We will begin, one hour ago, we brought it to you live, attorney general Jeff Sessions announced President Trumps decision on what to do about the daca program. That protects hundreds of thousands of young immigrants who were brought into the country illegally as children. Im here today to announce that the program known as daca that was effectuated under the Obama Administration is being rescinded. He said the department of Homeland Security is being told to wind down the daca program. Hes at Homeland Securitys wind down process would create a time period for congress to act if it chooses. Sessions of did not specify in his remarks how long that time period would be. It has been reported that congress would be given six months to come up with legislation to save the daca program if it chooses to do so. Eliminating the program would impact some 800,000 people nationwide. One out of every four of them live right here in california. Were live explaining what the daca program is and who is impacted. Reporter about 220,000 people in california are enrolled in the daca program. That is short for deferred action for childhood arrival. It is not sure what the timeline is or how quickly it is going to happen, but Jeff Sessions announced the program is going away. It applies only to a select group of undocumented immigrants. There was very specific criteria that had to be met when obama created the program. Here is a look at the requirements. It applied to people who came to the u. S. Before their 16th birthday. They had to be under the age of 31 by june 2012, they had to have no criminal record, and they had to be either in school or have a High School Degree or equivalent, or they had to have been honorably discharged as a member of the u. S. Armed forces and coast guard. According to the pentagon, there are more than 150 Daca Recipients they recruited over the last 5 years into active duty in the armed forces under a special daca military recruiting program. Daca members often referred to as dreamers had registered with the government to be in the program. To enroll, they had to submit the fingerprints, they had to give addresses, and we are talking more than 200,000 people in california that are at risk here because many of them live with their parents who are also undocumented. Their parents are nervous, because it is not going to be easy for people to run and hide because we are talking about households that are affected. Reporter President Trump has said in recent days that figuring out what to do with the daca program was a difficult decision. Cutting the program was something he promised to do on the campaign trail. Also playing in , the attorneys general of 10 different states threatened to sue the federal government if it did not get rid of daca by today. We heard Jeff Sessions reference that saying part of the reason for winding down the daca program was a legal one. He argued that president obama did not have the Constitutional Authority to create immigration policy like this in the first place and that this was Something Congress would have to do. It seems like now that is the next step. Will congress act and the next six months or however long that deadline is to save it . Back to you guys. Joining us now, senior political writer, joe carefully. If im a dreamer and im sitting at home watching this newscast, what do you tell them . I think that these folks are freaking out. There is 220,000 folks in california who have grown up in california or the United States since they were 6 years old, and in many cases, they had drivers licenses, they had jobs, they got financial aid, they gone to college and have jobs. They grew up as American Kids. Now to basically say, you have six months, you have to get out of the country. That is the reality of it. If they came from mexico but grew up here, they cant speak spanish, they will just be sent back and thrown back into mexico, how will it work . Exactly. What will happen to me . Will i be separated from my family . Who knows. Theres a lot of uncertainty right now. Because of the uncertainty, do you think the trumpet ministration knows what will happen . You would hope that they do, but this is the same as menstruation who wrote out the travel ban without knowing the implications. But i think they must know what is going on. You would hope that they would, but i dont think, i think they are underestimating the amount of chaos this could release unleash right now. Donald trumps words about daca, you have people in this country for 20 years, theyve done a great job, they got to school, they gotten good marks, theyve been productive, now we are supposed to send them out of the country . I dont believe in that. Does he believe in that now . Or is this part of his political promise . This is a political move. He tried to have it both ways. Im going to end the obama immigration program, but at the same time, he said, the dreamers are okay. They are good folks. But you cant have it both ways. His actions speak for themselves. Weve been told by the president s supporters, dont listen to what he says, watch what he does. Heres what he did. Why not go after people who are criminals . There are plenty of people that we would agree we need to get out. Recidivists, everybody would be on board for that. He would appease his base and he would make everyone happy by leaving the dreamers alone. The administration said, well, we are doing that. They believe that they could do both at the same time. But the political impact of this is going to be intense, because lets face it, republicans have had a real problem with latino voters. They were talking about it since romney lost in 2012, they said we have to do more to reach out to latinos and young folks. This is not going to help at all. Theyre going to lose another generation of latino voters. With everything back and sent session, will paul ryan facing, maybe some of them support docket . Can he go to them and say, this is what we are doing, this is our base. Theres a lot of emotional feeling with the people here. If congress can focus on the human aspect, they may be able to come together. Theyve done nothing wrong on their own. They were brought here as kids. Many of them have tried to make a better life for themselves. What can we do to help them . Lets focus on that. Thats okay. Ryan came out himself against that. You probably reads the politics on the wall. You see daca being tied to funding for a wall . The more it is, the tougher it will be. If you can get it really tight on the dreamers, theres a better chance. But when you start saying, okay lets tie it to harvey relief, lets tie to the border wall, if you tight to the border wall, you cannot get a lot so if congress, so if it fails, can President Trump then say, i wanted