 4, the freeway that never takes a day off. It is slow through pittsburgh and bay point. The south bay all slowing down now. A lot of people driving into the west valley of course. And 280 in downtown san jose shows it. 7 32. Back to the desk. Back to the developing story were covering and bringing in live pictures from london following an explosion there this morning. At this point it is 3 30 in the afternoon in london. You see police on the streets. An area taped off after the attack that left at least 22 people injured. Police in london are trying to find out who placed the home made bomb on a packed london subway train during the morning rush hour. Police are calling it a terror attack. It injured at least 22 people and caused a stampede as people ran for safety. Police are looking at surveillance camera footage in the subway, trying to identify the suspect. Theresa may says the threat level is at severe. Which means an attack is highly likely. It is not raised to critical which means an attack is imminent. President trump says this shows why the travel ban is necessary. He tweeted the travel ban into the United States should be far larger, tougher, and more specific but stupidly he said that would not be politically correct. The president s executive order prohibits people from mostly muslim countries from entering the u. S. He referenced travel bans in tweets after terror attacks in london in june. The time is 7 33. Berkeley police this morning say there were no major problems at the peach of ben shapiro, a conservative commentator. Nine people were arrested and about a thousand protesters. Alex savidge is at uc berkeley right now. There was unprecedented security out there last night to keep things under control, right. Reporter there certainly was. It appears to have worked. This morning, University Officials are relieved that last nights protest here in and around the campus did not get out of control. A huge crowd was on hand. Also a ton of Police Officers were here as well. Tight security was put in place here on the campus for this event last night. For the most part, the demonstrations that took place were peaceful. There were however a few heated confrontations. Fascists go home. You cant win an argue so you just yell. Reporter you hear some of the counter protesters got into shouting matches with some of those attending the speech by conservative commentator and former bright bart editor ben shapiro. Police used barricades to try to keep the two groups apart. We witnessed a fight between a couple of people. One was handcuffed by police and taken into custody. And in the end, Berkeley Police say nine people were arrested. Many of them arrested for carrying what authorities considered banned weapons which could have been signs with wooden sticks. Others were arrested for being involved in an altercation. In anticipation of the protests, the university fenced off the entire area around the hall where the event was happening. Anyone attending the speech had to pass through Security Check points with metal detectors. While the event went on as planned inside, protesters made their voices heard outside. These ideas dont open up debate and discourse. They dont enable people to think and learn. These ideas are settled. Theyre debunked. He have sign the First Amendment defended. I have never seen it defended before. Im feeling pretty good about this. Reporter police say last nights crowd swelled to as many as a thousand people. But there were no reported injuries from authorities and no damage to property. But of course keeping the peace last night was certainly not cheap. University officials spent about 600,000 on security for last nights event. We will likely be seeing that same heightened security later this month with a number of other conservative speakers set to come here to cal, including ann coulter, milo yiannopoulos, and also former white house chief strategist steve bannon. All will take part in what organizers are billing as free speech week, which is set to get underway on september 24th. In just over a week from now. Although we should point out that University Officials say the organizers of that planned event have not yet filled out all of the proper paperwork for the event to go forward, dave. But you can imagine that University Officials still making plans. Sure. Reporter just in case things happen here at the cal campus. All right. Alex savidge in berkeley. Thank you. Now to the speech by ben shapiro. He started late. But once he took the stage, he wasted no time declaring what he is for and what he is against. Ladies and gentlemen, mr. Ben shapiro. He described himself as a conservative jew who is not a supporter of trump. 700 people attended the speech in the hall and they heard shapiro make inflammatory remarks. There are students who want to hear differing views who dont want to be told that they only want to hear one view that dont believe that the First Amendment should die under the birkenstocks of pieces of garbage. That speech along with a questionandanswer session with shapiro lasted more man 90 minutes. Some students welcomed the exchange dialogue. Police have released body cam video showing a Police Officer at the ghost ship warehouse less than two hours before a deadly fire killed 36 people. Hector chavez was investigating a noise complaint. People were being charged 25 to get into an unpermitted party. The promoter told the officer that he couldnt come inside and pushed the door on the officers leg. After 20 minutes, officer chavez said he would take action. Ill come back. Im going to come back and give you a fine. Thats fine. It will be a very, very expensive fine. Im still going to make sure that the city knows about this place and im going to talk about the owner of this place as well. Okay. Officer chavez wrote an incident report but did not cite anyone. It is not clear if other city departments were ever notified. Less than two years later, fire tore through the ghost ship warehouse, killing 36 people. Oakland police are required to report any illegal parties they come across to their