Driving from livermore to dublin, its pretty good. 880 looks pretty good here in oakland and at the bay bridge. We dont have a big backup yet. We are hoping are for a lighter friday. Back to the desk at 5 03. The death toll went up to at least 15 from last nights magnitude 8. 1 earthquake in mexico. The countrys president calling it the largest quake in mexico in a century. It hit off the southern Pacific Coast of mexico. Ktvus Christien Kafton is monitoring the situation. There are aftershock has. Thats right, pam and dave. Reports of damage rolling in. We are trying to get a report of how much damage there has been. The quake is centered in the Pacific Ocean south of the state of chiapas. More than 600 miles away, buildings swayed in mexico city. Mexican president Enrique Pena Nieto says that its the strongest quake to hit mexico in 100 years. That quake hit 10,000 people. Another Mexican Government official announced a short time ago that at least 15 people have now died. Among them, two children from the state of tabasco while one when a wall collapsed, the other a child on a ventilator who died after the quake knocked out power to the hospital where that child was staying. The usgs monitoring the after shocks as high as 5. 7. Tidal waves monitored at the coat, but they were not a thread to hawaii or california. We are also monitoring social media to see what is coming out of there. There are videos starting to emerge. We are hoping to get the videos to you in the next hour or half hour. There is visible swaying that you can see from the quake. The latest estimate on the size of this quake, 8. 2 from mexican president pena nieto. Well continue to bring the developments out of mexico. Authorities until mexico closely watching for another potential Natural Disaster as early as today. Hurricane katia is expected to hit the eastern part of mexico with winds over 100 miles per hour. It could also drop a lot of rain and cause flash flooding and mudslides. Homes and businesses are being boarded up. Hurricane or Tropical Storm warnings are up for most of mexicos eastern coast. Hurricane irma is battering the caribbeans this morning. That category 4 storm now hit the island of turk and caicos early this morning. Cuba evacuated tourities from beachside resorts. The storm already killed at least 11 people. It is headed right for florida. It is expected to hit south of florida. Mandatory evacuations have been issued for more than a half Million People in the southern part the state. The u. S. Military is already preparing for Hurricane Relief efforts. Food, water, medical supplies and equipment were all loaded on to navy ships in norfolk, virginia, yesterday. Irma is the strongest hurricane recorded in the atlantic. Airlines have canceled their lights. Nighted airlines canceled flights. Starting today, American Airlines also shutting down service to miami. Gin america, jetblue, southwest and delta suspend something some flights out of safety reasons. That led to a rush at airports in florida last night. Planes were lined up on the runways, crowds of people lined up in the airport and some are hoping to buy a last minute ticket. At sfo, a flight arrived last night from and many were just happy to be out of the path. The airport was packed. Shall was trying to get last minute ticket which is what we ended up doing. Officials at sfo says that Many Airlines are allowing passengers who have reservations or affected by the hurricane to make changes without paying a fee or penalty. Later this morning, a group from the 129th rescue wing. Air National Guard will depart from moffet field in Mountain View to florida. A group of emergency responds from the east bay is flying to a staging area in atlanta. From there, the firefighters and paramedics from oakland, berkeley and fremont will go to wherever they are needed. As we showed you yesterday, pg e is sending about 100 line workers, equipment on rate fors and other personnel to respond to the Power Outages. Huge Power Outages are expected. The National Security transportation is also sending some works. A group of bay area workers are coming home are several days in houston. Now, another team is expected to head out responding to Hurricane Irma in florida. The caravan carrying the task force 3 water team arrived after a threeday drive to texas. They were assigned to rescues in rural parts of wharton, texas. Just as this team was coming home, there was word that 70 other rescuers from task force 3 are ready to go out to florida to help out with Hurricane Irma. What well do now is get this group back in, check them in and we have quite a with bit of equipment on the rigs that we need to rehab. They will be part of san jose, san mateo, and south San Francisco. Dozens of cats and dogs from florida were evacuated from florida to the bay area. And now shelters are hoping find them new homes. The first two days were especially rough on the east shore freeway. Today, we are hoping for a nice commute all around. This is a look at the drive on northbound 101 from gilroy to san jose. It is a nicerooking drive continuing all the way into the san jose area through morgan hill. We have not had any major commute problems in the south bay. This is a live look at northbound 280 on the right coming around that curve of and getting up to highway 17. We are seeing more slow traffic. Usually at 5 30 is when the metering lights go on. Its been so busy in the last few days. Its gone on at 5 20, 5 22. Well see what is going on. We are hoping for a little bit of a lighter commute on this friday. Lets bring in steve for the forecast. Lets take a look at the category 4 now, down a little bit. We were looking at 185. Now only at 150. All signs point towards a little wellsward drift or shift on some of the forecast model, maybe more towards key