Harvey hit land again today, causing more flooding along the Louisiana State line. Hey Hurricane Harvey brought a second wave of rain. And painful flooding, affecting residents in Southeast Texas and in louisiana. In beaumont, entire neighborhoods were overwhelmed by water. Helicopters were plucking people from the rooftops. Some were trapped in hope some were trapped somewhere trapped in homes. Volunteers came in to offer help. It is really bad. In port arthur, the entire city was flooded. 70 residents were trapped, helpless, and they were in standing water. This really breaks my heart. The patients were in the water up to 24 hours. Police and volunteers told police and volunteers pulled the patients out and into books. And evacuees had tried to find a dry place. It is very unsanitary out here. 32,000 people remain in shelters and houston is shifting from rescue to recovery. Will be doing a search block by block, searching structures and making sure there are no people left behind. And. Reporter the death toll continues to rise. Bodies were found of six missing members of one family. First responders are getting little rest. And residents tried to get back by boat or vehicle, hoping to retrieve items or to see the damage. And in dickinson, 30 miles south of houston, storm soaked furniture and belongings were piled at the curb. The reservoirs continue to top off and the chemical print the Chemical Plant in crosby is a danger as well. A warning that flooding at Power Outages have wiped out refrigeration needed to keep chemicals stable, increasing the risk of fires and explosions. All residents within 1. 5 miles of that plant were told to evacuate the area. And state officials will be sending up command posts to monitor the very dangerous situation. One more note, there was a curfew set last night. They are keeping that they are keeping the curfew in place tonight. And our reporter is spending a third night in houston. People being evacuated today stayed behind, thinking water would receipt. They are reasonable at they are realizing it could take one week or more. He spent his day in houston, 40 miles to the west. The morning began with water rescues continuing, in the flood ravaged neighborhoods dirty 5 miles west of houston. One couple was grateful to be on dry ground after giving up hope the flood water would receipt. I see some tears. My house is over here. It is devastating. What will you do now . I do not know. We want to figure out how long it will take. We were lucky. We will wait until the water receipts. And hopefully my car still works. We want to get back on our feet, but we will survive. Thank you so much for everything. Patrick parked himself on a curb, surrounded by five dogs, three of them were his and the others were his daughters. For flooding hit, he had to decide if the dogs were going to stay at his house or his daughters house, a short distance away. This is safer than hers. I took care of the dogs. I got in my truck and barely made it to the house. Unfortunately i should have taken my dogs to her house, i made a bad decision. In west houston, even more activity where a small flotilla went through the water. Kayaks and boats scurrying back and forth from the muddy banks, varying evacuees from flooded homes and apartments. This man is among many who was not trying to flee, but he returned for something very important. We got cancer medicine for my wife. There is no other choice, i have to work. My wife is doing better so far. Hospitals are very packed right now. I think we have to take the time, not go crazy. I i think we will make it. We caught up with bay area firefighters. Before we could get to them, we came across an isolated country road in fort bend county. There were two people found dead in a pickup truck that was submerged in 8 feet of flooded water. And family members stood by helplessly as rescuers searched for the bodies to be later found and identified. On the outskirts, we reached the Operation Center for the task force from the east bay. Instead of the urban search from the day before, the members here launched from a farm road and headed out across open, flooded ranchlands. Water from the Overflowing River showed dotted farm homes underwater. And transport trucks came through for. 5 feet of water, they spent hours searching and returned with this. There were four dogs. We have had to rescue them. Even with the trucks, we could not rescue them. We were able to load them up and bring them out. And one woman is going to help us get them back to the owners. of the of the east bay, oakland firefighters and others who are out here, they were trying to save lives and they were disappointed they could not rescue anyone today. That is because the people they made contact with said that they did not need help in these flooded areas. Tomorrow is a new day and a new mission and they will find out in the morning where they are going next. In texas, kitty view fox news. And airports reopened this afternoon, but on a limited basis. United planned three departures and three arrivals tonight, southwest is the major carrier, they do not plan any floods they do not plan any flights before saturday. Both airports hope to be fully operational by the next weekend. Oil production has taken a major hit in the United States, one fifth of the Oil Refinery Capacity was knocked out by this storm and this flooded refinery is in harris county, texas. The largest refinery in port arthur was shut down just today. And lets say it could be two weeks or more before they can resume operations. That is the route taken over the last four days, this is the area where it was barely moving and consequently that is the area that, hit hardest, and all time record for the United States for a single storm throughout the continuity of the United States. We are continuing to follow developing news in sacramento, a shootout came to an end in tragedy today, leaving a sheriff deputy dead and a pair of officers