Femas waffle house index looks at whether or not Waffle House Restaurants are able to stay open despite treacherous weather conditions. At this point there are just two waffle houses in the houston area that are closed. 30 remain open. It is a 24 7 restaurant. They say they want to be open and serving people who need food, comfort, shelter. What do you think the equivalent would be here . Dennys. I dont know that there is one. Because waffle house is so regional. Theyre everywhere, almost like starbucks. Regional in the sense that in in out california. It is an interesting to know that fema is watching what is happening with waffle house. I love that the companies are staying off. I saw like an rei giving away goods to First Responders to people who have evacuated. Even boats getting boats into the flooded areas. I love it. The spirit is there. Speaking of things that you need, one waffle house manager says sometimes you just need bacon and eggs. We learned the preseason game for thursday in arlington has been canceled between the texans and the cowboys. The preseason game has been shut down so the players can go home to their families. Fans can get a refund or donate the money to Hurricane Harvey relief. That is the last preseason game before the regular season. Houston is scheduled to open at home against the jaguars on the 10th of september. A week and a half. Who knows what will happen there. Sometimes it is good to have that kickoff to rally the city. Getting back to normal. All eyes and thoughts are on houston. We will start right now with the newest developments to bring you involving Tropical Storm harvey. It made landfall once again overnight. This time in western louisiana, near the texas boundary. Residents told to seek Higher Ground or stay at Emergency Shelters. The death toll keeps climbing as more bodies are discovered. The Associated Press confirms at least 20 people have died so far. The New York Times reports the number could be as high as 30. And there are concerns about two dams and a levee in the houston area that could soon give way. Officials released water from reservoirs in hopes to ease the burden. They worry it wont hold. Lets give you a look where harvey is right now by bringing in our meteorologist steve paulson. Youve been tracking the storm, steve. Thankfully the rain is done for them. Dont forget port arthur and beaumont. So its on its way in. It has moved in. We can say goodbye to it as far as the tropical system. Now it will lose its punch. It will leave a wide swath of rain from not only louisiana where it already has, especially around lake charles, all the way up to kentucky, maybe ohio as well. Nashville is looking for five inches of rain. There is the track that came in around Corpus Christi, went inland and took a jog and went back out and gained strength. Moved so slow. It is finally accelerating. It was moving at 2 Miles Per Hour at one time. Now moving north northeast 8 to 9. It has moved past houston. They will get sunshine today, if they dont have it already. Maybe parts of eastern houston may have cloud cover to deal with. The heavier bands have moved on shore and accelerating northeast ward. Pretty good gusts. 30 in houston. Not as bad heading towards Corpus Christi and brownsville. Beaumont, there is information coming in now for port arthur and also beaumont of also extreme flooding. So i think we will hear about these now. Look at the temperature already in houston. 81. Corpus christi, 85. Hot and humid. They will get a break from the rain. That is the good news. As the system finely lifts finally lifts out of the picture. Next week, there may be more rain coming into the gulf. If you havent heard, there is another tropical that formed in the atlantic. Irma. It is taking aim towards the caribbean. I think eyes need to say goodbye to harvey. We will have to keep an eye on things for the week ahead. When you say more rain in the gulf, is that tropical. It wont be organized. Okay. Okay. From Corpus Christi to port arthur. That would be next tuesday, wednesday. The new tropical is taking a jog towards the caribbean or south florida. So next week, we will have to keep an eye on that one. Thank you, steve. Yep. Officials in Harris County where the city of houston is located says that harvey may have damaged 30,000 to 40,000 homes. Ken wayne is joining us live right now from katy, texas, 30 miles west of houston. Ken, i watched your report last night on the 10 00 news. You were with the bay area First Responders. Very successful first day for the rescue cruise out there in katy. Reporter yeah. Task force 4 from the east bay, 18 different agencies from novato down to fremont. Most from alameda and contra costa counties. We were in the same spot as yesterday. Private boats are now heading out. Beyond the boat, you can see sub merged vehicles. This is an area that suffered extensive flooding. Were near an area called buffalo bayou, which is basically a giant flood canal that runs through houston and connect today a couple of reservoirs that are pretty much attica passity. They had to release water from the reservoirs. That caused the flooding in addition to the 50 inches of rain that fella cross much of this area. I want to show you what were looking at now as the private boats go out. We have patrick here. Patrick, you just got out less than an hour ago from your house. About an hour now. Reporter tell us what is going on with your house right now. My house is flooded with about four and