Now, barbuda is expecting a direct hit from hurricane jose. About 2,000 people live there and the islands only hospital and only airport were both reportedly destroyed by Hurricane Irma. So people are getting off the island by boat. Thank you, alyana gomez in the newsroom. Now to our chief meterologist bill martin who is tracking umbrella from our weather center. Bill, irmas path now has her heading a little bit farther west . Yeah. Its still a bad path. Not the worst, worstcase scenario, but a bad case scenario. I was just shaking my head 5. 5 Million People under mandatory evacuation. San francisco holds about 750,000. Under a Million People. 5. 5 Million People. Um, and one of the things thats a struggle here is this storm is going to hold up as a hurricane as it moves into orlando and a lot of those refugees have gone to orlando because its inland, right . Its away from the coast, is what you want to do. But in this case, the storm is going right up the gut not the center now, more towards the east side but causing problems for the state of florida as a category 4 most likely but slated to return to cat5 before it makes landfall. Heres the hurricane warnings. You knew all that. Heres the path. Thats what were talking about. Theres that slight shift towards the west. But i got to tell you, you to, this is the eye, right . Theres that cat5. The eye of this storm is going to make landfall. And thats what you didnt want. At one point we thought the eye would be here or could have done Something Like this but when the eye goes right up the gut like this, youre basically florida is 70, 80 miles wide. The eye wall is 30, 40 miles wide. So both coasts will be whacked. This is a major event. Nothing really changed with that. Theres a lot of hot water in front of this system so it upgrades to a 5 sunday morning before it makes landfall in the east coast, looks like right now, most of the models are in agreement that the east coast is the focus. This is the spaghetti plot. I like it because it keeps updating and it shows you all the basic most popular hurricane models. It shows you their potential paths. Thats what were watching now. I got to tell you, this storm is a big one. And miami is going to get hard hit. Joel waldman with fox is out there now in miami and i got to tell you, like i say, miami is going to get spanked, joel. Are you experiencing any strong winds there right now . Lets take the package. I ask everyone to be vigilant and heed all recommendations from government officials and Law Enforcement. Reporter with a path of death and destruction in its wake across the caribbean, Hurricane Irma weakened to a category storm 4 friday. But its still a major hurricane that appears bound for florida this weekend. The majority of florida will have major hurricane impacts with deadly storm surge and lifethreatening winds. We expect along the entire east coast and the entire west coast. Reporter now from south florida to the carolinas, people are bracing. Mandatory evacuations are in effect in many parts of the coastal southeast with traffic backups continuing to be an issue. At this point, National Guard troops are already being positioned and plans have been announced for nighttime curfews in some communities. Here in miami, there having long lines at emergency shelters as officials are now forcing Homeless People into shelters. Anybody thats still staying on the streets, they are going to die. Theyre going to die. Reporter final flights have also been departing florida airports leaving many stranded travelers unable to get seats. 10 minutes before boarding time they canceled the flight without any explanation whatsoever. So bill, when you look at this hurricane, um, i have read it is actually wider than all of florida. Yeah. You can almost fit two floridas into this hurricane. Like texas. Size isnt in this case, size isnt everything. Its about strength. And this is a big storm. But its really more about the cat4, the 155mileperhour winds sustained. So its a 4 but could go up to a 5 and if it makes landfall, what kind of winds are we looking on land . The eye is going to go right just kind of up to the left side of florida, the peninsula. The eye is where its at. Thats where the strongest winds are. Thats where the 155mileper hour winds are. So you could get a wind gust to that. The storm is definitely its taken a better course going to the east a little bit but i got to tell you, its still a bad scenario that this thing is going straight into the south florida. At this point more of the east but its going to rake across. The thing that worries me the most when you think about this 5. 5 Million People evacuated, mandatory, they go to orlando are. They go into the center of the state. The center of the state is going to have a cat1 and cat2 hurricane. Which is still very serious. Yeah and you see how these people who are displaced in winnebagos and camping out and you get hit with a cat2 storm. Thats sort of the back side of all this. But this is a big, big storm. When andrew hit, was that a category 4 . You know, i think it was a category i cant remember. I think it was. I was here when it happened are. That went across the southern tip of florida. It went from east to west and it moved quickly. This thing, again, its going to move quick. But its going to cover the whole state of florida and potentially twothirds. State is going to be covered as a hurricane. Its massive when you look at it there. We have joel waldman now in miami tonight. Joel, whats it like right now there . Reporter frank and julie, good evening to you. We just got dumped on out of nowhere heavy downpours so these very, very, very outer bands of Hurricane Irma or some of the moisture associated with it now starting to be felt here in the south florida area. Ironically, the wind had whipped up and now this rain just dumped down. Things have quieted down. But essentially, the real issues that we are facing as Hurricane Irma tips to approach are twofold. One, the wind. You see downtown miami behind me with those whipping winds especially on the high floors, it could be a