supervisor and to notify other city agencies. Formal sentencing has been delayed for the man convicted of killing morgan hill teenager sierra lamar. Back in june a jury found him guilty of kidnapping and killing the 15yearold who disappeared on her way to school in 2012. A jury recommended a sentence of life in prison without the possibility of parole. Ktvu learned that the defense filed a request for a new trial in this case based on prior ties between the judge and the lead detective. Arguments in that challenge are to be heard later this month. The time is now 7 39. Six people now suing bart after being victims of mobstyle robberies on bart trains back in march and april. Now, the lawsuit claims that bart knew about a pattern of Violent Crime at the coliseum bart station but did not stop it. The lawsuit is seeking 1 million for each victim. And all of them have similar stories. They say they were on a bart train when a group of 40 to 60 juveniles beat them and robbed them. These kids all of a sudden swarm, started grabbing laptops, phones. Grabbed my phone. I thought they were just screwing around. I pursued and almost caught up to him and one of his accomplices said give me your wallet and your watch or ill shoot you. Barts Attorney Says that bart expressed regret for the attacks and has increased patrols in problem areas. But bart says there are no facts supporting allegations that bart ignored these robberies. President trumps discussions with democrats on immigration are causing confusion in washington, d. C. Over exactly what was said and whether or not there was a deal. Republican members of the house insist there is no agreement on daca. But the president says he was quote, fairly close to an agreement that could protect Daca Recipients and increasing security security if the border wall was separately addressed. Democratic leaders nancy pelosi and Chuck Schumer whose dinner with trump on wednesday was at the heart of the controversy says there was an agreement that would offer citizenship to daca members. Starting next year, the Immigration Defense Fund will give grants to those attorneys to pay for expert witnesses. He says that expert witnesses can cost up to 1,000 per case. Google is responding to a lawsuit that accuses the company of paying women less than men to do the same job. Three women who used to work at google filed a lawsuit claiming they werent paid fairly compared to their male counter parts and were not given as many opportunities for promotion. The attorney wants to make it a Class Action Lawsuit to cover 20,000 people who worked at google over the last four years. We would like to change the policies Going Forward so in the future, women get a fair shake at google. Google released a statement in response saying in part we work really hard to create a Great Workplace for everyone and give everyone the chance to thrive here. In relation to the particular lawsuit, we will review it but we disagree with the central allegation. The time is 7 42. A california rescue team is now heading home from florida. The man fell on to that car. He was treated for injuries. A young man in san jose working as an aid in an after Care Child Center has been arrested for sexual assault. Police say the suspect inappropriately touched a 9 yearold at the after school program. The suspects name has not been released because Police Believe he was a minor at the time of the alleged crime. Officers are now working with the Day Care Center to see if there are more victims. This years wildfire season has been one of the most expensive in u. S. History. 2billion have been sent so far. The previous record was 1. 7 billion. A hot summer fueled more fires this season. It sure did. The time is 7 46. Lets check our commute and see what sal is watching. Everybody behaving. Things are getting a little better. Not a lot. But seeing some improvement now. People who have the luxury of waiting around can see a slight improvement at the bay bridge toll plaza. It gets better once you make it on to the span. Other commutes are also beginning to get just slightly bert. This is highway 4 on the maps. You can see traffic is still very slow through pittsburgh and bay point. We havent had any major problems. 680 is slow from concord to walnut creek. The south bay is concerning. 880 at 237, we had a crash with a big rig that went off of the road. 101 is also slow because of an earlier accident. And 237. Those those commutes are not having a nice drive as all. Some improvement on 280 through downtown. Last time we showed you, it was stop and go. So perhaps we are seeing some improvement. 7 47. This week it was a lot worse. So some of these late morning commutes are still there. Highway 24 is moderate driving to the tunnel. More on the developing story were following of an explosion in london that injured at least 22 people. This is being called a terror attack. Ktvus Christien Kafton has been monitoring the situation overseas from our news room. He is live to bring us the latest. Christien. Mike and gasia, this is an active investigation. Police suspect there may be some kind of a network behind this attack as opposed to a so called lone wolf. That is just speculation at this point. They have not released any information about who they may be looking for. What they are saying is that this appears to be have been some kind of explosive device that did not fully detonate. Despite that fact, it managed to injure 22 commuters. We have a new witness to the incident who described the chaos. People jumping over like at the train station. Jumping down into the into other people. I dont think you understand. From the high level to the lower level. Not caring if they break their bones. This video also making the rounds on social media showing the device on board a local or a london commuter train t appears to have contained a construction bucket wrapped in a foillined plastic bag. You can see flames inside and outside of the bucket in the video. At last report, 22 people injured in the incident. Most reporting flash burns. There was an explosion at 8 20 local time at