west and miami. There it goes from 5 to 4. It was 155, now 150. Well see that weakening, probably not very much. A little bit. Water temps around 186. A wide swath there, maybe 187. Looks like saturday night into early sunday. The track has it drift more towards key west, the middle keys more so than the outer keys but does look like its more leaning towards the european forecast solution which continues to have a slight westward shift. It will be right up the middle of florida. This is going to be a direct hit on south florida. What parts, though, remain to be seen. Low clouds that will burn. One week ago, we were blazing hot. Today we are in the 70s and 80s, not 110s or anything like that. In San Francisco, we are now all 50s. I have not seen that in a long time, at least a week or so. Upper 50s today to 60s in oakland. Lower 60s in alameda. There are a few cooler readings up to the north. 59 in grade, san raphel, mill valley, bodega bay. That system moved through. Another low drops in. Reporter this class is part of the districts Manhood Development Program Designed specifically to lift up African American boys who historically have been disciplined at a disproportionate rate. Just living with them and knowing that they are gifted. Reporter the elective courses have been create for more than 800 kids across the district from elementary students. All classes are taught by black male intruck fors who act as mentors, instilling a sense of pride in their kids. Why do we call you kings . Mr. Kevin refers to all of his students as kings. Lets change the narrative, the narrative that they may see on tv or the way they may feel when they walk into a class. When they are here, you feel like a king. You begin to walk differently. You make you feel differently. It makes me feel empowered. It makes me feel good that i can do certain things that i didnt think i could do before. This is sean watsons third year in the Manhood Development program. He has seen his grades improve and his confidence soar. This is like an opportunity to find what i can do in life and what i can do for the future. Im much more focused. I feel like i can become a better student and i just excel in class work and its just made me better in and out of the class. Reporter this program now in its 7th year here in the Oakland Unified School district aims to raise the expectations and help African American boys achieve success in the future. On the programs director, torman jahi says its clear that the classes are making a difference. The fact that this is first class in the morning and these kings are here on time, thats a measure of success. We let them know that we care for them at human beings. We provide them a safe space. And wines to that, we can go anywhere. Across the boards, the district has seen grades go up for African American boys and suspensions go down. These are your brothers. When one is missing, something is missing from our brotherhood. These students are leaning on each other and believing this themselves. We have more information on the fire in gilroy and what may have tarted it. Four teenagers have been arrested. Investigators say that they were playing with fireworks and thats what started it. They tried to put it out but the flames quickly spread. No homes were damaged. The fire has been contained. The governors Emergency Declaration comings in response to the thousands of acres that have burped in mariposa, maderra. The declaration will free up more state and federal resources to fight the fires. The fire in tallerras county is the largest. Its burned more than 123,000 acres in the remote area of Sequoia National forest. A veteran firefighter is now facing charges of child pornography. 58yearold richard chu wore a yellow jail jump sued as he walked into a carquinez courtroom. The judge denied his request to be released on his own recognizance. He says that the children are victims and, quote, very damaged. The children are under 12 years old. This is dangerous to me that somebody is copying this and downloading this. Reporter we obtained this surveillance showing this investigator outside of his home. This is picture of chu from his now threed linked in page. He had more than 600 images of child porn, including those of toddlers on a personal laptop with a Fire Department low go into it. A task force launched an investigation in chu last months. He sent 200 images to an undercover sheriff deputy. A warrant was served on his home and the fire station where he works. In a statement, oakland interim fire chief says that i am appalled by the charges. If the allegations are true, this behavior violates the communitys standard of decency and violates the standards that we uphold in the oakland Fire Department. California lawmakers are considering passing a law that would downgrade passing hiv from a felony to misdemeanor. Mcmath was pronounced brain dead at oaklands Childrens Hospital after undergoing a tonsilectomy. But her family refused to take her off life support. A judge ruled that she may still be technically alive. And that means that family can move ahead with a malpractice lawsuit against Childrens Hospital. Ktvus legal analyst michael cardozza was in our studio yesterday and says this will be a very emotional case. The plaintiff side will bring in an expert is a that is shes still alive. Severity brain damaged but still alive. The sentence,th, will bring in all sorts of doctors that go, no, she is brain dead. For all intents and purposes, she is dead. Yes, you are switching her alive by feeding her and thats a function of the human body. The family did not comment. Hospital Officials Say they stand by their position that she met the neurological criteria for brain death in 2013 and has not been evaluated. Education leaders in california are vowing to step up