problem. Theres a bunch of construction cranes there. Those cranes, from what we understand, are only able to sustain 145mileperhour winds. So what they are telling us, government officials, is that theyre unlatching the cranes to in effect let them spin around lie weathervanes. The other major issue is storm surge. Biscayne bay is behind us. We are about 20 feet above it right now. Storm surge predictions are actually ticking upward this morning about 10 feet expected. Then they are saying 12 to 20 feet of storm surge. If it was 20 feet the area that im standing on now would be flooded. Keep in mind a lot of areas are barely above the water line. Those areas could flood badly and water is what kills. So anyone who still is able to should try to evacuate but irma certainly is making its way here sooner than later. All right. Joel waldman in miami, thank you. So hurricane andrew was a category 5 in 1992, the most destructive to ever hit florida. So with this thing, youre saying its not moving that fast . Just went andrew went across the southern tip of florida and so that was a very 70 miles it had to cover. This thing is going to move from south florida to northern florida. Thats a heck of a lot more than 30 or 40 miles. And the other thing is when you think about florida how its shaped, its a peninsula, you have the atlantic side and then the gulf side. At one point when this thing was tracking to the east, you were going to have storm surge only on the east coast. Storm surges is what does the damage. Thats what joel just said and its true. Now where this system is going, its going to have storm surge on both sides so youre both both areas, both east and west coasts of florida are going to have 10 to 12foot storm surge. They are going to get over a foot of rain some places two feet of rain. And the i think i think when all is said and done, wind might be the biggest story with this thing because the eye, the focus of the strongest winds, is going right up the gut. Isnt there another hurricane, jose behind this . How far behind . It may turn north sooner but its still battering the islands that have already been battered. There is a third hurricane, too, katia. Well talk about that in the gulf later. Thanks, bill. In washington today, President Trump signed a bill providing more than a 15 billion emergency funding for the victims of Hurricane Harvey. It extends americas Borrowing Authority and funds the government through december 8. Press secretary Sarah Huckabee sanders says on twitter the bill will provide muchneeded support for storm survivors and offered thoughts and prayers for those impacted. Texas Officials Say 70 people died in harvey. We are teaming up to raise money for return relief with a telethon. Hand in hand airs on ktvu next tuesday night at 8 p. M. Featuring rappers, george clooney, beyonce and others. Now to new information on one of the most powerful earthquakes ever recorded in mexico. At least 60 people dead in the quake in southern mexico. Hundreds of buildings were toppled and streets are filled with debris. Today mexicos president toured the hardest hit area the city of juchity. An, in need of food, water and medical splines. Medical supplies. The epicenter was 100 miles offshore in the pacific which reduced the amount of devastation on land. The quake was so large, it was felt hundreds of mild away in mexico city. I never lived through anything like that. Downstairs it shook stronger and it was terrible. In guatemala, so far no deaths have been reported. But there were several injuries and dozens of homes were damaged. The quake is the most powerful since another magnitude 8. 1 quake hit back in 1932 killing about 400 people. After losing bennie, he feels theres not enough awareness or labeling on products and he is determined to share the warning to help other pet owners. My biggest fear is that some other dog will pass away and they wont know why. I dont want anybody else to have to suffer what we suffered. The city of alameda issued a Community Alert to residents this week following bennies death and we posted more information about xylitol and its effects on our website, ktvu. Com. Mr. Clinton is the keynote speaker at an event at a church to honor its pastor, amos brown. Brown is celebrating his 40th anniversary at the church. Brown is also the president of the San Francisco chapter of the naacp. The event is scheduled to begin at 6 00. Former San Francisco mayor willie brown is serving as the master of ceremonies. The university of california is going to court to challenge the Trump Administrations decision to end the daca program. Henry lee tells us the lawsuit was filed today. Reporter lawyers suits the u. S. Government in federal court. The lawsuit accuses the Trump Administration of violating the Constitutional Rights of Daca Recipients by abruptly ending the program known as deferred action for childhood arrivals. In part, the lawsuit says, as a result of the defendants action, Daca Recipients face the loss of their livelihood, education and country. The university and all of its students will lose the contributions of valued colleagues and employees. There are about 4,000 undocumented students at uk campuses statewide and about 500 at uc becker. Many of those are Daca Recipients. It changed my life. I could do all the things i couldnt before. Reporter this student was a daca recipient until he got his green card in may. I support t hopefully they can do something for the people still in the shadows. Reporter Janet Napolitano says trumps action is an executive fiat that hurts hard working students. They really represent the spirit of the american dream. And by its actions, the administration has dashed those dreams. We hope by this lawsuit to restore those dreams and to restore daca to its rightful place. Reporter uc has teachers, researchers and healthcare hours who are Daca Recipients. This person is head of the undocumented students practical at ucberkeley. He is an immigrant who helps dreamers on campus. I think it was a moral disgrace and a cut to the soul of our students. The lawsuit from Janet Napolitano sends a sign to students and state and nation that we are going to stand and fight with them with or without daca. The California Attorney general is also planning to file a lawsuit against the federal government over daca. I think its important with california having morning Daca Recipients more dreamers than any state in the nation by far that we get out there and protect them here in california. 