Arizona, it was two months of 100plus. That got you. What happens here in San Francisco and on the peninsula, is a lot of people dont have airconditioning. Right. A lot of people there have it. Right. Here, youre not really as prepared as you could be. Right. I live in the east bay. We dont have airconditioning. Were making plans. Ice cream parlor after school and straight to the library. If you have to do Something Different to stay safe that, is the recommendation today. It is the heat were talking about. I would love to fly to denver. It is cooler there. And the colorado buffaloes start their season today. I saw your tweet. Mincing your Football Team there. We will talk more about that towards the end of the newscast. The bears play this weekend too. And san diego state. Do they . I have no idea. Christien kafton looking into what pg e is doing today as the statewide flex alert goes into effect in a few hours because of the heat. We begin with Rosemary Orozco who is already tracking the temperatures right now. Rosemary. Yes. Do i dare say it is already warm out there. Giving you a look outside our doors where it is warm and hazy and it is going to get worse. A view from San Francisco there across the bay where you cant even see the east bay this morning. We will continue to have the smoke filter into the bay area with dry north winds expected as well. Giving you a look at the advisories first. The excessive heat warning goes all the way until monday night. That means we have several days of this hot weather coming our way. For that shade of pink, indicating our Higher Elevations as well as the east bay. Youre going to want to limit your outdoor activities, drink plenty of fluids and take extra care of your pets and children and the elderly. Just a reminder here, the heat advisory starts later this morning. It will last until tomorrow night. It does include San Francisco as well as the entire stretch of the coast. Now, with the hot, dry conditions coming our way already in place, we have a red flag warning that will for the Higher Elevations. Most areas very still this morning. Where we are seeing a little gusty, up in the hills. That will remain. So that fire weather warning and the red flag warning going for 24 hours or so. Expires at 8 00 tomorrow morning. 66 at Half Moon Bay right now. 79 reported in fairfield. 78 in livermore. But some areas not on this graphic already reporting in the 80s. Were talking about mid60s to mid80s already depending where you are. And the 24hour change, theres a look at it. We are anywhere from 10 to 15 degrees warmer at this hour than where we were yesterday. And this is going to continue as we get into the second half of the day. Now, with the hot, dry weather in place, the smoke over our area as well, we have another red flag warning to talk about. When it is that breezy this aer leo this early, it is a concern. Yeah. Be careful. Pg e is worried about Power Outages this weekend. They are trying to revent out prevent outages. Folks look for ways to beat the heat. Christien kafton is live. Reporter the temperature here in fremont already 74 degrees. 9 00 in the morning. That gives you a sense of how high the temperatures are going to go today. If you take a look here, this is the fremont Senior Center. When we got here an hour and a half ago, there was a crowd of a dozen or so people all gathered out front. As soon as the doors opened at 8 00, the crowds moved in to take advantage of the air conditioning inside. Pg e asking customers to cut back on usage today. Predicting outages as temperatures climb today and as power usage sores. Temperatures will sky rocket throughout the day. Cal iso issued a flex alert from 1 00 p. M. Until 10 00 p. M. , saying the system will be near peak energy demand. Theyre asking customers to layoff using items like washing machines, dishwashers, vacuum cleaners, anything a big draw on electricity. Pg e is warning customers about outages as temperatures peak. Even if you have air conditioning, you might have to look for a cooling center like this one here in fremont. We have a lot of seniors just over the time talking to them and socializing with them. I know they have older homes in the fremont area where they dont have airconditioning. There is a cooling center here. We are open until 5 00 p. M. Today. It is very hot. Reporter you can see someone making their way inside of the Senior Center right now. Again, trying to take advantage of the airconditioning. The heat come withing a major warning. Gasia, mike, sal, i heard you guys talking about it a couple minutes ago that heat like this is nothing to joke around about. It is so hot that it can be very, very dangerous for the vulnerable populations. In particular, the elderly. If you have pets make sure that theyre well taken care of. If it is too hot to put your palm on the ground, it is too hot for their paws. You were talking about the temperatures. Mike, if i remember correctly, you worked in tucson. I was up in phoenix. The max that we reached there was 117 degrees. So hot that the blacktop was actually melting. It looks like this right now. If it gets hot enough and the areas where it gets to be 114, 115, this blacktop actually gets soft and you can actually feel your feet sinking down into it. For the people who say no, theyre offering up where they have been where it was hotter. For example were getting tweets from derrick. Palm springs in summer. June, and july, so much worse. This heat has led to a red flag warning across Northern California as crews battle two big wildfires northeast of sacramento. The ponderosa fire is east of oroville. Crews are dealing with 100 degree temperatures and the gusty winds. New numbers from cal fire show the ponderosa fire is 30 contained. That is up from 10 earlier. The fire has burned 10 homes and