a half feet of water. All of the furniture is floating around. Everything from the cabinets is floating around. The mattresses, you name it. Everything is damaged. Basically a total loss ex isnt for what is upstairs. I have been camping out there with my five dogs for the last three days. Three are yours and two are your daughters. Youre waiting to get picked up. Why did you wait so long to get out of there . I really thought the water was going to go down. I was afraid to take the dogs in the boat because the doggone the end, tucker and this labrador hate each other. So they fight. Hi to keep them separated in the house. Basically i was afraid to put them in a boat together. We did get them in eventually and they fought. I had to take them back in the house and wait for the boat to come back and get me with the other dogs. It wasnt fun. Yeah. Youre okay. Yeah. Were glad to see that. Yes. Were glad the dogs are okay. And i know that your daughter and your wife are werent at the house when all of this happened. Theyre okay. Theyre fine. Reporter moving forward, do you have someplace to go. Yeah. My daughter has a house around the corner. She she was renting a house to me. And my wife is living over here and i came here with the dogs because i thought this house was safer than yours. I have been taking care of her dogs over there. I got in my truck and barely made it to this house. Thats where we stayed. Unfortunately i should have taken my dogs to her house. A bad decision. In the end youre okay. And thats all that matters. A lot of people have it a lot worse than me. This is the first time that we have flooded. We wish you the best. This is what he was talking about is not knowing which houses were going to flood. Weve been hearing that story across the whole area that this is such an unusual storm, such a big storm, so much rain that people were caught off guard in a sit the is used to a lot of rain and a long history with hurricanes here. Just driving around the city, coming from downtown, you can see the sub is out the sun is out. It is hot and muggy. This area could rise, the flood waters could go up because of the reservoir situation upstream. As we drove from the downtown area on interstate 10, there was one portion of the freeway that was down to one lane was there is a lot of water on the freeway, which was elevated. So that tells you that theres still a long way to go to get things squared away. Getting back to task force 4 which was here yesterday, theyre still on their way to katy right now. Theyre in route. They probably wont be returning to this location. They will be sent someplace else. Were going to find out later in the day exactly where theyre going and we will try to hook up with task force 4 again. There are other needs in katy and around houston. They will be busy no doubt. They just have to figure out where they will be sent. You think about ryans story that you brought us. He stayed as long as he could and forced to evacuate. 53 counties are affected by harvey. Rescuers, the one thats youre with and others, dont know what theyre dealing with once the waters behind you recede. Reporter right. Thats the next question. I mean, the big challenge is getting people out. Here comes a boat right now. And then once the waters go down, then youre going to see what is left behind. And, you know, god forbid there is people who were left behind that didnt make it. We hope that is not the case. You just dont know. Yesterday my photographer who is getting these pictures was on the boat with task force 4 where they actually busted down a door because they did have a report that somebody was still in the house. They pounded on the door. But that person never responded. So they just wanted to make sure that there wasnt somebody who could have been unconscious or not responding for some reason. So they actually busted down the door, did a thorough search of the house and nobody was there. Thats what theyre facing. I want to show you, we have other activity coming on right now. National guard troops have been coming in. There are a couple of humvees and other military equipment on the other side of this rise. So these are high water vehicles. So they will be able to get into water that is probably three, four, five feet deep. Hang on. I want to hear what theyre saying. You can see the big snorkle on the side of the air take. Thats so the vehicle can get down in water. Im going to give you an idea. Im 59. So how deep how deep can you guys go . Four feet. Reporter good luck. Four feet. There you go. So thats what these guys are going to do. Theyre going to take the vehicles out and do searches. You can see the vehicles out there that are under water. The water is probably less than four feet. They will be able to get through part of it. Some is deeper according to the firefighters. Still allot of activity going on in katy. In katy, do they know how many people still need to be rescued . Reporter no. They dont. They think they got most everybody out. There are thousands of homes. This goes back two or three miles in that direction and then east west from there several miles both ways. There are thousands of homes, apartment buildings. Wow. Reporter were just showing you a fraction of the territory back there. When we calm here yesterday, we were told that the civilian rescue team thats went out on their own probably pulled out about a thousand people. Thats what a fema official told me yesterday. By the time that task force 4 