15 other states and the district of columbia filed a similar lawsuit this week saying the president s decision to end the protection from the program from deportation is unconstitutional. New information on a Security Breach at the Credit Monitoring Company equifax affecting 143 million americans. The company is facing Harsh Criticism for its response to the breach and for waiting 40 days before telling the public. Equifax has offered a Free Credit Monitoring Service to those whose information was compromised. But the company says customers will have to wait several days to enroll. Also, the free service initially appeared to require customers to sign away their rights to sue equifax. In response to the criticism, equifax clarified its terms of service to say it would not exempt customers from taking legal action because of the breach. It is a phone scam so convincing, it has fooled dozens of people who have given up thousands of dollars and its happening here in the bay area. Ktvus ann rubin tells us the victims are from someone at an auto body shop to a ceo in Silicon Valley. Reporter it was a terrifying call for a Silicon Valley ceo claiming his sister had caused a car crash. The alleged victims wanted money and said they were holding his sister until they got it. They provided photos of the sister and detailed information about her car. In his panic the ceo didnt realize it was a scam. Initially if they pick up the phone, its the panicked voice on the other end where a name or information about a loved one that very few would know and they it appears real. Reporter Mountain View police say the photos likely come from social media, the details from the dark web. Victims are told to stay on the phone while you take out the money. If you cant call the loved ones, the police, they say if you hang up they will do something to your loved one. Reporter there are dozens of cases nation wide. The fbi issued an alert on the subject. Its all over the country, not just us, although we have heard several agencies say its a problem. Reporter Vacaville Police had another victim this week. The auto body worker didnt lose money but the ceo did. He wired the scammers 1,000 from the Mountain View walmart. They never had his sister at all. Mountain view police say there are few leads in these cases. And the victims seem to be chosen at random. Their best advice . Dont pick up the phone. Reporter in these cases, police say its important to notify them as quickly as possible because they have a better chance of catching the scammers if they are still on the line. They are working to assess whats most immediately needed on the ground to help the caribbean islands ravaged by Hurricane Irma. So we sent an Assessment Team right now and they are going to go in and look at some of the airfields and make sure theyre capable of handling fixedwing aircraft to come in and deliver supplies. Tonight a Science Program that likely wouldnt exist without the Financial Support of salesforce. Ktvus Paul Chambers shows us how students in oakland are benefiting. Reporter a commitment to the future. Thats what bay areabased salesforce is doing in oakland as the cloudbased company is donating millions to the Oakland Unified School district. This is something that some within the district say is making drastic changes for students. Now not only are we stable, but were actually able to move forward and move the ball down the field. Reporter last year, salesforce. Org the companys philanthropic divisional located 2. 5 million for the districts middle schools. Back then we started losing students so our funding has really gone to build out computer Science Programming, math programming, teacher training, within the district. Reporter for three years now, daniel has taught Computer Science at Roosevelt Middle School in oakland. When he first came to the district he struggled. That first year, i was here, i did not have a lot of support. Yeah, i kind of just felt like an island on my own. I didnt feel like not many people knew what was happening in my class. Reporter that all changed with the influx of funding which allowed the district to bring on more than 20 new Computer Science teachers. Their grant also provided money to Six Middle School leaders as part of the principal innovation fund. We refer to it as the [ indiscernible ] offers 100,000 of unrestricted funds to middle school principals. Its not just the money from salesforce but its also their volunteers and their expertise. Reporter members of salesforce also adopted Six Middle Schools who received the funding through its program called circle the schools which brought nearly 3,000 volunteers into the classrooms. They really get to understand, um, what a day in the life is for a student or an instructor in oakland. They can see what thechallenges are in the school. For the students to see the people who work in the industry that come into the classroom and to realize that what they are doing here actually translates to a job out there. Reporter when the program began, Roosevelt Middle School is one of six schools in the district to be part of that partnership but now its extended to all 13 middle schools in oakland and it may go even further. We would like to continue our investment to support them as they exit middle school. So into high school. And then looking at their entry into middle school. The latest Fire Academy Class graduated today after a 20 week training program. Class spokesman arlene nunez says one motto helped get them through the rigorous five months. After the ceremony, the new graduates performed a rescue demonstration to show some of the skills they learned in the academy. A new federal audit