more than 3500 acres since it started on tuesday. And you can see not far away from that fire, crews are also battling the pleasant fire in Nevada County near grass valley. They are gaining ground on that fire thankfully. It is now 40 contained. Cal fire says it has burned 280 acres since wednesday. It has destroyed several structures but yet to destroy any homes. Evacuation center has opened up in grass valley to help the dozens of families forced to evacuate. Governor brown has declared a state of emergency in Trinity County due to one of states largest active wildfires. It started wednesday and has burned 5,000 acres. About 2,000 people have been evacuated. A temporary shelter is set up in the community of weaverville. The governor is providing assistance to Trinity County and mobilize the California National guard to help if necessary. We will move to the latest on hurricane harvey. In houston, hundreds of firefighters, police officers, and search and rescue teams are going block by block looking for victims. The searches are expected to take up to two weeks. The death toll is now at 39. But that number is expected to rise. The victims range in age from just 6 years old to 89 years old. As water is starting to recede in houston, power has been restored to some 138,000 customers. This morning, Texas Governor greg abbott said it will take years for harvey swamp texas to dig out from this coo streets trophy. President trump is asking congress for 6 billion in initial funding to help victims of the storm. In texas alone, 7,000 homes have been damaged while tens of thousands of other houses are damaged. Doug luzader has more on search efforts for those stranded by the storm. Reporter in harris county, which includes the city of houston, one in ten structures has been flooded. Thats some 136,000 homes and businesses. And just as some anxious residents return to their homes to see what is left, others are still waiting for a way out. We still have catastrophic flooding going on. We have water rescues going on. We are in the lifesaving mode. Reporter houstons mayor is now calling on fema to do more. Asking for a preliminary aid package of 75 million. Another challenge, finding housing for the tens of thousands of people still in shelters. Many of whom may not have habitable homes to return to. These people lost everything. Everything. You get inside the house, you see pretty much everything is gone. Reporter and while texas recovers, the remnants of harvey would go on to hit parts of louisiana and tennessee, dropping huge amounts of rain and leading to more flash flooding. It cant happen here like there. So i kind of got scared. And all week weve been showing you images of bay area crews assisting with the rescue efforts in texas. Take a look at some of these images tweeted out by the oakland firefighters showing members of the task force 4 during yesterdays rescue operations in texas. Dr. Peck, the first thing that comes to mind when i look at the pictures is all of the water that people are standing in. Is that a hazard to their health . Health . You know, it can be. It looks like were going to have to see if we can improve the audio a little bit. If we can, we will bring you back. Water is a concern. What is in the water. I think about when the water finally recedes and people go in their homes. Lets say a week or two from now, they will find mold and furniture upended. Everything pushed into different rooms. Everything has to be thrown out. Gutted, i think. Yes. Those are the images that we have seen. Think about katrina and ike. You see these huge piles of debris from inside homes. Youre starting to see them. Yes. Theres a recent wire that says 50,000 homes have been destroyed. More than 200,000 homes have actually received some sort of damage. You mentioned the water, sal, because any time that we have that summer season, mosquitoes. Right. With the humidity down there, west nile. Zika. Zika. Im just wondering about sanitary conditions. Can you even prepare food in a situation like that. I cant imagine how you can do anything other than have a little satellite tiny space that youre living and operating out of and you go to your home and flush it out. Another concern that i was thinking about if we can get the doctor back, what about the everyday life issues that deal with health. Dialysis. Make maybe im going through chemotherapy. If im on a track to wellness, that is cut off. The hear breaking image that we brought you during the noon newscast of elderly people being evacuated from a nursing home in calfdeep water. I was watching video this morning of evacuations underway at a hospital there. Baptist hospital to be more specific there, including 14 babies. Yeah. These are babies who are premature babies. Sure. 14 had to be evacuated. So it is not just houston. It is outside also. In other cities as well. I think we have reestablished our connection with Nurse Practitioner peck. Dr or nurse, can you tell us more i started to ask you a little bit about the water and how the water is a hazard to the health of people who are, you know, standing in it, working in it, just, you know, touched by it. Sure. Flood water mixes with everything below it. Raw sewage, pesticides, industrial chemicals. This is texas. So we have a lot of snakes and alligators and spiders. Were recommending that anybody if they have been exposed to flood water and have symptoms upset stomach or flulike symptoms or headache, they seek medical attention and keep children out of the water for sure. Dont allow them to play any toys that havent been disinfected that were in the flood water. You mentioned mosquitoes. Everything is bigger in texas, including our mosquitoes. So were recommending all workers outside use mosquito repellent to fight against zika and other illnesses. Another risk