in the hospital. The suspected gunman is a thirtyoneyearold man from the bay area. His name has not been released. He is under arrest along with a pair of women who led police on a highspeed chase. That chase began along auburn boulevard. Officers arrested the women and returned to the hotel looking for suspects. Officers knocked on the Hotel Room Door and a gunman who did a pair of chp officers. Deputies were stationed at the backside of the hotel. And the 52yearold deputy died on the way to the hospital. And the suspectedgunman got into a parking lot and drove away, he crashed the car and exchanged gunfire with officers at the scene. When this is described the frightening series of events. Outside the doors, they heard more shooting. There were officers on both sides of the building. The deputy was a 21 year veteran of the sacramento sheriff department. And the sheriff says french is survived by his girlfriend, Adult Children and grandchildren. The Highway Patrol officers have not been identified. The are both expected the Highway Patrol officers names have not been released. And deborah is at deborah is at a Senior Living facility, where an attack happened. The sixtysixyearold resident is out of the hospital and will recover, no police would like to find the suspect in what they call a vicious attack. Someone heard him screaming in pain and called the police. Headquarters just a few blocks from the senior apartments. He was conscious and alert when we found him, he was bleeding. Officers found the 66year old man with a wound to his face, face, neck, head and chest. The attacker has been identified but she is still on the loose and we are looking for her. Shortly after the 6 00 attack, the suspect was photographed getting on a bus at a downtown station 1 mile away. The 26yearold has lived in san rafael and in pittsburgh. And she was a a guest in the apartment, turning on the man as he slept. They had known each other for five years. And he woke up in the next morning and did not know why. They told us there was an incident and it is confidential. Paramedics and police are swarming this normal paramedics and police swarmed the complex. They just wanted to ask if anyone had heard anything. The bus took them to the east bay. She was dropped at the bart train station. It is unknown where she went next. She is 5foot two, 112 pounds, she was wearing a black longsleeved shirt, jeans and hightop tennis shoes. This was a very violent attack. We consider her dangerous. Do not approach her. This last shot is a booking photo from april. Police are looking into her arrest history. In this incident, the victim was not robbed, his place was not touched, the motive is a a mystery. No to developing news involving disruptive wildfires burning here and in northern california, one fire burning in the sierra foothills. It started off highway 49 your grass valley. The fire has burned several structures, it is threatening other structures as well tonight. Evacuations have been ordered. The fires started at 3 30 this afternoon. So far, 200 acres have burned and it has been called the pleasant fire, it is only 10 contains tonight. The second fire is burning in cook county, it is called the ponderosa fire. One man was arrested today and accuse of starting the fire. Investigators say that 29year old started a campfire outside a designated area. That fire has no grown to 3100 acres and it destroyed 10 homes. People living in the homes above the lake are now being ordered to evacuate. [ music ] things are heating up around here. September 9th of last year, he was shot at close range, 40 times, one block away from home. It was just on the street, in front of the church, and he was walking home and minding his own business. And she was gunned down. The family talked to me just feet away from his gravesite. And police announced multiple arrests in this homicide case. I know that he is in heaven. But this is where i come to spend time with him. Members of the fbi task force laid out the findings of a 1. 5 year investigation that led to what police are calling a dangerous richmond street gang. And they said that they were responsible for three homicides last year. The violence marks some of the most egregious criminal acts that we have seen in the bay area in quite some time. They have been linked to 14 attempted murders, a pair of carjackings, a Home Invasion robbery, six armed robberies. And waters is being charged with all of these crimes along with seven other gang members. And the family is glad that they are off the streets. They should not be in our society. These are cowardly, senseless crimes. These men are so dangerous, each one is being held on 1 million bail. Followed and dropped, at 10 45 got the tactics called unusual, and the arrest. Hurricane harvey causing problems in louisiana, a community has been inundated with water. A new system has helped as many as 2000 stranded people. More on that coming up next. Southwestern louisiana is no feeling the effect of Hurricane Harvey, now a tropical depression that is still expected to dump 8 inches of rain along the texas and Louisiana State line. The threat of heavy rain has come to an end for the houston and galveston areas, but life threatening flooding will continue in and around port arthur and lake charles. And our reporter is in louisiana, where people have been seeking high ground. Southwest louisiana has been inundated by rain for Tropical Storm harvey, flooding streets and isolated homeless. The streets have been flooded and homes have been isolated. The situation here is not as bad as texas. Nine Straight Days of downpours have filled every body of water up to and over the banks. Every new squall creates more road closures and the need for rescues. And 500 since monday. A lot of rain will continue to be dropped. We know that the ground is saturated in a lot of places. And still, it is enough to topple trees and Power Outages are also going to happen. The interstate 10, closed a few miles from the state line. First responders and some volunteers are being allowed through to help with rescue operations. At least 40 officers were among the army of outside agencies traveling to assist. And the came rolling into texas with airboats. Empty buses are heading to the west and coming back full of evacuees. New orleans was swamped 12 years ago this week, they got less rain than what was expected. Residents and officials had Emergency Operations up and running just in case. And despite knowing that there would likely be more flooding, some have stayed. And we hear that often in the aftermath. People love where they live and would rather rebuild instead of relocating. And it has not flooded like thi since the 1970s. Houston residents have a long road ahead as they rebuild. 