got here and got the boats in the water, they were able to pull out 44 people. That shows you how much of an effort was made early yesterday morning before task force 4 and the other authorities were able to get on the scene. That has been going on all across houston. We have heard stories about private boats making a big effort and getting the job done. And then you can hear the loud air boat now approaching. I think it is an air boat. It looks like it. These are common in this part of the country where youve got this flat water that is not very deep. And sometimes it is hard to get a regular boat with a prop in the water without it getting tangled up in weeds and hitting objects that you cant see. So these air boats use a few inches of water space to get around. Theyre perfect thor these kinds of rescue operations. They can get into areas that other boats cant. And they will pick up some people. Cant tell from this distance if they got people that they rescued coming back or just coming back to refuel or something. But very active out here. Im actually kind of surprised because when we got here, it seemed like it was going to be kind of a quiet day after what happened yesterday. We thought most of the work was over. But obviously that is not the case. It looks like it will be another busy day here in katy. It is important to underscore, ken, youre in the southern part of houston or at least you were. Where youre staying it is okay. I heard parts of the houston area are fine. And then other parts like the suburb katy are under water. Reporter right. Were staying in an area called the galleria. There is i guess theres a big mall close by to where were staying. I havent seen the mall. It is the galleria part of houston. It is a little southwest of downtown. Maybe four or five miles from downtown. So weve been staying there. And there are businesses around there that have power. But theyre just not open because a lot of people are not out on the streets and the roads. Theres theres been a lot of intersections where the stoplights are out. And then other places are just fine. Most of the city that were driving around is dry. But then you will get these pockets interstate 10 had standing water on it. Theres a lot of other roads that had standing water. Youre looking at a fish and game boat from the texas game warden. Pulling two people out. It looks like a husband and wife. Or a couple of some kind. Just got off of the boat. And, ken, where is it that youre standing right now . Reporter can i ask you how youre doing. Doing great. Reporter what happened. We were we tried to stay as long as we could. We were lucky. We had power, light, internet, cable. We waited to see. And when we decided it wasnt going to come down in the next couple of weeks, we decided to pack up. But were very fortunate. Our house is all there. Totally flooded but we will get through. Were you upstairs the whole time . Did you stay out of that. Yeah. Were fine. I see some tears. Yeah. Because my house is over there. I mean, it is devastating. Reporter what are you going to do now. We dont know. Were just going to wait. Stay with friends. Figure out how long it will take. We were one of the lucky ones. My apartment has power and lights. So we will wait until the water recedes. Hopefully my car works and try to get back on our feet. Thank you for everything. You have been awesome. I know one of the powerful images, ken, that i have seen and i think you have seen, especially you know at the shelters, as a father i was thinking last night im going to bed with a roof. Sure. My children have food. And you have parents carrying their young ones on their shoulders through this water. Remember, this hurricane hit friday night. Right. It is wednesday and this scene that youre giving us, these live pictures from katy, you can see the danger that exists and the passion that people love for their neighborhoods and homes because they didnt want to give up. They didnt want to leave that house. Right. And they didnt want to say it is time. But it is time. And it is an emotional time out there for all of those involved. And you heard him say we will get through this. Reporter you know. Yes, ken. Reporter i was going to say, maybe im getting old and weak, but, you know, ive been to katrina and 9 11. You think you can deal with it and get better at it, but, you know, these are the important things this life. It is taking care of yourself and your family and doing the best that you can to take care of each other. And, you know, normal folks just trying to get by. And they got caught in i asituation they had no control over. Theyre trying look, we have a wheelchair and weve got a poor guy over there with five dogs. Yeah. Reporter waiting for a ride to get home. You figure it out. What is important in life. You know, its just taking care of yourself and taking care of each other. And Everything Else is pretty much meaningless. Were going to get blasted were going to step over because were going to get blasted by this air. Thanks to those guys for giving us a headsup so they didnt knock us over. We will watch them take off. These boats are pretty impressive. I was telling you, i thought they pretty much got everyone out. Obviously not. I was shocked to see this couple come out and talk about they have power and internet and cable tv and everything that they needed. And they finally said it is time. You know, our house is flooded. It doesnt look like the water will go down any time