is mold of course. We have mold growing quickly here. We recommend wearing shoes, gloves and surgical masks for any workers. Dr. Peck, what about how was it for you getting to the patients . What extremes did you have to go to in order to help those in need . At first, the water was so high that the entire community was flooded in. The only way around was by boat or by military vehicle. My uncle actually has a fleet of military vehicles and he was transported nurses and physicians back and forth to the hospital by boat and military vehicles. We were having to do a lot of telemedicine to those traps inside of their home. People needing dialysis and Cancer Treatment and life saving insulin and things like that we were able to do by boat and helicopter. I was listening to someone reflecting on the anniversary of katrina. They talked about the fact that there were this time around for harvey, there were Mass Evacuations of hospitals. Huge efforts being taken to prevent disaster from happening that happened in new orleans. That did not happen in new orleans. Is that a proactive approach, something that houston did or might consider for next time . Well, houston experienced a Tropical Storm allison in 2001 that damaged the texas Medical Center. We have done a lot of repairs and preparations in place for this. That was about 20 inches of rain. Nobody could have foreseen this 52 inches of rain that fell over parts of the houston area. And so im sure moving forward, there will be things that we can do better and make our Medical Center stronger. I want to ask you a question about social media. We have seen, you know, j. J. Watt of the Houston Texans use social media to raise money. In the health field, have you used social media at all in order to say i need these or i need these and we need them over here or there. Im so glad you asked that question. I had a patient that escaped from a second story window into a strangers boat and had a lot of medical problems and had all of the medicines except for insulin was dropped into the flood waters. We were able to coordinate social media to get both to get to one pharmacy to get the insulin. Only to have that eight hours of effort to get to him and there were no needles. I put out a call on social media and within 15 minutes i had 200 needles and promises of more when i only needed five. I want you to address the issue of mental health. Absolutely. You know, people have asked me in several interviews about the greatest health need that we see from this. Yes, we see illness from the flood waters and injuries from being, you know, trying to work in the recovery efforts. Emotional trauma is the greatest thing that were seeing. We opened the clinic free to anyone to the public, anybody that could get to us. It didnt matter if you had insurance or anything. If you could get to us, we would see you. And we served about 50 families. And really the main complaint was emotional trauma. One couple had escaped in a canoe with their 3monthold baby that had capsized in the flood waters. They had no shoes, no drivers license, no credit card, no nothing and walked into our clinic after being turned away from two Emergency Rooms wanting to make sure that the baby was okay. When we did, you can see the tears in their eyes and emotions. There is not one person in town that has lost everything that they had or seen someone they love lose everything that they had. Going forward, that will be a very important and critical issue for us to address is emotional trauma. Thank you for joining us. Dr. Peck is helping out the victims in the storm there all over the houston area. Her and many other people. So it was nice for her to give us her time this morning. Very much so. We will stay on top of harvey and talk about the effects were all feeling. We have been talking about the toll that harvey is having on Oil Refineries in texas. We bring in an expert from uc berkeley to talk about gas prices, what we have seen and how long we can expect this tend of ticking higher to continue. Take a look at the long lines at the stations in dallas. There is a gas shortage. Some stations have run dry. Harvey has knocked two of the largest refineries off line. Experts are urging people in texas to wait three or four days to fill up vehicles if they can. We are joined by a professor to talk about the rising gas prices. Professor, good morning to you. Good morning. I filled up yesterday and it was over 3. Just clarify something. Here in california weve got that state mandated cleaner gasoline. I was surprised to see the jump go up a quarter here because of the refineries down in texas. Can you clarify that . Well, actually the overall state average has only gone up 5 cents in california. The station that you went to seems to be a lit of an outlier. We have seen a bit of an increase but smaller than the rest of the country. That is because of the cleaner burning gasoline. That is helping us right now. California produces most of its own gasoline. And the disruptions in the gulf dont directly affect us. They do indirectly affect us though. That is that we ship gasoline to arizona. And so does texas. And so when texas is shipping less, that starts to pull more gasoline into arizona. And that drives up demand and drives up prices a bit. In the last week, prices in the nation have gone up 15 cents a gallon. And ours have only gone up 5 cents. I want to ask you, once the refineries come back online, can we expect the pressure on prices throughout the nation to stablize or perhaps even come back down . Yeah. Once they come back online. But it is really hard to predict how quickly they will come back online. After katrina and other major hurricanes and flooding, some of these refineries have been off line for a very long time. They seem to take a long time to rebound from