83 of the people affected by Hurricane Harvey in the houston area do not have Flood Insurance. The annual cost for federal Flood Insurance is 700 per year. People are making assessments. What is the likelihood my house will be impacted by the flood . And what will it cost to carry Flood Insurance for a number of years before the flood will even happen . There is no firm count on the number of homes that have suffered flooding damage. According to an estimate, 40,000 homes in the houston area have been destroyed. A bay area woman is using her skill to rescue a woman a woman is helping to rescue those stranded by Hurricane Harvey and she is doing so from home. She created a website with a rescue map that has helped with as many as 2000 rescue so far. Hundreds of texans were stranded by the floodwaters on the heels of Hurricane Harvey and they have been taken taking to twitter and to facebook to help. And friends are sharing addresses and videos of people trapped in their homes and on rooftops. One man is offering boat rides, others are saving pets. And the last time a major hurricane made landfall, twitter was not even born. Many residents are grabbing smart phones instead of television or radio. We can talk to them for a little bit and help them to know that we are working on it. A developer saw the toll Hurricane Harvey was taking and she fired up twitter and put her mapping skills to work. I asked if anyone was working, moving on this. And there was a resounding silence. Very quickly i realized nobody was going to help. She helped to create a a website called harvey relief, a rescue application coordinating 2100 rescue so far. We have so much traffic on the website right now. Users can find shelter, and volunteer opportunities. We have people working around the clock, updating the spreadsheet and making phone calls. Volunteers came from as far as new zealand, belgium and canada. It has been inspiring. I i cannot believe so many have come up to help. It is truly amazing. The website is providing information to those who need it and she says that should not be considered emergency management. People need to call 9111th and while they wait for 911, send us a tweet. A weekend closure of the bay bridge, demolition of old bridges will affect all drivers this weekend and next month as well. And advisory is continuing, and it is going to get hot over the next several days. And uber could go public with a surprise announcement. Uber is making changes, employees were told about a timeline today, and initial change could happen 36 months from now and it will be one of the most anticipated changes as they go public. Last friday, a man was arrested for robbery. His description matches a robbery at a 711. The department worked together to identify the suspect in both robberies. He has been booked into Santa Clara County jail. Police released video today as they try to catch the person responsible for a hate crime at a synagogue. Someone used a rock to smash the front windows and damage a door. The damage was discovered august 17th. The attacker was wearing a black a black hoodie with a white t shirt, tshirt, black sweatpants and black tennis shoes. Caltrans crews are getting ready to begin demolishing 13 remaining foundations along the eastern span of the bay bridge. The work will take place over six weekends, starting this saturday and every weekend through the middle of november. They plan to close the eastern bridge while detonating the explosive charges. The closures are expected to last 30 minutes, they are intended to protect drivers, pedestrians, and bicyclists. Crews are spending Labor Day Weekend doing track work and other maintenance in oakland, that is going to cause delay. And they will be running free shuttle buses, the lake station will be closed altogether. And transit will provide free bus services. A warning tonight, be on the lookout for a pair of thieves. Police want you to take a good look at this man who they say is responsible for robbing an employee at a 711 store in east palo alto. His tactics are unheard of according to police. They seem to know what they are doing. They had a plan. It happened at 9 45. The suspect walked in as a a normal customer casing the suspect walked in like a customer, but was likely casing thestore. And they followed a woman, staging a car accident in palo alto. The victim had no idea that it was not an accident. She thought it was a minor fender bender. She did not exchange any information. She was targeted by a suspect with intent to rob her. She got in her car, taking a bag with 7000 in cash. A driver witness to this and called police. Obviously the thought that there was a struggle or a panic. Police recovered the phone from the victim, dumped half a mile from the store. It is horrible to hear about. Crooks have become so sophisticated. One suspect was described to be an africanamerican man in his twenties, 5foot 10 with short hair, and the getaway car, a new sedan. Police hope that the public will recognize the man or the car before they strike again. And we checked, the only other store in the lot, three brothers tacos does not have working cameras.