shows the u. S. Government improperly spent 85 million in planning for a massive project to ship water from Northern California to southern california. Federal officials gave the taxpayer money to help finance governor jerry browns proposal to build two giant water tunnels. This after a middle School Student was cited for violating her schools policy. Jesse gary has pictures of the outfit in question and the backlash this disciplinary action is sparking. Reporter tony alarcon says trouble began at the start of the school year. Temperatures at Fisher Middle School in los gatos were closing in on triple digits. So his 13yearold daughter put on shorts and a lightweight top and was promptly cited for violating the schools dress code policy. Told the shorts werent appropriate and so i had to go back in the car with a pair of leggings as a backup in the car from her and she put those on. Reporter she took to wearing long pants and shirts covering her shoulders to hide her bra straps. Meanwhile, her dad took to social media and apparently this case isnt the only case. He and other School Parents complain fishers dress code is too restrictive and targets girls. There is no spaghetti straps, bra straps, no shortshorts. And tube tops and mid ribs must be covered. No hats or hoodies in class. But most of those things relate to female clothing. They think its discriminatory and but i have not heard from the district. Theres widespread desire to have change that is a dress code thats fair and reasonable. Reporter the principal of fisher released a statement. D a statement. Fishers principal is hosting a dress code work advisory session monday evening as a way of clearing the air and to make sure the dress code that she created confirms to community values. Alarcon says turnout may be small since few want to risk reprisals but he says his family is willing to face the fire in the name of making Fisher Middle Schools dress code fair for every student. Its not good but its better than if it went right up the center. This is worstcase scenario which ill draw the line, this is worstcase scenario here if it had done Something Like this because then the eye, right, the eye just goes straight up the gut here. Now you have the eye the strong he is part of the storm skirting southwestern florida and then coming inland as 4 or 5 potentially so well watch that. This model, the reason im not freaking out about it or telling you to freak out about it because we know it will hit florida but this model is bouncing around so just surfies to say its going to change again tonight. The main trend i have noticed is the first day, 24hour ago they were on the east and now they are on the west. Maybe they will spread out in the gulf . I dont know. Tonight at 10 00 well know more with the model update. The big thing with this is storm surge. You can see 12 feet in the bahamas, 20 inches as it moves onshore there. They are getting hit, you know, in the next hour or so or getting rain now and they are going to continue to. And then along both coasts of florida we are expecting storm surges on the east coast of florida 12foot storm surge. It does most of the damage in these storms typically. Thats the east coast. The west coast of florida is 10 foot storm surge. Its four feet over my head. Imagine 10 feet of water if you live pacifica . Down in linda mar beach . Put 10 feet of water in there and the taco bell would be gone, the showers would be gone. Whole bit. So the current situation. The fog being shown clearly along the coast. Its trapped there indicating stronger High Pressure which indicates to me and you that its going to be warmer tomorrow. It will be warmer with fog at the coast and warmer on sunday. Tomorrow in San Francisco cloudy. Tomorrow afternoon in San Francisco partly cloudy. Then San Francisco we know when they hit 75 degrees youre going to find low and even some mid90s inland. Thats saturday. As we go through the next couple of days, sunday warming further. Forecast highs for tomorrow and then the fiveday forecast shows forecast highs of all the way up to near 99 degrees on sunday. So its going to be hot on sunday. So maybe, i dont know, maybe plan something cool to do that day especially if you live inland. At the coast it just stays cool. You look at our weather, no complaints compared to everything going on. Nfl commissioner goodell likes to play judge, injury and executioner when it comes to disciplining players but a district judge in texas says not so fast. They suspended Ezekiel Elliott after a long investigation into allegations of Domestic Violence with his former girlfriend. Today, judge granted elliott a temporary restraining order against the suspension saying that elliott did not receive a fair hearing. That means rather than sitting out nearly half the season, elliott will likely play the entire year. Its interesting. How good is elliott . The odds for the cowboys to win the super bowl, they jump from 15 1 to 12 1 after news broke that elliott will indeed play. As we said, the wait is over. Nfl fans, sunday morning raiders and titans, then at 1 25, 49ers host the panthers. And it will be Kyle Shanahans head coaching debut in the nfl. You probably heard his story. I dont believe theres any false confidence. We know how good they are and how well we have to play to have a chance to win. Reporter they also appreciate what the stanfordsc rivalry has become. This game is fun and emotional on both sides. You know youre going to get their best. They know theyre going to get your best. Theres been some real good high scoring and low scoring defensive battles and everybody is all excited to play at sc and the coliseum is such a great venue to play any football game. Its just one of those games you cant ever take your foot off the gas pedal. Its been exciting. They have been great tv games. There have been a lot of marquis players and a lot of back and forth. I think thats what makes an exciting rivalry. Reporter incredibly, stanford won eight of the last 11 games against usc since 2007 a game which coach shaw likes to call the beginning of the program.