flooding in particular. So far the news in the last couple of days actually seems to be a little better than we were worried it might be. We are seeing problems not only in refining but also in the pipelines that bring gasoline up along the east coast. So the problems were hearing about now in the south and up into the virginiadelaware area are caused by pipeline disruption. Crude oil is hovering at 47 a barrel. I remember when it was 70 something a barrel. Should i be surprised that the price of crude is going down. The price of crude has fallen only a dollar or two a barrel since hurricane harvey. The reason it falls is when the refineries go off line, you see a reduction in the demand for crude oil. They dont have anything to do with it. You can get a buildup of too much crude oil because the refineries cant take it. Then the price drops. So that is not unusual when we see these disruptions. Doctor, real quick before we have to go. Because our society uses a lot more electric cars and demand isnt like it was ten years ago, does that help in not having the price hikes go so high . No that is actually not true yet. California has some electric vehicles, but theyre pretty small share. If you look at gasoline demand, since 2013, it has been going up again. We were on a downward between from 2008. That turned around. As gasoline got cheaper, people started buying suvs and the demand went back up. Thank you for the conversation. It looks like i have to have a conversation with my gas guy down the street. It should only be a nickel. 25 cents. Theres that profit opportunity and people take advantage. I paid 2. 96. I filled up. So much smoke and haze from fires just outside of the bay area. Dont be pooled. This is not fog. It is awfully hot out there. In fact we will be around 114 ish in the far east bay. We have been talking about the heat all morning. Turning to you with the question of the day. Is this the hottest weather youve ever experienced . Lets look at the percentage. 35 say yes. 65 say no. 65 say no. The answer is yes for me. However, a lot of people have been saying just like tweeting me back things like vegas or palm springs. Right. Or thats what i got. Someone else said i went to fresno state. Pretty much every day in the summer. I heard from someone who said he had been deployed to iraq. 109 nothing new. I tweeted back i bet you had gear and layered up. We are whiners when it comes to the heat. There is a health concern. I know schools are being let out early. We put our own Rosemary Orozco on the roof. At least youre in oakland and not in antioch this morning. Im like you guys. I started out in laughlin, nevada. Blazing. But you are right. Around here today everybody is feeling the warmth and the haze. Take a look at San Francisco. A little bit tough to tell. It is very hazy out here. And here is a look actually of the skyline over oakland. Oakland is at 76 right now. Low 70s in santa rosa. Upper 60s right now reported in areas along the west edge of San Francisco. Upper 70s in san jose. And this isnt even the warmest were seeing. Some areas already into the 80s. Mid60s to mid80s at this hour and continuing to climb. Warmer than where we were yesterday. Already five to ten degrees warmer at this hour. A look at the winds. Very calm. So nothing to mix up the haze. Nothing to bring us any type of relief. And we are with a spare the air alert. Take a look at these air quality numbers. So for the north bay, it is coast and central bay, the air quality is moderate. But you get into the inner east bay and the santa clara valley, it will be unhealthy. Standing here in oakland, i can already feel and smell the hazy, smoky conditions. That will not change. Here is a look at the afternoon highs for today. 105 in novato. 110 in santa rosa. You cant seek relief by going to the beach. 99 for sausalito. Heading to the bay east bay, we have upper 90s in alameda to above 100 degrees, well above 100 in danville. Brentwood at 114. South bay will go 109 for morgan hill. 105 in san jose. Just unbelievable. We dont see these numbers very often. Were 90 degrees in Half Moon Bay and 105 menlo park. Upper 90s expected for downtown San Francisco this afternoon. Here is a look at the extended forecast. Temperatures arent going to get any better as we get into your holiday weekend. Just as hot. We have fire danger very high for the weekend. Spare the air alert. Im certain will be in place for tomorrow, perhaps even into sunday. Finally get into a little bit of Better Weather on sunday. It will take some time. Even better on monday. Up here in the Higher Elevations, we are seeing the red flag conditions. Rosemary talked about that, especially up in the hills around the bay area. Were going to see this kind of weather. It has been warm and windy up here. Very breezy. As a matter of fact, were just outside of fire station 7 here in the oakland hills. You can see, they have the red flag up. That thing has been whipping around all morning long. Firefighters in the city and around the bay area, they are on alert because of these conditions. Up here in the hills, oakland firefighters will once again today be doing patrols throughout the day. They will be driving from the berkeley border all the way down to fish ranch road throughout the day, driving around the hills and trying to keep an eye out for my problems, any small fires or smoke or anything that could grow into a larger fire. A red flag warning in effect for the east bay hills, the north bay hills and the diablo range. We are seeing the triple digit temperatures combined with very low humidity and breezy conditions. The Oakland Fire Department trying to take a proactive approach when they have fire danger high like this. And a fire captain i talked to this morning says he is very worried about this kind of weather. It