soon. This area still has a lot of work ahead to get straightened out. Guys. Ken wayne, thanks so much. Hey all right. Joining us now to talk more about the Emergency Response in texas is formerly fema coordinator martin. Thanks for coming in. Appreciate it. Thank you. Governor greg abbott, the governor of texas, gave fema so far a grade of a plus in the response. Would you agree with that from what you have seen from here. Absolutely. And, you know, were in phase one of the response. Were still in rescue operations, which is unheard of. To go this long in a disaster still being in phase one. What was interesting in the story earlier with ken wayne was when he talked about the human kindness of people. You see that through and through this disaster. The federal government doesnt have enough resources to solve this problem. Seeing neighbors come out. You know, in the four decades that i have done this, one of the things that i leave each disaster with, when americans are at their worst, we are also at our best. How do you want people to want to help but not get in trouble. Maybe they go in and get in trouble. And in turn have to be rescued. Absolutely. In this particular case, theres a number of different website thats are available if people want to volunteer, both through the red cross, at the state and federal level. I think you have that on your web page. They can take a look at that. That is critical. It is really coordination. That is where fema comes in. Theyre coordinating agency. Theyre working with the state, theyre working with the governor, theyre working with the local agencies to figure out how to coordinate what resources necessary. Let me give you statistics in comparison to what were talking about here. In texas alone, there are 780,000 mandatory evacuations alone. That is just in texas. In terms of voluntary, there is another million. If you put that in perspective, that is as large as city of san antonio, an san diego, or philly being evacuated. When we talk about shelters, theres 230 shelters. Weve probably got 30,000 people out of their homes now. When we take a look at power, this is incredible. Over 100,000 homes that may be affected out of in 19 counties. Meaning those homes are destroyed. People will never go back to those homes. In terms they have to go back and rebuild, et cetera. Power outage, 2. 2 million people. When we talk about power outage, think about it. It is atms, gasoline, grocery stores. We live in a society that is almost daytoday convenience. That is not roads. Roads. As soon as you get the infrastructure up and running, we can deliver goods to small you are towns outside of houston, down in galveston. Yes, the impact of this in terms of katrina. Katrina, new orleans is about 400, 500,000. What is the population of houston. 2 million alone. 2 million alone. You could be an hour north of the water in the houston area and still be flooded. 53 counties are impacted. Yep. Yep. There are 28 urban search and rescue teams in the entire country. All are deployed now. The governor of california spent 12 more teams from different cities in california to help. The impact is just huge here. Now at the same time that the First Responders, along with local neighbors are helping out, theres also what they call an interim operating facility there. Are task forces trying to figure out how to restore power. Where are we going to put these people . They will go to a shelter. But then you have to find housing for them. The fema trailers that we heard about after katrina. You want to get them into hotels, motels, apartments, things like that. Let me ask you about money before you go. I heard a number 30 billion that this could cost the federal government. There is debate about cutting budget from fema. Do federal and state governments need to step up more money . No. In this particular case, when the president makes a declaration, it allows the Disaster Relief fund to be enacted. There is money available on a cost share basis. There is no debate that there is money available. Not right now. The recovery will be part of that. We will find out. It will take time. The Economic Impact on this is huge. If you look at the two Oil Refineries in the area, both are off line right now. They produce 51 of the gasoline in the country. The electric itself, there are three grids in the united states. Have an eastern, a western and a texas grid. Theyre on their own grid system. Now you have seven or eight or ten different electric companies in the state of texas. Theyre going to have to get back online. And the recovery to a disaster is about rebuilding neighborhood after neighborhood, town after town. Year after year. Decade after decade. Decades. Absolutely. Thats why we hang on so tightly to the singular stories of rescue that ken wayne just brought us. Early this morning, after more than eight hours of heated debate and comments. The board of education voted against no on a proposal to create a new School District in walnut creek. Supporters of the plan say they want to remove five schools from the mount diablo unified School District and crate a new School District, the north gate unified. They say the School District is too big, not responsive to the needs of specific schools. But critics of the plan say it is just an attempt for schools from an affluent part of walnut creek to break away from a less affluent, more racially diverse part of the School District. Even though the county board of education voted against the