their fight against Sexual Assault on college came puss following the controversial announcement by president trumps sect river education. The Oversight Panel was one the main suggestions from a Blue Ribbon Commission set up after three deputies were accused of beating an inmate to death at the county jail. The three deputies were later found guilty of Second Degree murder. Sheriff laurie smith says she looks forward to working with county supervisors on making reforms. We now continue our coverage of Hurricane Irma. Dozens of cats and dogs are in shelters here. They were loaded on to planes following a call. An animal group contacted Baseball Hall of fame manager tony larussas foundation. The shelters can allow them to have a vacant shelter when the hurricane hits to provide temporary housing for displaced pets. The Broward County Humane Society where these mainlies are coming from is one the best in the country. We know that animals were well cared for but this is a tough transition. The agency hopes that foster families in in the bay area will provide temporary shelter for dogs and cats from florida. Hopefully some will find permanent homes here. Time is 5 42. The Yellow Jackets are thriving because of the heavy winter rain which produced an excess of bugs for them to eat. The hot weather has send them into neighborhoods hunting for food. Vector control officials in contra costa, alameda, santa clara counties say they have received a Record Number of complaints and they say its important to look for nests and call in pest control agencies to get rid of them. A new report says that animals killed by cars on california roads cost the state nearly 300 million last year. Researchers at u c davis says that 276 million was spent on road kill cleanup and car repair. Thats up 20 about from the year before. Now, interstate 280 throughout the bay area was the costliest. Highway 101 comes in second. Highway 13 through berkeley and oakland, third. Highway 24 in alameda and contra costa was the next. San francisco has been dealing with a lot of Construction Projects and traffic jams and many businesses like stores and restaurants have been losing a lot of money. This is a look at what we have at 580 and 205. We do have some stop and go track. It is better than some days but its still there. There is a crash on 580 westbound near about greenville. The rest the commute and the inner east bay is off to a decent start. Generally, we are all doing very well if you are getting on the road early, you will be rewarded with some pretty good traffic here. When you get to the bay bridge, its backed up for about a 15 minute delay before you make it on to the span. All in all, not a bad movement its 5 49. Lets bring steve in with the forecast. We have been, as you know, either really hot or a little cooler but very humid. So the humidity, though, seems to be affecting people as well. Dee douglas, i had it with the heat and humidity. Any home for a nice, cool, dry, fall day before november . Yeah, next thursday. Steve paulson tweeted this out. See that blue . Thats the pattern for next thursday. Thats the area in the pacific northwest. That will be a week away. Remember, thats still a week away. So things can happen but i buy into the trend. I think well get a northwest breeze in the middle of next week and that will give us much cooler, drier conditions. Key west, marathon, miami, those are three areas i would focus on. That looks to be marijuana thon, somewhere there where irma will make land fall. A couple of forecast models are right. I would buy into that. Category 4 now, has weakened a little bit. 150 miles per hour. Remember, it was 185. Now category 3 is at 156. I mean, its still high end of a category 4 but it looks like some the outer bands are brushing some of the elevation there is in cuba and that might help cool it a little bit. But the water is very, very warm. Looks like it will come onshore late saturday into sunday. The track is a westward drift so more towards marathon, maybe the middle key, all around the everglades. One forecast model puts it around miami. Well have more information in the next two to four hours. The fog bank is gone. That stopped everything from cooling off. We have another system. 50s, first time 50s in over a week, thats for sure. 55 atherton park. Cooler on the coast. There is just not yesterday, there was a riproaring delta breeze. Its not that strong. Thats a sign that inland temps will cool off a little bit. Another low drops in, going to go drift towards Southern California and move back up here probably on monday and tuesday. 60s to almost 90 degrees in vacaville. Lots of 70s and 80s in between. Amazon is looking for a Second Headquarters outside of z some bay area cities are lining up. They want a chance to be considered. San jose city leaders will make a bid for the new campus that would bring up to 50,000 jobs. The mayors of oakland and San Francisco say that they will explore bids but they also want to car the impact a project like this could have on the cost of housing. Amazon is looking for a major u. S. Is city that meets several requirements, including a business friendly environment, being close to major universities and also the ability to attract technology employees. Now, the bids are due october 19th. Business leaders in the bay area think we may have an edge over other parts of the country. There is still no word on when amazon is expected to make a decision. Oaklands first center for the Lbgt Community is now open. The center is on lake shore avenue. Supporters came out for the grand opening, including mayor libby schaaf. Both cofounders have used their own money. The center will use a safe space which they say is especially important with hate crime on the rise in the country. They will offer service on monday.