is a great concern in the oakland hills. Exact same condition thats we had back in the hills fire in 92. Just heavy winds, high heat conditions, and that is extreme weather or a perfect storm for a fire. Reporter firefighters need to be able to respond quickly to an emergency. Fire officials in oakland and berkeley are asking People Living in the hills to park their cars in driveways or garages to keep the narrow roads up here clear so that fire trucks can get through if there is some sort of a fire that they need to respond to. As we come back out here live this morning, up in the oakland hills, again, very windy and breezy, and very, very warm already this morning. That red flag warning is going to last for the next couple of days here as the hot weather persists. And, again, firefighters just asking everybody to use common sense. No barbecues outdoors. No tossing any cigarette butts. You have to be careful with this kind of weather. Absolutely. Thank you, alex savidge. Doctors warning be careful today because of the heat. Theyre advising everybody to drink a lot of water and stay in the shade if you can find some. Cooling centers will be open throughout the bay area including ante affect, benecia, concord, fremont, santa rosa, also san jose. Children, Senior Citizens and people with breathing problems are at risk the most because of the conditions were experiencing. Doctors say pace yourself. Reduce strenuous activities and stay inside as much as possible. Some bay area schools will close early because of the heat. In marin county, novato Elementary Schools will close at noon. Grades 6 through 12 will close at 1 45. In orinda, students will get out at 1 05. The loma unified in los gatos will release kids at 12 30. They dont have air conditioning and often have Power Outages. The san ramon unified district is canceling sporting activities because of the temperatures. Along with smoke and air conditions. This means both outdoor and indoor activities are canceled. Administrators have to ensure the safety of students and that of parents and coaches as well. It allowed dreamers to work or go to school for two years without a fear of deportation. Now, even though the president will reportedly end this program, he is expected to let the dreamers stay until the work permits expire. Last night people gathered at the plaza in oakland to show support for the dreamers and the daca program. One woman is worried about the reports that the president will end the program. Given she has had a better life because of it. The government made a promise to us. They said come out of the shadows, give us all of your information, and we will make make it right for you. And i did that. And i trusted the government. And now theyre saying that, you know, they might use that against me. I am so horrified that our government is even considering breaking this type of promise. Mayor libby schaaf says the administration will do Everything Possible to protect Daca Recipients below cal government is superseded by federal government. Four officers are behind bars in dublin. It involves guards that let county jail inmates pelt other inmates with urine and feces. The ajewsed deputies were with the department for two years. The other two had three years experience. The sheriff calls the alleged actions by his own deputies irresponsible and criminal. Ble and criminal. It cant be explained. It cant be understood. We are embarrassed, shocked, ashamed. Thats why we took harsh actions. The now former sheriffs the now former sheriffs deputy is the only one to resign. The other three deputies are expected to be fired. The San FranciscoPolice Department has a new plan to reduce car breakins. There have been 32,000 car burglaries in the city over the past two years. Police chief bill scott says he is going to dismantle the departments task force on car breakins and reduce the narcotics unit. Then he says he will put about 100 officers out there on the streets. Now, this comes as members of the department have been frustrated that the thieves they catch are continually getting out of jail and committing crimes again. Look, weve got issues that go beyond what sfpd can control. You know, we can make arrests all day long. We cant control anything beyond that. What we can control is where we put our cops. Another part of the strategy is the launch of a new campaign called park smart. Signs will be posted all over the city warning people not to leave valuables in their cars. You made a commitment and you will go. It starts in high school. And you have to ingrain that in their heads. That it is important. Without an good work ethic, you will miss out on a lot. My routes would have been better and i probably would have caught the ball different. Mike and i played High School Football. For a lot of players, that is the last time that they will play. Some go on to college. You know fewer go on to the nfl. I still remember my last game. Now that i know what life is all about, that Team Experience is vital. Can you talk about that . The camaraderie, there is nothing like it. And it starts at that level. You know, you start knowing who is serious about playing ball. And what you start seeing is that the coaches are rewarding the ones who are showing growth and maturity. Yeah. Discipline. Discipline and tying that all in together is what makes us grow into men, as Football Players as well. And it is what the raiders they stress that. They stress that. It starts at the youth. Hopefully it will be a power house and defend the title. De la salle is a power house in california. I want to ask you about, what is the state of High School Football . Nationally there has been a drop. About 25,000 players. Maybe theyre going to other sports. Maybe it is the concussion danger. Are you worried about High School Football .