proposal to create a new School District, that is not the final say. It now goes to the state board of education. If it is a no vote there, that will end it. If it is a yes, the issue would go before voters in contra costa county. Were also keeping an eye on the Golden Gate Bridge right now. These are live pictures. Theres a possible protest about to begin. Were watching. Again, this is by the Golden Gate Bridge toll plaza. We dont see any activity relating to a protest right now other than the normal traffic at this hour. Now, a group went on facebook. They asked people to join in what they called a march against marxism. People were supposed to be gathering at lincoln boulevard and 101 and march to the Golden Gate Bridge. The organizer said his intention is to block traffic until the city of San Francisco condemns the group antifa as a terrorist group. Officials say this demonstration may be a hoax. But the bridge district officials and the chp are still watching just in case. We are monitoring the situation. And we are working in coordination with california Highway Patrol to make sure that traffic keeps moving and that the peace is kept at the Golden Gate Bridge. Now, bridge district Officials Say the group does not have a permit. Ktvu contacted the organizer who didnt want to meet in person. Referred all questions to that facebook page. Yeah he would be a less wrinkly, and winning at life. Welcome back to the 9. It is a very busy morning. Much of our focus is on houston and harvey. Thats where we will start. Overnight harvey made landfall again for a second time. This time hitting western louisiana. As it moves east. This is sort of on the louisianatexas boundary. This video is from lake charles, louisiana. Harvey hit Southeast Texas last week. And the hurricane has been downgraded to a tropical. Harvey is still dumping rain and conditions wont improve until later tonight. Harvey is forecast to move from louisiana into northern mississippi, kentucky. Rescue operations in katy are still underway. Reporter the weather has certainly improved here in the houston area. The National Guard getting ready to head back out today. Some of the resources may be diverted to other communities that have been hit overnight. Water rescues continue in the houston area after historic rain caused unprecedented flooding. Thousands of volunteers now going house to house, making sure that anxious residents got out before the situation gets worse. If the water rises more, they will be trapped in their attics. Having to talk people into leaving is the hardest part. Reporter the storm hitting eastern texas particularly hard. Especially port arthur where residents report being stranded in rising waters. And the nations Largest Oil Refinery there was forced to close. Were asking state support to come down. So the operation right now is very clear. Were still in lifesaving, lifesustaining mode. Reporter the texas National Guard bringing in more boats to assist in their efforts. The good news, the rain in houston has finally stopped. Welcome relief. They have been working alongside other agency, water teams, working alongside texans helping texans. Reporter houston has implemented a curfew to deal with looting. Doug luzader, ktvu news. Volunteers are mobilizing to help evacuees forced from their homes. Alex savidge has more on the out powering of support from the entire outpouring of support from the entire houston community. Yes. The rain has let up in the houston area but the city remains in crisis. Tens of thousands of people have been forced from their homes. More than 200 shelters have been set up across the houston area, including one at the convention center. Another one at the Toyota Center where the Houston Rockets play basketball. Now officials have opened up a new Emergency Shelter at nrb stadium, the home of the nfls houston texans. This is the scene from there. When authorities put out the call for help, they saw hundreds of people come down, lining up at the stadium. These are volunteers, people who want to help their neighbors who have been rescued from flooded homes. We will be able to feed people hot meals. You can see the volunteers coming in. Were going to put them all to work. We may actually reach the point, you hate to do this, say, okay, we have enough volunteers. Right. But thats a nice problem to have. Here is video from this morning showing u. S. Navy sailors flying over some of the flooded neighbors in texas. They are continuing to look for people stranded in their homes. A record 52 inches fell on the houston area in the past five days. That is the most rainfall ever from a single storm here in the continental united states. Authorities say they have carried out more than 13,000 rescues. People put on to boats, people put into helicopters. And many evacuees are refusing to leave their pets behind. So we have to go back and get him. Wow. Even though he is on the second floor, i knew he was scared and didnt have enough food. What was it like in there. It is devastating. It is terrible. Our cars are submerged. The water almost to the second floor. People dont want to leave their dogs or houses. You know, having to talk people into leaving, thats probably the hardest part. People dont want to leave their stuff. You have a lot of people volunteering their time, using their own boats to try to rescue people. In the meantime overnight, Tropical Storm harvey made a second landfall. It went back out to sea and made landfall overnight