to do x, but congress wouldnt allow me . I come out a winner. Thats what he wasnt out there today giving the announcement. He sent sessions out. He let him deliver the bad news. If its a win and they do get the legislation, you will see the president on the front of the parade, if they dont, he will limit on congress. I told him we were ending it, and congress fixed that. Hes trying to position himself as having his hands clean. Hes the one who started the ball in motion. You see former president obama coming out and reacting to this . He may, but where does that get us . He doesnt have a lot of appeal across the aisle. He may come out and say something, maybe, hes been a pretty low profile as an expert x president so far. He said lets give this guy six months or year as president george w did. But where does it get you . We need someone with some port of appeal across the aisle. Firefighters in gilroy say they are making big progress on a brush fire burning near some homes. They say the fire is 35 contained, thats up from 10 containment last night. Ktvus lee is in gilroy. Reporter they made great progress yesterday, however a new challenge presented itself today, the dozers cant go up much further. One captain called it really goat country because it is so rocky and treacherous for people. Today, firefighters will have to go where the dozers cannot to finish digging trenches. They are now at 35 containment on the fire. Helicopters were hitting the hotspots hard yesterday with water during the daylight hours. Cal fire will not have the retarded claims today. They are needed elsewhere in california. Cal fire says they wont need them here, because so far the weather has worked in their favor. Some winds picked up in the afternoon, but they did die down overnight and humidity came up. Firefighters were able to make Good Progress throughout the night. Four fire crews have been fighting the valley bunion fire since it was reported about 7 00 sunday night. The fire appears to have started near some homes in the adjacent neighborhood of eagle ridge which is a gated country club immunity. We met with homeowners who spent the Labor Day Holiday watching the fire and preparing to leave. Luckily no one was evacuated last night and the fire is not threatening homes. He joins about one third of the student body who lives here in the school dorm monday through friday. Here, the unique part of the school is where there is no compromise on the academic rigor. Reporter with the high academic expectation comes extra support. What i like most is the support that i get every single day. We have the computer lab open from 5 00 till 10 a clock at night. Reporter it runs from eight a clock in the morning until 5 00 and night with three hours of tutorial time. We started a Meditation Program where we meditate before every tutorial, thats like where we do homework. We meditate in the beginning to soothe our mind, our soul. Good morning. I think its a fantastic idea and institution on the peninsula. How much do you emphasize work ethic . Work ethic plays a major part of the entire culture here at the school. All of the teachers and Staff Members have a tremendous amount of respect for all of the students. They are working very hard to achieve their goal to be the first in the family to go to college. It so interesting that most of them live there together. I remember my college dorm experience. What is it like having High Schoolers living together . As we say around here, never a dull moment. [ laughter ] we have 100 students living on campus right now. It makes for a lively atmosphere 24 hours a day. The boarding program has been a great addition to our school and has really helped prepare our students for the next chapter in college. I dont think a lot of people know how transformative it can be for a family whos never had people go to college. Ive experienced that in my family first hand, how the family changes, do these kids know what a big difference it is for future generations . They do. I think all of the students take a great deal of pride in becoming the first in the family to go to college and what that does mean for the family. It means a lot for the future generations as well. I think every student, like you said, they take it with a lot of pride that they are going to set a new path for their families. Maureen said that you attended stanford, was this idea, was this seed planted at the university . It was. When i was at stanford, i started working in the community here teaching seventh and eighth graders. After that, i think it was a combination of experiences that really motivated a group of us here in the community to want to bring back a high school to the East Palo Alto community. Had you pick who gets in . So really, the two main criteria is looking for students who are coming from low income backgrounds and the first generation to go to college. We believe for every student to be the first member to go to college, as mentioned before, it can change the entire trajectory of the family. What challenges do you have . People who have generations of parents and brothers and sisters who have gone to college, they kind of know but these kids, they never gone to college. They dont have anyone to emulate. You have extra challenges because of that . We do, but our job gets easier every year thanks to the alumni. We rely heavily on the alumni to serve as mentors for the current students, and they are inspirations to the current students. We invite them back on a regular basis. They talk formally and informally with the students and are an inspiration for the current students to follow in their footsteps. I agree, i dig alumni is a huge role. Before let you go, how many hours of homework a night are yours humans doing on average . A lot. They have a lot. At least a couple hours a day on top of the data clock the 5 00 school day. Our students are working hard, but they really enjoyed being here and they enjoy the environment. I think it is nice when all of the students are here for the same reasons and all working hard to achieve their goal to go to college. They all have that same work ethic as you mentioned. Welcome back, just about 90 minutes ago, attorney general Jeff Sessions i noticed that President Trump has decided to resend the daca program protecting hundreds of thousands of young anglicans brought in to the United States illegally. Just a few minutes ago President Trump released a statement verifying the timeline for what is being called the wind down of daca. He says this is a gradual process, not a sudden phaseout. Permits will not begin to expire for another six months. It will remain active for up to 24 months. In effect, im not just going to cut daca off, but rather provide a window of opportunity for congress