the hoot of the morning commute in one of the train cars during the morning rush hour. Passengers rushed from the scene with burns on their faces and bodies. Witnesses described a frantic scramble to escape the train car. Theresa may is speaking out about the incident and whoever was behind the attack. Clearly this was a device intend today cause significant harm. And 22 people have been injured and are being treated in hospitals. Our thoughts are with those affected by the attack. That was the Prime Minister talking about the device. The device may have had a timer. They are looking for more devices throughout london and searching for whomever is responsible. Counter terrorism and Police Officers are on scene and searching for the suspects. Meanwhile in the states, President Trump has been active on twitter, addressing the incident in an Early Morning tweet reading another attack in london by a loser terrorist. The death toll continues to rise in florida as crews continue to assess the damage from Hurricane Irma. More people are getting their power back on but there is still a long way to go for them with some three quarters of florida still in the dark. Lauren blanchard brings us more from sarasota. Reporter people who decided to stay in their homes during the hardest hit areas in Hurricane Irma are sharing their stories. The recurring theme is it was a terrifying experience. If those are your commutes, think about different ways. 280 and 85 are getting more filled in. I wouldnt suggest 85 unless you absolutely have to. We are also looking at the nimitz freeway 880. Better in hayward but slow in fremont. At the bay bridge toll plaza, we can see the traffic has slowed down for about a 15 to 20minute delay. In San Francisco, take a look at 101 at the 80 split. More on a developing story we have been following through the morning. An explosion in london. Police are trying to find out who placed a bomb an a packed train during the morning rush hour. Police are calling it a terror attack. It injured 22 people and caused a stampede as people ran for safety. At this point police are looking for surveillance camera footage at the subway hoping to identify a suspect. President trump was asked about the attack this morning at the white house. It is terrible thing. It keeps going and going. And we have to be very smart. We have to be very, very tough. Were not nearly tough enough. But that is just an absolutely terrible thing. In fact im going to call the Prime Minister right now. London has been the tar guest a number of terror attacks this year. Back in 2005, a series of bombs in the subway system killed 52 people. President trump said this shows why his travel ban is necessary. He tweeted the travel ban into the United States should be far larger, tougher, and more specific but stupidly, that would not be politically correct. The president s executive order prohibits certain people from six mostly muslim countries from entering the u. S. He referenced travel ban in tweets back in june after terror attacks in london. It does not mean the event was incident free however. Ktvus alex savidge reports that officers did make some arrests and there were heated confrontations between demonstrators and those attending the speech of ben shapiro. Reporter the demonstration im going to do it one more time. Three, two, one. Well, the tight security. Lets talk about the speech itself. Ben shapiro started late but he talked about what he stands for and what he is against. Mr. Ben shapiro. Shapiro described himself as conservative jew who is not a white supremacist or a supporter of President Trump. He criticized both the alt right movement and liberals. About 750 people attended the speech and heard him make inflammatory remarks. Because there are students who do want to hear differing views who dont want to be told that they can only hear one view, who dont believe that the First Amendment should die under the birkenstocks of a bunch of pieces of garbage. The speech along with a question and answer segment with shapiro lasted more than 90 minutes. Students say they welcomed the exchange of dialogue. A young man in san jose working as an aid an after School Child Care center has been arrested for sexual assault. The police say he inappropriately touched a 9 yearold. At this point officers working with the Day Care Center to see if there are more victims. Oakland Police Released body cam Video Showing Police at the ghost ship warehouse two years before the fire killed 36 people there. In march of 2015, Police Officer chavez was investigating a noise complaint. He was told that people were being charged 25 to get into an unpermitted party. The organizer said that the officer could not come inside. 20 minutes later officer chavez said he would take action. If i come back, im going to give you a fine. I understand. It will be a very expensive fine. Ill make sure that the city knows about this place and i will talk to the owner of the place as well. Okay. Okay. Officer chavez wrote an incident report but did not cite anyone. It is not clear if other city departments were ever notified. Two years later a fire tore through the warehouse, killing the 36 individuals. Oakland police are now required to report any illegal parties they come across to their supervisor and to notify other city agencies. Formal sentencing has been delayed for the man convicted of killing teenager sierra lamar. A judge was scheduled to sentence torres today. He was found guilty of kidnapping and killing sierra lamar in 2012. The jury recommended a sentence of life in prison without the possibility of parole. But ktvu has learned that the defense filed a request for a new trial in this case based on prior ties between the judge and the lead detective. Arguments in that challenge will be heard later this month. Six people are suing bart, claiming they were attacked and robbed on the train by a juvenile mob back in march and april. The lawsuit accuses bart of being aware of a pattern of Violent Crime at the coliseum station but did nothing to stop t it seeks 1 million for one plaintiff.