along the texaslouisiana border. Now it is expected to dump heavy rain on parts of louisiana, arkansas, tennessee, and eventually missouri. While back in the houston area, authorities are warning people that the flooding in that city could potentially last for several weeks. And you have tens of thousands of evacuees continuing to stay at shelters. Alex savidge, thank you very much. Steve, you were just talking to us off the air. You say there is something new regarding the weather in the gulf that could cause problems for people there. Yeah. Two things. First of all, coming across i know you probably mentioned it. Reports of catastrophic flooding in port arthur and beaumont. Yep. Rooftop. Maybe even worse. So people know that. One of our forecast models generates another lull in the gulf, almost similar to what we saw last week and it just popped up. People are going nuts on twitter. If it develops, it will mean more rain, not hurricane strength but it looks ominous. If it develops it would be next tuesday and wednesday. As you saw ken wayne, he was sitting in sunshine. At least the rain has ended for them. However, if the forecast model is right, they will get more rain next week. We will keep you updated on that. We will see if other models latch on to that or not. That is an ominous sign if it is right. The forecast model gfs was really good with harvey. It is probably on to something. The water temps are extremely warm. We have a major heat wave i dont say major very often. It sure looks like it. An excessive heat warning or heat advisory. That starts tomorrow and goes through monday at 8 00 p. M. I do think on sunday and monday, we will get a lot of high clouds in here. Friday and saturday look blistering hot. Holidays are right around the corner. Are we talking about after labor day. Generally the end of the Summer Season is when Airlines Start pumping out sales. August 23rd was the first opportunity. We have missed that. It is usually called cheap flight day. Our next opportunity will be labor day, on september the 4th. Thats the unusual end of the Summer Season. When the mindset turns towards the holidays. Thats when we will start to see sales pop up. You have to jump on then when you see them. After that, steadily but surely prices will go up as we head towards thanksgiving. The airlines, you know, they want you to buy now. Why . They want to fill up the flights now . It is an insurance policy. They want to make sure it that the flights are as full as possible. They figured out how to get the load factors. The number of seats theyre selling up to 80 to 90 , close to 100 . They will play with the size of the aircraft made available. September 4th date is sort of the next opportunity to lock in some sales. But then as soon as you get to eight weeks out of the thanksgiving season, then it is a steady climb upward. You want to avoid the wednesday before thanksgiving. And the sunday after. Yet. Thursday morning, the secret is already out. People are gobbling up the early thursday morning seats. But that is a good opportunity. Then to come back, not even monday but tuesday or wednesday after thanksgiving is when sales prices can drop, 30, 40 on some of the tickets. Gobble it up. I like that. That was not even planned. Thats how good we have. When i was foot loose and fancy free before a legitimate job and children, i used to jump online last minute and take it. Are those days over when it comes to saving money. If you think about thanksgiving that, is an american holiday. If youre looking for last minute opportunities, you will find them on international destinations. I see. The mexican resorts are empty. Last minute opportunities are to international destinations. Thanksgiving is a specific holiday to the u. S. Christmas is different. New years is different. That is a popular time of year around the globe. You mentioned christmas. Is it too early to think about christmas. Not at all. I dont think prices have bottomed out. I think you will see some sales pop up. Again, on labor day itself. But as soon as you get to eight weeks out, especially if youre pigeon hole today a specific travel date. If you have to fly out on december 23rd, 24th, you know, that you want to lock those flights in. Dont play around and wait for what could be possibly a lower fare. Just lock it in now. Yeah. And it is peace of mind and the reality is that airlines are not going to continue to issue out seats. Once they have filled certain aircraft, theyre going to be gone. December 25th and january 1st, sale dates. If youre willing to fly 6 00 a. M. On january 1st, who is. Right. But if you are. If you are, youre in. You could find the best availability. I always say it is important for us to get away by ourselves if we can for a three or four day weekend. That is nice. Early december is a good time to go. There is a sweet spot between thanksgiving once we have come back home from thanksgiving and were now gearing up to the end of december holiday season, there is a sweet spot where prices drop dramatically. Demand is soft. Hawaii will see hotel prices drop. And the ski season is early. Mostly manmade snow in the great resorts around california. But, again, theres Nothing Official from apple. Uber says it is cooperating with the Justice Department investigation into possible violations of foreign bribery laws. The wall street journal reports the federal investigation is looking at uber managers who may have violated the foreign corrupt practices affect.