to finally act. Do you have anything regionally . I do. We talk about reno and tahoe. It is the most wonderful place you can go because it is where the splendor and beauty of lake tahoe meet the Biggest Little city in the world. I love to be out on the lake and hanging out and funding having fun. A lot of people dont realize that reno is a cosmopolitan city. You can have boutique experience. They have great art exhibits, they brought everything in from burning man, as they have installations that were at burning man. Is not that far from lake tahoe is it . You can be on the lake in the morning and hanging out in the evening. I also want to mention summer and theme parks go handin hand. This is a really good time to go to theme parks because everybody opens their big attractions at memorial day weekend. Now the fun and excitement have sort of died down a little bit. I went to universal Orlando Resort over the summer and stated a brandnew hotel, sapphire. It has one of those taxis that takes you to the gate of university universal studios, and has Jimmy Fallons attraction. It has a volcano bay water theme park. You go down the krakatoa aqua coaster. Members were greeted with a warm welcome after they came back from helping in houston. 75 people from east bay Fire Agencies made up the task force. They carried out boat missions to help rescue people and to offer emotional support as well. It felt great to be there to help people who needed help and just to be there for comfort for those people that didnt necessarily want to be moved away from their houses. Members will be driving back from texas and expected back on thursday or friday. With Hurricane Irma moving closer to the caribbean and possibly florida, members of the team say they are ready for the next possible deployment. Ken wayne just returned home from covering the hurricane in houston. He joins us live. Great work. Thank you. Just seeing those folks makes me smile. A bunch of really good folks from the bay area that did a lot of good work. Some powerful moments. Can you share one that sticks out . Its hard to, it was four days of a lot of stuff, your senses get overwhelmed. Theres a lot to try to process. Theres a lot going on. Just the sense of, the texas cando attitude surprised me. They talk a lot about that. If youre from california coming a lot of bluster from texans, those folks really take care of themselves and they did a remarkable job. They have something called the cajun navy and cajun army its a bunch of civilians that go out there and their big giant 4 x 4s, these are big 4 x 4 trucks. They take their own boats and kayaks and rafts, powerboats, fishing boats, airboats, anything you can think of that floats. They are out there doing a lot of hard work. These are all civilians. These pictures here of jet skis and all that, pulling people out of the water. They were there before the First Responders. They were there doing a remarkable job. You reported on some remarkable stories in your career, where does this rank . Can you give me some perspective . I would say katrina was worse only because the response was so slow. We got to katrina in new orleans about the same time after that hurricane as we did in houston with this one. There were still hundreds of people standing on a freeway interchange waiting for help when we got to new orleans. That was days after. It was unforgivable that those people were suffering like they were. The response was so slow, completely different response. They jumped on it and got into it really fast. A lot of resources and in fact, i think they were overwhelmed with volunteers. Maybe katrina helped because after that, everyone said never again. It was a learning expense. Never again. Thats what happened. I saw a woman this morning in houston in tears saying its just beginning to hit me. The scope of the disaster, what this means for her life, those of her neighbors and her city. I think in the beginning, you talk about there is this gung [null] attitude, we will get them, we can rebuild , the reality is not sinking in. Think about what weve been through with the fires and lake county, the earthquake in napa, these are just recent examples, people are still dealing with that stuff that happened a couple years ago. Its the same situation. When you lose your house to a flood, you just cant pop out of that overnight and get a new house and get on with your life. Its a long process. Youre a dog owner, im a dog owner, some of the more powerful images, i remember a live shot you did with a guy had both dogs to keep them separated, they dont like each other. [ laughter ] a lot of people care about animals just like humans. Did you see that sense of push . Absolutely. I talked one Animal Rescue woman down there who said that they were getting in trouble with the sheriffs deputies because they were going out at night trying to round up loose horses and bring them back. The deputies were saying you cant be out here, its too dangerous. Its dark. It was dangerous. Even in the daytime. But there were a lot of dedicated Animal Welfare people out there doing everything they can. Ive been hearing that there are no animals here in the bay area from houston. They came on a plane the other day. So when the sun went down, the rescues kind of stop . Its unfamiliar territory and the floodwaters are shifting around, you dont know whats underneath the water, its dark. And i tell you what, there are a lot of critters in texas. We saw alligators that wound up in homes. If they bite you or sting you, one of them might kill you or give you a rash. Its a dangerous place. With irma approaching florida by the weekend, the resources, do you think we will be able to cover it . I think so. I think houston now, the rescue for the most part is over. Now it is a long recovery which takes different skill sets. Thats why those bay area folks from task force are back. Their mission is over and they could be moving onto florida in a week or so. Like you said, they were pumped to be there. If you are on a Football Team and going to a training camp, you want to get to the big game right . Its nothing like they want a disaster, but when there is a disaster, they want to be able to help in the disaster. Thats what they live for. These guys were great. Great reporting. Thank you. Whats the great woman that stands out for you come up someone showing good or kindness . I told you that one and i got emotional about it. I feel guilty about that, but that one woman that i didnt want to know her story. She was standing out there with her pet crate she was so emotional. She had somebody that i i said let me b, i said let her be. Something dramatic happened, to me, that in a nutshell, that was what was going on. We are thankful that you brought her story to us.
